School Enrollmeat: October 1970

In October 1970, 60.4 million persons were enrolled in schoolat all levels, These peresos comprised 56 percent of thepopulation of school age (3 to 34 years old). There were 4.3million pupils enrolled in nursery school and kindergarten and34.0 million in elementary school (grades 1 to 8). In addition,there were 14.7 million students enrolled in high school (grades9 to 12) and 7.4 million in college (table A). These figures arebased on results from the Current Population Survey conductedin October 1970 by the Bureau of the Census.

COLLEGE ENROLLMENT

In 1970, college enrollment was considerably higher than it was5 years earlier. In 1970, there were 7.4 million persons enrolledin college as compared with 5.7 million in :965-an increase of31 percent.

Of all the students enrolled in college in 1970, 4.4 million, or59 percent were men and 3.0 million, or 41 percent werewomen. There were 5.7 million students enrolled in publiccolleges and 1.7 million in private colleges. Most of the collegestudents, 5.8 million, or 78 percent, were attending college on afull-time basis. The 6.8 million white students enrolled incollege comprised 91 percent of the total college enrollmentand the 522,000 Negro students comprised 7 percent About 27percent of the men attending college were married and livingwith their wife and 19 percent of the women attending collegewere married and living with their husband (table 8).

Among persons in the primary ages of college attendance(those 18 to 21 years old) men were more likely to be enrolledin college than were women. About 41 percent of the men of

this age were enrolled in college as compared with 29 percent ofthe women. Among white persons of this age, 36 percent wereenrolled in college as compared with 21 percent of the Negroes.White men 18 to 21 years old were about twice as likely to beenrolled in college as Negro men of the same age. About 43percent of the white men of this age were enrolled in college ascompared with 21 percent of the Negro men. White women, onthe other hand, were only about one and one-half times aslikely to be enrolled in college as Negro women. About 30percent of the white women of this age were enrolled in collegeas compared with 21 percent of the Negro women (table C).(There was no discernible difference between the proportion ofNegro men and Negro women of this age enrolled in college;however, the number of Negro men and women 18 to 21 yearsold v\ relatively small and the sampling variability on thepercent enrolled in college was relatively large.)

White students were more likely to be enrolled above the firsttwo years of college than were Negro stbdents. About 47percent of the white seudents were enrolled in the third orhigher years of college as compared with 36 percent of theNegro students.

The likelihood of a young family inember' attending collegeis closely related to family :ncome. Among family members ofcollege age (18 to 24 years old) whose families incomes wereunder $3,000, only about 14 percent were enrolled in college;whereas, 30 percent of those in families whose incomes were

between $3,000 and 89,999 were enrolled in college; 46 percentof those whose families' incomes were 810,000 to 814,999 wereenrolled in college; and 60 percent of those in families whoseincomes were 815,000 or more were enrolled in college. Among

white family members of college age whose families' incomeswere under $10,000, 31 pe-cent were enrolled in college ascompared vvith 16 percent of the Negroes in families whoseincomes were in this range. Among white family members ofcollege age whose families' incomes were $10,000 or more, 53percent were enrolled in college as compared with 37 percent ofthe Negroes from families with incomes at this level (table D).

A comparison of the family income of family members 18 to24 years old enrolled in college with those not enrolled inschool shows that of those enrolled in college only about 3percent were from families whose incomes were under $3,000as compared with 11 percent of those not enrolled in school. Bycontrast, 64 percent of those enrolled in college were from;imilies whose incomes were 810,000 or more as comparedwith 40 percent of those not enrolled in school. Moreover, 33percent of those enrolled in college were from families whoseincomes were $15,000 or more as compared with only about 15percent of those not enrolled in school. The Negro familymembers enrolled in college were more likely to be from lowincome families than were the white family members. AmongNegro family mombers 18 to 24 years old enrolled in college, 15percent were from families whose incomes were under $3,000as compared with only about 2 percent of the whites.Furthermore, about 9 percent of the Negroes enrolled in collegewere from families whose incomes were $15,000 or more ascompared with 35 percent of the whites enrolled in college(table E).

In 1970, there were 9.4 million families with members ofcollege age (18 to 24 years old). Of these families, 3.7 million,or 40 percent, had one or more members enrolled full-time incollege. However, of the 704,000 families with incomes under$3,000 and with a member of college age, only about 14 per-cent had one or more members enrolled full-time in college(table 13).

