1. Purpose & Scope: 1.1 This QSP-Vendor Control is issued in supercession of the earlier QSP-Vendor Control Version 9.2. 1.2 Purpose is to evaluate, enlist, review and control vendors having necessary capability to supply

spares/items required for manufacture and maintenance of diesel locomotives (ALCO and EMD), as per specified requirements, including raw materials, electrodes etc.

1.3 Composite Vendor directory would normally be published in December every year to be effective from 1st January to 31st December of the following year or till publication of next Vendor directory, whichever is later.

2. Responsibility: 2.1 Vendor evaluation, enlistment, review and control are to be dealt with, in accordance with the

procedure given in this QSP. SN Activity Description Responsibility Reference 3. Definitions 3.1 Composite Vendor Directory (CVD)

Vendor directory published by DLW covering items/ spares, raw materials and electrodes required for manufacture/ maintenance of diesel locomotives.

3.2 Developmental order Purchase order for supply of any item, which has not been supplied earlier by the vendor to DLW.

3.3 Extended trial order. Any order placed subsequent to a developmental order on a vendor who is not in approved vendor list.

3.4 Approved “Part-I” vendor: A source for placement of bulk orders for the spare/item approved in accordance with QSP-Vendor control.

3.5 Approved “Part-II” vendor: A source for placement of limited orders for the spare/item approved in accordance with QSP-Vendor control.

3.6 “JAG/SG” Committee A committee consisting of “JAG/SG” officers of Design/Production/ Material Control, Accounts & Stores, nominated by the competent authority as per WI/DES/103. The concerned officer of Design /Prod./ Material Control would be the convener of the committee. 3.7 CME would be approval authority of CVD.

4 Awareness about vendors, Quality Management

System (QMS), VA-1 form and downgrade-tion / delisting / restoration

4.1 DLW becomes aware of vendors based on their participation in a tender or through any other relevant source/method.

4.1.1 New firms base initially have to submit a duly filled and signed VA-1 form to CDE. This information bank is used for evaluating the capability of the vendors if there is a need for development of additional vendors for that item/category of item. The information available in VA-1 form may also be referred during vendor review exercises and technical evaluation of vendor’s offers in tender cases.

4.2 Availability of Quality Management System (QMS) as per IS / ISO 9001:2008 or TS16949 or any equivalent QMS certification is mandatory for enlistment of all new vendors, as well as continuation of part ’II’ vendors in the CVD.

Vendor’s QMS as per ISO:9001/ TS:16949 would be considered only if the scope of certification includes manufacturing of the item under consideration/ similar product(s)/relevant type of manufacturing e.g steel forging, steel casting, heavy fabrication, heavy sheet metal fabrication, precision machining, electrical rotating machines etc, as the case may be. 4.2.1 Existing vendors whose QMS are not certified to ISO 9001: 2008 but approved as Part’I’ in the composite vendor directory, their vendor status may be reviewed and downgraded to part ‘II’ and advised to obtain the same within next six months, failing which they may be delisted. However their vendor status may be restored to part ‘I’, once they submit proof of having obtained ISO 9001:2008 or equivalent certificate to CDE/CME(P)/ CME(M),DLW (as the case may be).

4.2.2 Existing Part II vendors, who do not have a QMS, as indicated in Para 4.2, shall be included in the CVD provisionally and the vendor would be informed accordingly, that the requisite certification should be obtained within six months otherwise they shall be delisted from the CVD. However their vendor status would be restored to part ‘II’, once they submit proof of having obtained ISO 9001:2008 or equivalent certificate to CDE/CME(P)/ CME(M),DLW (as the case may be) Competent authority of restoration of vendor status after receipt of necessary QMS certificate will be CDE/CME(P)/CME(M), DLW (as the case may be). If QMS Certificate of International vendor is not available, waiver may be granted with the approval of CDE/CME(M)/CME(P) (as the case may be).

4.3 Micro and Small Enterprises (MSEs) status of vendors shall be provided by Stores Department against the column 13 of Annexure A & B. (Railway Board’s letter No. 2001/RS(G)/779/7 dated 08.08.2014) 4.4 Existing approved vendors shall be required to resubmit the VA-I at interval of every 05 years. Their failure to submit VA-1, may lead to their status being reviewed and downgraded one step (delisting in case of Part ‘II’ approved source and down grading to part ’II’ in case of part ’I’ approved source). For this also, the process as indicated at para 5.1 and 5.3 shall be followed. However, a Part ‘I’ approved vendor, for an item under review, shall be downgraded only if, at least two other Part I sources are available. A Part-II approved vendor for an item under review shall be delisted only if at least three other sources are available in PartI/PartII. Further a vendor delisted / downgraded due to non availability of VA-1 form, may be restored to original vendor status, if they submit a duly completed VA-1 form to Design / Dy.CME / Loco/ Block/ MC office (as the case may be).

after receipt of valid VA-1 will be CDE/CME(P)/CME(M), DLW (as the case may be). If VA-1 form of a vendor of International/ National repute/original design holder is not available, waiver may be granted with the approval of CME. This may be initiated by CDE/CME(M)/CME(P) (as the case may be) and put up for CME’s approval.

