In 1994 Diamond had a 3.47 incident rateand they wanted to turn saety around.Te next year, that rate was cut by 50%.How did they do it?

According to Diamonds HSE Manager, SammyCliton, Te key that ties everything togetheris a management system called GEMS Global

Excellence Management Systems. With this systemwe really brought accountability back. Tis is howyou can have a good saety program.

Diamond requently perorms GEMS assessmentsaboard rigs to make sure all o the systems areunctioning as they should. Tey also track nearmisses. I there is a serious incident, a near miss orlost time accident they perorm a root cause analysisusing the crew to determine what happened and

what could be learned rom the situation.

You miss the boat i you have something happenand you dont learn rom it and a year later it happensagain. We are getting together, learning things andmoving ahead, says Cliton.

When Diamond works with Dockwise, they startwith a pre-job interview with the Captains/Masters,Superintendents, ug Boat operators and anyoneinvolved in Operations to sit together to make a plan.

During the transport o the Ocean Monarch, therewere some issues that needed to be addressed, soDiamond and Dockwise called a ace to ace meetingto determine the causes and develop a strategy or how

things could be improved. Dockwises clear goal wasto learn rom this experience, in order to improve theirperormance.

Shortly ater the Ocean Monarch transport, Dockwisetransported the Ocean Quest. For this transportDockwise responded to all o our inquiries veryquickly and eciently and all o our questions wereanswered. We had one question related to the otherincident and we asked or verication and Dockwisesresponse was quick and thorough, says Peter Bamber,Director o Marine Operations.

Clearly, the communication that took place duringthe review process showed Dockwises ability to learnrom previous lessons and move toward noticeableimprovement. Nick Romolo, Diamond Oshore,Manager o Marine Operations says, Te OceanQuest turned out to be one o the best transports, because there were noticeable improvements in theoperation and the crew.

Communication is the most important element to

improving perormance. Tis was a very successulsolution between Dockwise and Diamond. Dockwisesinitiative to update Diamond with constantinormation or its technical people to analyzeregarding cargo motions made all o the dierence.

Te race is on across Australia as some o the

worlds biggest Liqueed Natural Gas (LNG)players and a host o local companies vie tobring new projects to the market.

From Australias remote northwest coast, tothe dry inland areas o Queensland and thenurther east to the industrialized northerncoastal regions o that State, more than a dozenconsortiums are moving quickly to put togetherplans that some analysts have suggested will takethe country to the top o the worlds leading

    LNG producers.

For more than 40 years Australia has beenrecognized as home to some o the worldsgreatest gas reserves. While the countryspetroleum explorers have been successul inbuilding up a massive resource base, somecommentators suggest that the country isreserves rich, but LNG development-poor, withonly two projects (North West Shel Venture andthe Darwin LNG Project, Northern erritory)currently calling Australia home. Almost 20

years ater the rst LNG shipment let the NorthWest Shel Ventures plant in northwesternAustralia bound or Japan, the country isexpected to experience an LNG boom.

    Energy consultancy Wood Mackenzie recently

predicted that Australasian liqueed naturalgas export capacity will double by 2017. Inconjunction with the window o opportunitythat LNG market analysts and major LNGproducers have identied will occur in the

has adopted a largely modularised construction planor the Barrow Island LNG trains.

Te term LNG train is used to describe the serieso processing steps to transorm the raw eed gasinto a high quality export product. For naturalgas to be exported by ship, the volume has to bereduced. o reduce the volume, the gas has to beliqueed. Each LNG plant can have one or moretrains, depending on the capacity or uture increaseo capacity.

rain V, o the North West Shel Venture, is aperect example o the worlds rst modularised

LNG train. For this project, it is estimated thatdozens o modules were shipped rom Tailand andinstalled on-site.

prOJeCtsTe North West Shel Development includes thePluto and Xena gas elds (discovered in 2005)

which are both located in the Carnarvon Basinabout 190 km northwest o Karratha. Constructiono this giant LNG project is predicted to be 85-90%complete by the end o 2009.

Te Greater Gorgon gas elds are estimated tocontain resources o approximately 40 trillioncubic eet o gas, which are initially proposed toeed a three train LNG plant on Barrow Island

which will produce 15 million metric tons perannum o LNG.

plant near the Northern erritory capital oDarwin is pushing orward.

Te Prelude proposal (discovered in 2007)may rival the Pluto project as the worldsastest discovery to development LNGproject. Discovered in close proximity to thegiant Ichthys gas elds, Prelude was quicklytargeted as an ideal option or the FloatingLiquied Natural Gas (FLNG). I deployed,

would be one o the rst acilities o its kind

in the world. Analysts have suggested thatdue to the quick construction time associatedwith a foating LNG acility, Prelude couldbegin producing by as early as 2012.

