Excelsior Correspondent NEW DELHI, Oct 5: Speaking as chief guest at "Jashn e-Usttad" organized by the Ministry of Minority Affairs, Dr Jitendra Singh ,Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, said here today that the Narendra Modi Government believes in empowerment of minorities with dignity. On the occasion,Dr Jitendra Singh also released a "Coffee Table Book" depicting tradi- tional arts and crafts which are integrally linked to the minority communities of India. Union Minister of Minority Affairs Dr Najma Heptulla presided over the function while MoS Minority Affairs, Mukhtar Abbas Naqvi was guest of hon- our. Union Secretary Minority Affairs, Arvind Mayaram was also present. Dr. Jitendra Singh said, the basic Mantra of "Sab Ka Saath, Sab Ka Vikas" put forth by Prime Minister Modi soon after the government took over 16 months ago is symbolic and indicative of an agenda of inclusive growth envisaged by the present government. Dr. Jitendra Singh said, tra- ditional skills like "Papier Mache" of Kashmir, "Chikankari" of Lucknow, embroidery of Varanasi and handicrafts of Northeast have been, over the centuries, carried forward from one generation to another through a combined effort of all sections of Indian society with a notable contribu- tion by the minorities of this country. Therefore, these skills richly deserve to be projected as the identities of the nation as a whole and the present initia- tive under Dr. Najma Heptulla has commendably achieved this purpose, he added. The hallmark of the Modi government, Dr Jitendra Singh said, is that on the one hand, it could conceive and execute public welfare schemes like "Jan Dhan Yojana" which target the lowest of the lowest strata of society thus living up to Deendayal Upadhyay's concept of "Antyodaya", while on the other hand, it has made a con- scious effort to promote skill development in all sections of society including the minorities thus making them proud partic- ipants in the "Make in India" mission. Dr. Jitendra Singh said, the present initiative taken by the Ministry of Minority Affairs is an innovative attempt to amal- gamate the present govern- ment's "Make in India" and "Skill Development" pro- grammes into the intrinsic chord of nation's growth and transform them into means of providing self-esteem even to those sections of society which might have, during the earlier regimes, felt neglected or ignored. Earlier, Union Minister Dr. Najma Heptulla, while wel- coming the dignitaries, appreci- ated the enthusiastic response of public to the two-day exhibi- tion cum fare beginning today. Najma Heptulla referred to the various achievements of her Ministry during the first year of the government. These, she said, included MANAS (Maulana Azad National Academy for Skills), an initia- tive for promoting skill devel- opment by imparting training to the minority population. Similarly, on May 14, this year, she referred to the launching of USTTAD (Upgrading the Skills and Training in Traditional Arts / Crafts for Development) at Varanasi which is one of the main hubs of Arts and Crafts associated with the minorities. Another promising scheme titled 'Nai Manzil' was launched by her Ministry in August this year which intends to target school drop-outs, Madarsa-qualified students, etc. for enhancement of their education with skill training, she added. Also present on the occa- sion were noted master crafts- men from all over the country. Excelsior Correspondent SRINAGAR, Oct 5: Minister for Health and Medical Education, ARI & Trainings, Ch. Lal Singh today paid sur- prise visit to NTPHC Harwan, Srinagar, ordering immediate reshuffle of some of the staff members, whose performance was found not satisfactory. The Minister along with Director Health Services, Kashmir, Dr Sumeer Mattoo, Mission Director Family Welfare, Dr Baldev, Director, NHM, Dr Mohan Singh, Drug Controller, Kashmir, Nazir Ahmad paid a surprise visit at the NTPHC, Harwan. The Minister found that most of the doctors and paramedics were without proper hospital dress code. He said disciplinary action would be taken against the doctors and paramedics, who don't follow the guidelines like observing proper dress code while on duty. The Minister took a round of the hospital and asked the Medical Officer and her team to work for the betterment of the healthcare institute. Mr. Singh was informed by the local people that the hospital needs further improvement and demanded upgradation of the hospital. He directed the Director, Health Services, Kashmir to inspect the hospitals on regular basis and try to fix-up the issues on priority. The Minister directed the officials that without the opinion of the Consultants, no junior doctor or medical officer should make referrals. The Ministers has been con- ducting on-spot inspection of various hospitals across the State. Excelsior Correspondent JAMMU, Oct 5: The dis- placed persons (DPs) from Pak occupied Jammu and Kashmir today took out `Sanghrash' rally and staged dharna in the park near the statue of Maharaja Hari Singh at Tawi bridge here today. A large number of displaced persons including women activists under the banner of Jammu and Kashmir PoJK DPs Front-1947, 65 & 71 assembled near Dogra Chowk and then start- ed protest rally towards Tawi bridge. They held strong protest at Maharja Hari Singh park in support