College students were receiving a considerably higher educa-tion than had their family head. For example, among all familymembers enrolled in college, 61 percent were from families in

Moreover, these college students were about as likely to be fromfamilies where the head had not completed high school, 26percent, as they were to be from families where the head hadcompleted 4 years of college or more, 24 percent. Among Negrofamily members enrolled in college, 74 percent were from

families where the head had not completed any years of college,including 54 percent where the head had not completed highschool. Only about 14 percent of the Negro family membersenrolled in college were from families where the head hadcompleted 4 years of college or more (table F and figure 2).

PUBLIC AND PRIVATE SCHOOL ENROLLMENT BELOWTHE COLLEGE LEVEL

There were 51.8 million children 3 to 17 years old in primaryfamilies who were enrolled in school below the college level in1970. About 88 percent of these children were enrolled inpublic schools and 12 percent in private schools.

The children 3 to 17 years old in priman/ families withrelatively high incomes ($15,000 or more) were more likely tobe attending private schools than were the children in familieswith relatively low family incomes (under $3,000). Amongfamily members enrolled in nursery school and kindergarten, 49percent of those in families whose incomes were $15,000 ormore were enrolled in private schools as compared with 14percent of those whose families' incomes were under $3,000.Nineteen percent of the family members enrolled in elementaryschool whose families' incomes were $15,000 or more wereenrolled in private schools as compared with 4 percent 0 thosein families whose incomes were under $3,000. Among familymembers enrolled in high school, 14 percent of those in familieswhose incomes were $15,000 or more were enrolled in privateschools as compared with only about 1 percent of those infamilies whose incomes were under $3,000. Twenty percent ofthe white family members 3 to 17 years old enrolled in schoolbelow the college level living in families whose incomes were$15,000 or more were enrolled in private schools as comparedwith 5 percent of those in families whose incomes were under$3,000. Among Negro family members 3 to 17 years oldenrolled in school below the college level in families whosei7mes were $15,000 or more, 17 percent were enrolled in

private schools as compared with 2 percent of those in familieswhose incomes were under $3,000 (table G and figure 3). (Thedifference between the percert enrolled in private schools ofwhite and Negro children living in families whose incomes wereunder $3,000 is statistically significant at the .95 level.However, because of the relatively small number of Negrochildren in families with incomes of $15,000 or more, theapparent difference in percent of Negro and white childrenenrolled in private schools living in families whose incomes wereat this level is not statistically significant)

The family income of family members 3 to 17 years oldenrolled in school below the college level was relatively higherfor the students enrolled in private schools than for the studentsenrolled in public schools. For example, children in familieswhose incomes were under $3,000 comprised only about 2percent of the private school students but 8 percent of thepublic school students. Furthermore, children in families whoseincomes were $15,000 or more comprised 24 percent of theprivate school students but only about 13 percent of the publicschool students. The white students enrolled in both public andprivate schools below the college level lived in families whoseincomes were higher than the Negro students enrolled in theseschools. For example, of the white children enrolled in public

schools, 44 percent lived in families whose incomes were$10,000 or more as compared with only about 12 percent ofthe Negro children enrolled in public schools. Of the whitechildren enrolled in private schools 53 percent lived in familieswhose incomes were $10,000 or more as compared with onlyabout 28 percent of the Negro children enrolled in privateschools (table H).

Figures on school enrollment from the October CurrentPopulation Surveys differ from decennial census data forreasons in addition to the difference in the dates. In the firstplace, the survey data exclude the institutional population andmembers of the Armed Forces. These two groups were includedin the census. Second, there were differences in field work. The

small group of Current Population Survey enumerators weremore experienced and had more intensive training and super-vision than the large nu.-nber of temporary Census enumeratorsand may have more often obtained more accurate answers fromrespondents. Third, the census was taken in April and relates toenroHment since February 1, whereas the surveys wore taken inOctober and relate to enrollment in the current term Thisdifference in months of the year affects not only the extent ofschool enrollment (through "dropouts" during the school year,etc.) but also the level of school in which persons of a given ageare enrolled.

