INTRODUCTION

The principal purpose of this brochure is to explainthe teacher exchange program carried out by the U.S.Office of Education in cooperation with the Departmentof State.

It provides details of the opportunities available forqualified American teachers to teach abroad for the 1974-75 academic year, primarily in the elementary and secon-dary schools of other countries. With the cooperationof American schools, teachers fram other countries mayteach for an academic year in the United States under thesame program.

The brochure also contains information on opportunitiesfor participation in selected short-term seminars abroadin 1974-75.

THE INTERNATIONAL EDUCATIONALAND CULTURAL EXCHANGE PROGRAM

Legislative 'Authority and Purpose

The international educational and cultural exchangeprogram is authorized by the Mutual Educational and Cul-tural Exchange Act of 1961 (the Fulbright-Hays Act, Pub-lic Law 87-256). The program's purpose is to increasemutual undetstanding between the people of the UnitedStates and those in other countries by means of educa-tional and cultural exchange. Grants unriPr this programand the related programs included in this brochure aresubject to the availability of funds from the sourcesindicated.

The Board of Foreign Scholarships

The Board of Foreign Scholarships gives policydirection to the Fulbright-Hays program, makes the finalselection of grantees, and supervises the planning andoperation of the program. Appointed by the President,.the Board is composed of 12 prominent American citizensactive in educational and cultural affairs. A secre-tariat for the Board of Foreign Scholarships is providedby the Department of State.

The Department of State

The Bureau of Educational and Cultural Affairs of theDepartment of State.has general responsibility for mostof the educat7!ona1 and cultural exchange programs author-ized by the Fulbright-Hays Act. To help administer theFulbright-Hays programs abroad, binational educationalcommissions or foundations have been established in manycountries.

Twenty of the countries involved cooperate in finan-cing the Fulbright-Hays exchange program. The followingcountries where there are opportunities for teachers

under the program have joint financial arrangements withthe United States: Belgium, Denmark, Federal Republicof Germany, Italy, Netherlands, New Zealand, and theUnited Kingdom. In other countries, the Embassy of theUnited States assumes administrative responsibility.

Within the United States the Department of State hasdesignated three agencies to help administer the educa-tional exchange program. These agendies and the typesof grants for which they are responsible are listed onthe inside back cover of this brochure.

The Office of Education

The Institute of International Strlies in the U.S.Office of Education helps administer the educationalexchange program for teachers. It publishes an annualannouncement of opportunities and conducts the nationalcompetition for the grants to be awarded. The Institutestaff reviews applications, arranges exchanges betweenAmerican and foreign teachers, and recommends Americancandidates to the Department of State and the Board ofForeign Scholarships for grants to teach or to attendseminars abroad. It also obtains positions in Americanschools for teachers from other countries who have beenrecommended by the various binational educational com-missions or foundations.

Regional interviewing committees in various parts ofthe United States do the preliminary screening of ap-plicants. These 59 committees conduct personal inter-views with applicants in their respective areas. TheNational Conference on International Teacher Exchange,composed of representatives of 18 national organiza-tions interested in international educational exchange,also assists the Institute in an advisory capacity.

TYPES OF ARRANGEMENTSFOR TEACHING ABROAD

Three types of arrangements have been made by theUnited States with various countries for Americanswishing to teach abroad. Arrangements I and II pro-vide for interchange (direct exchange) of positions byAmerican teachers and foreign teachers. Arrangement IIIprovides for one-way placement of American teachersabroad. In arrangements for interchanges, foreign tea-chers are recommended by the binational educational com-mission or foundation in their awn coutries. Americanschool officials are then asked to review and approvethe qualifications of foreign teachers who are proposedin exchange for American teachers.

Arrangement I: Interchange positions. withCanada and the United. Kingdom

The American teacher secures a leave of absence withpay. The school granting the leave must be willing toaccept a foreign teacher in exchange. The foreign tea-cher also secures a leave of absence with pay. In addi-tion, the British teachers receive a supplemental grantfrom their Ministry of Education and Stience,to assistin meeting the higher living costs in the United States.In short, each teacher is paid his or her regular salaryby his or her have school system. Teachers going toCanada or the United Kingdom are responsible for thefull cost of their transportation.

Arrangment II: Interchange positions withother countries

The American teacher secures a leave of absence with-out pay. The school must be willing to accept a foreignteacher in exchange and to pay the foreign teacher asalary based upon his training and experience and the

local salary schedule. The American and the foreignteachers receive grants to cover their round-trip trans-portation. While overseas, the American teacher receivesa maintenance allowance in lieu of salary in the currencyof the host county from the binational educational can -mission or foundation in that country. (American teachersin Switzerland receive no grants for round-trip trans-portation and are paid by the host schools.)