of their long pending demands. The agitating displaced persons were carrying banners and placards in hands depicting their demands and shouting slo- gans. Rachhpal Singh Chib, presi- dent of the Front, was leading the protest. The DPs also shouted slogans against Government alleging that it has failed to mitigate the suffer- ings of thousands of displaced families struggling for their rights for the last over six decades. They demanded one time comprehen- sive settlement of the PoJK dis- placed families and alleged that State Government was causing delay in forwarding package to the Union Government. Mr Chib in his address appealed all the bodies of DPs to get united for their common cause. The refugee leader also condemned the role of PRO Jammu for allegedly scuttling the process of implementation of Financial package. The Front delegation led by Mr Chib also submitted a memo- randum to Divisional Commi- ssioner Jammu for enhancing the relief package against each com- ponent of the Relief Package sanctioned by the Government of India from Rs 25,000 to Rs 6 lakhs against each sub-compo- nent. They further alleged that Provincial Rehabilitation Officer Jammu was causing hurdles in the process of implementation of Financial package sanctioned by Govt of India vide No. 33/2/47 settlement Vol. IV, dated August 9, 2000. They also alleged the PRO had initiated the process of provid- ing compensation against defi- ciency of land during October 2013 but no notification was issued in this regard asking DPs to submit their claims. The applica- tions were taken through touts and many deserving people were left out. He demanded that the left out DP families be registered without any delay, ownership rights to the DPs of 1947, 65 and 71 be given to all residing in Kathua, Samba, Jammu and other parts of the region. He also sought reservation for the DP youth in professional and other colleges and institutes besides universities and in Govt jobs. The meeting was attended by Deputy Commissioner, Jammu Simrandeep Singh, Director ERA, Jammu R K Raina, Director Agriculture, Jammu S S Jamwal, Director Tourism, Jammu R K Varma, Director Industries, Jammu Dr A Rashid and other officers of the concerned depart- ments. The Divisional Commi-ssion- er took a detailed review of the status of the mega projects includ- ing multi-tier parking at Bus Stand, Seed Multiplication Centre at Chakrohi, Industrial Estate, New Legislative Complex, Develo-pment of Tawi river front, Sidhra Golf Course, moderniza- tion of Raghunath Bazar, restora- tion of Mubarak Mandi Heritage complex, modernization of Ranbir canal, Jammu Sewerage Project, Chenab Water Supply project, four-laning of Satwari- Kunjwani road, restoration work on fourth Tawi bridge, Jammu Ropeway project and works taken up under R-APDRP in Jammu. Taking the review of the restoration process of Royal Mubarak Mandi complex, the Divisional Commissioner direct- ed the officers of Jammu Development Authority to identi- fy land for construction of perma- nent unit of Archaeological Survey of India (ASI). "Having a permanent office of ASI will help to expedite the pace of restoration work in the Mubarak Mandi Heritage Complex", he added. He also directed the tourism authorities to develop a thematic 'light & sound' show on the history of Dogras, which would be an important fea- ture of the upcoming heritage complex and an added tourist attraction. He asked the Tourism Department to consult the Department of History, University of Jammu for developing the theme and content of the show. Stressing on the need for keeping the surroundings of his- torical complex clean, the Divisional Commissioner asked Jammu Municipal Corporation (JMC) to carry out a cleanliness drive at the Heritage Complex in collaboration with Tourism Department. Reviewing the status of Sidhra Golf Course, the Divisional Commissioner was informed that the second phase of upgradation of 18-hole golf course along with club building and other ancillary works are in full swing and will be completed in the current financial year. The meeting also reviewed the progress of construction of New Legislative Complex. The Divisional Commissioner sought detailed report on status of differ- ent components of work. Regarding the construction of Jammu Ropeway project, the Divisional Commissioner direct- ed the concerned officers to devel- op a parking space near the Upper terminal for the convenience of the tourists. The Divisional Commi-ssion- er emphasized on the need for adopting professional approach while executing various develop- mental projects and cautioned the concerned departments against delay in meeting the deadline. PoJK DPs holding `Sanghrash' rally at Maharaja Hari Singh Park near Tawi bridge in Jammu on Monday. -Excelsior/ Rakesh Five more cases of Dengue surface Excelsior Correspondent JAMMU, Oct 5: Five more people were today found posi- tive for Dengue virus taking the total number of people affected with this vector-borne disease in Jammu region to 33. According to BS Pathania, Director Health Jammu, Five more people including a 1-year- old child has been found posi- tive for Dengue virus. He said all the five affected persons are under the age group of 1-14 years. He said out of these five per- sons, three belong to Jammu dis- trict while one each belongs to Udhampur and Kathua