Many schools with high Indian enrollment operate

without assistance from Johnson O'Malley Act funds. Thus,

this report includes information in addition to that used

as a basis for Johnson O'Malley Act reimbursement.

Necessary data on the Johnson O'Malley Act funds was

reported directly to the Bureau of Indian Affairs, according

with Section 302, IOC, Chapter 3, Part II, Volume VI of the

Memel of Regulations.

HIGHER EDUCATION

With the ever growing awareness that high school education

is inadequate preparation to meet life's demands, Indian youth

are'lookIng more and more to colleges and vocational training

schools for additional education. Undoubtedly the awareness is

due in great measure to more extensive high school counseling

service.

Because most of our Indian population lives in a poverty or

near poverty state as compared with the surrounding community, the

Indian Education Supervisor in cooperation with educational

personnel of the Bureau of Indian Affairs conducts a program to

disseminate information regarding financial aids with which Indian

youth can continue their education beyond high school. This pro-

gram involves not only considerable communication by telephone and

letter, but also visitation of every high school on or near Indian

reservations at least once a year to confer with administrators,

counseling personnel, and individual Indian students. Approximately

250 individual conferences were conducted in the state this year,

plus those carried on with Montana Indians enrolled in.the Bureau

of Indian Affairs' off-reservation boarding schools.

The Indian Education Supervisor processes all applications

for college fee-waivers as provided by Section 75.506.1, R.C.M.

1947, which states: "Any person of one-fourth (A) Indian blood

or more who shall have completed the regular course of a four-year

accredited high school or Federal Indian School in Montana, and

shall have shown evidence of studious and industrious habits, shall

be entitled, upon the recommendation of the state board of education,

to enroll in any of the units of the university of Montana for four

(4) years without the payment of fees required of students attending

such institutions. The number of such Indians chosen each year

shall not exceed forty-eight (48). Rules and regulations governing

the selection of these pupils shall be formulated by the state

board of education and the state superintendent of public Instruction

Is hereby designated as the agent of the board in carrying out this

act."

The Indian Education Supervisor works closely with Bureau of

Indian Affairs education personnel in a followup program for Indian

college students. The supervisor visits the students at least

twice a year to personally encourage them, and to stimulate greater

achievement through discussion.

Indian communities can now point with pride to many of their

people who are successful in the world of work, having completed

college undergraduate and graduate programs, and courses in

vocational training schools. Because of the scarcity of job

opportunities, many employed Indians return to the reservation only

for occasional visits, and reside In areas that need their skills.

BLACKFEET INDIAN RESERVATION

The Blackfoot Indian Reservation is located in northwestern

Montana, and has common boundaries on the west with Glacier National

Park, and on the north with Alberta, Canada. Of the 1,525,712 acres

in the original reservation, only 981,250 acres remain in trust

status, and provide an income for the Blackfeet people.

The Blackfeet population has been increasing since the turn of

the century. Bureau of radian Affairs' figures indicate that the

number of Blackfoot has increased from approximately 1,800 in 1895

to 12,000 today.

Most of the children of this reservation attend public schools.

The Bureau of Indian Affairs maintains a modern boarding dormitory

on the reservation for children coming from homes that are isolated

from school, and/or whose homes are characterized by extreme social

conditions. With a capacity of 160 children, the dormitory gives

preference to elementary school children; these students attend

public schools in Browning. Children meeting the boarding school

acceptance criteria over and above the local quota are. sent to off-

reservation boarding schools.

Indian education funds are used in some schools on this

reservation to supplement local and other federal revenue in meeting

needs for school operation.

CROW INDIAN RESERVATION

The Crow Indian Reservation is located south and east of the

city of Billings, and encompasses roughly 3,282,000 acres of land.

According to Bureau of Indian Affairs' records, 1,574,230 acres

are owned by individual members of the tribe.

At the end of 1965, the Crow tribe had 4,282 enrolled members.

The actual number of Crows today would be considerably more than

the above figure, because the population increase is much higher

than the national average; however, many members of the tribe live

off the reservation.

The children receive their formal elementary and secondary

education in public schools, in boarding schools, and in mission

schools. Many children enter school somewhat at a disadvantage

in use of the English language. Extensive use of the native

language still poses a problem to teachers, unless English is

taught as a foreign language.

The problem of availability of iIIN schools for children on the

western edge of the reservation is partially solved by sending some

children to high school in Edgar, which is located off the

reservation.