Te Sunrise LNG proposal has suered anumber o set-backs in recent years - mostnotably a dispute over oshore boundariesbetween Australia and imor-Leste, butthings appear to be back on track. TeSunrise Gas Development lies in the imorSea north o Australia and includes the

Sunrise and roubadour elds locatedapproximately 450 km northwest o Darwin.

Te northern Queensland coastal town oGladstone has been selected as the homeor the LNG plants which will process coalseam gas.

    final thOughts

Why, you may ask, is this LNG boomoccurring now, particularly in the aceo what many suggest is the worst globalnancial crisis or many decades?

While there are some indications that thecurrent global nancial crisis may see thesupply/demand gap shrink and the windowo opportunity pushed out by a ew years,it is not seen as a signicant hindranceto Australian projects. Tis is due to thelength o the construction schedules and thelong-term nature o the gas supply contractsassociated with major LNG developments.

Australia is not just considering tomorrow, they are considering the next 5-10 years.Te long term outlook or oil and gas is oneo enormous demand growth. Investments inexploration and production must continuethrough the present economic downturn, says Martin Ferguson, Australian Minister oResources and Energy.

Demand or LNG commodities, might beless today, but Australia is in the perectposition to reap the benets o years o hard

work by the time these enormous projectsbegin to start-up.

Interview with oshore installationManager Joe Albiez, ExxonMobilDevelopment Company

You start small and try to getpeople to protect themselves andcommunicate what hazards there

are. It is a big leadership challengeto get to zero incidents. A lot oenergy companies are starting to

believe in zero incidents and achieve it. All o themajors are strengthening their leadership abilityin saety. Tis goes beyond the blocking andtackling. People know to wear gloves and steel toedboots, etc. Leadership means helping people tounderstand the saety risks, recognize them and settheir risk meters consistently.

ExxonMobils vision is or no one to be involved in

an incident, period! In an industry where millionsand millions o human hours are expended in con-struction, how is it possible or no one to get hurt?

Keeping people sae comes rom the leadership, the people who are involved and people caring oreach other. Tat is the biggest message we have got.

We are here to make sure that everybody goes homethe same way they came to work. Enabling peopleto work sae and return home to their amilies is anIndustry wide leadership challenge, not just one or

    ExxonMobil.

leadership realitiesExxonMobils leadership role is to infuencecontractors to improve their processes and

to take lessons learned rom ExxonMobils

journey, which means working directly withthe leadership in those companies. Te processstarts by clearly communicating the undamentalexpectations.

Tis means we get involved with theorganization to let them know what ourexpectations are or saety. I am not talking aboutthe expectations about how we put in a jacket ortopside that is secondary to us it is about howyou are going to plan and perorm and infuence

your people to make sure nobody gets hurt.

ExxonMobil uses a scorecard to outline systems, methodologies and processes to identiy anddetermine the best ways to close the gaps.

Saety has been an ever improving process, says Joe Albiezwho began his journey with ExxonMobil 36 years ago. Hedescribes saety as an ongoing and signifcant quest in thishigh stakes industry.

Recently they outlined expectations specicallytowards the processes that Dockwise can undertaketo eliminate injuries and incidents.

Dockwises vision is important, because this has tocarry through to all o the customers and it mustbe consistent. Tis means communicating thatpeople are the most valuable assets and providinginormation about what Dockwise is doing to keepits people sae and to maintain zero-incidents.

    nOBOdy gets hurt

Operational integrity means people understandExxonMobils vision, Nobody Gets Hurt andthey take action and get people involved to makesure everybody is being taken care o like theyshould be.

Its one thing to introduce a RULE. It is another

thing to try and communicate and ask, why isthat rule in place? What would happen i that rule

    were not in place?

rying to communicate with people and getthem to believe that there is a risk is a tough job.Communicating to people that it is acceptableto shut a job down is a huge step. We try toconvince people that we believe that they are ableto observe and intervene, and we expect them todo so.

It is important or everyone to observe, intervene, treat people like people, help them understandand know that it is okay to stop a job or say Noin order to address saety issues.

Saety is something that comes rom themotivation and awareness o every personinvolved in these important projects. Tismeans awareness rom each and every stamember, whether aboard the vessels, or inthe oces. Te spirit o saety awareness atDockwise is an attitude beyond compliance.

In a recent military, submarine foat-on/foat-

Willem de Jong, HSES Engineer says,During a project HAZID session whichis part o the Hazard Identication Process issues that could lead to a hazardous situationare identied and mitigated where possible.

Mitigating risks through communication is a

vital step. For the submarine transport, weagreed that when the rst line was connectedrom our vessel to the sub, all responsibilities

We take the lead in saety, which meansidentiying and mitigating risks. Knowingthe risks is the rst step in bringing measuresin place to mitigate potentially unwantedevents.