districts. "With these five fresh cases of Dengue, the total number of patients affected with this vec- tor-borne disease has reached 33", he added. He further disclosed that till today blood samples of 274 per- sons having Dengue like symp- toms were tested for Dengue virus out of which 33 were found to be positive for Dengue virus. Dr Pathania further said that out of these 33 Dengue patients none was serious. However, majority of the patients returned their home after successful treat- ment at various hospitals in Jammu Province and only some of them are under treatment. PSC declares KCS Judicial, KAS Prelims results Excelsior Correspondent SRINAGAR, Oct 5: J&K Public Service Commission today declared the result of Jammu and Kashmir Civil Service (Judicial) (Preliminary) Examination - 2013 and J&K Combined Competitive (Preliminary) Examination - 2014. These examinations were held at Srinagar and Jammu wherein 1432 and 12145 candi- dates appeared respectively against 2029 and 20180 candi- dates who had applied for these examinations. Secretary J&K Public Service Commission, Shakeelul Rehman, while elaborating said that the Commission had adver- tised 12 posts of Civil Service (Judicial) and 51 posts of Combined Competitive Services. In response 2029 can- didates had applied for Judicial Examination and 20180 for Combined Competitive Examination. Similarly, in respect of CCE- 2014, 12145 appeared as against 20180 registered. The Screening Test was conducted on August 16, 2015 for KCS (Judicial) and on August 30,2015 in respect CCE-14. The Commission first time in its history has amended the rules to make a provision for notification of key before the declaration of the result. The cut of merit for Civil Service (Judicial) Examination- 2013 was fixed at 67.156 points while as for Combined Competitive (Preliminary) Examination-2014 it was fixed at 318.204 points. It was further decided that the Main Examinations of the service will be conducted in December, 2015 for Judicial and 23rd November, 2015 for CCE . The Commission has recent- ly also approved harmonization of Combined Competitive Examination scheme bringing it in tune with the CSAT of the UPSC with a recommendation to the Government that the same may be made effective from 1st January, 2016. World Habitat Day celebrated by Institution of Engineers Excelsior Correspondent JAMMU, Oct 5: The World Habitat Day was celebrated by Institution of Engineers (India), Local Centre Jammu here today. On the occasion, a seminar on the Theme topic “Public Spaces for All” was organized in which engineers and other dignitaries from different departments and organizations participated. Er Vinod Malhotra, Former Development Commissioner, Town Planning, Jammu was the chief guest and Er HC Jerath, FIE Chairman, Jammu Local Centre presided over the function. At the outset, Er Jerath high- lighted the importance of the day to the gathering. On this occasion six papers were presented on the theme topic by Er SC Thukral, Er PK Nanda, Er BL Rawal, Er Sewa Ram, Er Vijay Kumar Sharma and Er Rajesh Kumar Angural. All the speakers discussed the burning issues in and around Jammu City like Traffic Management, Planning of Housing Schemes, scarcity of land in planning housing schemes and development and maintenance of green belts. It was also proposed to go in for the Multi Storied Parkings at Shalimar Road & Gandhi Nagar Gole Market where vacant places are already avail- able. It was also proposed to have open spaces in all urban areas in an around Jammu city where children and people of all age groups can frequent to enjoy the environs of nature which otherwise they are presently devoid of due to increas- ing congestion in urban areas resulting into their adopting the menace of technological indoor addictions like Face book, Whatsapp etc. in order to over- come the scarcity of land the con- cept of land pooling was also advocated by one of the speakers. The speakers also appealed the agencies regulating the traffic to be more strict and general public to park their vehicles at the appro- priate places. Er Vinod Malhotra in his con- cluding address informed the house that as per norms 18 per cent of the city area should be earmarked for roads network where as in the case of Jammu city it is only 8 per cent He requested all the stakeholders to plan the future growth of Jammu city in such a way that chaotic situ- ation in future is avoided lest public spaces will be a dream for Jammuites. He also advocated for separate hawking areas in Jammu so that unnecessary encroachment done by hawkers everywhere can be avoided thereby creating public spaces for all. Er Mohinder Singh, Honorary Secretary of Jammu Local Centre conducted the proceeding of the function and delivered vote of thanks. 