MINUTES OF 142nd MEETING OF SLBC HARYANA

The 142nd meeting of State Level Bankers’ Committee (SLBC) Haryana to review the performance of banks for the period ended September 2017 (FY 2017-18) was held on 17 th November, 2017 at Hotel Mount View, Sector 10, Chandigarh. Shri D S Dhesi, IAS, Chief Secretary, Govt of Haryana was the Chief Guest and Shri Sanjiv Sharan, Executive Director, Punjab National Bank, presided over the meeting. At the outset, Shri A K Dargan, Zonal Manager, PNB, Haryana Zone and Convener SLBC extended warm welcome to Shri D S Dhesi, IAS, Chief Secretary, Govt of Haryana-Chief Guest; Shri Sanjiv Sharan, Executive Director, Punjab National Bank & Chairman - SLBC, dignitaries on dais and other distinguished members present in the meeting. He informed that besides others, following important issues would be taken up for discussion:

Progress under Annual Credit Plan for the half-year ended September 2017

Recovery of Advances PMEGP, NRLM, NULM and other Govt. Sponsored schemes and

other important issues concerning banks Review of Banks’ performance in other key areas, national

goals etc. Performance of banks in achievement of Annual Credit Plan for

the period ended September 2017 (FY 2017-18).

Shri Dargan informed the house that before 142nd SLBC meeting, meeting of sub-committees to SLBC on NRLM, NULM and 3rd Steering Committee to SLBC meeting to review the performance and chalking out future plan on PMEGP, PMAY, HSCFDC and PMFBY, RSETIs, FLCs etc were convened by SLBC Secretariat on 02.11.2017 and all related issues of these schemes were discussed at length and action in order to achieve the targets under the schemes could be initiated timely by concerned agencies. He also informed that viewpoints along with important decisions taken in these meetings would be discussed in the SLBC meeting.

Shri Dargan also informed that Aadhaar is going to be the ‘Game Changer’ with regard to regulating the financial system of the country from which the country will derive tremendous benefits. Consequent upon proper implementation of Aadhaar, country is going to derive tremendous benefits and Govt of India is meticulously monitoring time bound implementation of Aadhaar. Deptt of Financial Services, Ministry of Finance, Govt of India vide its communication dated 3rd August 2017 to all stake-holders including convener SLBC, has emphasized to ensure seeding bank accounts with Aadhaar and its authentication before deadline of 31st

December, 2017. He also stated that Govt of India has amended The Prevention of Money Laundering (Maintenance of Record) Rules, 2005 to provide that clients eligible to be enrolled for Aadhaar number shall, at the time of account opening, submit their Aadhaar numbers and where Aadhaar number has not been assigned, to furnish proof of having applied for Aadhaar enrolment. The clients eligible to be enrolled for Aadhaar and already having an account prior to 01.06.2017 shall submit their Aadhaar number by 31.12.2017, failing which, their account shall cease to be operational till the Aadhaar number is submitted. receipt of Aadhaar number, banks shall carry out authentication using the authentication facilities provided by Unique Identification Authority of India (UIDAI). He further informed that as per Notification issued by UIDAI, every Scheduled Commercial Bank is required to set up Aadhaar Enrolment and Updation Centres inside its bank premises at a minimum of 1 out of 10 branches by 31st

October, 2017 and State Govt has been asked to advise District Collectors to convene District Consultative Committee Meeting to select bank branches for opening such Centres. SLBC Haryana Secretariat has already obtained list of selected bank branches of each district from LDMs where Aadhaar enrolment work is going to be set up and given this list of 569 such Aadhaar Enrolment & Authentication Centres to UIDAI. He requested Controlling Heads of all banks to sensitize their field staff of all branches to provide required infrastructure necessary for this job so that this work of Haryana State could be completed well before the stipulated time.

Shri Dargan expressed hope that the combined efforts of the Banks with the help of the State Government will take overall economic development of the State to new heights.

While delivering his keynote address Shri Sanjiv Sharan, Executive Director, Punjab National Bank and Chairman-SLBC welcomed Shri D S Dhesi, IAS, Chief Secretary, Govt of Haryana-Chief Guest; Shri P Raghavendra Rao, IAS, Additional Chief Secretary, Finance & Planning, Govt of Haryana alongwith all dignitaries on the dais, media and all other members of SLBC.

