    legislation was modernizing the office.b. Grant will include Data Entry Clerk to update

    inactive files in Nursys.c. Guam was approved for Optimal Regulatory

    Board System (ORBS) which is onlineapplication and verifications which will soon bepaperless.

    d. She requested for a site visit to Arizona becauseit is being implemented.

    e. Money was requested for a criminal backgroundcheck machine (live scan with automaticfingerprinting).

    f. Proposed plan is 2020.2. NI. Carbullido. B. Santos and C. Tuquero will be

    attending the Midyear Meeting. March 26-28, 2019.San Antonio, Texas.

    1. M. Carbullido infortned the board to have a workgrottp meeting to come up with the rules andregulations to license these volunteers who are activeduty nurses and will not be paid. The volunteer workwill be for community events. Public Health, healthfairs, immunization, etc.

    b. NI. Hattori-Uchima stated the Department ofLabor (DOLl had a grant for a work forceinvestment and had additional finding forapprenticeships for healthcare.

    c. She discussed with the board the following:1) Basic NA three month program (160 hours:

    60 hours theory, 40 hours lab and 60 hoursof clinical; to include apprenticeship ifapproved). GBNE only requires 100 hours.

    2) Selection process will be handled by DOLand UOG.

Aiid assuming he has noclinical for the last several years. she wants the board tothink about this when GBNE updates rules.

    0, B. Santos asked about Executive Session and lvi.Carbullido stated the only lime to meet in an ExeculiveSession without the public is for example during a lawsuitdiscussion about a board member. Minutes and recordingswill still be done then after about six months, will bepublic.

    8) Ms. Duenas worked closely with Dr. MargaretHattori-Uchima and Dr. Kathy Wood to assist inthe foundation and credits for the courses for theAssociates of Science in PN.

    9) A. Varghese has not reviewed the documents andexplained she will have some discussion at nextmonth’s meeting.

    10) Ms. Tudela and Ms. Duenas explained thai in orderto implement Fall 2019. they need to gel approvalfrom GBNE and then go before their crediiors topresent the program. They are hoping to meet thedeadline of February 6. 2019 to submit. But theproposal needs to be presented to the GCC board45 days prior which is December 21, 2018.

    11) Faculty was discussed and UOG informed GCCthat they will mentor their faculty.

    12) M. Carbullido recommended to ConditionallyApprove pending A. Varghese’s recommendation(to include an Advisory like Margaret HattoriUchima) via teleconference.

    b. Nursing Assistant Program1) Ms. Duenas updated GBNE about the past cohorts

    from December 2017(4 studentsl with a 50% passrale and May 2018 (7 students), no pass rateavailable at this time. And another cohort justfinished this past week (13 students).

    2) She stated they are preparing for a CNA reviewcourse once they find out when the next CNAtesting is.

    3) M. Carbullido stated the next scheduled CNAtesting will be January 25-26, 2019.

    a. Ms. Claassens appeared today before the board with her CO 18-015 Evangelineattorney Mr. John Bell. Claassens. B. Manzana

    b. Attorney Bell mentioned the reasons of which there is seconded. Motion carried.a complaint that sounds more of a personal matter fromher previous employer and had stated off the Rules andRegulations 25 CAR 6503. which he explained that ifthere is a complaint that points to a rule or act of theNurse Practice Act. then the board is empowered toinvestigate. Therefore does not see any allegations torespond to under the Nurse Practice Act.

    c. Nt Carbullido mentioned a case of a nurse supervisorwho did not show up for work that was demoted whenthis case was taken to civil service. When the nursedoes not show up for work, it does have an impact onthe safety when her reliever is waiting for her. M.Carbullido stated that the employers have a duty toreport any adverse actions!ienninations.

    d. Attorney Bell wanted to state for the record, that dueprocess should state what rule was violated andchallenged the board to investigate.

    e. M. Carbullido replied that this is an informal processand just giving Ms. Claassens the benefit of notifyingher there is an accusation against her.

    f. Chairperson stated there was a subsequent email thatMr. Gurusamy submitted which was a failure tocomplete nursing notes.

    g. Ms. Claassens stated when she just came back fromSouth Korea from her military training, she wasdehydrated and vent to the ER at Naval Hospital. Shecalled her nursing supervisor (Clinical Manager) thatshe will be out sick for 5 days and her supervisorapproved her sick leave as long as she submitted adoctors note. She was confused as to why HSP saidshe was a no call, no show when her supervisor knewshe wasn’t coming in.

    h. Ms. Claassens was feeling better by the second day anddecided to get training at another clinic where she washoping to get a second job.

    i. Attorney Bell stated when Ms. Claassens said she waswell enough to go training but not well enough to goout in the field and do nursing. she is essentially rightto do this and quoted 25 CAR 6103.

    j. Attorney Bell stated Ms. Claassens was terminated forI) her deployment and 2) missing work. He hoped thaithe board received a copy of her termination notice thatstates this because the letter she received from the boarddid not state about her deployment.

    b. Certified Nurse Assistant (CNA) Program1) D. Duenas asked when is next scheduled date for

    CNA testing. R. Carman replied the applicationsmust first be approved and will notify theindividuals in their approval letters, but statingthey are looking at March.