739 kanals forest land retrieved from encroachers Excelsior Correspondent JAMMU, Oct 5: Forest Department retrieved 739 kanals forest land from the encroachers in Doda, Kishtwar and Batote Forest Divisions. Continuing its drive to evict encroachments (old and new) from forests in Doda Forest Division, a joint team of forest officials of Territorial and Protection force wing of Doda Forest Division, led by the Divisional Forest Officer Doda, Abhijeet Joshi and Deputy Director Forest Protection Force Ravinder Singh under the supervi- sion of MP Dogra, Conservator of Forests Chenab Circle Doda, retrieved 273 kanals of forest land from encroachers. According to reports the evic- tion drive was carried out simulta- neously in two blocks i.e Block Bhart and Block Kulhand of Kuntwara Range. In Bhart Block, 28 kanals of encroached forest land was retrieved from clutches of six encroachers in compartment 58 of Kuntwara Range. The second drive was conduct- ed in Kulhand Block in compart- ments 62, 63, 67 and 68 and dur- ing these operation, 245 kanals of old encroachments were evicted. During the operation, kacha structures in the form of kothas were dismantled on the spot, brushwood fencing and agricultur- al crops were destroyed. Action warranted under the provisions of J&K Forest Act was initiated against the encroachers. Meanwhile, Forest officials team of Kishtwar Forest Division led by Range Officer, Paddar removed 50 kanals of encroach- ment over Forest land in Forest Compartment 16/Paddar near vil- lage Gandhari-Paddar and 4 kanals in Compartment 34/Paddar at village Atholi-Paddar and also dismantled some old "Kothas" on the spot. The entire operation was car- ried under close supervision of Conservator of Forests, Chenab Circle, Doda and Divisional Forest Officer, Kishtwar. In another incident, Batote Forest Division from September 28 to till today carried out an encroachment eviction drive with field staff under the supervision of MP Dogra, Conservator of Forests, Chenab Circle, Doda, Zahid Moghal. A total 412 kanals of forest land was retrieved from the clutches of 50 encroachers. The 125 kanals was retrieved from eleven encroachers in Gandri Forest Range, Forest Compa- rtment 64/ Gandri, 175 Kanals from nine encroachers in Batote Forest Range, Forest Compar- tment 40/Balout and 122 Kanals from thirty encroachers in Marmat Forest Range, Forest Compar- tment 33-35/Behota Marmat. Three illegal structures were also demolished by Range Officer Batote during the eviction process. The brushwood fencing and crop sown in the area reported destr- oyed on spot. Div Com discusses arrangements for Amarnath Yatra 2016 Excelsior Correspondent SRINAGAR, Oct 5: Divisional Commissioner, Kashmir, Dr. Asgar Samoon chaired a meeting today to discuss arrange- ments for Amarnath Yatra 2016. The Divisional Commissioner Kashmir assured the Amarnath Shrine Board officials of proper arrangements and facilities for the smooth conduct of 2016 Amarnath Yatra. He said that Cooperative Department shops would be established at each Yatra stop so that Yatris are provided essentials on rea- sonable rates. Chief Executive Officer, Amarnath Shrine Board, P.K. Tripathi, Deputy Commissioner Ganderbal, SSP Anantnag, Registrar Cooperatives and other officers attended the meeting. CAPD fixes dengue test rates Excelsior Correspondent JAMMU, Oct 5: Department of Consumers and Public Distribution has fixed uniforms rates for dengue tests in Samba district. The residents have been informed that the charges have been fixed as Rs.600 for EUSA (NSI) Antigus test, Rs.630 for IgM and Rs.630 for IgG tests. Vikramaditya inspects work in Dharmarth Trust temples Excelsior Correspondent SRINAGAR, Oct 5: Vikra- maditya Singh, MLC and Trustee, J&K Dharmarth Trust, today visit- ed the historical Shankaracharya Temple in Srinagar along with team of officers of Trust, per- formed Pooja-Archna and inspect- ed the development works going on there. Singh also gave on spot instruc- tions to the staff for speedy works and ensures quality as per specifi- cations. Health Minister pays surprise visit, orders reshuffle of erring officials Forest officials removing encroachments in Doda forest divi- sion. -Excelsior/ Tilak Raj Wani asks Govt to formulate policy for regularization of employees Excelsior Correspondent SRINAGAR, Oct 5: JCC leader and EJAC president, Abdul Qayoom Wani today asked the Government to for- mulate a solid policy for regu- larization of the temporary employees and also warned that any attempt of adopting oppressive measures against these employees, who are sit- ting on hunger strike, shall have serious repercussions. Mr Wani was addressing in a one- day session of executive body of EJAC, convened here today under his chairmanships. The session lambasted the Government for its alleged delaying tactics with regard to the regularization of all the 60,000 Temporary, Causal and Daily Wagers of all the three Regions of the State. The ses- sion observed that non serious attitude of the Government has forced temporary employees to go for hunger strike and their health condition was getting deteriorated day by day. The session appealed the State Chief Minister, Finance Minister and Chief Secretary to resolve this serious and human issue by formulating a solid policy for the regulariza- tion. The session also expressed deep concern on the continu- ous hunger strike of NYC Volunteers and termed it as an eye opener for the Government, which should resolve the issue at the earliest. At the end of the session, a delegation of EJAC, led by Qayoom Wani, visited Partap Park and expressed solidarity with the employees sitting on hunger strike there. Mr. Singh was informed bythe local people that the hospitalneeds further improvement anddemanded upgradation of thehospital. He directed theDirector, Health Services,Kashmir to inspect the hospitalson regular basis and try to fix-upthe issues on priority.