Data frontems. Information on school enrollmentand educational attainment is also collected and published byFederal, State, and local governmental agencies, and by inde-pendent research organizations. This information is generallyobtained from reports of school systems and institutions ofhigher learning, and from other surveys and censuses. Thesedata are only roughly comparable with data collected by theBureau of the Census by household interviews, however,because of differences in definition% subject matter covered,and enumeration methods. The census data are subject tosampling variability, which may be relatively large wherenumbers for specific age or population groups, or for givenschool categories, are small.

DEFINITIONS AND EXPLANATIONS

Population cove@ge. The figures shown are for the civilianpopulation excluding the relatively small number of inmates ofinstitutions

Metro olitan-nonmetro olitan residence. The populationresiding in standard metropolitan statistical areas (SMSA's)constitutes the metropolitan population. Except in NewEngland, an SMSA is a county or group of contiguous countieswhich contains at least one city of 50,000 inhabitants or more,or "twin cities" with a combined population of at least 50,000.In addition to the county, or counties, containing such a city orcities, contiguous counties are included in an SMSA if,accnrding to certain criteria, they are essentially metropolitan incharacter and are socially and economically integrated with thecentral city. In New England, SMSA's consist of towns andcities, rather than counties. The metropolitan population in thisreport is based on SMSA's as defined in the 1960 census anddoes not include any subsequent additions or changes.

The population inside SMSA's is further classified as "incentral cities" and "outside central cities." With a few excep-tions, central cities are determined according to the following.criteria:

1. The largest city in an SMSA is always a central city.

2. One or two additional cities may be secondary centralcities on the basis and in the order of the following criteria:

a. The additional city or cities have at least 250,000inhabitants.

b. The additional city or cities have a population ofone-third or more of that of the largest city and aminimum population 25,000.

Geographic regions The four major regions of the UnitedStates, for which data are presented in this report, represvntgroups of States, as follows:

Povei_Its.. Poverty areas were determined by firstranking census tracts in SMSA's Of 250,000 or more accordingto the relative presence (as reported in the 1960 census) of eachof five equally weighted poverty-linked characteristics, and thencombining these rankings into an overall measure termed a"poverty index." The five socioeconomic characteristics used toconstruct this poverty index were:

1. Percent of families with N incomes under 93,000in 1959,

2, Percent of children under 18 years old not living withbo h parents.

3. Oercent of males 25 years old and over with less than 8years of school completed.

4. Percent of unskilled males (laborers and serviceworkers) in the employed civilian labor force.

5. Percent of housing units dilapidated or lacking some orall plumbing facilities.

After each tract had been ranked by the poverW index, thosefalling in the lowest quartile were designated as "poor" tracts.

In an attempt to approximate neighborhood concentra-tions of poverty, the following Poverty Area definition wasdeveloped;

1. Any area having five or more contiguous poor tractsregardless of the number of families contained within.

2. Any area of one to four contiguous poor tracts,containing an aggregate of 4,000 or more families.

3. Any area of one or two contiguous tracts not ranked inthe lowest quartile that was completely surrounded by poortracts. In some cases, areas of three or four contiguous tracts,not themselves poor but surrounded by poor tracts, wereincluded in the neighborhood after analysis of their character-istics. Areas of five or more contiguous tracts not ranked in thelowest quartile but surrounded by poor tracts were notdesignated as poor tracts.

Because poverty designations were based on 1960 census data,it was considered desirable to update these designations on thebasis of information on subsequent urban renewal received fromlocal renewal agencies. Any tract where 50 percent or more ofthe 1960 population was displaced as a result of clearance,rehabilitation, or code enforcement was then further examinedon the basis of location as follows:

1. Any previously poor tract completely suirounded bypoor tracts was retained as part of the Poverty Area.

2. Any previously poor tract not completely surroundedby poor tracts was excluded from the final Poverty Areadesignation.

3. A -nonpoor" tract originally surrounded by poor tractswhich no longer remained surrounded was also deleted from thefinal Poverty Area designation.

School enrollment. The school enrollment statistics from thecurrent surveys are based on replies to the enumerator's inquiryas to whether the person was enrolled in school. Enumeratorswere instructed to count as enrolled anyone who had beenenrolled at any time during the current term of school year inany type of graded public, parochial, or other private school inthe regular school system. Such schools include nursery schools,kindergartens, elementary schools, high schools, colleges, uni-versities, and professional schools. Attendance may be on eithera full-time or part-time basis and during the day or night. Thus,regular schooling is that which may advance a person toward anelementary or high school diploma, or a college, university, orprofessional school degree. Children enrolled in nursery schoolsand kindergarten are included in the enrollment figures for"regular" schools, end are also shown separately.

