ANNEX D EXTERNAL TEAM TRAINING WEEK 1. Situation. SANDHURST 15 External Teams consisting of ROTC, US Military Academies and International Teams will arrive at West Point on 5 APR 15 Teams will arrive having trained for the competition in accordance with the competition training guidance published in Annex A to the Sandhurst Competition Manual. Although preparation will have been undertaken weapons will have been transported resulting in a loss of zero and competitors will have little or no experience of operating at the USMA or within the US Army. 2. Mission. From 6-9 APR 15 DMI, with support from 26 soldiers from 3-304 th USAR, will facilitate External Team Training at the USMA in order to allow for a fair and safe start-standard to be achieved with regard to weapon familiarization, range conduct, MILES equipment, acclimatization and area familiarization. 3. Execution. a. Intent. The External Training Week is run in order to allow final preparation of teams and weapons. The endstate being that all necessary acclimatization, familiarization with the USMA and refinement of skills not achievable at base locations is complete by 091700APR15. b. Concept of Operation. External Teams will be given fair access to USMA training facilities in order to achieve final preparation for SANDHURST 15. External Teams will arrive at the USMA on 5 APR 14. Having been received and hosted by their BTD LNO (who retains OPCOM of teams during their residence at the USMA) the External Training Week will commence at 060800APR15. After an initial morning of briefings on 6 APR 15 the Teams will attend lunch in the Cadet Mess for the 1 st Captain’s OOM draw. Following lunch the 24 external teams will be split into 6 packets and conduct a rotation of training opportunities facilitated by DMI. The External Training Week will conclude at 091200APR15 when facilitated training concludes and Teams will have an afternoon in barracks to conduct final preparation and for SQD LDRs to attend the 091600APR15 SANDHURST 15 OPORD. EXTERNAL TEAM TRAINING WEEK

1. Situation. 2. Mission. c. Tasks and Purposes:

(1) External Teams:

(a) TASK: Undertake training in accordance with Enclosure 1 and 2.

(b) PURPOSE: In order to conduct final preparation for SANDHURST 15.

(c) TASK: Attend the daily External Team OPSLOGSYNC, undertakes the training they require and receives any logistical support and supplies required to complete the external training and competition that should be provided by the USCC.

(d) PURPOSE: In order that External Teams are able to conduct training from 6-9 APR 15 and be prepared for the competition 10-11 APR 14.

(2) SANDHURST 2IC

(a) TASK. Oversight, command and control of the External Team Training week including but not limited to the integration of the USAR soldiers into DMI facilitated training, ensuring safe practice in all aspects of the training including the production of Risk Assessments and ensuring the fair allocation of resources and training to external teams.

(b) PURPOSE: In order to safely prepare external teams for participation in SANDHURST 15.

(3) 304th USAR

(a) TASK: Provide 1 x External Training Week OIC / NCOIC.

(b) PURPOSE: In order to coordinate 304th USAR personnel and efforts.

(c) TASK: Provide 1 x 5 person Tactical Combat Casualty Care Team including 1 x NCO and 4 x sufficiently qualified individuals to conduct the training.

(d) PURPOSE: In order to allow for External Teams to be trained in treatment and transport techniques specific to the US Army including transport by SKEDCO prior to SANDHURST 15.

(e) TASK: Provide 1 x 5 person rifle Range Management Team including 1 x Range Safety Officer (OIC / NCOIC), 1 x CLS trained individual and 2 x individuals capable of driving LTMV provided by DMI. Facilitate a rifle zeroing range on the USMA Range 11B in order that all external teams are familiar with US Army range conduct, are able to execute practices safely and have the opportunity to undertake the Sandhurst competition with recently zeroed rifles. Be prepared to undertake practices with teams using foreign weapons systems. BPT ferry up to 8 teams weapons (88 systems) to and from the armory to the range daily.

(f) PURPOSE: In order to allow for External Teams to zero rifles prior to SANDHURST 15.

(g) TASK: Provide 1 x 5 person Weapon Familiarization Team ideally NCOs and sufficient driving qualifications to move in a vehicle provided by DMI.

(h) PURPOSE: In order to allow for External Teams to train on stripping and assembling the M4, safe handling of practice grenades, use of NVGs and operating in limited visibility which will be required during SANDHURST 15.