The Minister directed theofficials that without the opinionof the Consultants, no juniordoctor or medical officer shouldmake referrals.

The Ministers has been con-ducting on-spot inspection ofvarious hospitals across theState.

JAMMU, Oct 5: The dis-placed persons (DPs) from Pakoccupied Jammu and Kashmirtoday took out `Sanghrash' rallyand staged dharna in the park nearthe statue of Maharaja Hari Singh

at Tawi bridge here today.A large number of displaced

persons including womenactivists under the banner ofJammu and Kashmir PoJK DPsFront-1947, 65 & 71 assemblednear Dogra Chowk and then start-ed protest rally towards Tawibridge. They held strong protestat Maharja Hari Singh park insupport of their long pendingdemands. The agitating displacedpersons were carrying bannersand placards in hands depictingtheir demands and shouting slo-gans.

Rachhpal Singh Chib, presi-dent of the Front, was leading theprotest.

The DPs also shouted slogansagainst Government alleging thatit has failed to mitigate the suffer-ings of thousands of displacedfamilies struggling for their rightsfor the last over six decades. Theydemanded one time comprehen-sive settlement of the PoJK dis-placed families and alleged thatState Government was causingdelay in forwarding package tothe Union Government.

Mr Chib in his addressappealed all the bodies of DPs toget united for their commoncause. The refugee leader alsocondemned the role of PROJammu for allegedly scuttling theprocess of implementation of

Financial package. The Front delegation led by

Mr Chib also submitted a memo-randum to Divisional Commi-ssioner Jammu for enhancing therelief package against each com-ponent of the Relief Packagesanctioned by the Government ofIndia from Rs 25,000 to Rs 6lakhs against each sub-compo-nent.

They further alleged thatProvincial Rehabilitation OfficerJammu was causing hurdles in theprocess of implementation ofFinancial package sanctioned byGovt of India vide No. 33/2/47settlement Vol. IV, dated August 9,2000. They also alleged the PROhad initiated the process of provid-ing compensation against defi-ciency of land during October2013 but no notification wasissued in this regard asking DPs tosubmit their claims. The applica-tions were taken through touts andmany deserving people were leftout. He demanded that the left outDP families be registered withoutany delay, ownership rights to theDPs of 1947, 65 and 71 be givento all residing in Kathua, Samba,Jammu and other parts of theregion. He also sought reservationfor the DP youth in professionaland other colleges and institutesbesides universities and in Govtjobs.