Shri Sharan apprised the house that RBI in its monetary Policy announced on 4th October 2017, decided to keep the Repo Rate under Liquidity Adjustment Facility (LAF) changed at 6%. Consequently, the reverse repo rate was kept at 5.75%, the Marginal Standing Facility (MSF) rate and the Bank rate at 6.25% also remained unchanged. Cash Reserve Ratio (CRR) at 4% has remained unchanged since 9th Feb 2013 and Statutory Liquidity Ratio (SLR) was reduced to 19.50% with effect from 14th October 2017.

The Chairman SLBC also apprised the house that Hon’ble Prime Minister had expressed desire on 28.02.2016 to double the income of farmers by the year 2022 when the country completes 75 years of Independence. He unveiled a seven point strategy to double the income of farmers in six years with measures to step up irrigation, provide better quality seeds and prevent post harvest losses. Keeping this as a focus area, the Hon’ble Finance Minister in his Union Budget speech on 1st February 2017 for Financial Year 2017-18 had announced doubling farmers’ income by 2022. For achievement of this goal, amongst many measures taken in the budget for Agriculture, Rural Development, poor and under-privileged people, infrastructure, financial sector and digital economy as main focus areas, the target of agriculture credit in 2017-18 has been fixed at a record level of Rs 10 lakh crore. He called upon all Controlling Heads and senior bankers to activate their field staff specially Agricultural Officers in the field in order to ensure that all the farmers get sufficient finance from banking system as per their need and eligibility. However, sufficient credit will be provided to farmers for their agricultural needs, but for doubling the income of the farmers, other support system is required to be developed like storage and marketing facilities, availability of better seeds, fertilizers, power infrastructure etc which are to be catered by the Department of Agriculture and Farmers’ Welfare, Haryana. He opined that the Department may hold meeting of various stake holders to chalk out the action plan to accomplish this objective. He hoped that with a good strategy, well designed programmes, adequate resources and good governance in implementation, this target seems to be achievable.

ACTION: BANKS/LDMs/NABARD/DEPT OF AGRI HARYANA

The Chairman informed the house about achievements of banks in the State of Haryana under various flagship schemes run by Govt:-

Under PMJDY upto 30.09.2017, 63,98,380 accounts have been opened out of which 28,50,430 accounts of women have been opened and a sum of Rs 2153 crores has been mobilized. Out of these, RuPay Cards have been issued in 55,64,324 accounts out of which 48,46,112 or 87% cards have been activated.

As at 30.09.2017 banks in the State have enrolled 27,84,055 persons in Pradhan Mantri Suraksha Bima Yojana (PMSBY), 8,33,748 persons in Jeevan Jyoti Bima Yojana (PMJJBY) and 1,28,399 persons in Atal Pension Yojana (APY).

Under Pradhan Mantri Mudra Yojana (PMMY), during the half-year, the banks in Haryana have disbursed a sum of Rs 1147.12 crore in 78,455 accounts.

Under Stand Up India scheme during the review period, banks have sanctioned loans of Rs 123.49 crore to 549 beneficiaries, out of which 142 cases amounting to Rs 23.67 crore have been sanctioned to SC/ST categories and 407 cases amounting to Rs 99.82 crores to women beneficiaries in the State of Haryana.

For creating employment opportunities for rural masses by imparting training in various skill development programmes, 21 RSETIs are functioning in the State and upto Sept 2017, 93,384 persons participated in 3438 training programmes of Skill Development at these RSETIs.

131 Financial Literacy Centres (FLCs) are operating in the State as at the end of Sept 2017 and during the review period 1751 special camps and 2069 target specific camps were organized by these FLCs.

SLBC through LDMs has identified 568 bank branches to set up as Aadhaar Enrolment and Updation Centres in the State of Haryana.

Lauding the achievement of banking system in the State, the Chairman-SLBC apprised the house that the banking system in the State has achieved all National Goals as on 30.09.2017 except Export Credit during the period under review. He highlighted the major parameters as under:-

As on 30.09.2017, 145 new branches have been opened by commercial banks and RRBs in Haryana thus raising the total number of branches to 4702.

Total Deposits of commercial banks/RRBs in Haryana have increased by Rs 57,386 crores from Rs 2,62,083 crores to Rs 3,19,469 crores showing YOY growth of 22%.

Total Advances during the review period have increased from Rs 1,90,447 crores to Rs 2,10,193 crores registering YoY growth of 10%.

Priority Sector Advances have gone upto Rs 1,20,859 crores with 10% YoY growth. The achievement of National Goal under Priority Sector is 63% against the target of 40%.

