CHAPTER I

THE UNIVERSITEES GRANTS COMMISSION

The Universities Grants Commission was established by an Act of the Legislature passed in1967 and is composed of nine members appointed by the Lieutenant-Governor-in-Council.

The Commission advises the Minister on the amount of financial assistance, operating andcapital, which should be provided to the universities by the government. The Commission then

is responsible for allocating the funds received from the government to the universities.

The Commission must review and provide written approval for any new or expandedservice, facility or program of studies involving moneys at the disposal of the Commissionbefore it may be undertaken and implemented by a university.

The Commission studies the need for post-secondary university education in the province interms of kind, quality and quantity, and the capacity of the universities. to provide it.The Commission must also ensure that post-secondary university education is availableto the citizens of Manitoba without waste or unnecessary duplication.

CHAPTER II

PROGRAMS

A responsibility of the Commission is toensure that the development of newprograms occurs in a way which avoidsunnecessary duplication and is supportablewithin the limits of the financial resourcesavailable.

Section 16 (1) of the Universities GrantsCommission Act stipulates that: "Before auniversity or college

(a) establishes, offers, provides, orcreates, any new service, orprogram of studies; or

(b) extends or expands any service,facility, or program of studies;involving monies at the disposal ofthe commission, it shall obtain theapproval of the commission inwriting to do so."

In Appendix "A" there is a listing of theareas of studies at the universities andcolleges in Manitoba. Information regardingactivities carried on in the variousdisciplines is to be found in the annualreports issued by the institutions.

The Commission authorized the Collegeuniversitaire de Saint Boniface to proceedwith the development of a formal proposalfor the Bachelor of Business Administrationprogram. The Commission deferredconsideration. of the Bachelor of Arts, (4Year) - Majors in French, Psychology, andHistory programs pending receipt ofadditional information.

Programs Approved

The Commission approved the followingprograms prior to year end, and unlessotherwise indicated all programs wereapproved subject to the condition that anyand all funding required be provided by theuniversities from within existing resources.

University of Manitoba

(a) Ph.D. in Religion

Since its establishment in 1968, the

Department of Religion has expanded itsundergraduate programs by offeringgraduate courses in a Joint M.A. Programwith the University of Winnipeg. Since1976 forty students (the vast majority fromthe University of Manitoba) have completedtheir M.A.'s and over half of them haveproceeded to Ph.D. studies, mostlyelsewhere although a few have done so asInterdisciplinary Ph.D. students withReligion as the major subject. Their successhas been proof of the quality of instructionand programs at the B.A. and M.A. levels.

Ph.D. studies will initially be concentratedon the three areas of the New Testament andChristian Origins, Modern Christianity: theReformation to the Present, and Hinduism:Classical and Modern, and will continue thenon-denominational, cross-cultural andsocial-scientific study of religion ascontrasted with the traditional approachesstudied in a denominational/confessionalcontext.

This is the first program leading to thePh.D. in Religion west of Toronto, althoughseveral institutions to the west are in variousstages of developing additional programs. Itis hoped and expected that theirspecializations will complement rather thanduplicate the areas to be emphasized here.

CHAPTER III

INTER-UNIVERSITIES NORTH

BackgroundInter-Universities North (IUN) is a jointventure of Manitoba's three universities andthe Universities Grants Commission todeliver university degree credit courses andrelated student support services incommunities north of the 53rd parallel. IUNhas been delivering these services with directgrant support from the Universities GrantsCommission and funds from tuition feerevenues since 1971/72.

A key feature of the IUN consortium is thateach university will accept for credit towardsits own programs, courses offered throughIUN by the other universities. Students whoregister through IUN can transfer courses,credits and grades freely among theuniversities, and the courses satisfy theresidency requirements for degrees at allthree Manitoba universities.

IUN offers courses primarily in the Arts,Social Sciences, and Education. SomeScience courses have been delivered, butthey have been constrained by a shortage ofsuitable laboratory facilities in the north.Non-clinical courses in Nursing and SocialWork have been supported, along withGraduate Diploma and Masters courses inEducation. Delivery of preparatory andBusiness Administration courses hasincreased recently in response to strongdemand.