The Divisional Commi-ssion-er took a detailed review of thestatus of the mega projects includ-ing multi-tier parking at BusStand, Seed Multiplication Centreat Chakrohi, Industrial Estate,New Legislative Complex,Develo-pment of Tawi river front,Sidhra Golf Course, moderniza-tion of Raghunath Bazar, restora-tion of Mubarak Mandi Heritagecomplex, modernization ofRanbir canal, Jammu SewerageProject, Chenab Water Supplyproject, four-laning of Satwari-Kunjwani road, restoration workon fourth Tawi bridge, Jammu

Ropeway project and works takenup under R-APDRP in Jammu.

Taking the review of therestoration process of RoyalMubarak Mandi complex, theDivisional Commissioner direct-ed the officers of JammuDevelopment Authority to identi-

fy land for construction of perma-nent unit of ArchaeologicalSurvey of India (ASI).

"Having a permanent officeof ASI will help to expedite thepace of restoration work in theMubarak Mandi HeritageComplex", he added. He alsodirected the tourism authorities todevelop a thematic 'light & sound'show on the history of Dogras,which would be an important fea-ture of the upcoming heritagecomplex and an added touristattraction.

He asked the TourismDepartment to consult theDepartment of History, Universityof Jammu for developing the themeand content of the show.

Stressing on the need forkeeping the surroundings of his-torical complex clean, theDivisional Commissioner askedJammu Municipal Corporation

(JMC) to carry out a cleanlinessdrive at the Heritage Complex incollaboration with TourismDepartment.

Reviewing the status of SidhraGolf Course, the DivisionalCommissioner was informed thatthe second phase of upgradation

of 18-hole golf course along withclub building and other ancillaryworks are in full swing and will becompleted in the current financialyear.

The meeting also reviewed theprogress of construction of NewLegislative Complex. TheDivisional Commissioner soughtdetailed report on status of differ-ent components of work.

Regarding the construction ofJammu Ropeway project, theDivisional Commissioner direct-ed the concerned officers to devel-op a parking space near the Upperterminal for the convenience ofthe tourists.

The Divisional Commi-ssion-er emphasized on the need foradopting professional approachwhile executing various develop-mental projects and cautioned theconcerned departments againstdelay in meeting the deadline.

Five more cases of Dengue surface

JAMMU, Oct 5: Five morepeople were today found posi-tive for Dengue virus taking thetotal number of people affectedwith this vector-borne disease inJammu region to 33.

According to BS Pathania,Director Health Jammu, Fivemore people including a 1-year-old child has been found posi-tive for Dengue virus. He saidall the five affected persons areunder the age group of 1-14years.

He said out of these five per-sons, three belong to Jammu dis-trict while one each belongs toUdhampur and Kathua districts.

"With these five fresh cases ofDengue, the total number ofpatients affected with this vec-tor-borne disease has reached33", he added.

He further disclosed that tilltoday blood samples of 274 per-sons having Dengue like symp-toms were tested for Denguevirus out of which 33 werefound to be positive for Denguevirus.

Dr Pathania further said thatout of these 33 Dengue patientsnone was serious. However,majority of the patients returnedtheir home after successful treat-ment at various hospitals inJammu Province and only someof them are under treatment.

PSC declares KCS Judicial,KAS Prelims results

SRINAGAR, Oct 5: J&KPublic Service Commissiontoday declared the result ofJammu and Kashmir CivilService (Judicial) (Preliminary)Examination - 2013 and J&KCombined Competitive(Preliminary) Examination -2014.

These examinations wereheld at Srinagar and Jammuwherein 1432 and 12145 candi-dates appeared respectivelyagainst 2029 and 20180 candi-dates who had applied for theseexaminations.

Secretary J&K PublicService Commission, ShakeelulRehman, while elaborating saidthat the Commission had adver-tised 12 posts of Civil Service(Judicial) and 51 posts ofCombined CompetitiveServices. In response 2029 can-didates had applied for JudicialExamination and 20180 forCombined CompetitiveExamination.

Similarly, in respect of CCE-

2014, 12145 appeared as against20180 registered. The ScreeningTest was conducted on August16, 2015 for KCS (Judicial) andon August 30,2015 in respectCCE-14. The Commission firsttime in its history has amendedthe rules to make a provision fornotification of key before thedeclaration of the result.