Agriculture Advances have increased to Rs 48,935 crores exhibiting YOY growth of 10%. The achievement of National Goal under Agriculture Sector as at Sept 2017 was 26% against the target of 18%.

Under Annual Credit Plan 2017-18, upto Sept 2017 achievement of banks under Agri Sector remained at 83%, under MSMEs 97% and under Other Priority Sector it remained at 63%, and over-all achievement of ACP remained at 83%.

The Chairman also raised the issue of non-payment of commission to Banks on account of disbursement of social security pensions. He informed that Banks in Haryana are disbursing pension by directly crediting the amount of pension to beneficiaries’ accounts. But even after several round of meetings held at various levels the issue remained unresolved. He requested the Chief Secretary Haryana and Additional Chief Secretary Finance & Planning to get the issue resolved at the earliest.

The Chairman expressed his concern over large number of Recovery Certificate cases pending under HACOMP Act. He noted that 16,455 Recovery Certificate cases amounting to Rs 610 crore were pending as at 30.09.2017, out of these 2234 cases were pending for more than three years.

Ms Rachna Dikshit, General Manager, RBI, Chandigarh while deliberating in the meeting expressed satisfaction over the achievement of banks in the State of Haryana under various parameters. She stated that CD ratio was good at 66% but still below last year’s achievement at 73%. She said that progress in some important banking parameters in first two quarters was not so good and hoped that with the active participation of banks there will be good progress in the coming quarters. She noted that after roll-out of GST, things have stabilized now and changes will also help the bankers to take forward steps in achieving their targets. She observed that worse is behind us and now economy is in recovery mode, non-food credit has also picked up and RBI in its Monetary Policy has predicted 6.7% growth in the next quarter. big push to infrastructure. She also informed that in Doing Business Report issued by World Bank, rating of India has improved in 6 out of 10 parameters and rating has jumped from 44th to 29th position as banks have done well in the area of getting credit and congratulated bankers for doing fantastic job. She informed the house that in order to increase banking penetration in Unbanked Rural Centres with population of 5000, 194 such villages were identified and progress in this regard was quite dismal. She clarified that as per latest instructions of RBI, banking outlet with fixed location BCs with minimum 4 hours of service for at least five days a week will also be considered as bank branch. She further clarified that this new policy of RBI does not apply to RRB. RRB will have to go for opening of full-fledged Brick & Mortar branches in the allocated villages. She hoped to see better progress as only 44 branches have so far been opened out of 194 to be opened in the State of Haryana and last date to achieve this goal is 31.12.2017.

She also advised LDMs that district level DLRC/DCC meetings be called regularly within given schedule of RBI i.e. within 45 days of the last quarter and local MPs and MLAs be also invited to make meetings more meaningful. She also informed that in RBI is reviewing SLBC guidelines and the same will be shared as and when finalized.

While reviewing the performance of Financial Literacy Centres operating in the State of Haryana, she shared concern over non-functioning of some FLCs in few blocks of the State and requested stake-holders to make these FLCs operational at the earliest so that national goal of financial literacy is achieved. Shri S S Bhatoa, General Manager, NABARD, Regional Office Haryana, while speaking on the occasion, complemented all the banks for achievement of Annual Credit Plan by 83% for half-year ended Sept 2017 and informed that achievement under Agriculture was 83%, MSME 97%, OPS 63%. He, however, noted with concern that achievement of banks under Agriculture Investment Credit was a matter of concern as against target of 11161 crore, achievement upto September 2017 was only 5233 crores (47%). He also laid emphasis to provide loans to farmers for facilitating capital

formation/asset creation in the field of agriculture. He stressed that at least 32% of the total Agriculture loans target should be achieved towards loans under Investment Credit to the farmers.

He expressed happiness over the achievement of banks in Pradhan Mantri Jan Dhan Yojana under which already more than 63.98 lakh accounts have been opened, RuPay Cards have been issued in 87% of total PMJDY accounts. He called upon bankers to educate customers about the benefits of using RuPay cards and other social security schemes launched by the Govt. He further said that Aadhaar seeding has also been done in 75% accounts and called upon bankers to give focused attention in this area also as all accounts are to be covered with Aadhaar seeding by 31.12.2017.Shri Bhatoa informed the house that NABARD has sanctioned 6000 PoS Terminals to Commercial Banks, RRBs & Cooperative Banks and also Micro ATMs & RuPay Krishi Cards have been sanctioned to RRBs & Cooperative Banks and their progress is being monitored.