IUN also supports University of Manitoba'sNorthern Bachelor of Nursing program inThe Pas, its Bachelor of Social Workprogram in Thompson, and the northerncentres for University of Manitoba'steleconference program. As well, IUNdelivers Brandon University courses leadingtowards the Master of Education degree, andis a partner with Brandon University, theSwampy Cree Tribal Council, and KeewatinCommunity College in the NorthernBusiness Management Training Programdelivered in the Swampy Cree Tribal

Council region.

Total enrolments in IUN programs havegrown sharply since the 1989/90 academicyear, with 1,297 course registrations in1992/93, compared to 448 in 1989/90.

Structure and Operation of JUNSeveral changes to IUN's administrativestructure occurred during 1992/93. TheSenior University Officer (SUO) andDirector of IUN were re-appointed to a newfive year term with the revised unitary titleof Executive Director. The Committee ofPresidents of Universities in Manitoba(COPUM), which formerly oversaw all IUNactivities, also delegated responsibility fornon-personnel and non-budgetary matters toa new Committee of Vice-Presidents,Academic and Research (CV-PAR).

The ongoing IUN Program ExecutiveCommittee (IUNPEC), with onerepresentative from each university,continues to be responsible for reviewingand forwarding recommendations to CV-PAR on IUN's annual academic programplan, and for the preliminary review ofannual budgets, policies; and administrativeprocedures proposed by IUN. Within theirrespective institutions the IUNPEC membersare responsible for liaison with academicfaculties and departments to identify and hireinstructors, and facilitate course delivery.

The Executive Director is responsible for thequality of courses and programs delivered inthe north, needs assessment, promotion,recruitment, student support services, andday to day operations. Other staff in thecentral office in Thompson include twoProgram Coordinators, an AdministrativeSecretary, a Student Records Clerk and twogeneral clerical positions. Recruitment isunder way for a Student Advisor and aProgram Assistant.

Education (FYDE) Coordinator in each ofthe five FYDE centres; and a volunteerCommunity Representative in 28 othercommunities where IUN advertises itscourses. These volunteers assist with needsassessment, program promotion., andadministrative support for course delivery.

On-Site ProgramCredit courses are offered through IUN innorthern communities in response toidentified needs, subject to budgetlimitations. The courses are taught byinstructors hired by the responsible academicdepartment of the university sponsoring thecourse. IUN reimburses the university forthe instructor's salary and benefits, andcovers all travel, accommodation and coursedelivery expenses so there is no directfinancial cost to the sponsoring institution.

Until 1985/86 all courses were taught in atraditional "face-to-face" manner, withinstructors travelling to a northerncommunity (often from the south) on aweekly or bi-weekly basis. The costsassociated with this delivery strategy meantthat large classes were required. Morerecently, audio teleconference (distanceeducation) courses have enabled IUN tooffer courses economically to smaller groupsof students in more communities.

IUN now offers courses on a part-time basisin the following 28 communities;Chemamawin, Churchill, Cranberry Portage,Cross Lake, Flin Flon, Garden Hill, Gil lam,God's Lake Narrows, God's River, GrandRapids, Leaf Rapids, Lynn Lake, MooseLake, Nelson House, Norway House,Oxford House, Pukatawagan, Red SuckerLake, Snow Lake, South Indian Lake, SplitLake, St. Theresa Point, Sundance, The Pas,Thompson, Wabowden, Wassagomach, andYork Landing.

In 1992/93 an agreement was reachedbetween IUN, Keewatin Tribal Council andGod's Lake Narrows First Nation onfinancing for the delivery, through IUN, of afull-time, community based universityprogram in God's Lake Narrows FirstNation. Course delivery began in February

1993, for a cohort of 25 full-time students.Similar proposals have been advancedrecently by other First Nations. TUN expectsto be asked to offer full-time, communitybased programs in other northerncommunities in the near future (eg, NorwayHouse, Nelson House, Split Lake).