"Special" schools are those which are not in the regularschool system, such as trade schools or business colleges.Persons attending "special" schools are not included in theenrollment figures.

Persons enrolled in classes which do not require physicalpresence in school, such as correspondence courses or othercourses of independent study, and in training courses givendirectly on the job, are also excluded from the count of thoseenrolled in school, unless such courses are being counted forcredit at a "ru,ular" school.

School enrollment in ear receding current survey. Aninquiry on enrollment in regular school or college in ctober ofthe preceding year was asked in the 1970 survey concerningpersons 14 to 34 years old who were not currently attendingregular school or who were enrolled in college.

Level of school. The statistics On level of school indicate thenumber Of persons enrolled at each of five levels: Nursery,kindergarten, elementary school (first to eighth grades), _highschool (ninth to twelfth grades), and college or professionalschool. The last group includes graduate students in college oruniversities. Persons enrolled in junior high schoo: through theeighth grade are classified as in elementary school and theothers as in high school.

Nursery school. A nursery school is defined as a group orclass that is organized to provide educational experiences forchildren during the year or years preceding kindergarten. Itincludes instruction as an important and integral phase of itsprogram of child care. Private homes in which essentiallycustodial care is provided are not considered nursery schools.Children attending nursery school are classified as attendingduring either part of the day or the full day. Part-dayattendance refers to those who attend either in the morning orin the afternoon, but riOt both. Full-day attendance refers tothose who attend both in the morning and afternoon.

-Head Start." Children enrolled in "Head Start" programs orsimilar programs sponsored by local agencies to providepreschool education to young children are counted under-Nursery- or "Kindergarten" as appropriate.

Public or private school. In this report, a public school isdefined as any educational institution operated by publiclyelected or appointed school officials and supported by public.

funds. Private schools included educational institutions estab-lished and operated by religious bodies, as well as those whichare under other private control. In cases where enrollment wasin a school or college which was both publicly and privatelycontrolled or supported, enrollment was counted according towhether it was primarily public or private.

Full-time and rt-ti e attendance. College students wereclassified, in this repor, according to whether they wereattending school on a full-time or part-time basis. A student wasregarded as attending college full time if he was taking 12 ormore hours of classes during the average school week, and parttime if he was taking less than 12 hours of classes during theaverage school week.

The age classification is based on the age of the personat his last birthday.

Race. The population is divided into three groups on thebasis of race: white, Ne,,,o, and -other races." The last categoryincludes Indians, Japanese, Chinese, and any other race exceptwhite and Negro.

Mar tal status. The marital status category shown in thisreport, rried, spouse present,- includes persons who arecurrently married and living with their spouse.

Family. The term "family," as used here, refers to a group oftwo persons or more related by blood, marriage, or adoptionand residing together; all such persons are considered asmembers of one family.

Head of fan_ly. One person in each family residing togetherwas designated as the head. The head of a family is usually theperson regarded as the head by members of the family. Womenare not classified as heads if their husbands are residentmembers of the family at the time of the survey.

Famil members. For the purpose of this report, the term-family members- is often used to include only relatives of thehousehold head, excluding the head's wife or any other relativewho is married with a spouse present. Such persons aregeneral:y sons and daughters of the household head. However,members who are living away froM home while attendingcollege are also counted as family members, if they are notmarried with a spouse present. Whenever the term -familymembers- is used in this restricted sense an appropriatefootnote is included. These "family members" are identicalwith the universe of -dependent family members" used inprevious school enrollment reports.

Years of school corn lewd. Data on years of school com-pleted in this report were derived from the combination ofanswers to two questions: (a) "What is the highest grade ofschool he has ever attended?" and (b) "Did he finish thisgrade?"

The questions on educational attainment apply only toprogress in "regular- schools. Such schools include gradedpublic, private, and parochial elementary and high schools (bothjunior and senior high), colleges, universities, and professionalschools, whether day schools or night schools. Thus, regularschooling is that which may advance a person toward anelementary school certificate or high school diploma, or acollege, university, or professional school degree. Schooling inother than regular schools was counted only if the creditsobtained were regarded as transferable to a school in the regularschool system.