The Arrangement II pattern is used with the followingcountries:

Arrangement III: One-way positions abroad

No exchange of positions is involved in this arrange-nent. The American teacher secures a leave of absencewithout pay. While abroad, he or she receives a main-tenance allowance in lieu of salary in the currency ofthe host country. Round-trip transportation is provided,with the exception of Switzerland. American teachersin Switzerland receive no grants for round-trip trans-portation and are paid by the host schools.)

TERMS OF AWARD

Transportation

Teaching

With the exception of Canada, Switzerland, and theUnited Kingdom, truants to teach abroad provide round-trip transportation between the grantee's permanentresidence in the United States and his or her destinationin the host country. NO TRANSPORTATION IS PROVIDED FORDEPENDENTS. Any costs for dependents' travel are theresponsibility of the grantee. Teachers interested intaking their families should investigate the cost oftransportation for their dependents before applying.

Seminars

Grants to attend seminars provide round-trip transpor-tation between the grantee's permanent residence in theUnited States and his or her destination in the hostcountry with two exceptions. In the art seminar in Belgianand the Netherlands, participants will receive round-triptransportation from New York City. In the Italian lan-guage seminar, participants must bear their awn travelcosts. NO TRANSPORTATION IS PROVIDED OR DEPENDENTS.

Maintenance' Allowance

Teaching

A grantee's maintenance allowance, paid in the-currency of the host country, is based on the cost ofliving within that country, not on the amount of thegrantee's salary in the United States, and should besufficient to cover actual living expenses for thegrantee and his accompanying dependents while abroad.

Seminars

Grantees participating in the seminar in Germany orin the classics seminar in Italy are responsible for theirown maintenance expenses. Generally speaking, maintenanceis provided for individuals participating in seminars inIndia and in Italy for the Italian language seminar.Participants in the art seminar in Belgium and the Nether-lands will receive a partial maintenance grant.

Accompanying Dependents

Teaching

In countries where a maintenance allowance is provided,it is adjusted in relation to the number of dependentsaccompanying the grantee oversea_. Accompanying depend-ents may include the wife, husband, unmarried childrenunder 21 years of age (or any age if incapable of self-support), or the grantee's mother or father (if incapableof self-support).

Seminars

Grantees participating in seminars must agree thatneither dependents, relatives, nor friends will accompanyor join them for the duration of.the seminar.

Supplemental Dollar Grants

Subject to appropriations available to the Departmentof State, supplemental dollar grants ranging from $1,000to $2,500.may be awarded to teachers going to certaincountries outside Western Europe.

Taxation of Awards

Awards received for teaching abroad, whether paid inforeign currency or in dollars, are subject to U.S.income tax. Information regarding the tax provisionsapplicable to awards may be obtained from the Office ofInternational Operations, Internal Revenue Service,Washington, D.C. 20225.

APPLICATIONS

Eligibility Requirements

Elementary and secondary school teachers, collegeinstructors, and assistant professors are eligible toparticipate in the teacher exchange program. (Associateprofessors and fur.. professors are'not eligible.) Anapplicant must have at least a bachelor's degree and mustbe a .u.S. citizen at the time of application. Facilityin the language of the-host country is a prerequisitefor some grants and an asset for all.

Suitable evidence of good health and of emotionalmaturity and stability is necessary. An applicant isrequired to have a physical examination at his own expense.

Teaching

An applicant must have 3 years of successful, full-time teaching experience, preferably in the subjectfield and at the level of the position for which appli-cation is made. Application may be made during thethird year of teaching. Two years of teaching Englishas a foreign language may be acceptable in Indonesia,Korea, Laos, and Viet-Nam.

Seminars

An applicant for a seminar for teachers must have 2years of successful, full-time teaching experience andmust be teaching currently in the field of the seminar.An applicant for a seminar for social studies supervis-ors and curriculum directors must have 3 years ofexperience and be employed professionally in the fieldcovered by the seminar for which he is applying. Appli-cation rrk-: be made during the second year of teachingor the third year of supervising.

Other Factors Affecting Eligibility

Other considerations being equal, persons under 50years of age and veterans will be given preference.

A teacher who has received a grant previously underthe program may apply for a second grant to a differentcountry.. However, in view of the small size of theprogram and the objective that as many teachers as pos-sible have the opportunity to participate, preferencenecessarily will be given to candidates who have not hada previous grant.