During 1992/93, 71 courses were deliveredin 17 communities thro).gh IUN's On-SiteProgram, for a total of 1,297 courseregistrations, an increase of 19% over1991/92. There was a continuing increase inenrolments in First Nations communities,and in the number of audio teleconferencecourses, both of which factors contributed tothe enrolment increase.

The Universities Grants Commissionprovided an operating grant of $532,000 toIUN's On-Site Program in 1992/93.

FYDE Program (Pilot Project)In 1992/93, IUN successfully completed thethird and final year of the First Year byDistance Education (FYDE) Pilot Project,which was designed to evaluate the impact ofoffering a full-time first year universityprogram in Arts and Science by distanceeducation to rural and northern centres.

The FYDE Program is a cooperativeinitiative involviri government, the threeuniversities, five .ocal school jurisdictions,community representatives and IUN. The,Distance Education and Technology Branch .

of Manitoba Education and Training (DETB)provides video production, audioteleconferencing and satellite supportservices, equipment and technical support,and staff and instructor training. TheUniversities Grants Commission providesfunding; the universities provide instructors,and course design, development andproduction services; and school divisionsprovide classroom, office and lab facilities.Community Advisory Committees providefeedback on ongoing program operations andon the impact of the program in thecommunities. IUN is responsible for projectadministration.

campus counterparts, but use a multi-mediainstructional approach. Courses have majorprint components to guide student learningactivities, and are delivered during a threehour block each week when students are inattendance at the FYDE centres. Instructorsinteract with students by audioteleconference and live satellite television.Most courses use audio and video materialsand computer exercises as well.

Course delivery was initiated in September1990 in Dauphin, Flin Flon, Russell, ThePas and Thompson, with ten courses beingoffered including Biology, Calculus,Chemistry, Computer Science, Economics,English Literature, History, Philosophy,Psychology and Sociology.

An external evaluation of the FYDE PilotProject was initiated in early 1992, inparallel with the ongoing internal evaluationof student response to the Program. Thefinal Report of the external evaluator wasvery positive and recommended that theFYDE Program be established as an ongoingprogram under the administration of IUN. Adecision on future support by UniversitiesGrants Commission for the FYDE Programshould be taken at the earliest opportunity.

During 1992/93, IUN offered the equivalentof 10 full courses in the five FYDElocations, with a total of 515 courseregistrations, an increase of 10% over1991/92.

provided an operating grant of .$452,500 tothe FYDE Program in 1992/93. DistanceEducation and Technology Branch ofManitoba Education and Training provided afurther $110,000 of in-kind operationalsupport, resulting in total governmentsupport to the program of $562,500.

Future DevelopmentsBased on IUN's long-term enrolmentpattern, the strong enrolment growth inrecent years, and the very positive responseto recent new initiatives, it is clear that thereis a significant, growing demand foruniversity education services in the north.One of the barriers to participation for manynortherners, however, is their incompleteeducational background.

JUN, Keewatin Tribal Council and severalnorthern First Nation Communities arediscussing plans for an integrated adulteducation program to provide increasedaccess to Literacy, Adult Upgrading andCollege and University Preparatory courses.The general plan is to develop and delivercommunity-based adoq education programsthat allow entry at many different levels andassist mature entry students to completepersonal development and academicpreparation programs, including accreditedhigh school equivalency and college anduniversity entrance programs, in their homecommunities. It is expected that KeewatinCommunity College, Frontier SchoolDivision and various business and industrypartners will become involved in the projectas well.

CHAPTER IV

ENROLMENT

Full-Time Enrolment

(a) GeneralFull-time enrolment at universities and colleges in Manitoba which had, as in mostprovinces in Canada, displayed a static tendency through the first half .of the seventiesbegan a steady decline in the last half of the decade. It had been projected that thisdecline could continue through the eighties and possibly into the nineties. Howeveruniversities in Manitoba experienced a substantial increase in enrolment between1980-81 and 1983-84. Following the high number of full-time students achieved in 1983-84 (20,226) full-time enrolment declined for the next four years before beginning a slowbut steady increase. Based upon the latest school enrolment forecasts and the currentemployment patterns, it would appear that the demand for post-secondary education willcontinue to be high.