He informed the house that NABARD has sanctioned 10 Financial Literacy Centres, five each to PNB and Syndicate Bank in the State of Haryana. He requested PNB and Syndicate Bank to inform about the progress in opening of these FLCs. As a part of awareness of digitalization, NABARD has sanctioned 12969 camps to various banks involving grant of Rs 6.36 crores and observed that banks have done very good job in creating awareness, but participant banks should inform progress and submit claim to NABARD. He also informed that small finance banks are also eligible and can approach NABARD for grant support so that more areas are covered.

Shri Bhatoa briefed the house on E-Shakti project which was previously implemented in Ambala district on pilot basis where 531 SHGs were covered and three more districts namely Sirsa, Sonipat and Karnal have been identified and scheme is being implemented in these districts also. He requested banks to provide necessary help to agencies identified by NABARD to cover all these SHGs by 31.3.2018. He appealed all banks to come forward and work more closely for implementation of various schemes launched by the Govt.

While reply to the query raised by Shri Bhatoa, Shri S D Sharma, Chief Manager SLBC informed that that all 10 FLCs, five each by PNB and Syndicate Bank, have since been opened and started functioning.

ACTION: BANKS/LDMs/STATE GOVT/SLBC

While speaking in the meeting, Ms Sumita Misra, IAS, Principal Secretary, Social Justice & Empowerment, Govt of Haryana drew the attention of the house towards the key area pertaining to her Department and that was non-payment of commission to banks on account of disbursement of social security pensions & non-signing of MoU by Social Justice & Empowerment Department, Haryana.

She informed the house that in March 2015 it was decided by Govt of Haryana that pension under various social security schemes will be disbursed through banks and banks have done exemplary work in this regard in a very short time. Haryana was fourth state in the country which is doing DBT in various social security schemes. She noted that some issues were still pending from both sides even after holding several meetings and recently a meeting was held in this regard with Finance Department and requested ACS (F&P) present in the meeting to share the decisions taken in the meeting. She informed that issue from bankers’ side was that commission be paid with 1.5% and then subsequently Govt of India capped the limit of 1% along with certain financial limits. She hoped that the issue will be resolved soon and both Department and Banks will work for transferring the benefits to the weaker sections of the society in a collective way. Apart from commission, she would also ensure that MoU is signed at the earliest so that everything is done in transparent manner. She also informed that banks were not uploading response files in time. Only 15 banks have uploaded response files and only 12 banks have uploaded list of beneficiaries in whose pension accounts no withdrawal took place for 3 months. She requested all bankers to look into it and ensure that response file and necessary information are uploaded in time; otherwise the very purpose stands forfeited. observations. She assured of full cooperation from her Department for positive synergistic partnership.

ACTION: BANKS/LDMs

Shri Ram Subhag Singh, IAS, Deputy Director General, UIDAI, while addressing the house quoted a very serious instance which took place recently where a poor man could not link his Aadhaar with his ration card, was denied of ration and reportedly expired. He stressed that objective of Aadhaar enrolment is not to deny benefits to any person and if a person is not having Aadhaar it becomes our responsibility to guide him so that he is not deprived of any facility being provided by Govt. Keeping this in mind, Govt of India has issued necessary instructions to banks to install Aadhaar Enrollment & Updation Centres in 10% branches to ensure that all accounts be linked with Aadhaar numbers and if a person is not having Aadhaar card, bank will provide Aadhaar. He informed that 576 branches have been identified in the State of Haryana for opening Centres and only 76 have started operation but enrolment has not picked up. He noted that Banks sought clarification from the Govt regarding outsourcing the service as the process will require more manpower, now revised guidelines have been issued by Govt of India that banks can utilize outside agency who will operate within bank premises but authentication and verification of the same will be done only by Bank employee to fix accountability. He also informed that out of 576 branches identified for setting up of Aadhaar Enrolment & Updation Centres, 600-700 employees have already been provided with necessary training. He called upon bankers to activate these Centres at the earliest. He also reiterated Govt of India guidelines that these services are to be provided within bank branch premises under the roof, under direct supervision and under the eyes of bank employees and not outside of bank branch.

While replying Shri S D Sharma, Chief Manager, SLBC supplemented that 568 banks’ branches were identified by LDMs for opening Aadhaar Enrolment & Updation Centres, out of this 516 officials of these banks’ branches have been provided training by UIDAI.

given the option either to choose OPEX or CAPEX model and maximum banks chose OPEX model and few Centres started working. On 07.10.2017, UIDAI issued instructions to banks to work with CAPEX model only and due to change in instructions from UIDAI, banks took some time in finalizing policy/vendors. Now, staff will be provided training, staff will qualify the required test, will get certificate from UIDAI and this lengthy process will take some more time and assured that by 31.12.2017 these Centres will start operation.