A candidate who has received a seminar grant previouslyis eligible for a teaching grant to the same country.

Both husband and wife may apply for grants. However,because of the limited number of positions available, itis seldom possible to arrange suitable assignments inthe same locality.

Application Deadline

Applications from individuals for grants to teachabroad during the 1974-75 academic year and to attendseminars abroad during the summer of 1974 should be madebefore Novembers 1, 1973. Applications received afterNovember 1 will be considered only for grants for whichadditional candidates are needed.

Notification of Awards

All applicants will be notified of the final actiontaken on their applications by the Board of Forel...1Scholarships. It should be noted that it is not thepolicy of the Board of Foreign Scholarships to givereasons for the selection or nonselection of individual

candidates. Applicants for summer seminars and for one-way positions may expect to be notified in March or April.Applicants for interchange positions, which require ap-proval of school authorities in the United States and inthe other country, may expect to be notified in April orMay. Applicants for the sizing seminar in India forsocial studies supervisors and curriculum directors mayexpect to be notified before January 15, 1974. No grantshould be considered official until a letter of award isreceived.

Reapplication

A candidate who is not selected for a grant mayreapply in a subsequent year. A request for renewalof application should be made during the regularapplication period, Septembek 1 to Novembek 1, 1973.

Two American teachers will be assigned to schoolsin Belgian or Luxembourg, either on an interchangeor one-way basis, to supplement the work of the localteachers of English language and literature. Theinterchange a=angement is preferable because theAmerican school will receive a Belgian teacher ofFrench to replace the American teacher. Both teachersof English with experience in teaching English toadults and also teachers of French who are qualifiedto teach English and have taught it, are encouragedto apply.

Canada

Arrangement:

Subject and/or level: Elementary.Secondary

American and Canadian teachers may interchangeteaching positions at the elementary and secondarylevels in all subject fields. Teaching conditions inCanada, such as the opening and closing dates ofschool and teaching load and facilities, are similarto those in the United States. It is hoped that theteacher exchange program with Canada can be broadenedby developing school-to-school and city-to-city.affiliations. Under this plan, school authoritiesagree to-exchange teachers at certain grade levels orin certain subject fields previously agreed upon.School administrators interested in this type ofarrangement-should indicate the city or school inCanada with which they wish to affiliate and thegrade or subject field of the teachers concerned.

Denmark

Arrangement: III

Subject and/or level: American literature

One American teacher will be assigned to teachAmerican literature in Danish secondary schools andteacher education colleges. Only teachers of litera-ture will be considered. A knowledge of Danish isnot required, but is helpful.

Federal Republic of Germany

Arrangement: II or III

Subject and/or level: ChemistryEnglish language and

Same American teachers will be placed in secondaryschools of the Federal Republic of Germany to teachchemistry, English language and literature, history,mathematics, or physics. Although classes are conductedin English, fluency in German is essential. Teachersshould be prepared to speak on American life, culture,and education to various local clubs and civic groups.Preference will be given to teachers whose schools willaccept a teacher from Germany. The German teachersusually are qualified to teach German, other foreignlanguages, history, or physical education.

One or two American teachers may be assigned on aone-way basis to the John F. Kennedy School in Berlin.This is a bilingual school (grades 1 to 12) that has beenintegrated into the Berlin public education system.Fluency in German is essential.

Greece

Arrangement: IIISubject and/or level: American literature

Counseling or counselortraining

New science

One or two American teachers may be assigned to lec-ture in American literature at the University of Athensand/or the University of Thessaloniki. A teacher of the"new physics," with good laboratory experience, will beassigned to Athens College. A counselor or counselortrainer will be assigned to Anatolia College. Teachersin the American-related schools (Athens College andAnatolia College) may be expected to assist in revisingcurriculums and developing program materials for class -roan and laboratory use.

Preference will be given to candidates with special-ized training and experience in these fields. A know-ledge of Greek is not required.

Indonesia

Subject and/or level: English as a foreignlanguage

Several grants may be available for teaching Englishas a foreign language in teacher education institutionsin the provinces. Applicants must have a master's degreein English as a foreign language and preferably 2 yearsof teaching experience in this field.

Iran

Arrangement: III

Subject and/or level: Englidh language teaching

One American teacher will be assigned to Tehran Poly-technic Institute, with additional affiliations with otherinstitutions in Iran if the grantee's schedule permits.The assignment will include the development of materialfor teaching technical English.