On December 1, 1992 the Manitoba universities' full-time enrolment stood at 19,873, anincrease of 0.17% over December 1st, 1991.

(c) Graduate EnrolmentGraduate full-time enrolment grew rapidly during the sixties from 249 students in1960-61 to 1,304 students in 1969-70. During the late seventies, the graduate full-timeenrolment stabilized at around the 1,550 figure. At the start of the eighties, the numberof full-time students taking graduate studies began to rise. The number of students takinggraduate studies has fluctuated from year to year, similar to the fluctuation seen in thetotal full-time student numbers. However, since 1980, the total number of full-timegraduate students has remained relatively constant at approximately 10% of the totalnumber of full-time students enroled per year.

An extremely rapid increase in part-time enrolment occurred between 1967-68 and1970-71 when enrolment almost doubled. Part-time enrolment fluctuated between1970-71 and 1980-81, increasing one year and decreasing the next. While there has beensome fluctuation in the past, part-time enrolthent in both the Regular Session andSummer Session has increased steadily since 1987-88.

Table III of Appendix "C" provides a summary of the part-time regular session enrol-ments by faculty for the last five years. The Faculties of Arts (8,553 or 50.7%),Education (2,225 or 13.2%) and Science (2,115 or 12.5%) dominate the part-timeenrolment figures in 1992-93.

(b) Full-Time EquivalentsStatistics Canada has developed a system for converting part-time students into full-timeequivalents by dividing the part-time student by 3.5. This formula has been gainingacceptance throughout the country and the Universities Grants Commission has adoptedthe Statistics Canada system which will make our enrolment figures comparable with therest of the country.

The full-time equivalent enrolment figures are now used by the Universities GrantsCommission strictly as a statistical tool.

The following table contains the Full-Time Equivalent Enrolment figures using theStatistics Canada formula.

Geographic Origins of Students

(a) GeneralNo agreement exists on the definition of the "geographic origin" of a student eitheramong the provinces or among the institutions. Various groups take the province orcountry of matriculation as the determining factor of "origin" while others refer to theprovince or country of birth or the province or country of domicile in that particularyear as the origin of the student. This lack of agreement complicates any attempt tostudy student mobility from province to province or student mobility from othercountries into Canada. Nonetheless, attempts are made to report on the origins ofstudents and the following table summarizes the information collected.

CHAPTER V

GRADUATES

"Input" in the form of students entering the universities should in due course result in

"output" in the form of students graduating from those institutions.

The number of candidates qualifying for degrees, diplomas and certificates at the universities

in Manitoba is listed in the following table:

In 1992-93, the faculties of Arts (1,925 or 32.5), Science (648 or 10.9%) and Education (1,195

or 20.2%) at the institutions provided the largest number of graduates.

In 1992-93, 84.1% of the graduates received their bachelor's or first professional degree, 9.1%

received a master's degree, 1.4% received a doctorate and 5.4% received a diploma or

certificate. Appendix "D" provides further information on the degrees awarded at the Manitoba

universities. .

CHAPTER VI

FINANCE

Budget Process for 1992/93The Commission's budget process involvesthree phases.

1. The universities make submissions to theCommission, outlining their financialand other needs for the coming year.This process normally occurs betweenMay and September.

2. The Commission makes recommend-ations to the Minister and the .

government on what it feels is theappropriate funding levels, Operatingand Capital, for universities; and, whereconsidered appropriate, on otheruniversity-related policy matters.

3. Once the government has advised theCommission of the level of funding to beprovided, the Commission allocates theavailable funds among the universitiesand other specific programs which itsupports, (ie: Inter-Universities North,Computer Service Network, etc.). Theuniversities are then informed by letterof their respective allocation. (SeeAppendix "E" & "F")

A more complete description of this processfollows.

Budgetary SubmissionsOn April 30, 1991, the Universities GrantsCommission sent letters to the universitiesrequesting the annual Estimates' submissionby June 3rd. The Commission requestedthat these submissions be presented in aformat which would allow for comparativeanalysis of the data between institutions.This would allow the Commission to makeinformed judgments about the requirementsof each institution when formulating itsrecommendations to government.

