I t was more than a construction project. The Vernonia K-12School became an example of what can be accomplished whencommunities and professionals come together.
Unwavering leadership, commitment and teamwork went beyondraising a structure to build friendships and a promise for the future.P&C Construction was at the functional lead of a dynamic team effortto build a new school with a tight budget, a demand for sustainabilityand a hard deadline.
In December 2007, Rock Creek rose up to 14 feet over the 100-yearflood mark in the little community of Vernonia. Among those thingsdestroyed were the elementary, middle and high school buildings.Knowing that the lack of a school would lead to a slow death for thetown, the 2,200 residents and 1,800 others in the surrounding area settheir sights on reconstruction.

Ken Cox had served as the school district’s superintendent for onlya year when the flood struck. Cox, a 31-year veteran educator, wasconsidering retirement just before the flood. He decided to stay, andhis job description changed radically over the next five years.
“It began with property,” Cox said. “We spent a year with OregonSolutions and the Department of Land Conservation andDevelopment to select the site.”
The new facility was built atop a hill, well above the highestwatermark of the ’07 flood. Rather than three buildings, a single,consolidated structure was deemed a smarter way to serve thenearly 700 students in grades K-12. The design was ready sixmonths later.
Funding the proposed $52 million project would be a problem formost any community, let alone one serving a population of only 4,000.
“We went through it with Dr. Cox in detail and cut everywhere wecould, (and) then examined where we could implement things thatwould qualify for special funding,” said Chris Linn, lead designer atBoora Architects. “P&C’s cost estimator moved his office in with usduring the project. That’s how close we worked.”
The proposed budget was trimmed to $40 million. Funding still was
difficult, but money was garnered fromstate and federal programs, the state transportation and energydepartments, FEMA, the Ford Family Foundation and numerousother sources. The effort even included local bake sales andfundraisers.
Steve Anderson, vice president of P&C Construction, said theproject team searched the community for resources, subcontractorsand workers.
“We used as much as we could from local sources: equipment(and) labor, right down to the trucks that brought in material,”Anderson said.
Green Building Services was hired to conduct training onLeadership in Energy and Environmental Design building practices.KLS Surveying of Vernonia performed all site work, and the owner’sdaughter, Sam Wallace, interned with P&C throughout the project.
“Dr. Cox never wavered on this project being LEED platinum,”Anderson said.

area sawmills. Energy-efficient thermal massconcrete walls were cast on-site. Thestructure is projected to use 40 percent lessenergy than the Oregon Energy EfficiencySpecialty Code requires for buildings of itssize and use.
The spatial design organizes wings arounda central spine, which is situated to makeoptimal use of daylight. Glass became animportant component.
“You should see the light,” Anderson said.“Nearly every space in the building hasnatural daylight illuminating the interior.”
The unity of the community, contractors,builders, designers and the agencies involvedlent a feeling of family as much as aconstruction team. The school was finishedin June 2012, and members of Boora and P&Ctook time off to volunteer with locals to workon landscaping; several hundred trees andshrubs were planted.
In August 2012, the grand opening featureda host of government and education officialsalong with students, families and many of theworkers who brought the building to fruition.It is expected to be the nation’s first K-12school building to achieve LEED certification.Just as important, the project came in onbudget and on schedule to accommodate thebeginning of the school year.
At the opening ceremony, Cox addressedthe cheering, sometimes tearful crowd.
“They said it was a dream,” he said,sweeping his arm toward the face of thebuilding. “Behold the dream.”

T he Maryhill Museum of Art opened in 1940with an eclectic collection featuring Rodinsculptures, post-impressionist paintings and
Native American basketry – all on display in a circa 1907Beaux Arts style mansion with a sweeping view of theColumbia River Gorge. As the collection grew over thedecades, the need for more space became critical.
Bypassing the obvious approach for an expansion —an attachment that would simply mimic the existingbuilding — the museum board and GBD Architectsdecided on a design that ran more along the lines ofFrank Lloyd Wright.
Digging 25 feet down into basalt bedrock created25,500 square feet of space for an expansion wing. Theunderground expansion was capped with a concretecantilever terrace extending 20 feet out and over theColumbia River. The terrace serves double duty: anoutdoor display area for statuary as well as a platformfor viewing the gorge.
Sustainable design and construction efforts led by
general contractor Schommer & Sons included areliance on regional materials, use of localsubcontractors as much as possible, concrete cast workon site, and waste minimization.
“Working closely with the design team brought us tosolutions like polished concrete and aggregate floorsthat are designed for minimal thermal expansion andcracking, but look right for the museum,” projectmanager Paul Schommer said. “We hand-selectedexterior exposed steel structural elements for grade andfinish, right down to the quality of the weld.”
Museum curator Colleen Schafroth is delighted withthe result of that attention to detail.
“We have a lot of items that are sensitive totemperature and humidity. The new underground winghas storage and display areas that take that intoaccount,” she said. “We have meeting rooms now, too.We used to have meetings in rooms that were meant fordisplay or archive. What they’ve done here is justperfect.” – Rick Arnett

