CHAPTER 26:01

DIVISION OF TRINIDAD ACT

An Act relating to the division of the Island of Trinidad.

[1ST JANUARY 1927]1. This Act may be cited as the Division of Trinidad Act.

2. The Island of Trinidad shall be divided into eight Counties,which shall bear the names and shall comprise the areas and besituated within the boundaries following:

(I) THE COUNTY OF ST. GEORGE comprising the Islandsof the Bocas, the Islands of Gaspar Grande, Gasparillo, Carreraand Cronstadt and the Five Islands and all such parts of Trinidadas are bounded—

On the East by a line commencing from the sea at apoint North of the north-eastern corner of land originallygranted to Bascilia Coa and running South along the easternboundary of the said land and the eastern boundaries oflands originally granted to Luciene Casadilla, Edward Johnand Basilia Romero and thence continuing South until itreaches the crest of the ridge forming the eastern watershedof the Madamas River, thence along the eastern andsouthern watersheds of the Madamas River to AripoTrigonometrical Station No. 86, thence along the westernwatershed of the Cuare River to that spur on which PalmarTrigonometrical Station No. 87 is situated and along theabove-mentioned spur to the Aripo River and by the AripoRiver to its junction with the Cumuto River, thence alongthe Cumuto River to the point where it touches the ArenaReserve, thence by the northern, eastern and southernboundaries of this Reserve to the north-western corner ofthe parcel of land granted to Jackie Simon, thence by thewestern boundaries of lands granted to Jackie Simon andLaran to the south-western corner of Laran’s lands, thencein a straight line to boundary pillar No. 6 of the TumpunaReserve and by the eastern boundary of this Reserve to the

junction of the Tamana and Cumuto Roads, thence by theCumuto Road to its intersection with the northern boundaryof the Central Range Reserve;

On the South by the northern boundary of the CentralRange Reserve from the last mentioned point to theTalparo River, thence along the Talparo River to the ChinChin Road, thence along the Chin Chin Road to the ArenaRiver, thence along the Arena River to the Caroni River,thence along the Caroni River to the St. Helena Bridge,thence by the Golden Grove Road to its junction with theCaroni Road, thence along the southern side of the CaroniRoad to its junction with the Southern Main Road, thencealong the southern side of the Southern Main Road to theeastern boundary of the Caroni Police Station, thencealong the eastern, southern and western boundaries of theCaroni Police Station to the southern side of the SouthernMain Road, thence along the southern side of the SouthernMain Road to the Caroni River and by the Caroni Riverto the Sea;

On the West and North by the Sea.(II) THE COUNTY OF ST. DAVID comprising all such parts

of Trinidad as are bounded—On the West by the County of St. George;On the South by a line drawn from the point where the

Madamas Eastern Watershed meets the Northern MainRidge in an easterly direction along the crest of the mainridge of the northern range and along the crest of the spurof the said range on which Palmiste TrigonometricalStation No. 419 is situated to the Sea;

On the East and North by the Sea.(III) THE COUNTY OF CARONI comprising all such parts

of Trinidad as are bounded—On the North by the southern boundary of the County of

St. George from the mouth of the Caroni River to the pointwhere the Talparo River crosses the northern boundary ofthe Central Range Reserve;

On the East from the last mentioned point by the northernand western boundaries of the Central Range Reserve toSurvey Station I;

On the South by the western boundary of the CentralRange Reserve from Survey Station I to a point due Eastof the south-eastern corner of a parcel of land containing200 acres granted to Edward F. Stone, thence by a line dueWest to the said corner of the said land, thence by thesouthern and western boundaries of the said land to thepoint where the Guanapure River crosses the said westernboundary and thence by that branch of the said river whichcrosses the Guanapure Road immediately South of CogollarTrigonometrical Station No. 43 to the Guanapure Road,thence by the Guanapure and San Coco Roads to the pointwhere the latter leaves the watershed of the Central Range,thence by the watershed of the Central Range to the MayoRoad and thence by the southern sides of the Mayo andCedar Hill Roads to the Southern Main Road and thenceby a line due West to the sea;

On the West by the Sea.