Shri P Raghavendra Rao, IAS, Additional Chief Secretary (Finance & Planning) Govt of Haryana, while addressing the house said that SLBC is the highest body at the State level where all key persons are involved in implementation of various credit based schemes in the State. He informed that under most of the parameters, like Deposits, Advances, Priority Sector, Agriculture, the performance of banks remained satisfactory but focus on other main areas of concern is required for further improvement.

There was downfall in number of rural branches in the State. Weaker Sector Advances, MSME Advances, Advances under

DRI, Advances to Minority Communities, Advances to Women were above the norms, but were almost stable in percentage terms.

There was decline in CD ratio. More efforts are required to be made to install more PoS

machines, as performance of banks is less than 10% and NABARD is extending financial support of maximum Rs 6000/- from Financial Inclusion Fund for deployment for PoS Terminals so as to achieve cashless transactions and improve digital transactions.

Progress under digital transactions needs improvement to achieve target set for 72 crore digital transactions and the performance of 40 crore in this regard was very poor and the performance was being closely monitored by Chief Secretary, Haryana.

Progress of activation of RuPay Cards was 87% reasonably better but still some work is required to be done.

Position of Zero balance accounts and seeding of Aadhaar cards has improved but still needs improvement.

Aadhaar seeding in PMJDY accounts, savings bank accounts and mobile seeding in savings bank accounts was also satisfactory but still lot of work is required to be done.

Against identification of 568 Aadhaar Enrolment & Updation Centres, 102 registered, but we need to push in this direction very fast, because last date 31.12.2017 was approaching fast.

Performance of banks under PMSBY, PMJJY, APY has not improved further.

Position under Mudra was not upto the mark particularly in view of the fact that scope of Mudra has been enlarged with inclusion of Agriculture & Allied activities upto Rs 10.00 lakh and representation of SCs just 10% in Mudra was low.

Under Stand-up India, a flagship programme of Govt of India, only 549 applications were sanctioned by 307 branches out of total 4702 branches and progress in this respect was on very low.

Under PMAY urban, only 159 cases have been sanctioned and the performance was on very low side.

Performance of FLCs was considered satisfactory. Under PMFBY, performance of cooperative bank was very poor

and coverage of non-loanee farmers was very less. We need to settle genuine claims of farmers and claims should not to be rejected by insurance companies due to clerical error by banks and banks should ensure Aadhaar seeding in all accounts of farmers availing PMFBY.

Hon’ble Finance Minister of Haryana had also expressed his deep concern that position of Brick & Mortar branches was on very low side as only 44 branches have been opened against the target of 194 branches and position of Convener Bank was also very poor.

Banks should give due emphasis to Swachh Vidyalaya, Dairy Scheme, Debt Swap Scheme, MSME Sector, Advances to Minority Community, 15-point Programme, Advances to SC and Women, Agriculture and Handloom Sector for over-all development of the nation.

Haryana and it was decided that Govt of India guidelines in this regard will be followed and the respective Department shall be re-submitting the file and hoped that the issue will be resolved soon.

The Chief Guest of the meeting, Shri D S Dhesi, IAS, Chief Secretary, Govt of Haryana, while addressing the house said that SLBC is the highest body at the State level where all key persons are involved in implementation of various credit based schemes in the State. He laid emphasis on the following points:-

Objective of Aadhaar enrolment was not to deny benefits to any person if a person is not having Aadhaar and if a person is not having Aadhaar we should help him in having Aadhaar so that he is not deprived of any facility being provided by Govt.

Haryana celebrated its Golden Jubilee from 01.11.2016 to 31.10.2017 and many milestones were achieved by the State during the year, like Haryana has became first kerosene-free State, open defection-free and also successful in having 100% distribution of Public Distribution System through PoS machines.

Decline in CD ratio was major area of concern progressively for the last 3-4 years and we need to find ways and means to increase it.

Issue of RuPay Cards and activation of RuPay Cards needs further improvement.