(i) TASK: Provide 1 x 5 person Confidence Course team including 1 x NCOIC, 1 x Tactical Casualty Combat care qualified individual capable of conducting instruction and 2 x individuals capable of driving LTMV + Water Buffalo.

(j) PURPOSE: To provide supervision of External Team Training taking place at Camp Buckner LRC and to allow for the movement of competition resources.

(k) TASK: Provide 1 x 2 person Engagement Skills Trainer Team to supervise External Teams utilizing the EST facility.

(l) PURPOSE: In order to allow External Teams continued marksmanship training throughout External Training Week.

(4) BTD

(a) TASK: Coordinate all External Team logistic requirements inclusive of but not limited to: armory timings, the sourcing of logistical support from within hosting companies, the movement of weapons to and from rifle marksmanship training and the provision of meals to both the External Teams and the USAR soldiers.

(b) PURPOSE: In order to allow for the execution of the External Team Training in order for teams to be prepared for the competition.

(5) SANDHURST S4

(a) TASK: Provide logistic oversight to the External Training Week including but not limited to: guidance to the BTD, direct support to the USAR WRT lodging and transport.

(b) PURPOSE: In order to ensure smooth interaction between external teams and the USAR support.

d. Coordinating Instructions.

(1) Timings: As per enclosure 1 and enclosure 2.

(a) Armory Timings for those teams undertaking rifle marksmanship on that day:

(i) 6 APR 15 – Draw 1200 / Return 1600

(ii) 7 - 9 APR 15 – Draw 0745 / Return 1600

(b) All teams requiring rifles that day will sign out their weapons at the time stated. They will then be loaded onto a USMA vehicle and transported to Range 11B by the USAR. Those who shoot in the afternoon will reunite with their weapons at the range; those who zero their rifle in the morning will leave their rifle with the USAR range team. All teams that have fired that day will then RV at the armory at 1600 in order to facilitate the hand–in of the weapons. The USAR will only be responsible for the movement and not be

responsible for the hand-in of the weapons systems. The reason for this procedure is to prevent the illegal movement of teams with weapons on US public highways.

(c) There will be a daily OPSLOGSYNC held in the B Room (WH5114) at 1800 daily from 5-9 APR 15 in which the alignment of the next 48 hours of operations and logistic support will be confirmed.

(i) Required attendance: Sandhurst OIC, Sandhurst 2IC, Sandhurst S4, CIC, CDT CSM, 1 x Team Manager per External Team (USCC included on 9 APR 15), 1 x CDT SQD LDR / 2IC per External Team (USCC teams included 9 APR 14)

4. Combat Service Support.

a. CDT Feeding.

(1) Breakfast. Eaten at the CDT Mess daily – served 0630-0800

(2) Lunch. Teams conducting afternoon range training or training IVO Camp Buckner will be provided with MREs prior to deploying for the day’s training. At all other times teams will consume lunch with their hosting COs in the CDT Mess (served 1200-1230 after formation).

(3) Evening Meal. Eaten in the CDT Mess served 1800-1930.

b. Team Management Feeding. Private arrangement.

c. Ammunition. The USCC has allocated 1320 rounds of 5.56mm US ammunition per 11 person team for zeroing and range conduct training. Any External Team wishing to bring their own ammunition must ensure that it arrives at the USMA no earlier than 05 APR 15 and meets the quantity required to facilitate their participation in the training and execution of SANDHURST 15.

d. Transport. Each team is to self source transport for the duration of their stay at the USMA. A 15 seat van is recommended. The transport will be required to move to different training events during the week. Teams are not to move on public roads with their weapons systems in a private vehicle. International teams require international driver’s licenses to access USMA in a private vehicle.

e. Dress. Dress throughout will be combat uniform (clean in the CDT Mess) with any carried load being determined by the individual team management. Each team must deploy for their day of training with sufficient water as resupply will be limited. Eye and ear protection as well as helmets must be worn on any range and helmets must be worn when rehearsing the obstacle course.

f. Weapons. Weapons may not be kept out of the armory overnight. Armory timings specified in this document must be adhered to in order to prevent weapon storage issues.
