ABSTRACTThis report describes economic development projects
that were funded during 1994-95 by the First Nations DevelopmentInstitute. The Institute was established in 1980 to help tribes buildsound, sustainable reservation economies. Through the Eagle StaffFund, the Institute regrants funds for culturally viable economicdevelopment projects from a pool of resources, provided by aconsortium of funders committed to Native American development.Twelve economic development projects are described and related to theprimary elements of culturally appropriate development, which includecontrol of assets, spirituality, kinship, and personal efficacy.Projects include the InterTribal Bison Cooperative, which hasreturned buffalo herds to the Plains tribes; the Nez Perce YoungHorseman Program, which has involved young people in revitalizingtraditional horse culture; the Mni Sose Intertribal Water RightsCoalition, supporting efforts of Missouri River Basin tribes toassert control over their water rights; the Kalalea FarmersAssociation in Anahola, Hawaii, which has allowed families to beself-sufficient by marketing vegetables that are normally imported;the Hopi Foundation that develops programs to meet the cultural,economic, and spiritual needs of the Hopi tribe; and Touch the EarthFoundation, which develops tribally operated ecotourism camps thatpay for youth camps where tribal elders work with young people. Thebooklet also covers the Oweesta Program, which addresses the criticallack of access to credit and capital in Native communities; policiesof the Institute; a list and brief description of the 40 economicdevelopment projects funded by the Institute; a list of foundationand institutional supporters of the Institute during 1993-95; and afinancial report of the Institute as of June 30, 1994.