The universities were requested to brieflydefine the, goals and objectives, provide a

statement of the current status of theinstitution, including major areas ofstrength, stress or need, with a long termand short term focus. The universities werealso requested to indicate significant changesin enrolment patterns which were expectedin the next few years, and the impact thesechanges would have on financing, programsand services. In addition a brief descriptionof the planning and budgeting process andhow the issues previously mentioned werebeing addressed within these processe::, wasalso requested.

The financial data requested included the1990/91 Actual and 1991/92 budget base foreach budgetary unit. The Commissionrequested the universities comments on theinternal reallocation of resources both pastand future. An estimate of the impact ofknown factors on the universities budgets forthe 1992/93 fiscal year included salarychanges [both scale and increments], cost ofsupplies and services, infrastructure needs,projected changes in program and staffing,and revenue from non-government sources.Specific costs of other relevant factors whichthe Commission should be made aware suchas new programs or services, cuts in otherrevenue, special one time expenditures, orany other matters deemed important werealso to be included.

The Commission, in an effort to keep trackof the actual cost of university education,once again asked the universities to providecost per student data.

The Commission requested that the institu-tions provide an indication of the fundingwhich would be required to cover theirCapital requests for Equipment &renovations, and Major Capital. Due to thefact that Major Capital projects normallyrequired multi-year funding the list of MajorCapital projects requested was to cover afive year period. This list of Major Capital

projects was to include a brief outline ofeach of the proposed projects together withan indication of whether they were newbuildings or major renovation of existingspace.

When the universities budget estimatesubmissions were received they wereanalyzed by Commission staff. A spreadsheet was prepared showing each institutionsrequest, by major category, and the total forthe whole university sector. TheCommissioners then reviewed eachsubmission, together with the staff analysisand university sector spread sheet, prior tothe meetings with the institutions.

The Commission then met with eachuniversity, for a half a day, to discuss theirindividual budget estimate packages togetherwith any additional information theinstitution may have provided.

Recommendations to governme- tSubsequent to the meetings with theuniversities the Commission developed a setof recommendations, for the universitysystem, for presentation to the Minister.These were based on the universities'written submissions and meetings, other dataavailable to the Commission, and thecommissioners own views of what wasrequired.

The Commission's policy is one of keepingits recommendations confidential, in thebelief that this ensures the ability of theCommission and government to speakopenly to each other.

After reviewing the Commission'ssubmission, the Minister met with theCommission for further discussions.Following this, she submitted herrecommendations to Treasury Board and,Cabinet. Final funding decisions were madeand announced by government in earlyMarch 1992.

Allocations to each institutionWhile the government's estimates wereunder review by Cabinet, the GrantsCommission considered various scenariosfor the distribution of the operating andcapital grants amongst the universities. Thisdecision was not made by formula oralgorithm, but was based on the Commiss-ion's informed judgment about the relativeneeds of each institution.

Ongoing discussion between Commissionstaff and staff of Treasury Board allowed theCommission to keep informed about thebudgetary prospects, and therefore toconsider in advance its own allocationdecisions under a variety of plausibleoptions. When the final budget figures wereknown, the Commission was in a position toquickly finalize its own allocations. Inconjunction with the Minister's publicannouncement of overall university systemfunding levels in March, the UniversitiesGrants Commission wrote to all universitiesadvising them of their individual fundinglevels.

During the year under review, and followingthe original allocations, the Commissionmade a number of internal and/or externalreallocations which allowed for the mosteffective use of the available funding.

CHAPTER VIII

CAPITAL PROJECTS

University of ManitobaTwo major capital projects and a number ofminor projects were completed at theUniversity of Manitoba during the 1992-93fiscal year.

New Large Animal Metabolism Unit for theFaculty of Agricultural and Food SciencesConstruction commenced NI October, 1991and was completed in April, 1992 for thenew 13,000 square foot Large AnimalMetabolism Unit which replaces the old beefand swine barns that had served the AnimalScience Department in the Faculty ofAgricultural and Food Sciences for manyyears.