(IV) THE COUNTY OF ST. ANDREW comprising all suchparts of Trinidad as are bounded—

On the North by the southern boundary of the County ofSt. David;

On the West by the eastern boundary of the County ofSt. George from the point where the Madamas EasternWatershed meets the Northern Main Ridge to the CentralRange Reserve;

On the South by the northern boundary of the CentralRange Reserve from the Cumuto Road to boundary pillarNo. 12 and thence due East to the Guaico-Tamana Road,thence southwards by the Guaico-Tamana Road to SurveyStation Y8, thence by the nearest spur to the crest of theCentral Range and eastwards along the said crest to thesource of the Nariva River, thence by the spur running

approximately East by South to the eastern boundary ofthe Central Range Reserve between boundary pillarsNos. 519 and 520, and thence by the said boundary to theNariva River, thence by the Nariva River to the north-eastern corner of the parcel of land containing 6a. 2r. 10p.granted to Bartoodas, thence by the eastern boundary ofthe said parcel to its south-eastern corner and then by astraight line running East to the Sea;

On the East by the Sea.(V) THE COUNTY OF VICTORIA comprising all such

parts of Trinidad as are bounded—On the North by the County of Caroni;On the East by the western boundary of the Central Range

Reserve from the County of Caroni to Survey Station D,thence by a line running due South along the westernboundary of a parcel of land granted to Radgecoomar andDoodharrie to the Poole River, thence by the Poole River toa point on the said Poole River due North of the north-easterncorner of Cat’s Hill Reserve at boundary pillar No. 2, thenceby a line due South to the said boundary pillar, thence bythe eastern boundary of Cat’s Hill Reserve to the south-eastern corner at boundary pillar No. 3, thence by a linedrawn in a south-easterly direction to the north-westerncorner of Trinity Hills Reserve at boundary pillar No. 1,thence by the western boundary of Trinity Hills Reserve tothe south-western corner at boundary pillar No. 7 and thenceby a line drawn due South to the Sea;

On the South by the Sea;On the West by a line drawn due North from the mouth

of the Grande Rivière to the Rochard Douglas Trace, thenceby the Rochard Douglas Trace to its junction with the NewColonial Company Local Road, thence by this road to thesouth-eastern corner of a parcel of land containing249a. 2r. 23p. granted to the New Colonial CompanyLimited, thence by the southern boundary of the said parcelto its south-western corner, thence by a line due South to

the Mohess Trace, thence by the Mohess Trace to itsjunction with the San Fernando-Siparia-Erin Road, thenceby the San Fernando-Siparia-Erin Road to the GodineauRiver, thence by the said river to the eastern dam of thereclaimed area, thence by the old course of the said river tothe Sea and by the Sea.

(VI) THE COUNTY OF NARIVA comprising all such partsof Trinidad as are bounded—

On the North by the Counties of Caroni, St. George andSt. Andrew;

On the West by the County of Caroni and by the easternboundary of the County of Victoria to the bridge where theTorrib-Tabaquite Road crosses the Poole River;

On the South by the Poole River from the above-mentioned bridge to its junction with the Ortoire River,and thence by the Ortoire River to its mouth;

On the East by the Sea.

(VII) THE COUNTY OF ST. PATRICK comprising all suchparts of Trinidad as are bounded—

On the North by the Sea and the County of Victoria;On the East by the County of Victoria;On the South and West by the Sea.

Included in this County is Soldier’s Rock Island, alsoknown as El Soldado.

(VIII) THE COUNTY OF MAYARO comprising all such partsof Trinidad as are bounded—

On the North by the County of Nariva;On the West by the County of Victoria;On the South and East by the Sea.

3. The Counties in section 2 defined shall be divided intoWards as set forth in this Act.

4. THE COUNTY OF ST. GEORGE shall be divided intosix Wards, which shall bear the names, comprise the areas and besituated within the boundaries following:

(1) Diego Martin Ward comprising the Islands of theBocas, the Islands of Gaspar Grande, Gasparillo, Carrera andCronstadt and the Five Islands and also such parts of the Countyof St. George as are bounded—

On the North by the Sea;On the East by a line along the crest of the ridge

separating Mal D’Estomac and La Vache Bays to the mainridge of the Northern Range, thence by the westernwatershed of the Santa Cruz River to the Saddle, thence bythe ridge that forms the eastern watershed of the MaravalRiver and that spur of the said ridge that passes throughKnaggs’ Hill to the northern boundary of Port-of-Spain,and thence by the northern and western boundaries of Port-of-Spain to the Sea;

On the South by the Sea, and by the City of Port-of-Spain;On the West by the Sea.

