Standards Development Process


Reviews are done every five to seven years Committee Composition

• Committee representation must reflect the educational constituency and have gender and ethnic diversity

• If standards are assessed: Make a formal request to State Board for nominees from their respective board regions

• Ensure at least one representative from each State Board regions

• Ensure Committe representation includes all school levels (Elementary, Middle, High School, and Higher Education

• Inform field of standards review process and request formal nominations for participation

Standards Development Process: Assessed and Model Standards


Select a committee of approximately 25 members• Present committee names to State Board with official notice

of the start of the standards review process with expected timeline for completion

Initial Meeting (face-to-face)• Divide 25 member committee into two committees

Collects all evidence and artifacts related instructional practice protocol (IPP) and student growth measures (SGMs).



Approximately 4500 users crossing 104 districts. Districts may upload custom rubrics to the system. Best browsers seem to be Firefox, Chrome, and

Internet Explorer version 8.0 and above. KEEP2 reports function provides helpful data, EDEN

report data, and student growth data. All data is aggregate and does not include personally identifiable information (PII).

Adopted a permanent policy allowing: Elementary licensed teachers to be assigned

to teach general education PreKindergarten EC licensed teachers to be assigned to teach

Kindergarten


What does this mean for districts? More flexibility in assigning PreK/K Elementary licensed includes K-6 or K-9 Elementary EC licensed means: general education license called

Early Childhood (EC) with grade level EC-EC. (Early Childhood handicapped (ECH) is NOT included)

General education early childhood assignments only – course code 89001

No added level or endorsement to the teacher’s license

Teacher will not be flagged (kicked out) in LPR report


Remember

Teachers with Early Childhood Unified (ECU) at either the Birth-K or the Birth to Grade 3 level:Are already appropriately licensed for PreKindergarten or Kindergarten assignments for both general education and special education

Teams can no longer exist as siloes. How many teams do you have in your school? Is there a clear hierarchy where one team

supports another, or do your teams work independently?


Who was first in KansaSTAR?

99 Priority and Focus Schools Began the new school improvement process in

Fall of 2012. Feedback for Priority and Focus Schools was

critical. KansaSTAR has developed into a tool that

meets the needs of Kansas educators


What the KansaStar Plan Looks Like

Indicator 43 - The Leadership Team serves as a conduit of communication to the faculty and staff.(43) Index Score: 9 (Priority X Opportunity) Current level of development: • With our identified leadership team, we share

information with the entire staff during inservice days and staff meetings. However, we will begin to email staff the agendas and minutes of each leadership team meeting to promote transparency and continue the feedback loop with MTSS. We will also establish a procedure for staff to share ideas or provide feedback to identified leadership team members.


How it will look when fully met: Leadership team members will establish a list of teachers

they are responsible for communicating/receiving feedback from. This information will then be presented to entire leadership team for discussion and decision making. Emails will be copied to principal, AP, and MTSS facilitator for accountability. During leadership team meetings, time will be allotted for members to share feedback from the staff.

Tasks: 1. Team members will create a flow chart of staff

members with whom they will be responsible for communicating information.


On Watch Schools

Next to Join KansaSTAR…


On Watch Schools In the ESEA Flexibility Waiver, “On Watch”

schools are referred to as “Not Making Progress”.

Notification of status is a requirement of Waiver to help districts focus on schools needing additional support before the new improvement cycle begins.


On Watch Schools

Schools were identified as “Focus On Watch”, “Priority On Watch”, or BOTH.

Focus On Watch schools were identified for their GAP AMO.

Priority On Watch schools were identified for the Reducing Non-proficient AMO.

Reason they could be both…


On Watch Schools Districts were given choice for type of Action plan to

submit: school/district format or through KansaSTAR. Those using KansaSTAR were given support to implement

Leadership indicators, followed by choice of indicators, with a goal of one in each of the five areas in KansaSTAR.

Indicators of Effective Practice The principal will monitor curriculum and classroom instruction regularly.

(58) The Leadership Team serves as a conduit of communication to the faculty

and staff. (43) Units of instruction include standards-based objectives and criteria for

mastery. (89) All teachers differentiate assignments (individualize instruction) in

response to individual student performance on pre-tests and other methods of assessment. (116)

The school regularly communicates with parents about its expectations of them and the importance of the curriculum of the home (what parents can do at home to support their children's learning). (1570)

The school implements a tiered instructional system (such as Kansas MTSS) that allows teachers to deliver evidence-based instruction aligned with the individual needs of students across all tiers. (3412)

On Watch Schools

The schools currently “On Watch” will continue in this capacity until new cycle (after 2016 assessments), continuing to update their current plan and goals.

In the next cycle, new schools “On Watch” will all be expected to participate in the KansaSTAR Action Planning and will be given specific support to implement KansaSTAR, along with their plan review.

2015 – 2016 School Year Priority and Focus schools that are already in

the KansaSTAR tool. Any current schoolwide that would like to use

KansaSTAR for school improvement. Any districts or schools that would like to