A n elegant and unique bridge linking OregonCity and West Linn was built across theWillamette River in 1922 with an expected 50-
year life span.The bridge exceeded expectations by 40 additional
years, but recently the need for rehabilitation becameapparent. City officials, community residents and theOregon Department of Transportation all agreed onone thing: any upgrades done to the bridge would needto be handled in a way that would retain the original,definitive art deco style.
The project’s general contractor, Wildish StandardPaving, upgraded the bridge to modern standards whilemaintaining its original character. In the face of a tightdeadline, Wildish crews removed several hundred tonsof old gunite and rusted steel, prevented demolitiondebris from polluting the environmentally sensitiveriver, and kept shipping lanes between the WillametteLocks and Portland open for river traffic.
The original bridge is listed on the National Registerof Historic Places. To ensure the updated bridge wouldretain that status, Wildish paid close attention to everystep in reconstruction. The project was supervised by afull-time quality control manager on-site, as part of a
team that included an ODOT-assigned lead bridge
engineer. Engineers strove to preserve details like the
cast sconce-style light fixtures installed on ornamental
obelisks that light the raised pedestrian walk, all in
complement to art deco style railings and piers
inherent in the bridge’s original design.
Other efforts focused on keeping commerce flowing
in and between Oregon City and West Linn. The bridge
serves as a main connection between Portland and
Route 99E, and the project affected the area for two
years. A public relations agent worked with businesses
on both sides of the river, and city officials, community
residents and ODOT held meetings to settle concerns
and issues even before the project started.
With the rehabilitation finished and traffic now
flowing smoothly – and safely – over the bridge, Wildish
project manager Tim Hendrix and others who worked
on the project can finally sit back and see the result of
their efforts in action.

bringing it back to life, and know that it’ll be here long

Aconcept called HybridLife is the Keen Footwearmantra. It’s a commitment to create product andbusiness practice solutions that fulfill a “promise
to care for each other and the world around us.”That ideology was the driving force behind the
renovation of the Pearl Building – a century-old, five-story,60,000-square-foot, brick office structure in downtownPortland – into the shoe company’s new office andadministrative space with a retail facility at ground level.
R&H Construction brought to the project a great dealof experience in green building and remodeling, “butthis was beyond most everything we’d worked on,”R&H’s Walter Bianchini said. “They were adamantabout zero waste as a target. Everything taken out wasto either be reused, recycled or (found) a home.”
During the deconstruction phase of the renovationproject, saved material was numbered and tagged witha description sent to C2K Architecture for repurposing.Old flooring became interior trim, tables and a barn-type door with the Keen logo routed into the face.
In addition, environmentally friendly methods forreplacing the old with the new were stressed.
“We used a dry-ice pellet blaster to clean the oldcolumns,” Bianchini said. “We offered them choices oncleaning the paint from the brickwork, and they chose awater-based product that took longer, but made noenvironmentally hazardous fumes or waste.”
R&H also worked with Habitat for Humanity ReStoreand the ReBuilding Center, sending them more than 17truckloads of material. More than 25 tons of drywall, 25tons of wood and 5 tons of metal were sent forrecycling. By the end of the project, the total amount ofmaterials actually considered “waste” amounted to asingle truckload.
Keen’s dedication to care for the world around itextended to the very bones of the structure it calls itsnew home.

2013 TOPPROJECTS JUDGESCHRIS DILORETO, a Portland native and a graduate of the Universityof Oregon’s School of Architecture and Allied Arts, founded DiLoreto Architecture in1984. His three decades of architectural projects include renovation, adaptive reuseand new construction work for a diverse variety of public and private clients.DiLoreto’s portfolio includes such noteworthy Oregon projects as the Leftbank projectin Portland, Full Sail Brewing Co. in Hood River, Church of the Resurrection in Tualatinand the OSU Agricultural Experiment Station in Moro. His firm has completed morethan 25 master planning and design projects for religious worship and educationspaces. Over the course of his career, DiLoreto has served on the AIA Oregon board,the Historic Preservation League of Oregon, the Pittock Mansion AdvisoryCommission, the Mount Angel Building Commission and the Lake Oswego HistoricReview Board. He holds licenses in Oregon, Washington, Colorado and Minnesota.
REBECCA ELLSWORTH is an associate principal and seniorelectrical engineer with Interface Engineering. With 12 years of professionalexperience, she has developed a knack for both project management and technicaldesign. Her client list includes numerous school districts, the National Park Service,the University of Oregon, and Home Forward. In 2012 she was recognized as one ofConsulting-Specifying Engineer’s “40 Under 40.” Presently, she is volunteering for theRoosevelt High School industry education program, which introduces freshmen tovarious career opportunities available in the building industry.
SID SCOTT is the founding partner of Scott | Edwards Architecture, aPortland-based design firm serving a wide range of both public and private clientsthroughout the Pacific Northwest. In 28 years he has amassed a portfolio of award-winning commercial, community-based, health care, housing, civic, child developmentand master plan designs. His work includes the Evergreen Space Museum and IMAXTheater complex, Henry’s 12th Street Tavern, One Community Health Center andsuccessful collaborations with more than 60 non-profit organizations. He is an honorsgraduate of Montana State University, a member of the American Institute ofArchitects and a registered architect in Oregon, Idaho, Colorado and California.
CHRISTIAN STEINBRECHER is president and chiefengineer of Ukiah Engineering, and a senior project manager for Capital ProjectConsultants. He has more than 30 years of experience as an owner’s representativeservices/construction manager, and has been involved in the development andmanagement of projects that include the Rose Garden arena, Pioneer Place and theEastbank Esplanade. He previously served as manager of construction services forthe Portland Development Commission and was an estimator/superintendent forKiewit. Steinbrecher has a master’s degree in construction management from GeorgiaTech and an engineering degree from the University of Maryland. He is a licensedengineer in Oregon, serves as the president of the Oregon chapter of the AmericanSociety of Civil Engineers, and is active in the Project Management Institute and theAssociation for the Advancement of Cost Engineering.