In over-all scenario of Make-in India, lot of emphasis has been on MSME Sector. About 3 months ago, a conference was held at Panchkula with Union MSME Minister and apart from having MSME policy/targets, Industries Dept has gone ahead with identifying specific areas to improve progress and we have identified 10 MSME clusters to give required infrastructure and facilities out of which the work in one cluster is already completed, the work in other approved 5 clusters being implemented and in respect of remaining 4, work is in progress. He called upon Banks to play a major role by extending required finance in these clusters. In the first 6 months of the current financial year, 1418 crores have been advanced to 3707 MSME units, by 109 specialized SME branches, as per agenda. So, in the next 6 months we need to

speed up the pace of implementation and as mentioned these clusters have now reached the stage of maturity and there will be much more demand to banks for finance and therefore urged all bankers to keep financing to MSME cases on priority and sanction with maximum speed possible.

Aadhaar seeding in the accounts of PMFBY beneficiaries was less keeping in mind that Aadhaar cards have been allotted to all adults in the State of Haryana. Lead District Managers in close coordination with their respective Deputy Commissioners to help bank branches to achieve this objective. As all accounts are to be seeded with Aadhaar numbers by 31.12.2017, this issue will get resolved automatically.

Performance of banks in opening Brick & Mortar branches in villages which have requisite population was not upto the mark and advised senior officers from banks to give due attention to this important aspect also.

Shri Dhesi also informed that Hon’ble Prime Minister has been talking of Vision 2022. In his address to all Collectors all-over the country through Video Conference on 09.08.2017, he asked all Deputy Commissioners all-over the country to prepare Vision Document outlining 2-3 major areas for their respective districts and efforts be made to meet these developmental objectives by the year 2022 and Banks have to play major role in this exercise. He asked all Lead District Managers to closely involve with Deputy Commissioners to take forward this national agenda.

While replying to the observations made by Chief Guest, Shri Sanjiv Sharan, Executive Director & Chairman SLBC informed that for opening of Brick & Mortar branches, against the target of 194 branches, only 44 branches have so far been opened and PNB was allotted to open 47 branches and out of which, only 9 have since been opened. He informed that keeping profitability in mind more branches could not be opened by the banks. But as per revised guidelines of RBI, that banks can open light branches, PNB is re-working on the policy and hoped that by next week things will be finalized and identified branches will be opened as per RBI revised guidelines within the stipulated time-frame. He urged upon other banks to open light branches as per RBI revised guidelines.

The minutes of last SLBC meeting held on 11.08.2017 were circulated on 01.09.2017. As no comments were received, house confirmed the same.

ITEM NO. 2 SUPPORT FROM FINANCIAL INCLUSION FUND (FIF) – DEPLOYMENT OF PoS TERMINALS IN TIER 5 & 6 CENTRES

While reviewing the position the house observed that against the sanction of 6099 PoS machines to be installed in 4707 villages only 382 PoS machines have been installed. Controlling heads of banks were requested to ensure that the PoS machines are installed at the earliest in the villages identified by their bank and the subsidy is claimed from NABARD under Financial Inclusion Fund (FIF). While replying to a query, Dr M P Singh, Chairman, Sarva Haryana Gramin Bank informed that they have already placed order for 2500 PoS machines, out of which 200 will be installed by first week of December 2017 and remaining will be installed by 31.03.2018.

Controlling heads of banks were advised to ensure that PoS machines are installed in villages identified by their bank by 31.03.2018.

ITEM NO. 2.2 IMPLEMENTATION OF MEASURES FOR PROMOTION & PROLIFERATION OF DIGITAL PAYMENTS IN THE STATE

The house was informed that a target of 72 crore digital transactions has been allocated to Haryana. While reviewing the performance of banks, Shri S D Sharma, Chief Manager, SLBC informed the house that Director of Food, Civil Supplies & Consumer Affairs Haryana has assigned the work of implementation of Aadhaar Enabled Payment System (AePS)/cashless transactions at Fair Price Ships in the entire State of Haryana to PNB. Department, Haryana for implementation of AePs for Public Distribution System. He also briefed that current accounts of all Fair Price Shops are being opened by PNB in the State of Haryana in close coordination with District Food & Supply Officer of each district and PNB at its Head Office level has also initiated necessary work to accomplish the task.

Shri Sharma also made the house aware that against the target of 72 crore digital transactions allocated to the State of Haryana, 6,49,36,425 transactions (mostly by Public Sector Banks) have taken upto 30.09.2017 besides transactions made by Private Sector Banks most of them have not reported the data. Shri Sharma informed that no Private Sector Bank has reported the data for digital transactions target and urged them to provide the targets so that proper position for achievement of over-all targets for the State of Haryana can be assessed. However, it was observed that if salary, DBT data and social security pensions, which are being credited digitally, is also taken into account, the progress in this regard will be far better.