4.5 Design Office would check the completeness of information/documents submitted by the vendor in / along with filled-up VA-I forms.

5. Process to be followed for enlistment / upgradation / delisting / downgradati on / restoration of vendors in CVD.

5.1 There are 560 “Simple” items defined in Annexure F. These Simple items follow the following criteria:

The manufacturing process is simple is a simple one which will not need proving out by design office.

The application is such where normally design intervention is not needed for assembly and where field prove out is not required.

They will not normally affect the safety and reliability of the locomotive.

Evaluation of vendors for enlistment in DLW Vendor Directory will be done by design office (concerned Dy.CDE) after due assessment of the firm’s infrastructure, capability, capacity, quality system and its credentials, The recommendations will be made by CDE and approved by CME. (Refer W/DES/114 for the approval criteria) 5.2 For the balance items, evaluation of vendors for enlistment in DLW Vendor Directory as Part-II or Part-I source will be done jointly by ‘JAG/SG’ committee. All such proposals will be put up to CME/P for Electrodes (Block), Electrodes (Loco) items, CME/M for Raw Materials and CDE for rest of the items for compilation and scrutiny. Then, their recommendation of CDE would be sent to CME for final consideration and approval. The concerned conveners of the JAG/SG committees would forward the cases to CDE, after CME’s

approval for publication of Composite Vendor Directory / issue of monthly supplement.

The above process of review and approval of vendor status for any item shall be followed for vendor review exercises for the purpose of upgradation, delisting, downgradations and restoration in CVD too.

5.2.1 For this purpose, review shall be initiated by the concerned convener of the JAG/SG committees. A detailed tabulated statement shall be prepared as per the format prescribed at Annexure-A of this QSP. Convener of the JAG/SG committee shall furnish information in Column 01 to 12. Stores member shall furnish information in Column 13 to 15. Column 16 to 19 shall be filled jointly by the JAG/SG committee’s members. 5.2.2 Certain items which are not complex, are similar in application and design and require the same process, skills and infrastructure have been clubbed together for vendor evaluation purpose. These items would be called “generic “ items and would require tabulation as per Annex B of this QSP. Convener of the JAG/SG committee shall furnish information in Column 01 to 12. Stores member shall furnish information in Column 13 to 15. Column 16 to 19 shall be filled jointly by the JAG/SG committee’s members.

5.2.3 There are items required by Zonal Railways which are not procured by DLW but which have been included in the CVD on Railway Board instructions (defined in Annexure E) . These would require tabulation as per Annexure C of this QSP. Convener of the JAG/SG committee shall furnish information in Column 01 to 12. Column 13 to 16 shall be filled jointly by the JAG/SG committee’s members. The

upgradation /inclusion in these items shall be considered by the JAG/SG committee on the basis of an application made to CDE /DLW, by the vendor for this purpose after he has satisfied the requirements herein laid down for such inclusion/upgradation.

5.2.4 Successful execution of 2 POs for DLW or successful service of 10 loco sets for six months shall make a Vendor eligible for consideration for Part-II approval. However, quality of items supplied by the vendor and supply performance shall also be considered by the committees while recommending enlistment as Part-II source. 5.2.5 In the case of generic items the proven credentials of a firm against any one items of the subgroup being considered enabler for similar items across the group, the recommendation for Part-II would normally extend to the complete group 5.2.6 For zonal railway spares, not being procured by DLW (defined in annexure E) successful execution of 2 POs to Zonal Railways shall make a vendor eligible for consideration to Part-II status. 5.2.7 For certain items defined in Annexure D, minimum loco sets/ minimum service life criteria will be used for upgradation in Part-II. However, vendor’s quality and supply performance shall also be considered by the committees while recommending enlistment as Part-II source. 5.3 Successful execution of at least 1 PO for DLW after enlistment in Part-II category or successful supply of 20 loco sets with satisfactory service of 10 loco sets for one year shall make a vendor eligible for consideration for upgradation/ inclusion to Part-I category following the same procedure given in Para 5.2 above. However, vendor’s quality and supply performance shall also be considered by the committees while recommending enlistment as Part-I source. 5.3.1 In the case of generic items, the proven credentials of a firm against any one items of the subgroup being considered enabler for similar items across the group, the recommendation for Part-I would normally extend to the complete group.