The new research unit is an essential part ofthe Animal Science teaching and researchprogram. Research experiments in nutritionand forage utilization, physiology,reproduction, growth, endocrinology andtoxicology, often involving rapid analysesrequire modern animal facilities locatedadjacent to laboratories.

The project was completed at a cost of$2,100,000 which was funded through a$1,800,000 grant from the ProvincialGovernment and the remaining $300,000was raised from the Agri-food industry andalumni members.

Main Service TunnelConstruction of the new main service tunnel,to replace the over 70 year old crumblingservice tunnel, commenced in October 1990and was completed in August 1992.

The steam and chilled water piping systemcross over from old to new system wascompleted after the 1991/92 heating systemended and in time to provide buildingcooling prior to summer.

The Province of Manitoba authorized a loanof $11,237,500 to the University ofManitoba for the construction of a servicetunnel. The Universities Grants Commissionacts as a fiscal agent by disbursing the fundsto the University of Manitoba as costs areincurred. During the year the UniversitiesGrants Commission received and disbursed$2,921,441 (1992 - $7,469,148) (1991$846,911) to the University of Manitoba.

Elevator Upgrading for Disabled AccessA freight/passenger elevator upgradingprogram was started to upgrade freightelevators in several buildings where nopassenger elevators were available, as wellas upgrade existing passenger elevatorswhich do not meet handicapped access coderequirements.

During 1992/93 fiscal year Russell,Architecture II and Engineering II elevatorswere upgraded for disabled access.

The project is jointly funded by UniversitiesGrants Commission and the University ofManitoba.

Max Bell Sports Centre Roof ModificationsSnow fencing installation to prevent icesheet slippage onto sidewalks, as well asmodification of roof design to preventmoisture infiltration causing damage tomortar joints was started in December 1992at the Max Bell Sports Centre.

Pharmacy BuildingFaculty offices and dispensary renovationsin the amount of $265,000 were completedfor the start of the expanded PharmacyProgram.

Other ProjectsEngineering I, Allen and Animal ScienceBuildings had part of their galvanized

plugged and corroded piping replaces withcopper piping, in order to provide againreasonable water flows to washrooms andlaboratories.

Road and sidewalk repairs were carried outto address major road and sidewalkconditions. The entire MacLean Crescentroad and sidewalks were renewed. This wasin part necessary as a result of the newservice tunnel installation, as well as toaddress major road- and sidewalk heavingdue to large silt deposits under road andsidewalks.

The annual problem of shifting groundconditions has again resulted in severalunderground city water line and chilledwater line ruptures.

Minor roof repair and wall caulking projectswere completed to prevent air and moistureinfiltration.

University of WinnipegCentennial Hall Roof Replacement .Roof repairs to Centennial Hall were

completed.

Refurbished Classroom SpaceDuring the Spring and Summer of 1992,with funding from the Manitoba UniversitiesDevelopment Fund, the University continuedto upgrade the classrooms in Manitoba Hall.

Other ProjectsWith the support of the Eckhardt-GramatteFoundation, and funds from the ManitobaUniversities Development Fund, theUniversity was able to remodel and enhance.Theatre 3C00, now known as Eckhardt-Gramatte Hall.

Brandon UniversityLibrary AdditionConstruction of a new $7,145,000 additioncommenced in 1992-93 and the addition isexpected to be ready for the 1993-94academic year. The Provincial Governmentwill be providing a total of $4,635,500through the Universities Grants Commissionwith the university providing the remainderof the funds required from its Fund RaisingCampaign.

Responsibility for Financial Statements

The office of the Chief Financial Officer of the Universities Grants Commission is responsiblefor the financial reporting process that produces the financial statements and accompanyingnotes. The financial statements are prepared in conformity with the accounting policies notedin the financial statements.

The Commissioners have the responsibility of reviewing and approving the fmancial statements,and of overseeing management's performance of its financial reporting responsibilities. Thestatements are examined by the Provincial Auditor of the Province of Manitoba, whose opinionis included herein.