Republic of Korea

Arrangement: III

Subject and/or level: English as a foreignlanguage

It is expected that grants will be available to teachEnglish as a foreign language at the Language TeachingResearch Center in Seoul. Preference will be given toteachers with special training and experience in thisfield.

Laos

Arrangement: III

Subject and/or level: Englidh as a foreignlanguage

A number of grants may be awarded to American teachersto teach English as a foreign language-in the nationalsecondary schools of Laos. The positions will be in thecapital city of Vientiane or in a provincial town. Agood knowledge of French is required.

New Zealand

Arrangement: II

Subject and/or level: ElementarySecondary

A number of American teachers will be placed in NewZealand public-schools and will assume the classroomresponsibilities of the New Zealand teachers they replace.

Special arrangements have been made to permit Americanteachers to take up their, duties at the beginning of thefinal term of the New Zealand school year. In elementaryschools this term opens the first week of September; insecondary schools it opens the second week. Teachers willserve until the following August, with vacation periodsof approximately 6 weeks beginning in mid-December and 2weeks during Nay.

Switzerland'

Arrangement: II or III

Subject and/or level: 11th and 12th gradesCollege-level subjects

Some positions for teachers of 11th- and 12th-gradesubjects and for instructors and assistant professorsfrom junior or community colleges may be available forteaching in the upper grades of college preparatoryschools in Switzerland.

Teachers of English and American literature, prefer-ably with knowledge of French or German, are eligible forconsideration. Teachers of the sciences, mathematics,music, or physical education who are fluent in French orGerman and can instruct in one of those languages arealso eligible.

Teachers will receive salaries paid in Swiss francsby Swiss schools. Successful candidates will be expectedto pay their awn travel costs.

United Kingdom

Arrangement: I

Subject and/or level: All subject fields inkindergarten throughjunior college

Same subject fields inteacher. education institutions

Approximately 90 interchanges with teachers from theUnited Kingdom are made in all subject fields and at alllevels from kindergarten through junior college.

At the secondary level, interchanges are usuallyarranged in economics, English, geography, history (worldor European), mathematics, and science. It is sometimespossible, however, to arrange interchanges in other fields,such as art, business education, choral music, home eco-nomics, industrial arts, Latin, modern foreign languages,physical education, and special education.

At teacher education institutions, opportunities maybe available in geography, infant and nursery schooleducation, mathematics, physical education, and othersubject fields. Summer seminar in Belgium and the Netherlands forteachers of art and art history

American secondary school teachers, supervisors, andcammunity and junior college teachers of art and arc his-tory are eligible to receive grants to attend a summercourse in art and architecture in Belgium and the Nether-lands during June and July (from approximately June 17through July 24, 1974). Three weeks will be spent inBelgium and three weeks in the Netherlands. The programwill include lectures and visits to art museums.

The program is designed for well-qualified youngteachers who have not had previous experience in thesecountries. Candidates must be currently teaching artand/or art history. Preference will be given to teacherswho have a master's degree in art and who are not morethan 35 years of age.

The grant will provide round-trip transportation fromNew York City to Belgium and the Netherlands and a perdiem of $15. A participant will be responsible forexpenses that are not covered by the per diem. It issuggested that a participant bring an additional $15to $20 per day for the period of the seminar. Dependents,relatives, or friends may not accompany nor join a grant-ee for the duration of the seminar.

Summer seminar in Germany: for teachers of theGerMan language

American elementary and secondary school teachers,college instructors, and assistant professors of Germanare eligible to receive grants to attend a seminar inthe Federal Republic of Germany during July and August/.

The seminar will be conducted by the Goethe-Institut.The program will include 3 weeks in Munich with otherforeign teachers of German for lectures and discussionson German language, literature, and culture; 3 weeks ofstudy in language and literature at other Goethe-Instituttraining centers; a week of travel to various educationaland cultural centers in Germany; and an educational visitto the city of Berlin.

Candidates must be teaching German currently. Prefer-ence will be given to teachers between 25 and 45 years ofage who have never studied in Germany.

The grant will provide round-trip transportation franthe grantee's permanent residence and some transportationwithin Germany in connection with the seminar. A partic-ipant will be responsible for tuition fees and maintenanceexpenses, estimated to be $700; and is adVised to bringadditional funds for private travel and recreation. Del-

pendents, relatives, or friends may not accompany or joina grantee for the duration of the seminar.

The Government of the Federal Republic of Germany mayaward 20 additional grants to attend this seminar. Therequirements for these grants will be the same, exceptthat preference will be given to candidates under 50 yearsof age.