The Chairman advised that in case targets are not fixed by private banks by 30.11.2017, SLBC may allocate target to these banks. Controlling heads of banks were advised to improve performance of digital transactions.

The house reviewed the performance of banks under all aforesaid parameters and banks were advised to:-

Ensure issuance of RuPay Cards to all eligible account holders at the time of opening of new accounts.

Representative from UCO Bank was advised to analyze figures of activation of RuPay cards as their progress during the review period was negative.

Ensure further reduction in zero balance accounts. Ensure Aadhaar seeding in operative saving bank accounts by

31.12.2017 after that these accounts will become inoperative. South Indian Bank was advised to improve their position as only 19% of their SF accounts were Aadhaar linked.

It was apprised in the house by the representative of Rural Development, Haryana, that the performance of banks in Aadhaar seeding of MGNREGA workers was recently appreciated by Govt of India. He also informed that out of remaining 1,03,555 accounts, 22,000-odd accounts were joint accounts. The Chairman advised banks to segregate these accounts and consequently position will improve. It was also advised to get these accounts mapped with NPCI so as to further improve the position. It was also advised that a special campaign be arranged so as to accomplish 100% task. The

representative from Rural Department was advised to submit consent forms in pending accounts for seeding by banks.

The house sought analysis of the reasons for low performance under social security schemes like PMSBY, PMJJBY and APY. The ACS (F&P) advised that a meeting of all stake-holders be convened to find out the reasons for not achieving the expected level under these schemes and work out the ways and means to make the people aware of these schemes and chalk out the action plan for better dissemination of social security schemes amongst masses. Ms Kiran Lekha Walia, Financial Advisor Govt of Haryana shared concern over number of pending claims under PMSBY and PMJJBY for more than 3 months. As no representative from insurance company was present in the meeting, it was decided to hold a separate meeting with them to deliberate over the issue.

Under PMMY and Stand-up India schemes banks were advised to make concerted efforts so as to achieve the targets. It was observed that performance of banks was not upto the mark and figures of Agri & Allied Activities were not being included in PMMY. The Chairman advised SLBC Secretariat to hold special meeting on PMMY and Stand-up India.

The house was informed that as per instructions of Ministry of Electronics & Information, Govt of India & UIDAI, LDMs in the State of Haryana had identified 568 banks’ branches for setting up of Aadhaar Enrolment & Updation Centres in bank premises. But many banks as per directions issued by Govt of India later on had also finalized/selected their bank branches for the purpose of Aadhaar Enrolment & Updation Centres and uploaded the information on UIDAI Portal where-as the branches were identified by LDMs keeping in view that no area in the district should be left uncovered for the purpose of Aadhaar Enrolment & Updation Centre facility. This may create confusion over creation of Aadhaar Enrolment Centres. Shri S D Sharma, Chief Manager, SLBC informed that this issue was already taken up in 3rd Steering Committee meeting to SLBC held on 02.11.2017. After deliberations, it was decided that both selected lists will prevail but in case of overlapping or confusion the list prepared by LDMs will prevail upon and will be considered final in order to ensure that no area in the district should be left uncovered.

Shri Sharma also requested all bankers to link all operative savings banks accounts with Aadhaar as last date of 31st December 2017 was approaching fast so that there may not be heavy rush in bank branches after the stipulated date. Shri R S Singh, IAS, DDG, UIDAI also suggested that customers be made aware of these guidelines by way of newspaper advertisements or by way of radio jingles.

OPENING OF FINANCIAL LITERACY CENTRES (FLCs) AT BLOCK LEVEL, PROGRESS AND HOLDING ONE CAMP PER RURAL BRANCH DURING Q.E. SEPT 2017

The house was informed that Punjab National Bank has signed an MoU with CRISIL for opening of five Financial Literacy Centres in Karnal and Panipat districts and the same have started working now. Like-wise an MoU has also been signed between Syndicate Bank and CRISIL for opening 5 Financial Literacy Centres.

Controlling heads of CBI, SBI and P&SB were also advised to ensure that FLCs operating in their respective districts operate smoothly. They were also requested to advise their rural branches to organize more and more financial literacy camps for different target groups with the assistance of Financial Literacy Counselors of their bank.