(2) St. Ann’s Ward comprising all such parts of the Countyof St. George as are bounded—

On the North by the Sea;On the East by a line beginning from Maracas Bay

running South along the eastern boundary of Maracas BayEstate to the Main ridge of the Northern Range, thence bya line along the crest of the Main ridge of the NorthernRange in a westerly direction till it meets the lateral ridgerunning southwards and dividing the Santa Cruz andMaracas Valleys, thence by a line along the crest of thisridge to the north-eastern corner of Champs Fleurs Estate,thence by the eastern boundaries of Champs Fleurs andLa Vivier Estates to the St. Joseph River, and thence by theSt. Joseph River to its junction with the Caroni River;

(3) Blanchisseuse Ward comprising all such parts of theCounty of St. George as are bounded—

On the North by the Sea;On the East by the eastern boundary of the County of

St. George from the sea to Aripo Trigonometrical StationNo. 86;

On the South by a line along the crest of the Main ridgeof the northern range from Aripo Trigonometrical StationNo. 86 to the Ward of St. Ann’s;

On the West by the Ward of St. Ann’s.

(4) Tacarigua Ward comprising all such parts of theCounty of St. George as are bounded—

On the North by the Ward of Blanchisseuse;On the East by a line drawn along the crest of the

ridge running south from the Main ridge of the NorthernRange through Trigonometrical Stations GuacharoNo.170, El Padre No. 168, Cangrejal No. 8 and LaRessource No. 255 till it meets the Arouca River, thenceby the Arouca River to the Eastern Main Road, thenceeastwards by the Eastern Main Road to its junction withthe Mausica Road, thence by the Mausica Road to itsjunction with the Caroni North Bank Road, thence by aline due South to the Caroni River;

On the South by the southern boundary of the County ofSt. George from the point where the last mentioned linemeets the Caroni River to the eastern boundary of the Wardof St. Ann’s;

On the West by the eastern boundary of St. Ann’s Ward.

(5) Arima Ward comprising all such parts of the Countyof St. George as are bounded—

On the North by the Ward of Blanchisseuse;On the East by the eastern boundary of the County of

St. George from Aripo Trigonometrical Station No. 86 tothe junction of the Aripo and Cumuto Rivers;

On the South by the Caroni River;On the West by the eastern boundary of Tacarigua Ward.

(6) San Rafael Ward comprising all such parts of theCounty of St. George as are bounded—

On the North by the Caroni River from its junction withthe Arena River to the junction of the Aripo andCumuto Rivers;

On the East by the eastern boundary of the County ofSt. George from the last mentioned point to the point wherethe Cumuto Road meets the northern boundary of theCentral Range Reserve;

On the South by the northern boundary of the CentralRange Reserve from the last mentioned point to the Countyof Caroni;

On the West from the last mentioned point along thesouthern boundary of the County of St. George to theCaroni River.

5. THE COUNTY OF ST. DAVID shall form a singleWard, which shall bear the name of Toco Ward.

6. THE COUNTY OF CARONI shall be divided into fourWards,which shall bear the names, comprise the areas and besituated within the boundaries following:

(1) Cunupia Ward comprising all such parts of the Countyof Caroni as are bounded—

On the North by the northern boundary of the County ofCaroni from the mouth of the Caroni River to its junctionwith the Arena River;

On the South from the last mentioned point along LaGloria Road to its junction with Todd’s Station Road, thencein a north-easterly direction along the Todd’s Station Roadto the south-eastern corner of the parcel of land containing14 acres 3 roods 36 perches granted to Coyratallee, thencealong the eastern boundary of the said parcel to its north-eastern corner and thence by a line due North to the CunupiaRiver, thence by the Cunupia River to where it crosses theChin Chin Road, thence by that road to its junction withthe Southern Main Road, thence by the Southern Main Roadto its junction with the Cunupia Station Road, thence bythe Cunupia Station Road and the Munroe Road to theCaroni Savannah Road and thence by a line running dueWest to the Sea;