Summer seminar in Ital for teachers of the classics

American secondary school teachers, college instruc-tors, and assistant professors of the classics areeligible to receive grants to attend a seminar in Italyduring July and August (fram June 24 to August 16 or 19,1974).

The seminar is designed to give American teachers abetter understanding of the life, culture, and civiliza-tion of ancient Rome. The first phase of the programwill consist of 6 weeks of study at the Summer School ofClassical Studies of the American Academy in Rome. Therewill be daily visits, preceded by explanatory lectures,to sites, monuments, excavations, and museums in or nearB e;om and weekly field trips to key places of interestoutside Rome. Teachers will be given an opportunity towork for the Academy certificate recommending 6 hours ofcredit in American graduate schools.

American secondary school teachers of Italian areeligible to participate in the 3-week internationalseminar for teachers sponsored by the Italian Ministryof Public Instruction at the University for Foreignersat Perugia, from late July to mid-August. Candidatesmust currently be teaching Italian.

The Italian Ministry of Public Instruction willprovide tuition fees, free roan, and board. Travel andincidental expenses rust be borne by the participant.Dependents, relatives, or friends may not accompany orjoin a participant for the duration of the seminar.

In addition to the seminars previously described,which are carried out in conjunction with the State De-partment Fuibright-Hays program, the Office of Educationsponsors and funds from its own appropriations a varietyof seminars and workshops abroad of interest to teachersand curriculum specialists in elementary, secondary, andteacher education programs. Most of these projects areplanned and carried out by American colleges and univer-sities or State departments of education in connectionwith their ongoing programs, but three are especiallydesigned to provide opportunities for teachers and super-visors on a nationwide basis. These three seminars aredescribed below and on pages 22 and 23._ For furtherinformation on the other opportunities, see "Group Pro-jects Abroad" on page 20 of Research and TrainingOpportunities Abroad: 1974-75.

Summer seminar in India for teachers of worldof Asian history

Subject to the availability of funds under Public Law83-480, grants to attend an 8-week seminar in Indiaduring July and August will be awarded to Americansecondary school teachers of world or Asian history.

The seminar is designed to give American teachers asurvey of Indian history, institutions, and culture, anda firsthand experience in modern India to enrich theirteaching. The program is expected to include an orien-tation in New Delhi, 5 weeks of intensive study, 2 weeksof related educational field trips within India, and a2-day terminal conference in Bombay.

Candidates should have a master's degree in historyand currently be teaching world or Asian history. Pre-ference will be given to teachers who have not hadprevious experience in Asia.

The academic program will begin in New. Delhi inMarch 1974, and will include classroom lectures and dis-cussion and a review of a variety-of educational materialssuch as books, films, and maps. Topics will include thearts, geography, history: and social and economic lifein India. Six weeks of formal study will be followed bytwo weeks of related educational field trips to Bombay,Calcutta, and Madras.

Preference will be given to curriculuM supervisorsfrom State departments of education and large schoolsystems who have a nester's degree in the field of socialscience, supervision, or curriculum development; have 3years of experience as full-time administrators orsupervisors; and are under 50 years of age.

The seminar would be designed to give teachers a surveyof the history of Pakistan, its institutions and culture,and a firsthand educational experience in modern Pakistanto enrich their teaching. The program is expected toinclude an orientation in Islamabad, 5 weeks of intensivestudy, 2 weeks of related educational field trips withinPakistan, and a 2-day terminal conference in Karachi.

Candidates should have a master's degree in history andcurrently be teaching world or Asian history. Preferencewill be given to teachers who have not had previous exper-ience in Asia. The grant will provide for the cost ofinstruction, round-trip transportation from the grantee'spermanent residence or from New York City, and sametransportation within Pakistan in connection with theprogram. IN THE UNITED STATES

A number of well-qualified foreign teachers areexpected to be available for the 1974-75 school year forplacement in U.S. schools that are prepared to providedollar salaries commensurate with each teacher's quali-fications and experience. This arrangement does notinvolve an exchange of positions with American teachers.Positions would be for 1 year with the possibility ofrenewal for an additional year.

Recommended by the binational educational commissionor foundation in their own countries, teacher candidatesare expected from several countries in Asia, Europe, andLatin America.

Usually 25 to 50 years of age and with a good commandof the English language, candidates include teachers ofEnglish, French, German, Italian, Japanese, Latin, orSpanish languages, or combinations of these languages,and teachers of art, mathematics, music, physical educa-tion, science, or world history. Experienced elementaryand secondary teachers from Spanish-speaking countriesmay be of particular interest to schools with bilingualeducation programs for Spanish-speaking students.