5.3.2 For certain items defined in Annexure D, minimum loco sets / minimum service life criteria will be used for upgradation/inclusion in Part-I. However, vendor’s quality and supply performance shall also be considered by the committees while recommending enlistment as Part-I source. No vendor shall be deemed to qualify for Part-I status unless he fulfills the quantity & service life criteria for part-II. 5.3.3 For zonal railway spares not being procured by DLW, minimum loco sets/minimum loco years criteria defined in Annexure-E will be used for considering upgradation / inclusion to Part-I. 5.4 The supplied quantity of an item would “deemed to complete” the qualifying service life criteria, once it completes “T+4 months” from the date of accepted supply i.e. date of receipt order (where T is the qualifying service life of that item) 5.5 Direct enlistment in Part-II or Part-I, even without execution of any PO, as a special case, can also be considered at the time of review. However, the reviewing committee / CDE/ CME(P)/CME(M) shall clearly bring out the reason (s) for such a recommendation for consideration / comments/ approval at higher levels(s).

5.6 Authorized agents/representatives/traders shall not be enlisted as approved vendors. Only OEMs/Manufacturers would be enlisted as approved source in vendor directory. However, to facilitate issue of tender inquiry, authorized agent’s/ representative’s / traders name and address may also be indicated in a separate column on address page based on exclusive authorization of the manufacturer for the product under consideration on a year-to-year basis. The authorization should be valid for the period for which approval is being recommended / given.

6. Review of vendor status

6.1 Consolidated review for “Simple” items at annexure F shall be done once in a year for

for inclusion/ upgradation/ delisting/ downgradatio n in CVD

inclusion/ upgradation in Composite vendor Directory at the time of publishing. The concern DyCDE can however, during the course of the year recommend inclusion / upgradation of vendors to tide over problems of non availability of material due to inadequate vendors. Such a review will be authorized by CDE or CME. 6.2 Consolidated review for "Annexure D " items shall be done once in a year for inclusionI upgradation in Composite Vendor Directory at t he time of publishing. However mid term review of "Annexure D" items for upgradation/inclusion in DLW Vendor Directory shall also be done on the basis of an application made to GM/CME/CDE by the vendor for this purpose.

6.3 For the balance items review shall generally be done once in a year for inclusion/Upgradation in Composite Vendor Directory at the time of publishing. However in special circumstances based on the need expressed by GM/CME/COS/ FA&CAO / CME(P) / CDE / CME(M) / CQAM/ CMM(Engine) / CMM(Loco) / CMM(HQ) / FA&CAO (TOT) intermediate review shall be carried out. Applications/ expression of need shall be forwarded to the concerned convener(s) of the JAG/SG Committee by CDE. Thereafter, where the change in status is warranted, the procedure laid down in para 5.2 & 5.3 above shall be followed. 6.4 For Zonal Railway spare items not being procured by DLW and defined in Annexure E, inclusion/upgradation would be processed annually on the basis of vendor application only. Application shall be given to GM/CME/CDE who shall forward the same to the concerned convener(s) of the JAG/SG Committee. Thereafter, the procedure laid down in para 5.2 and 5.3 above, shall be followed. 6.5 At the time of recommending inclusion / upgradation of a vendor for any item, the convener

of the JAG/SG committee shall ensure that completed VA-1 form of the vendor is available. However if the same is not available, and it is observed that vendor is of international / national repute / original design holder, then the same may be brought out by JAG/SG committee during review for consideration as per para 4.4.

6.6 For approved vendors, review for deletion / downgradation shall be done, as and when required, and issued through monthly supplements as reviewed by the committees and approval of CME as laid down under para 5.1, 5.2 and 5.3 above.

The review may be undertaken under following conditions: - i. Poor supply performance ii. On the basis of field feedback received from Railway Board, RDSO, Zonal Railways, Diesel Sheds received directly or through SIG cell, Non Railway Customers (including foreign Railway customers) through marketing.

iii. Poor quality as reported by Shops/ Quality control organization. iv. Withdrawal of ISO:9001 or equivalent certificate by the certifying body.

v. The vendor is black listed / or business dealing is banned by Govt. of India or its offices on communication by Railway Board. In such cases, no show cause notice to the firm is required. However, intimation shall be given.

vi. The vendor is suspended for a defined period due to unbecoming conduct. (Suspension can be authorized by the authority competent to

approve it). vii. If the specification or drawing is revised and the vendor is not upgrading the additional requirements of infrastructure, M&P, testing facilities, qualified personnel etc. within specified time frame. 6.7 The effective date of monthly supplements shall be the 1st day of the month in which amendment has been issued.