On the West by the Sea.(2) Chaguanas Ward comprising all such parts of the

County of Caroni as are bounded—On the North by the southern boundary of Cunupia Ward;On the East by the Talparo River from the point where it

crosses La Gloria Road to the northern boundary of theCentral Range Reserve;

On the South by the eastern boundary of the County ofCaroni from the Talparo River to boundary pillar No. 4A,thence by the western boundary of the Central RangeReserve to the Mamural Road, thence by the Mamural Roadto its junction with the Caparo River Road, thence by theCaparo River Road to its junction with the Caparo Valley-Brasso Road, thence by the Caparo Valley-Brasso Road toits junction with the Chickland-Caparo Road, thence bythe Chickland-Caparo Road to the top of the ridge on whichArena Trigonometrical Station No. 319 stands, thence bythe said ridge to the Freeport-Todd’s Road, thence by the

(3) Montserrat Ward comprising all such parts of theCounty of Caroni as are bounded—

On the North by the southern boundary of theChaguanas Ward;

On the East by the Central Range Reserve;On the South by the southern boundary of the County of

Caroni from Survey Station I to the junction of the KangaSettlement Road with the Cedar Hill Road;

On the West by the Kanga Settlement Road from thelast mentioned point to its junction with the Indian TrailRoad, thence by the Indian Trail Road to the Rivulet Road,thence by the Rivulet Road to its junction with the MiltonRoad, thence by the Milton Road to its junction with theCouva Main Road, thence by the Couva Main Road to itsjunction with the Calcutta Settlement Road No. 11 andthence by the Calcutta Settlement Road No. 11 and itsextension to the southern boundary of the Chaguanas Ward.

(4) Couva Ward comprising all such parts of the Countyof Caroni as are bounded—

On the North by the Chaguanas Ward;On the East by the western boundary of the

Montserrat Ward;On the South by the southern boundary of the County of

Caroni from the Kanga Settlement Road to the Sea;On the West by the Sea.

7. THE COUNTY OF ST. ANDREW shall be divided intofive Wards, which shall bear the names, comprise the areas and besituated within the boundaries following:

(1) Valencia Ward comprising all such parts of the Countyof St. Andrew as are bounded—

On the North by the northern boundary of the County ofSt. Andrew from the point where the Madamas EasternWatershed meets the Northern Main Ridge to ZenoTrigonometrical Station No. 57;

On the East by the watershed between the Oropoucheand Matura Rivers from Zeno Trigonometrical StationNo. 57 to the northern boundary of the Matura Reserve(proclaimed as Portion 2B of the Northern Range Reserve)thence by the northern and western boundaries of thatreserve to the Melajo River, thence by the Melajo Riverto the Toco Main Road;

On the South by the Toco Main Road from the lastmentioned point to its junction with the Valencia Road,thence by the Valencia Road to its junction with the EasternMain Road and thence by the Eastern Main Road to thepoint where it crosses the Aripo River;

On the West by the western boundary of the County ofSt. Andrew from the last mentioned point to the County ofSt. David.

(2) Matura Ward comprising such parts of the County ofSt. Andrew as are bounded—

On the North by the northern boundary of the County ofSt. Andrew from Zeno Trigonometrical Station No. 57 tothe Sea;

On the East by the Sea;On the South by the Oropouche River from its mouth to

its junction with the Melajo River, and thence by the MelajoRiver to the Toco Main Road;

of St. Andrew as are bounded—On the North by the Eastern Main Road from its junction

with the Guaico-Tamana Road to the Sea;On the East by the Sea;On the South by the southern boundary of the County of

mentioned point to the Eastern Main Road.(5) Tamana Ward comprising all such parts of the County

On the North by the southern boundaries of Couva andMontserrat Wards;

On the East by the eastern boundary of the County ofVictoria from the County of Caroni to the point where thePoole River is crossed by the St. John’s Road;

On the South by the St. John’s Road from the lastmentioned point to its junction with the Pascual Road,thence by the Pascual Road to its junction with the PiparoRoad, thence by the Piparo Road to the Guaracara River,and thence by the Guaracara River to the Sea;