    2. University of Guam (UOG) CNA Programa. Kathryn Wood and Danilo Bilong were present.b. K. Wood stated UOG is getting ready to launch its

    CNA program after being asked by Department ofLabor (DOL) to develop as an apprenticeship programwhich is new for healthcare.

    c. K. Wood mentioned UOG is collaborating with DOL.d. This will be a three-month apprenticeship which starts

    in February then eligible to test by mid-April explainedK. Wood.

    e. She additionally explained the following:1) Does not take quite three months to get the didactic

    and clinical portion completed under UOG.2) The student is employed by the agency (Guam

    Regional Medical City (GRMC) or HealthServices of the Pacific (HSP) and work as anapprentice to a journeyman who is a CNA.

    3) First group is small; only 10 students.f Vice Chair would like the preceptor (journeyman) to

    sign a contract acknowledging responsibility.g. C. Huntsman elaborated more on this discussion.h. Chairperson asked if UOG plans to always partner with

    GBNE-C018-001a. RN travel nurse working at GRMC.b. Possible drug diversion and termination.c. Phenergan or Promethazine was found in her pouch.d. GBNE received a statement from this RN slating she

    left her pouch behind and days later the pouch wasfound with the drug found in her pouch. C. Tuquerostated the Chief Nursing Officer acknowledged theRN’s statement was consistence with the findings andthe reason for termination.

    e. There was a drug screening on tins RN which theresults were negative.

    f Board stated this will be difficult to prove because sheleft the pouch behind.

    g. Chairperson stated as a federal worker, she hadconcerns because this RN can use this licenseanywhere and her Guam license does not expire untilSeptember 2019.

    applied in February 9,2017, legal docutnent was issuedOctober 2017 and the incident occurred in 2016. ViceChair also noted that our application asks if there areany pending cases, she did tiot disclose thisinformation.

    g. Vice Chair stated we (the investigators) should submita tinieline of correspondence for R. Weitiberg.

    h. A. Varghese agreed to be the second investigator toreplace Kevin Hitosis.

    b. This is a CRNA that had his RN and CRNA licenserevoked in California.

    c. Vice Chair mentioned that R. Weinberg had requestedfor a titneline which she has prepared and will email itto him.

    d. Vice Chair stated this CRNA submitted his applicationon June 15. 2015 for Endorsetnent which did notitidicate his California license nor did he answer yesthat lie has attything pending.

    e. This CRNA’s Guam license will be expiring onSeptember 2019.

    f This individual was fined 55000 for fees fromCalifornia.

    g. This individual’s privileges at GMI-IA are suspendedand this individual also omitted license information.

    h. So far, the only violation the Vice Chair found in herinvestigation is the omission of information on thelicensure application.

    A. Cruz and C. Tuquero are the assigned investigators.A. Cruz reported that this nurse reported to work atGRMC on November 18. 2018 and within an hour ofthis nurse’s shift. left the hospita] without informing hersupenisor. She was terminated for abandonment.

    c. This nurse no longer lives on Guam and is a TravelNurse.

    d. R. Carman will draft a letter for this nurse to respondwith her statement: Board will review and would likeadvisement from Legal Counsel.

    6. GBNE-C0l8-0l7a. A. Cruz and C. Tuquero are the assigned investigators.b. Vice Chair stated this individual was an APRN at

    GRMC who was terminated for abandoninenLc. A. Cruz reported this nurse did not show up to work as

    scheduled on October 29. 2018. Her work wasunsuccessful in contacting her and after a week theycalled the police and later realized she returned backhome. This person never resigned from GRMC,

    d. A. Cruz will ask Legal for advisement if there are anylegal grounds from the Nurse Practice Act to procedeorjust an HR issue of job abandonment.

    7. GBNE-C018-018a. A. Cruz and C. Tuquero are the assigned investigators.b. Vice Chair reported this Travel Nurse may have used a

    large catheter instead of a standard size which causedsome trauma which led to other staff making acomplaint and therefore was terminated.

    c. The board would like to hear from this nurse; a letterwill be sent out.

    D. Harles, Amber L.R. Carman explained this was the individual who came tothe January 10,2019 board meeting to explain her disciplinehistory, whereas the board approved her LPN licensure byEndorsement. R. Carman stated while processing herlicense, there was a discrepancy on her education. M.Carbullido requested for her to provide a copy of hertranscript but Ms. Harles sent an email rescinding herEndorsement licensure due to she is leaving the island thatweekend.

    War survivor Jose Garrido wasjusta baby during the Japanese occupation of Guam in World War II, but thememories of the harm it brought tohim and his family left him chokedup and tearful as he testified beforeGuam senators duringa public hearing Wednesday. The hearing washeld to receive testimony on a resolution in support of the payment ofwar claims.

    ‘Maybe silence is my testimony,”Garrido said after taking a moment tocompose himself.

    The resolution also backs a bill introduced by Guam Del. Michael San Nicolas to appropriate funds for paymentof war reparations, and Gov. Lou LeonGuerrero’s efforts to find a solution toauthorizethe U.S. Department of Treasury to begin issuing war reparations.