6.8 Before deletion/down-gradation of any vendor, a show-cause notice shall be given to the vendor enumerating the reasons for doing so and seeking for his representation, if any, within 21 days from the date of issue of the notice (not required if notice has already been issued / vendor advised in past for not having QMS as per ISO 9001:2008 or any equivalent certification). After receipt of vendor’s reply or expiry of show-cause notice period whichever is earlier, the case shall be put up to the concerned JAG/SG committee for review by the officer sending the show-cause notice. After review the case shall be dealt with in accordance with procedure given in para 5.2 above.

6.9 A firm once downgraded / delisted on account of any issue except non submission of VA-1 & QMS certificate, shall not be considered for upgradation/inclusion for next one year (from the effective date of CVD / monthly supplement).

7. Communica

-tion to control copy holders & Vendors

7.0 Communication to control copy holders & vendor(s) 7.1 Whenever a vendor is downgraded or delisted for any reason, whatsoever, a letter shall be sent to the vendor, indicating the reason, thereof. Information shall also be sent to all the control copy holders of the composite vendor directory, either in the form of monthly supplements to composite vendor directory or new composite vendor directory itself.

However in this case giving reason thereof is not necessary. 7.3 Whenever the status of a vendor is restored, as indicated at para 4.2 & 4.4, again the vendor shall be informed through a letter. Information shall also be sent to all the control copy holders of the composite vendor directory, either in the form of monthly supplements to composite vendor directory or new composite vendor directory itself. 7.4 CVD shall be uploaded on the DLW website (www.dlw.indianrailways.gov.in) and updated periodically after issue of amendments.

8 Change in name / Work Address of the vendor:

8.1 Request of vendor for change of name: On receipt of request from the vendor for change of name, which is already on the approved vendor list, the same shall be affected after verification of the vendor’s premises and documentation by the nominated DLW officials. If the DLW official is satisfied, based on the scrutiny of documents like memorandum of article of association, list of tools, plants and machinery, undertaking by the new vendor for liability of old firm, resolution by board of directors, partnership deed, Certificate of Registrar of companies etc., he / she shall recommend for the change of name of the vendor through the concerned JAG/SG committee after taking clearance of Law branch (Legal cell) as per procedure given in the para 5.2. 8.2 Change in name in case of bifurcation of works: If change of name is done as a result of bifurcation of existing work premises, in addition to checking of documents as given in para 8.1, reassessment shall also be carried out by a DLW official before effecting the change of name of the vendor.

SN Activity Description Responsibility Reference 8.3 Request of vendor for change in address: On receipt of request of the vendor for change of address, the nominated DLW official shall verify that:

a) The office establishment has been shifted totally.

b) The machinery & plants have been shifted totally.

c) Informations given in the updated and completed VA-1 are correct.

Competent authority for change of vendor address will be CDE/CME(P)/CME(M), DLW (as the case may be)

8.4 Request of vendor for enlistment of their additional works: Vendor shall inform DLW about the operations and processes to be followed in their additional works through additional / revised VA-1 form. Then the nominated DLW official shall verify the availability of necessary M&Ps, measuring/ testing equipments etc at the new premises. Competent authority for enlistment of vendor’s additional works will be CDE/CME(P)/CME(M), DLW (as the case may be)

8.5 Submission of updated VA-1 form: Vendor shall submit updated copy of VA –1 form with new name/ new address / new works to the concerned officer of Design/ Production/MC. 8.6 Communication to Vendor: The vendor shall be informed in writing that the change of name / change of address / enlistment of new works has been noted by DLW. The changed name shall be advised to all copyholders of the CVD. Vendor Directory shall be amended accordingly. 8.7 Change of both name and address shall not be permitted at the same time. 8.8 Actions as per paras 8.2 to 8.4 shall be taken in consultation with Legal cell of DLW whenever required.

9.0 Notwithstanding anything mentioned in the clauses of this QSP vendor Control (version 9.2), any vendor

becoming eligible for inclusion/upgradation for an item as per the earlier version of QSP Vendor Control (version 8.0) will also be included/ upgraded for the said item. This provision will remain effective upto 31st December 2015.
