Problem Statements
Education is what makes people are today. Good
education leads people to good path in the future.
Education should be equally given, even to disabled
people. Because they also have to work as other
normal people do. But the education that they received
is limited.
The lecturers who teach people like them are only a
few. And the good ones, even lesser. They deserve to
learn the best teachings from the best lecturers as the
normal people do.
In the real world, they also meet difficulties when they
have to meet new people that do not understand their
needs and ways of doing communication.
People who are mute and deaf use sign language to
replace verbal communication and they have to do lip
reading to understand what people are talking.
Do sign language able to bridging them
to the normal people?
Do lip reading is effective when they
are communicating with people with
different accents?

SOLUTION
Doca is solution that is specifically dedicated to people
who have the passion to teach or work with these
people with certain needs and also for the people with
these disabilities.
The idea is to create a remote and direct
communication device. The features included are video
call, text messaging, sign language - voice translator,
voice - text translator.
This invention will help these people to broaden their
knowledge, social life, and freedom to have more
things.

Usability
ViDeo Call
The user will be able to do video call with the users
that use sign language and translate them directly into
voice.
While on the side of the other users who use sign
language, they will receive answers in text form which
translated from voice.
text meSSaging
Sending a text message will be done as how normal
mobile phone works. The difference is that the
notification sound can be changed to beeping light
indicator and vibration will be in higher intensity.
Sign language - VoiCe tranSlator
This feature works automatically when the one of the
users perform sign language during the phone call.
This feature can be turned off if both users are sign
language performer. It works with front or rear camera.
The user can switch the active camera instantly.
This also works when the users are doing face-to-face
communication. The sign language performer has to
be at either front or rear camera coverage.
VoiCe - text tranSlator
This feature works by default, but the users can turn
off this feature during a video call. The noise will be
filtered and the main voice will be translated to text on
the screen. It also can be used hand-in-hand with the
sign language - voice translator feature.

Affordability
This might not be very expensive and probably can
be subsidized by government or ministry of education
and manpower. This will enhance the education level of
society and productivity rate of a nation.
Sustainability
Doca can be used for long period of time. The interface
might be keep updated in order to meet the purposes
of the users.
Durability
The screen and touchscreen keyboard will be both
made of LED Backlit Liquid Crystal Display (LCD). The
body is made of alluminium unibody and covered with
nano-coated UV-active to repel dirt. The battery is
Lithium ion which can lasts about 15 hours talk time.

Innovation
There is no mobile phone which include sign language
- voice and voice - text translator. The services
provided recently are only video call which only can be
used by both sign language performers.

Raymond Tan

Scenario
Raymond is a teacher of Bowen Secondary School. He
has passion to teach students with special needs, so
he is trying to learn how to communicate using sign
language.
One day a friend of him who teaches at Mountbatten
Vocational School for the Deaf invites him to try teach
the students for one day.
When Raymond teaches the students, he was
accompanied by a translator so that the students are
able to understand.
After the class ends, some students came to ask a few
questions. And the translator has to stay with Raymond
to be able to understand what the students are asking
and also reply back to the students.

special needs without completing his lessons in
learning sign language.

Idea Development
A multifunction mobile phone bluetooth with ability to
translate sign language to voice. The bluetooth will be
paired with mobile phone built-in camera.

Idea Development
A text - braille translator for the people with vision
disability. The tip of the device works as a scanner and
the scanned text will be translated into braille system.
The scanner able to store limited amount of text only.

A sign language - voice and voice to text translator
device. The camera is revolvable and the speaker is
attached at the back of the camera. The direction of
text on screen can be changed.

Conclusion
Doca currently is presented only to fulfil the main
needs of bridging the deaf and the mute to society
through communication. Also to help them to have a
better education which delivered by greatest lecturers
who have passion to teach them.
It is still widely opened for development in many fields
for the deaf and mute, such as in entertainment.
