Location: St Paul Plant Location: Industrial Station Location: Eastern Heights Location Minneapolis Main Office - District One other employee was identified with tracer interviews for quarantine. Civil Unrest – There was activity in Downtown Minneapolis last night. No postal facility was impacted. Governors in Wisconsin and Minnesota have activated units in their states’ National Guard to provide support to law enforcement organizations responding to civil disturbances in their states. These Guardsman have been activated for under state law to perform State active duty. We will continue to monitor the situation and deal with it appropriately. The Postal Inspection Service is monitoring also. Postal Pulse – Our submissions are climbing. I appreciate that. How high can we go? EAS is at 57%, 543 of 956 have completed the survey. Craft is at 26%, 2816 of 10803 have completed the survey. Let’s double the participation. I can’t wait to see how you feel and get to work on clarification, adjustment and change. I will be transparent with all the data and comments provided via the Postal Pulse and labor/management. Plan is to improve our culture and become Northland Centric!!! Mandatory Stand-Up Talk Aug. 27, 2020 Families First Coronavirus Response Act leave Understanding how leave impacts retirement and TSP deductions The Families First Coronavirus Response Act (FFCRA) provided employees with two additional types of leave: Emergency Paid Sick Leave, and Expanded Family and Medical Leave for child care needs. This leave benefit became effective April 1, 2020, and continues through December 31, 2020. Since the introduction of the new leave types, the Office of Personnel Management has provided official guidance that leave payments under the FFCRA are not eligible for retirement and Thrift Saving Plan (TSP) deductions. If you took leave under FFCRA, any deductions withheld for TSP or retirement as a result of FFCRA leave will be refunded to you in pay period 20-2020, retroactive to April 1, 2020.

Retirement refunds will show on your October 2, 2020, paycheck. These refunds will not impact creditable service time towards retirement eligibility. If you wish to keep your retirement and TSP contributions, you must change your FFCRA leave to a different leave type. Contact your supervisor to request an adjustment of your FFCRA leave to annual or sick leave. These adjustments must be in line with leave policies, covered by earned leave balances, and be entered in AdjustPay before September 11, 2020, to prevent a refund of retirement and TSP deductions. Employees receiving the TSP refund can increase their TSP election for the remainder of the year. All TSP eligible employees may change their TSP election at any time during the year. Additional details about the FFCRA and other COVID-19 information can be found on the special COVID-19 pages of our employee websites, Blue or LiteBlue. eBay Message - eBay posted a message on their website stating “USPS is experiencing significant delays across their delivery network. Please consider using other carrier options that may provide a better buyer experience.” I received messages from Tina Waller and Amanda VanHavermaet, two concerned employees in our district. Thanks for bringing it to my attention. I got all the way to HQ with what we can do. The response was, nothing. As an organization, we can’t change the expected delivery date like our competitors do. For example, my daughter ordered something. The delivery date changed 4 times before delivery and it showed on time. We do need to address our service. Some things aren’t fair. We will do better. Mystery Shops – Big shop result day. We received scores for 19 shops. 11 were perfect. Congratulations to Dinkytown Station in Minneapolis, Eastside Station, Rosemount, Grand Rapids, Hugo, Powderhorn Station, New Brighton Branch, Inver Grove Heights Branch, South St Paul, Center Place Station in St Cloud, and Tomah. You and your sales and service associates are Rock Stars. I appreciate the effort and results. We had two 75’s . The SSA did a great job apologizing for the wait. Our other shops were 98, 97, 97, 95, 95 and 92. One thing in each of these shops would have resulted in 100%. Thanks for your efforts. Safety – All, we have lost our way. We are averaging 30 accidents a week over the last 4 weeks. Many of them are easily avoidable. Please give the necessary focus to eliminating the unsafe acts. Ensure that your safety captains are getting the time they need to do their walk-throughs and to spend time with our care employees. 30 minutes per month. We have come too far to go backwards.

There is a lot of uncertainty in the air. Legislation, the election, peak season, Postal Service

Reorganization, etc. All of that is noise compared to our daily mission. That is to collect, process, scan

and deliver all mail within its service standard. That will never change. How we do that is within our

control. We can’t control all aspects of what the organization decides for our operations. But we do

control what goes and what stays. Stay focused on being Northland Centric. I can talk about it. You are

the ones that will make it happen. Are you brave enough to adapt and change?

I’m currently reflecting on my 40 years with the Postal Service. I’ve seen all kinds of excitement and

change. I’m thinking about what I want things to look like when I leave and what my legacy will

be. When I walk out the door, I’ll ask myself, did I make a difference? Did I lead with integrity? Did I

care enough about all employees that I was willing to tell them the truth? Did I help create a culture

where anyone, regardless of their differences, were able to thrive and be part of the team? I will push

for that till my last day.

Think about your legacies. What will people say about you 5 years after you retire? Every day you get

the opportunity to make a difference. Don’t waste it. Use your failures as learning opportunities. You

can’t be great unless you fail. Just don’t fail at the same thing every day. Use failure as growth

opportunities.

I’m not trying to tell you that I’m retiring. I’m much more direct than that. I’m trying to convince you to

follow me on our journey to greatness. You being great will be satisfaction for me. Because to me, it’s

all about you.

Let’s finish this year strong and prepare for greatness and Northland Centric in FY 2021.