The cut of merit for CivilService (Judicial) Examination-2013 was fixed at 67.156points while as for CombinedCompetitive (Preliminary)Examination-2014 it was fixedat 318.204 points.

It was further decided thatthe Main Examinations of theservice will be conducted inDecember, 2015 for Judicial and23rd November, 2015 for CCE .

The Commission has recent-ly also approved harmonizationof Combined CompetitiveExamination scheme bringing itin tune with the CSAT of theUPSC with a recommendationto the Government that the samemay be made effective from 1stJanuary, 2016.

739 kanals forest landretrieved from encroachers

JAMMU, Oct 5: ForestDepartment retrieved 739 kanalsforest land from the encroachers inDoda, Kishtwar and Batote ForestDivisions.

Continuing its drive to evictencroachments (old and new)from forests in Doda Forest

Division, a joint team of forestofficials of Territorial andProtection force wing of DodaForest Division, led by theDivisional Forest Officer Doda,Abhijeet Joshi and DeputyDirector Forest Protection ForceRavinder Singh under the supervi-sion of MP Dogra, Conservator ofForests Chenab Circle Doda,retrieved 273 kanals of forest landfrom encroachers.

According to reports the evic-tion drive was carried out simulta-neously in two blocks i.e BlockBhart and Block Kulhand ofKuntwara Range. In Bhart Block,28 kanals of encroached forestland was retrieved from clutchesof six encroachers in compartment58 of Kuntwara Range.

The second drive was conduct-ed in Kulhand Block in compart-ments 62, 63, 67 and 68 and dur-ing these operation, 245 kanals ofold encroachments were evicted.

During the operation, kachastructures in the form of kothaswere dismantled on the spot,brushwood fencing and agricultur-al crops were destroyed.

Action warranted under theprovisions of J&K Forest Act was

initiated against the encroachers.Meanwhile, Forest officials

team of Kishtwar Forest Divisionled by Range Officer, Paddarremoved 50 kanals of encroach-ment over Forest land in ForestCompartment 16/Paddar near vil-lage Gandhari-Paddar and 4kanals in Compartment 34/Paddarat village Atholi-Paddar and also

dismantled some old "Kothas" onthe spot.

The entire operation was car-ried under close supervision ofConservator of Forests, ChenabCircle, Doda and Divisional ForestOfficer, Kishtwar.

In another incident, BatoteForest Division from September28 to till today carried out anencroachment eviction drive withfield staff under the supervision ofMP Dogra, Conservator ofForests, Chenab Circle, Doda,Zahid Moghal. A total 412 kanalsof forest land was retrieved fromthe clutches of 50 encroachers.

The 125 kanals was retrievedfrom eleven encroachers in GandriForest Range, Forest Compa-rtment 64/ Gandri, 175 Kanalsfrom nine encroachers in BatoteForest Range, Forest Compar-tment 40/Balout and 122 Kanalsfrom thirty encroachers in MarmatForest Range, Forest Compar-tment 33-35/Behota Marmat.

Three illegal structures werealso demolished by Range OfficerBatote during the eviction process.The brushwood fencing and cropsown in the area reported destr-oyed on spot.

Wani asks Govt to formulate policyfor regularization of employees

SRINAGAR, Oct 5: JCCleader and EJAC president,Abdul Qayoom Wani todayasked the Government to for-mulate a solid policy for regu-larization of the temporaryemployees and also warnedthat any attempt of adoptingoppressive measures againstthese employees, who are sit-

ting on hunger strike, shallhave serious repercussions.

Mr Wani was addressing ina one- day session of executivebody of EJAC, convened heretoday under his chairmanships.

The session lambasted theGovernment for its allegeddelaying tactics with regard tothe regularization of all the60,000 Temporary, Causal andDaily Wagers of all the threeRegions of the State. The ses-sion observed that non serious

attitude of the Government hasforced temporary employees togo for hunger strike and theirhealth condition was gettingdeteriorated day by day.

The session appealed theState Chief Minister, FinanceMinister and Chief Secretaryto resolve this serious andhuman issue by formulating asolid policy for the regulariza-

tion. The session also expressed

deep concern on the continu-ous hunger strike of NYCVolunteers and termed it as aneye opener for theGovernment, which shouldresolve the issue at the earliest.

At the end of the session, adelegation of EJAC, led byQayoom Wani, visited PartapPark and expressed solidaritywith the employees sitting onhunger strike there.