The Crow Tribal Council elects a committee that acts on matters

of education, and the Bureau of Indian Affairs maintains a staff

member in education who works closely with this tribal committee.

Indian Education funds are used to supplement other revenues

in providing educational services for the children of the Crow

Indian Reservation.

FLATHEAD INDIAN RESERVATION

The Flathead Indian Reservation is the only Montana reservation

located west of the Continental Divide. The reservation is bounded

on the east by the Mission Range and on the west by the Cabinet and

Cover d'Alene Mountains. Of a total arse of about 622,600 acres,

the tribe owns about 537.361 acres.

From early days, the Flathead Indians have had reasonably good

relations with nonIndians. Because of this relationship, there

has been a high degree of integration. Authoritative population

estimates show somewhat over 5,200 people, with almost one-half

living off the reservation.

Flathead children have attended public and mission schools

for many years, with a small percentage enrolled in off-reservation

boarding schools.

The Bureau of Indian Affairs has a staff member in education

who works closely with schools and parents to bring about greater

cooperation and understanding.

FORT BELKNAP INDIAN RESERVATION

The Fort Belknap Indian Reservation is located in northcentral

Montana and constitutes an area of 597,112 acres. This reservation

is the home of approximately 1,600 people from two tribes -- Gros

Ventre and Assiniboine. More than half of the enrolled members live

off-reservation.

Education for Fort Belknap children is provided by public

schools on or near the reservation, one mission school at the southern

end of the reservation, and off-reservation boarding schools main-

tained by the Bureau of Indian Affairs. St. Paul Mission at Hays

conducts the only high school on the reservation. The Harlem school

district operates a small bus in the Hays-Lodge Pole area for those

people wishing to attend Harlem High School.

The Bureau of Indian Affairs maintains a staff member in

education on this reservation.

FORT PECK INDIAN RESERVATION

The Fart Peck Indian Reservation extends over more than 2,000,000

acres in northeastern Montana. The reservation is bounded on the south

by the Missouri River, along which most of the people live. East-west

boundaries are close to the towns of Culbertson and Nashua respectively.

There are over 6,000 enrolled members of this reservation, from

two distinct tribal groups -- Assiniboine and Sioux. Of these, almost

half live off-reservation.

Children receive their formal education in public, parochial,

and off-reservation boarding schools. Records indicate that children

from the Fort Peck Reservation have attended public schools since

1935, which has resulted in considerable integration in the communities.

The Bureau of Indian Affairs maintains a staff member in education on

the reservation.

Indian education funds have been used by public schools on the

Fort Peck Indian Reservation to supplement other local, states, and

federal revenues in providing educational services to Indian children.

NORTHERN CHEYENNE INDIAN RESERVATION

The Northern Cheyenne Indian Reservation is a smell reservation

of 445,157 acres created by executive order for the Cheyenne Indians

who refused to stay in Oklahoma. There are approximately 3,000

enrolled members of the tribe; however, many of these make their

homes away from the reservation.

Children of this reservation are educated in public schools on

or off the reservation, in a mission school just off the reservation,

and in federal day and boarding schools on and off the reservation.

Public schools on or near the reservation were able to provide

all educational services with available local, state, and federal

revenues without seeking supplemental aid from Indian Education.

ROCKY BOY'S INDIAN RESERVATION

The Rocky Boy's Indian Reservation is a land area of 107,532

acres situated about twenty-five miles south of Havre. Created by

executive order to provide a home for a small wandering band of

Chippewa and Cree Indians, the reservation has about 1,500 enrolled

members; however, many live off the reservation or move off to

follow seasonal labor.

The children of Rocky Boy's Indian Reservation are educated in

public schools on or off-reservation, and in off-reservation Bureau

of Indian Affairs' boarding schools. The Bureau of Indian Affairs

maintains a staff member in education on the reservation.

Indian education funds have been used by public schools on or

near the reservation to supplement other local, state, and federal

revenue in providing educational services to the children.

PROBLEMS CONCERNING INDIAN EDUCATION

In order to make this report more comprehensive, administrators

of schools serving heavy populations of Indians were asked to supply

statements on predominant problems encountered in educating Indian

children.

Even though most of the statements are of a negative nature,

many positive statements indicated improvements in reading, attendance,

and dropout rates. The more frequent negative statements concerned

retardation In use of English, sporadic attendance, lack of concern

for the property of others, poor nutrition, poor felf-image, little

parental direction, too much permissiveness on the part of parents,

and little regard on the part of teachers for the Indian child's

background and need.
