DSR HISTORY
1963 By special legislative action (Chapter 63-534, Laws of Florida, 1963), State
of Florida institutions of higher learning were permitted to create DSR
1964 FSU’s approval to establish a DSR was effective January 1, 1964
Florida’s Divisions Of Sponsored Research
All eleven Florida public universities have a DSR: Florida A&M University, Tallahassee Florida Atlantic University, Boca Raton Florida Gulf Coast University, Fort Myers Florida International University, Miami Florida State University, Tallahassee University of Central Florida, Orlando University of Florida, Gainesville University of North Florida, Jacksonville University of South Florida, Tampa University of West Florida, Pensacola New College of Florida

Creation and Purpose of DSR
Administer and promote programs of research, including sponsored training programs under supervision of University president
Sets policies to promote efficiency and effectiveness of the research programs while producing the maximum benefit for the educational programs and maximum service to the state

Negotiate and Execute Agreements
President (or his or her designee) authorized to: negotiate, enter into, and execute research contracts solicit and accept research grants and donations fix and collect fees, other payments, and donations negotiate, enter into, and execute cost
reimbursement contracts provide temporary financing of cost reimbursement
contracts prior to reimbursement, from moneys on deposit in the Sponsored Research and Development Trust Fund (SRDF), unless prohibited elsewhere by law

Negotiate and Execute Agreements
President Barron has given power of attorney to execute contracts and accept grants and donations to Dr. Gary K. Ostrander, Vice President for Research. Dr. Ostrander has delegated authority for these actions to Dr. Ross Ellington, Associate Vice President for Research, Olivia Pope, Assistant Vice President for Research, Betty Southard, Research Legal Counsel and various staff in Sponsored Research Services.

Provide Working Capital
DSR’s are financed from moneys on deposit or received for use in research or related programs
Funds shall be deposited in a Sponsored Research and Development Trust Fund (SRDTF)

Disbursement of moneys in SRDTF
Must be made in accordance with terms of contract, grant, or donation
F&A and other moneys not required for payment of direct costs shall be applied to the cost of operating DSR
Surplus moneys shall be used to support other research or sponsored training programs in any area of the university

Reporting Requirements
Each university must submit an annual report to the FL Board of Governors regarding activities and estimated budget for next year
The BOG will submit an annual compiled report regarding the University DSRs to the Legislature 90 days before each regular session
Exemptions allowed – general
Operation of DSR and conduct of sponsored research program are expressly exempted from the provisions of any other laws or portions of laws in conflict with provisions of Chapter 1004.22
Exempted from provisions of chapters 215 (Financial Matters: General Provisions), 216 (Planning and Budgeting) and 283 (Public Printing), subject to requirements of subsection (7)

Exemptions allowed - public records
Confidentiality - materials that relate to methods of manufacture or production, potential trade secrets, potentially patentable material, actual trade secrets, business transactions, or proprietary information received, generated, ascertained, or discovered during course of research conducted within the state universities shall be confidential
Exempt from provisions of s. 119.07(1) (Public Records), except that DSR shall make available upon request title and description of research project, name of researcher and amount and source of funding provided for project
ALL REQUESTS FOR INFORMATION FROM OUTSIDE OF UNIVERSITY SHOULD BE REFERRED TO/CLEARED WITH RESEARCH LEGAL COUNSEL

Exemptions allowed - travel
Transportation and per diem expense allowances will be the same as those provided in s. 112.061, F.S.
Personnel performing travel under a sponsored research subcontract may be reimbursed for travel expenses in accordance with provisions of applicable prime contract or grant and travel allowances established by subcontractor, subject to requirements certain sections of F.S. 112

Exemptions allowed - purchases
Must be made in accordance with University policies and procedures
The president or designee may exempt the purchase of material, supplies, equipment, or services for research purposes from the general purchasing requirement of the Florida Statutes if the PI provides a certification that it is necessary for the efficient or expeditious prosecution of a research project

STEP A
The principal investigator (PI) must complete a SRE request form1. Specify the item(s) to be purchased,
vendor and amount
2. Indicate exemption(s) being requested
3. Provide cost or pricing analysis
4. Sign and date

STEP B
Forward SRE request and accompanying documentation (copy of vendor’s quote, cost/price analysis and other relevant documents to support the request) to the Subcontracts Coordinator at SRS

Authorize construction, alteration, or remodeling of buildings with funds derived entirely from SRDTF or partially from SRDTF and partially from non state sources provided use is exclusively in the area of research
Authorizes acquisition of real property when cost is entirely from SRDTF funds.

IFAS, HSC & EIES
Sponsored research programs of Institute of Food and Agricultural Sciences (IFAS), the University of Florida Health Science Center (HSC) and the Engineering and Industrial Experiment Station (EIES) will continue to be centered at University of Florida.
Indirect cost reimbursements of all grants deposited in Division of Sponsored Research will be distributed directly to above units in direct proportion to amounts earned by each unit.

Other Legislative Changes
Florida Statutes were amended in the 2009 legislative session to prohibit any indirect costs on grants from the division of public schools within the Florida Department of Education