High school graduation status. Information was ot .dined asto whether persons, who at the time of the survey were notenrolled in a regular school, had graduated from high school

Family income. Income as defined in this report representsthe combined total money income of the family raeforedeductions for personal taxes, Social Security, bonds, etc. It isthe algebraic sum of money wages and salaries, net income fromself-employment, and income other than earnings received byall family members during the 12 months prior to the surveys.It should be noted that, although the family income statisticsrefer to receipts during the previous 12 months, the character-istics of the person, such as age, marital status, etc., and thecomposition of families refer to tne date of the survey.

The income tables include in the lowest income group (under$3,000) those who were classified as having no income in theprevious 12 months and those reporting a loss in net incomefrom farm and nonfarm self-employment or in renW income.

The income tables in this report include a separate categoryfor families for whom no income information was obtLined. Inmost of the other Current Population Survey Reports showingincome data, the missing income data have been allocated.

Roundin of estimates. Individual figures are rounded to thenearest thousand without being adjusted to group totals, whichare independently rounded. With few exceptions, percentagesare based on the unrounded absolute numbers.

SOURCE AND RELIABIL -Y OF THE ESTIMATES

Source of data. The estimates are based on data obtained inOctober of 1970 in the Current Population Survey of theBureau of the Census. The sample is spread over 449 areascomprising 863 counties and independent cities with coveragein each of the 50 States and the District of Columbia.Approximately 50,000 occupied households are eligible forinterview each month. Of this number, 2,250 occupied units, onthe average, are visited but interviews are not obtained becausethe occupants are not found at home after repeated calls or areunavailable for some other reason. In addition to the 50,000there are also about 8,500 sample units in an average monthwhich are visited but are found to be vacant or otherwise not tobe interviewed.

The estimating procedure used in this survey involved theinflation of the weighted sample results to independent esti-mates of the civilian noninstitutional population of the UnitedStates by age, race and sex. These independent estimates werebased on statistics from the 1960 Census of Population;statistics of births, deaths, immigration, and emigration; andstatistics on the strength of the Armed Forces.

Reliabilit of the estimates. Since the estimates are based ona sample, they may differ somewhat from the figures thatwould have been obtained if a complete census had been takenusing the same schedules, instructions, and enumerators. As inany survey work, the results are subject to errors of responseand of reporting as well as being subject to sampling variability.

The standard error is primarily a measure of samplingvariability, that is, of the variations that occur by chancebecause a sample rather than the whole of the population issurveyed. As calculated for this report, the standard error alsopartially measures the effect of response and enumeration errorsbut does not measure any systematic biases in the data. The

chances are about 68 out 100 that an estimate from thesample would differ from a complete census figure by less thanthe standard error. The chames are about 95 out of 100 thatthe difference would be less than twice the standard error.

The figures presented in tables I, J, K, and L are approxi-mations to the standard errors of various estimates shown inthis report. In order to derive standard errors that would beapplicable to a wide variety of items and couid be prepared at amoderate cost, a number of approximations were required. As aresult, the tables of standard errors provide an indication of theorder of magnitude of the standard errors rather than theprecise standard error for any specific _items. Tables I and Jcontain the standard errors of estimated numbers for a givenclass of persons age 3 to 34 enrolled in school.

The reliability of an estimated percentage, computed byusing sample data for both numerator and denominator,depends upon both the size of the percentage and the size ofthe total upon which the percentage is based. Tables K and Lshow the standard errors of estimated percentages.

Illustration of the use of tables of standard errors. Table B ofthis report shows that of the 54,854,000 persons 16 to 34 yearsold, 7,413,000 were enrolled in college. Table I shows thestondard error on an estimate of this size to be approximately118,000. The chances are 68 out of 100 that the estimatewould have shown a figure differing from a complete c-,,risus byless than 118,000. The chances are 95 out of 100 that theestimate would have shown a figure differing from a completecensus by less than 236,000.

Table B shows that of these 7,413,000; 5,763,000 or 77.7percent were full-time students. Table K shows the standarderror of 77.7 percent on a base of 7,413,000 to be approxi-mately 0.7 percent. Consequently, chances are 68 out of 100that the estimated 77.7 percent would be within 0.7 percentagepoints of a complete census figure, and chances are 95 out of100 that the estimate would be within 1.4 percentage points ofa census figure. That is, this 95 percent confidence intervalwould be 76.3 to 79.1 percent.