On the West by the Sea.(2) Naparima Ward comprising all such parts of the

County of Victoria as are bounded—On the North by the Guaracara River;On the East by Harmony Hall Road No. 16 from where

it crosses the Guaracara River till it meets the Guaracara-Tabaquite Road, thence by the Guaracara-Tabaquite Roadto Reform Road, thence by Reform Road to the Naparima-Mayaro Road, thence by the Naparima-Mayaro Road tothe Malgretout Road, thence by the Malgretout Road tothe Manahambre Road, thence by the Manahambre Roadto the Woodford Dale Trace, thence by the Woodford DaleTrace to the Cipero Road, thence by the Cipero Road to itsjunction with the Ste. On the South from the last-mentioned point by a linealong the southern boundaries of the lands granted to LouisSamberry, Susannah Groce, Sewnarain Mahradge, Nickie,Ramjeelal, Gildee, and Johnville Simon to the Poui Road,thence along the Poui Road to its junction with the GunnessTrace, thence along the Gunness Trace to its junction withthe Rochard Douglas Road, thence along the said RochardDouglas Road till it meets the eastern boundary of theNaparima Ward;

(4) Ortoire Ward comprising all such parts of the Countyof Victoria as are bounded—

On the North by the Poole River from where it is crossedby the Torrib-Tabaquite Road to its intersection with a linedrawn northwards from the north-eastern corner of Cat’sHill Reserve;

On the East by a line running South from the intersectionlast mentioned above to the north-eastern corner of Cat’sHill Reserve, and thence by the eastern boundary of Cat’sHill Reserve to the south-eastern corner thereof;

9. THE COUNTY OF NARIVA shall be divided into twoWards, which shall bear the names, comprise the areas and besituated within the boundaries following:

(1) Charuma Ward comprising all such parts of the Countyof Nariva as are bounded—

On the North by the northern boundary of the County ofNariva from boundary pillar No. 4A of the Central RangeReserve to the Cunapo Southern Road;

On the East by the Cunapo Southern Road from the last-mentioned point to its junction with the Naparima-MayaroRoad, thence by the Naparima-Mayaro Road to its junctionwith the Rio Claro-Guayaguayare Road and thence by theRio Claro-Guayaguayare Road to the Poole River;

On the South by the Poole River from the last mentionedpoint to the bridge where the Torrib-Tabaquite Road crossesthis river;

Puerto Grande Road, thence by the Puerto Grande Road tothe La Ressource Road, and thence westwards by theLa Ressource Road to the Sea;

On the South by the Sea;On the West by the Sea.

(2) La Brea Ward comprising all such parts of the Countyof St. Patrick as are bounded—

On the North by the Sea;On the East by the Silver Stream from its mouth to the

Gheerahoo Trace, thence by the Gheerahoo Trace to theeastern boundary of the Morne l’Enfer Reserve and thenceby the eastern boundary of the said Reserve to itsintersection with the northern boundary of the Erin Reserve;

12. The President may by Order divide any Ward into divisionsto be known as Quarters, and declare the name by which eachsuch Quarter shall be known.

13. Islands not specifically mentioned as being comprisedwithin any County, Ward or Quarter in this Act or in any Ordermade thereunder shall be deemed for all purposes to be comprisedwithin the County, Ward or Quarter as the case may be, to the seaboundary of which they are nearest measured in a straight line.

14. (1) Where, in or under this Act, a river, road, trace or crestof a range or spur is made the boundary of any County, Ward orQuarter, the boundary shall, subject to the express provisions ofthis Act, be deemed to be a line drawn along the middle of theriver, road, trace or crest.

(2) The President may by Order direct that boundary postsshall be erected on any crest named in the Order, and thereuponthe boundary shall be deemed to be a straight line drawn betweensuch posts.

15. The President may by Order—(a) change the name of any Ward or Quarter;(b) alter the areas comprised within or the boundaries

of any Ward or Quarter;

16. All references in any Act already passed or hereafter to bepassed and in every rule, regulation or bye-law made or hereafterto be made and issued under the authority of any such Act, and inany Order in Council, Proclamation or Order made under lawfulauthority to any County, Ward or Quarter in Trinidad by any namementioned in this Act or conferred under this Act shall be deemedto be to the particular County, Ward or Quarter as the case may be,defined in this Act or in any Order issued under this Act.
