ABSTRACTPresented are duplications of the responses given by
the Nassau County Department of.Recreation and Parks (East Meadow,New York) as part of a project to collect, share, and compileinformation about, and techniques in the operation of 18 communityaction models for recreation services to the disabled. Model programsare categorized as consumer, client competency, recreation andleisure services, parks and recreation, rehabilitation, and voluntaryhealth agency models. Reported are program services in the followingareas: the population served (disabled adults); primary activities(parties, dances, theatre, swimming, picnic events, and fashionshows) ; primary facilities used (a large centrally located buildingwith all architectural barriers removed); staffing (a consultants anadministrator, seven recreation leaders, and 15 volunteers); totalbudget ($3,900,000) and primary sources of support (county funds);and values and goals achieved through the program (to providecommunity based programs, integrated with the non-disabled and aimed,at social integration). The project, "National Institute OP Models for Community BasedRecreation for Handicapped Children and Youth," is entering itssecond year. During the first year, a survey and identificaion ofexisting programs was undertaken, as well as the convening of theNational Institute at the University of Iowa.
The National Institute, held July 7-9, endeavored to collect,share, and compile' information about, and techniques in, the operation

of the most feasible and effective methodSof community action modelsfor recreation-service to the disabled.
As an outgrowth of thesaefforts, training materials are beingdeveloped and plans are being made for the replication of the NationalInstitute in all regions of thelinited States.
A number-of successful models were identified and haVe transmitteddata to the project staff with permission kor us to distribute the
,information. 1

Geographically, Nassau County is-divided into three major sub-divi-sions, Hempstead, North Hempsttad and Oyster Bay. Each of these sub-divi-sions operates year-round community recreation programs for handicappedchildren and youth.. In eacb instance, the programs are tax-supported bytheir,Departments of Recreation and ParkS and therefore, are free to thedisabled as well as permanent services which makes them unique in thiscountry. Three years age, Nassau County, through its Department of Rec-reation and Parks, decided to initiate therapeutic recreation services ona county-wide basis.
Since the three major townships already offered children's'services,the County decided/to concentrate on Recreation Services for DisabledAdults. By doing'this, handicapped individuals would be able to, if needed,participate in sPecialized recreation.programs within the county from,childhood through old age and would get these services free! From thebeginning, NasSau County endeavored to plan these adult services on acoordinated basis with planning for removal of architectural barriers,
,program planning, facility development and transportation services.
To begin with, a large building centrally located in Eisenhower PaEast Meadow, New York, was re-developed as a recreation center with allarchiteCtural barriers removed. The building houses offies, meeting rooms,recreation rooms, crafts areas, games area and is surrounded by beautifullevel picnic and rtcreaticft areas outdoors adjacent to the center.
The building is scheduled for use,by,outside groups (stroke club,JDrain-injured association, psychiatric-center) during mornings and afterneons, Evenings are devoted to open-house for young disabled adults andolder disabled adults.
Special events are planned for indoor and outdoor activities duringthe-year.. The County owns and operates-two wheelchair lift buses which are'used by the Specialized Recreation. Unit for trips and special events.
Nassau owns a beautiful beach club at Lido Beaclron the AtlanticOcean. -Special events, parties, dances and handicapped and non-handicappedtheatre and dramatic group utilize this facility in the winter. Duringthe summer, disabled adults are bused daily to the beach club for swimming,games and picnicevents.
Special activities are planned each month on a county-wide basis.For example, a recent event was a Fashion Show luncheon.where over 300 dis-
abled and non-disabled gathered at A- centrally located motel, dining room.Disabled and non-disabledmodels showed ti,e latest fashions and the lunch-eon was followed by music, singing and juSt plain fun.
_n all of their efforts, the County endeavors to integrate theiradults programs and schedule all of these services in the community setting.
The Recreation for the Handicapped: Unit invitel representativesfrom various health agencies, hospitals, schools and community recreationprograms to Teet periodically with the County to discuss mutual interestsand needs concerning the disabled. These agency representatives becamean informal advisory or coordinating committee with sub-committees assignedto assist the county in solving problems concerned with program, facilities,transportation, removal of architectural barriers and techniques for reach-ing the disabled-population.These meetings have proven to be invaluableto the County.
One of the interestingprograms of the County is to provide freeconsultation services.on therapeutic recreation on request. The Villageof Westbury, N.Y., asked for assistance in developpig a,recreatien program,for their homebound citizens, The County Consultant trained-the Westbury'staff, developed a recreatiOn in-service training program for a group ofvolunteers and Used a group of college-students to do a.door-to-door surveyof Westbury to locate 150 homebound handicapped. This program is now,successfully operating under the village's own. superVision.
Other types of assistance provided includes loan of a therapeuticspecialist by the county to another agency to demonstrate a specialtylike "Peotry Therapy" for.a period of severdl weeks or'until the agencypersonnel can conduct the program on their own._
Last year the County formed a task-forceon transportation for theha dicapped. This task-force, working closely with the County Commissionerof Transportation, was very helpful in designing several exciting newconcepts which are being adopted by the County. First, the County adopteda new law providing the
handicapped with 50% off on public transportatiOnwithin NasSau County. All new buses on major bus routes will be kneelingbusesr which lower to level of the sidewalk for easier access
-The County has ordered twenty-four-minibuses fer two experimentaldial-a-bus regional experiments. Four of these:mini-buses willhaveelectric lifts for wheelchair users. These buses will pick-up at the doorand return the individual to his home at a reasonable rate. If successful,this program will be developed for the entire County.
One of the most difficult tasks is to locate disabled persons. Manyare relOctant to contact authorities. Through advertisements in the news-papers and through the new program of SO% off for disabled on public trans-portation the County is developinga central registry of the handicapped.Having such aregistry,would be important for informing the disabled-of newprograms, designing transportation routes and to involve them in cOmmunityactivities. The registry during the past, few months has reached a totalof 3,002 homes. This.is a small accounting but agreat start and expect-
ations for the future should add many thousands of disabled to the registry.-
The County Consultant recently met with the Boy Scouts fo NassauCounty, who are anxious to develop many Packs and trooPs of disabled andintegrated children. While planning for this deelopment, the County willinvestigate the development of an architeetural free camp site on one ofthe County estatds which would be functional for disabled children as wellas adults.
The County has, for the past three years, provided sports instructionfor disabled persons and has hosted the Long Island regional wheelehairgames.
A new indoor sports facility being planned for Nassau County resi-dents at Mitchell Field has been reviewed by a BoarlLof Experts and,thecomplete structure has been designed to be architecturally barrier free.'th unique facilities to meet the needs of disabled participants. Theseinnovations include special parking, coed_dressing rooms (for husband-wife,etc, disabled) and swimming pool with adjustable height floor (Hydrauiicsystem). The County provided free courses and workshops on therapeuticrecreation with several providing college -redit for those desiring thisbenefit-.