IMPLEMENTATION OF PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY), COMPLAINTS & OTHER RELATED ISSUES

During deliberations, house was informed that banks are facing problems as insurance companies were not passing genuine claim of the farmers. Detailed discussions were held on the issue. The representative from Bajaj Allianz informed that they were honouring claims but the same was not being credited to the beneficiaries’ accounts. The Chairman advised Agriculture & Farmers’ Welfare Department to hold a separate meeting of all stake-holders for further discussions and to resolve all related matters.

The performance of banks in achievement of national goals was appreciated in the house. However, reduction in CD ratio from 73% as at Sept 2016 to 66% as at Sept 2017 remained area of concern and bankers were advised to improve the same.

The Lead District Managers of the districts with CD ratio below the stipulated level of 60% were also advised to analyze the reasons for low %age of CD ratio and also to take measures for improvement of CD ratio of their district.

ITEM NO. 11 PERFORMANCE UNDER ANNUAL CREDIT PLAN (ACP) DURING THE HALF-YEAR ENDED SEPT 2017 (2017-18)

The house reviewed the achievement of banks under Annual Credit Plan (2017-18) during the half-year ended Sept 2017 as achievement under Crop Loan 99.7%, total Agriculture sector was 83%, under MSME Sector 96.7% and under OPS at 63% and over-all achievement remained at 83% and the same was considered as satisfactory by the house. The Chairman called upon the bankers to boost progress in credit dispensation in order to ensure that ACP targets for financial year 2017-18 are surpassed.

Shri S D Sharma, Chief Manager SLBC informed the house that Chakhi Dadri district was recently carved out in Haryana and LDM Charkhi Dadri was advised to get a viability study conducted with regard to setting up of RSETI in the district. As per report given by LDM Charkhi Dadri, Shri Sharma proposed the house to approve setting up of RSETI in Charkhi Dadri and house approved the same.

NATIONAL RURAL LIVELIHOOD MISSION (NRLM) & DIGITIZATION OF SHGs

Shri S D Sharma, Chief Manager, SLBC Haryana informed that a sub-committee meeting to discuss various issues of NRLM and NULM was convened on 02.11.2017 at Conference Hall Sector 17-B Chandigarh and all related issues were discussed at length.

Capt Ramesh Krishan CEO (Retd IAS), HSRLM thanked the banks for helping in credit linkage and providing financial literacy to SHG members in a wider way as it is one of the main mandate of Livelihood Mission that all SHG members have to be financially literate. Recently, MoU was signed between National Academy of RSETI, MoRD and Banks that training will be provided to Directors of RSETIs but the training programme could not be arranged at Bangalore due to certain reasons. He also informed that whenever Directors of RSETIs were invited to attend the review meeting, they do not attend the same as permission from higher authorities of the owning bank is required to be sought.

expenditure as faculty can easily be called at Panchkula. The ACS (F&P) also endorsed the views of Dr Padha that it is more rational to call 2 or 3 faculty members near to the place of RSETIs than to send so many RSETI Directors to venue of training located at far of place. The Chairman also gave instructions that all Directors from RSETIs to attend review meetings invariably after seeking permission from Controlling Office.

Capt Ramesh further informed that 12000 SHGs so far been formed in 60 blocks and this year upto the half-year ended Sept 2017, 1148 SHGs have been credit linked and 1020 were pending for credit linkage. He requested bankers to make the pendency clear at the earliest. While responding in a positive nod, Dr Padha said that on national level PNB has made commitment to sanction 1 lakh applications, he requested HSRLM to sponsor more applications to PNB.

While reply to the query raised by Shri Ashok Kakkar, Nodal Executive (RSETIs), Capt Ramesh informed that BPL claim expenditure of Rs 1.70 crores will be got cleared at the earliest latest by 30.11.2017, by their Department.

Shri Bhatoa from NABARD informed that benefit of interest subvention was not being given to all women SHGs who were eligible for the same. He advised representative from SLRM to ensure that this benefit is passed on to the beneficiaries. It was decided that a separate meeting will be convened by NABARD to discuss the issue in detail.

During deliberations the house was informed that in the State of Haryana, banks as at Sept 2017 have provided credit to 581417 Micro Enterprises as against 569505 units as at Sept 2016. The bankers were advised to increase their advance portfolio.

RBI had advised SLBC to initiate steps for credit linkage of unidentified/unrecognized MSMEs clusters in Districts Gurugram, Hisar, Panchkula and Panipat in order to facilitate availability of banking outlets and credit flow in such clusters. Accordingly, LDMs were advised to initiate necessary steps for credit linkage of the units operating in their districts.

Though the progress in this regard was considered satisfactory, all bankers were advised to increase their advances portfolio under MSME.