In order to fulfil this responsibility, management maintains systems of internal controlsover thefinancial reporting process designed to provide assurance that relevant and reliable financialinformation is produced.

AUDITOR'S REPORT

To the Legislative Assembly of Manitoba

We have audited the balance sheet of The Universities Grants Commission as at

March 31, 1993 and the statement of operating revenues and expenditures for the

year then ended. These financial statements are the responsibility of the

Commission's management. Our responsibility is to express an opinion on these

financial statements based on our audit.

We conducted our audit in accordance with generally accepted auditing standards.

Those standards require that we plan and perform an audit to obtain reasonable

assurance whether the financial statements are free of material misstatement.

An audit includes examining, on a test basis, evidence supporting the amounts and

disclosures in the financial statements. An audit also includes assessing the

accounting principles used and significant estimates made by management, as well

as evaluating the overall financial statement presentation.

In accordance with the Universities Grants Commission's accounting policy, as

described in note 3, the Commission's actuarial liability for pensions as at

March 31, 1993 in the amount of $414,427 and the related expenditure have not

been recorded in these financial statements. This accounting policy is not

appropriate, because it does not result in fair presentation. If this liability

and the related pension expenditure had been recorded in these financial

statements, the Commission's liabilities as at March 31', 1993 would have been

increased by $414,427 (1992 - $376,639) and the universities grants fund as at

March 31, 1993 would have been decreased by $414,427 (1992 - $376,639).

In our opinion, except for the failure to record the information referred to in

the preceding paragraph, these financial statements present fairly, in all

material respects, the financial position of the Universities Grants Commission

as at March 31, 1993 and the results of its operations for the year then ended

in accordance with the accounting policies stated in note 2 to the financial

statements.

Notes to Financial Statementsfor the year ended March 31, 1993

1. Nature of Operations

The Universities Grants Commission was established by an Act of the Legislature passed in 1967and_ is composed of nine members appointed by the Lieutenant-Governor-in-Council.

Primarily, the Commission provides funding to Manitoba Universities for approved programsand capital projects from funds received from the Province of Manitoba.

2. Accounting Policies

A. The Universities Grants Commission's annual financial statements are prepared using theaccrual basis of accounting except for the following:

i. Expenditures on leasehold improvements and equipment purchases.Leasehold improvements and equipment purchases are charged to expencilt.,res in the yearof acquisition.

ii. Vacation pay and staff salaries.The salaries of Commission staff and their vacation pay entitlements are charged toexpenditures as paid.

iii. Pension payments.Pension payments are charged to expenditures as the payments are made under theprovisions of The Manitoba Civil Service Superannuation Act.

B. Operating and capital grants reflect expenditures to Manitoba Universities for annualoperations and approved capital projects. Annual operating grants are recorded on the basis ofscheduled payments to meet Universities' operating requirements. Capital grants are recordedafter expenditures have been incurred and claimed.

C. Revenue is recognized as funds are drawn from Government of the Province of Manitobaappropriations.

3. pension.. iability

In accordance with the provisions of The Manitoba Civil Service Superannuation Act, theCommission contributes 50% of the pension payments made to retired employees. A provisionis not made in the accounts to fund current or past service obligations of the Commission to TheCivil Service Superannuation Fund. On the basis of an actuarial report, the unfunded liabilityon an indexed basis for the Commission's employees amounted to $414,427 as at March 31,1993 (1c.92 - $376,639).

4. Special Program

The Province of Manitoba has authorized a loan of $11,237,500 to the University of Manitoba

for the construction of a tunnel. The Universities Grants Commission acts as a fiscal agent by

disbursing the funds to the University of Manitoba as costs are incurred. During the year, the

Universities Grants Commission received and disbursed $2,921,442 (1992 - $7,469,148) to the

University of Manitoba.

5. Commitments

As at March 31, 1993, the Universities Grants Commission has outstanding commitments for

approved operating grants of $240,704 (1992 - $322,797) and capital grants of $403,196 (1992 -

$1,863,037), for a total of $643,900.
