Signature next to the Supervisor’s name at the top should be fine. The only memo needed by the Clerk is the one from

the Chair’s office stating that the item has been approved for agendizing. The Clerk’s office has advised that Third

District has the memo template and will take care of that portion.

Also, I received a call from Joyce at your office who advised that the reference to “King” should be changed to

“General”. This change has been made in the attached ASR.

BACKGROUND INFORMATION:

Mile Square Regional Park (Mile Square Park) is located in the City of Fountain Valley and is the largestCounty park in the First District. With its many amenities, including a newly refurbished archery range,soccer fields, volleyball courts and biking and paddleboat rentals, Mile Square Park draws a large numberof visitors each year. In calendar year 2014, over 700,000 visitors were recorded by parking attendants.

An anonymous donor has recently come forward to donate three six-foot tall bronze statues of RonaldReagan, Manuel Hidalgo, and General Tran Hung Dao to be installed near Freedom Lake in Mile SquarePark (see Attachment A). The permitting, construction, and installation of the statues is also proposed tobe donated.

Former President Reagan kicked off his presidential campaigns in 1980 and 1984 at Mile Square Park —

both successful campaigns leading to his election, with the latter preceding a landslide victory. He was aproponent of individual freedom, both domestically and abroad, and made great strides towardreinvigorating the American economy and inhibiting the spread of Soviet communism.

Father Manuel Hidalgo was a Mexican priest and revolutionary leader in the early 1800s who made hisfamous speech, El Grito de Dolores, on September 16, 1810, that called for an uprising against theSpanish government and sparked a revolution that would ultimately lead to Mexico’s independence fromSpain.

General Tran Hung Dao was the commander-in-chief of the Vietnamese armed forces in the late 1200swho galvanized his country against the Mongols, commanded by Kublai Khan, and led an army largelycomprised of volunteers and untrained villagers to successfully liberate the Vietnam capital andeventually defeat the Mongol army.

Maintenance costs for the statues are expected to be minimal and consist primarily of periodic dustingusing blowers and occasional pressure washing and graffiti removal. Maintenance of the statues would beincorporated into maintenance activities already conducted in the park, similar to features in other Countyparks, such as the cannons at the Old County Courthouse and Irvine Regional Park and the James Irvine IIstatue at Irvine Regional Park, and would be handled using existing staff and contracts.

Government Code section 26227 allows the Board of Supervisors to appropriate and expend money fromthe general fund of the county to establish county programs or to fund other programs deemed by theBoard of Supervisors to be necessary to meet the social needs of the population of the county, includingbut not limited to, the areas of health, law enforcement, public safety, rehabilitation, welfare, education,and legal services, and the needs of physically, mentally and financially handicapped persons and agedpersons. The proposed statues of former President Ronald Reagan, Manuel Hidalgo, and General TranHung Dao provide both and esthetic and educational value to Mile Square Park visitors by honoring theancestry of many members of the community, commemorating the connection between the President andOrange County, celebrating freedom across different cultures, and providing learning opportunities onthese historic figures.

Compliance with CEQA: The proposed project is Categorically Exempt (Classes 1 & 3) from theprovisions of CEQA pursuant to Sections 15301 & 15303, because it involves new construction andinstallation of small structures (statues) in an existing facility, involving negligible or no expansion of usebeyond the existing.

King Tran Hung Dao was the commander-in-chief of the Vietnamese armed forces in the late 1 200s whogalvanized his country against the Mongols, commanded by Kublai Khan, and led an army largelycomprised of volunteers and untrained villagers to successfully liberate the Vietnam capital andeventually defeat the Mongol army.

Maintenance costs for the statues are expected to be minimal and consist primarily of periodic dusting

stamped calculations and advised that \ould be sufficient to obtain a permit, however, page 3

titled “Foundation Design” would also need a stamp from the Ci 1 ho designed it. We do need

to have a siined stamped site plan identify ing the ADA path of travel to the monument from the

nearest ADA compliant parking stall. and the nearest ADA compliant bathroom. Cost of a site

plan from Harris and Associates is $3.000. this is based on site plan recently obtained

6. Approve the allocation of County staff time to maintain the statue following installation.

7. Find that the actions above serve a public purpose of the County of Orange in accordance withGovernment Code section 26227 by raising awareness and providing for the educational needs of

SUMMARY:

Authorization to accept the statue donation and use County resources for activities related to the statuewill allow County staff to conduct a dedication event and maintain a statue to honor former presidentRonald Reagan.



An anonymous donor has recently come forward to donate a six-foot tall bronze statue of Ronald Reaganto be installed near Freedom Lake in Mile Square Park (see attached location map). Former PresidentReagan kicked off presidential campaigns in 1980 and 1984 at Mile Square Park — both successfulcampaigns leading to his election, with the latter preceding a landslide victory. He was also a proponentof individual freedom, and, on June 12, 1987, he made a historic Cold War speech at the Berlin Wallcalling for its demolition. The donated Ronald Reagan statue is proposed to be dedicated at a publicdedication and unveiling event at Mile Square Park on June 12, 2015.

Maintenance costs for the statue are expected to be minimal and consist primarily of periodic dustingusing blowers and occasional pressure washing and graffiti removal. Maintenance of the statue would beincorporated into maintenance activities already conducted in the park, similar to features in other Countyparks, such as the cannons at the Old County Courthouse and Irvine Regional Park and the James Irvine IIstatue at Irvine Regional Park, and would be handled using existing staff and contracts.

Government Code section 26227 allows the Board of Supervisors to appropriate and expend money fromthe general fund of the county to establish county programs or to fund other programs deemed by theBoard of Supervisors to be necessary to meet the social needs of the population of the county, includingbut not limited to, the areas of health, law enforcement, public safety, rehabilitation, welfare, education,and legal services, and the needs of physically, mentally and financially handicapped persons and agedpersons. The proposed statue of former President Ronald Reagan will serve Orange County park visitorsin commemorating the connection between the President and the Orange County community andprompting educational discussions about the political process.

Compliance with CEQA: The proposed project is Categorically Exempt (Classes 1 & 3) from theprovisions of CEQA pursuant to Sections 15301 & 15303, because it involves new construction andinstallation of a small structure (statue) in an existing facility, involving negligible or no expansion of usebeyond the existing.

FINANCIAL IMPACT:

Sufficient funds are available in OC Parks Fund 405 to provide for up to $5,000 in equipment andrefreshment costs related to the event on June 12, 2015.

STAFFING IMPACT:

Minimal staff time associated with developing and hosting the proposed June 12 dedication event, andongoing maintenance of the statue following installation, can be absorbed in the OC Parks work plan forcurrent and future years.

installation of a concrete statue foundation somewhere at Mile Square Regional Park per the attached sketches.

The assumption is that this statue will be located close to a roadway within the park and that there are no requirementsfor an assessable path of travel or hardscape near or around the statue, nor lighting. If they are needed the costs will goup accordingly.