Dockwise calculates the risks and takesmeasures. A project is only successul whennobody gets hurt.

o support this culture Dockwise acilitatesimprovements both inside the global ocesand on board the vessels. Communication isthe key! Communicating lessons learned andollowing-up on incidents, accidents and near-misses allows Dockwise to audit the entireorganization to assure systems are working

Within the Dockwise oces improvingsaety is expressed in personal targets, whichboosts awareness o involved sta members, says Anko Gils, Manager Proposals. meet our clients transportation needs. Let us bepart o the owners/contractors team early in the

Dockwise has announced a Zero -Accident policy in regards to Saetyand Risk Management. Can youelucidate what this looks like in theDockwise world?

Saety is a way o thinking - it is a culture. In April 2009 one o the oil and gas majorsvisited Dockwises commercial headquartersin the Netherlands to perorm a Saety Audit.

Tey reerred to Dockwise as an emerging

top-tier contractor in the oshore installationindustry. Tis kind o industry recognition as acontractor with a strong saety culture is exactlythe image Dockwise is hoping to expand upon.

All projects have risks, and clients /contractorsare trying to minimize their risks. Dockwiseis in a strategically prominent position to helpmanage their risks, which gives us a competitiveadvantage.

How will Dockwises newest memberso the Group OKI (OshoreKinematics), ODL (OshoreDynamics) and ODC (OshoreDynamics China)-- contribute toDockwises large goals and aspirations?

An important catalyst or Dockwisestransormation and growth will be engaging thestrengths o OKI, ODL & ODC. As we expandinto the oshore and onshore markets ourability to capitalize on the engineering strengthso all the companies within Dockwise is critical

    or our continued growth.

When did you frst hear aboutDockwise and what got you excitedabout joining the company during thisperiod o transormation?

In the presentation room at Shaws Houstonoce, there is a picture o a Dockwise vesselin New York Harbor in ront o the Statue oLiberty. On board the vessel were these large

HRSGs (Heat Recovery Steam Generators).I just remember thinking, thats incredible.Tis was my rst introduction to Dockwise.

Years later, when I was Senior Vice Presidentor Shaw, Martin Adler (Current CCO oDockwise) was one o my colleagues. WhenMartin told me o the plans to expandDockwise into the onshore market it soundedintriguing and something that I wanted to bea part o. Martin and I share similar views on

what it will take to make this a reality. Clients

How does Transoceans Managero Marine Operations articulateSaety in the market?

Te ocus on Saety has steadily increased

in importance to scal responsibility. Te

importance o conducting a sae operation

    the modern market.

How has the Saety Cultureevolved at Transocean, especiallyin lieu o the recent merger?Describe Transoceans approachto Saety Management.

Our Saety culture has evolved into an overall

    attitude o responsibility and individual

obligation to stop the job in order to prevent

an incident rom occurring. Our industryused to plan and budget or atalities. Tat

statement seems so oreign to me now.

Tis is due to ransoceans commitment to

conducting operations in an incident reeworkplace, all the time, everywhere. Tis

commitment exists rom the CEO all the

way down to a dishwasher aboard our vessels.

We have set the bar very high and although

some individuals once thought it would be

impossible to succeed, the act remains that

we have operations everyday that are not only

    injury ree, but incident ree.

How is Transocean getting theentire organization involved?

Saety involvement starts beore a new

How does your vision oSaety relate to Dockwise?

ransocean is contracting with other service

providers, especially or critical operations such

    as dry-transportation o a unit. Dockwise has

demonstrated a high level o saety starting withengineering and easibility assessments carried

out in advance o contracting a vessel. Tese

analyses are as important as saely conducting

loading and discharge operations. When the

situation happened with the Aleutian Key and

theMighty Servant 3, Dockwise met our needs.Tey conducted a root cause analysis ollowing

up on all aspects o the incident and reacted

accordingly. From a clients perspective, we

could not have asked or more.

Robb Erickson and Michele Richard worked

under very tight constraints to meet the

ransocean deadlines and did not miss a step

when acing the challenges. When you have a

supplier, like Dockwise that meets their clients

needs, even in the midst o a major incident, it

is really remarkable and quite successul. Te

act that no one was injured and the crew got

o o the vessel saely, says a lot or Dockwises

    management systems during critical situations.

How is Transocean developinga common saety culture?

    Being an international, multicultural corporation

has beneted ransocean in establishing a

ransocean culture. I believe this has allowed

    ransocean to transcend individual cultural

barriers that may be present with other

companies. Because we employ so many dierentnationalities, a common company culture is a way

to ensure that local dierences do not become

a barrier, but instead become an opportunity to

    improve operations worldwide.

Te key to Dockwises success will beinusing smart, innovative Engineers with creative, articulate salespeople. As cargoes grow in size andcomplexity, salespeople inevitably become moretechnically oriented. When company experts sit
