ANNUAL ADDRESS TO THE DISTRICT
Mr. Chairman and Officials of Deistrict#9 Development Council;
Present and Past Officials of our Respective Communities;
Traditional Leaders, Chiefs and Elders of our District;
Present and Former Officials of Government;
The Clergy; Members of the Press, Special Guests;
Political and Business Leaders
Youth and Student Organizations;
Fellow Citizens; Distinguished Ladies and Gentlemen;
We must again give praise and thanks to the Almighty God for his guidance and protection of
our lives and our beloved District and its people. We have closed for the Annual Break,
completing the 4th Sitting of the 53rd National Legislature. It is with pleasure to embark on
holding talks with our respective constituents,. In memory of all those who departed this
world before, during and after the entire Ebola crisis in Liberia,. I ask you all to kindly join
me in a moment of silent in memory of all of our departed constituents, may their soul rest in
peace. Thank You…………
Approximately nine (9 ) months ago Fellow Citizens, , we gathered to observe my Session’s
4th Sitting Annual Report. During that ceremony, we called upon the citizenry to be patriotic,
to put District#9 first and to defend the tenets of democracy that are vital to our prosperity.
Thank you all so much for your unflinching supporting and cooperation. We have once again
gathered, in compliance with best practice; to deliver on an Annual Report for 2015. This
report that you have contain my full operational report and a detail itemize data on the status
of my Legislative duties and Personal initiative within the District, on the Progress made and
the challenges faced during the past nine (9) months.
Mr. Chairman and Citizens of District#9; I am please to report to you all, that with the
collaborative efforts, I am receiving on a daily basis District#9 is now on the fine line of
developmental prosperity.

We have laid a strong foundation through establishing friendship with eminent citizens and
foreign partners who have started assisting us in our developmental drive, taking into
consideration the district developmental challenges. Before moving further into this report I
will like to re-echo to all of you that there are many challenges facing the district and they are
as follows: The lack of public toilets, safe drinking waters, poor hygienic environment,
lack of bridges in some major communities’ routes, poor drainages system, lack of
electricity in some parts of the District, lack of community meeting points (Palava Hut),
high rate of unemployment, high rate of high school drop outs due to no income, the
lack of recreational centers and a District #9 administrative office (our own building).
Going beyond that which is required by law, I have vow to sincerely work with all citizens
and inhabitants of District#9 who will make their self available in our quest of bringing
development to our district in meeting these challenges. I will also endeavor to ensure that I
am accessible and accountable to my beloved citizenry by continuously keeping my District
and Capitol Building offices fully functional; just as it has been in time past.
My beloved Citizens, let me remind us that we are all part of something greater, something
more than individuals, community, parties or tribe. We all belong to one big family and that
family is District#9 and we are bound together by a common destiny. I usually say; there is no
community, no society, and no people in human history who have advanced only on the
actions of their leaders. Every successful group of people has attained that success because
each individual member played a role, made a contribution.
District#9 will only move forward on the bases of hard work of its citizens and residents, and
this is the true essence of patriotism, this is the love for our common patrimony, District#9.
As the Representative, I have done all I can to make this possible, and we have not done it
alone. These collaborative efforts are happening presently in District#9. The people, my
people, our people, you the Council Leaders, the Communities Leaders, and my fellow
Citizens, I thank you all for such a unique role play in advancing District#9 development
drive. I like to congratulate all citizens and residents of District#9 for your individual and

collective support; for your criticism and above all for the level of peace and sanity that we
are enjoying. Let me express the hope that we can continue to make tremendous progress
together in consolidating the sanity, advancing our development agenda and bringing
prosperity to our people. The strength of District#9 democratic process will be measured by
the coordination and support we give to each other. Mr. Chairman and Officials of the District
Development Council, Communities Leaders, some of you have been steadfast and
dependable partners in our quest to serve our people. Thank you for your invaluable services
to the district. To all those who serve at the level of the District Anti-Ebola Task Force
headed by the community chairman of Old Matadi Estate Mr. Kemoh Sheriff we want to in
this public manner say thanks for your service to humanity. Thanks for protecting your
communities and the entire district. May God continue to blessed the work of your hands. We
will officially honor all of our Ebola Heroes and Sheroes in our district on Saturday January
2, 2016.
While you read this report it will provide clarity on the work that has been done at the House
of Representatives, issues that are unfolding/unfolded within our district, progress made in
meeting the challenges of the district and a sense of our future direction. I want you to read
carefully, be objective and realistic in analyzing the work done thus far; we look forward to
your comments and suggestions to enable us to become more productive and competitive.

you in promoting the good image of District#9 , thereby endeavoring to make our district
second to none in Montserrado County and by extension the Republic of Liberia.

ABOUT DISTRICT #9District #9, Montserrado County starts from 12 th Street behind A. Glenn School and ends at the
Fish Market/Fofana Yard (both sides of the street to the Atlantic Ocean). The Airstrip separates
District #9 from District #10. The red lines in the district map locate the beginning and the end of
the District.
District #9 consists of 21 official communities and its environs, namely:

OBITUARY OF EMINENT CITIZENS IN DISTRICT# 9
It is often hard to accept the passing away of love ones, but we take solace in the memories of the
role; they played in the life of this district. In the past years, we have lost some of our eminent
citizens may their soul rest in perfect peace.

ABOUT THE LEGISLATURE
The Liberian Legislature is the first of the 3 branches of Government. The Legislature consist of two separate houses which include the Liberian Senate and the Honorable house of Representatives, The official seat of this branch is the Capitol Building. Which is located on Capitol Hill, Monrovia Liberia. The present Legislature is the 53th Legislature it comprised of a 30 member Senate and 73 member Representatives.
The Lawmakers assemble in 'Regular Session' beginning the second working Monday in January each year and adjourn for Annual Break on the 31st day of August of each year.The assemble of the lawmakers in each house is call Plenary. It's the highest decision making body. The works of the Legislature is mainly done through committees which submit report to Plenary for final determination.
The Vice President of the Republic of Liberia is the President and Presiding Officer of the Liberian Senate. The Speaker is the Head and Presiding Officer of the house of Representatives, who subsequently presides over both Houses in a Joint Session, thus making him the ceremonious Head of the Legislature.
THE ROLE OF THE LEGISLATURE
According to the Constitution, the Senate is composed of two Senators elected by the registered voters in every county and for the tenure of nine years, while members of the House of Representatives are elected to serve a 6 years term, by voters of their respective districts.According to Article 34 of the 1986 Constitution of Liberia, the mandate and function of the Representative is in threefold:
Law Making - By this the Legislature is require to formulate Law for the governance of the State. He/she can also repeal the law. Meaning your representatives can change some old things and put some new things in the law that will be in the interest of the people.
Representation - By this, the Legislature articulates the views and aspiration of their constituents. They are the direct representation of the people in the governance process.
Oversight - By this, the Legislature provides check-and- balance in the Government, that is, it receives performance reports from

Committee on Foreign Affairs Hon. Pelham-Youngblood along with her colleagues on this committee were able to reviewed and ratified agreements that are presently being implemented by the Government.
Assistant Secretary General on the IMF/World Bank Legislative Network As Assistant Secretary General on the IMF/World Bank Legislative Network (Liberia Chapter) the member’s responsibility is to monitor World Bank and IMF projects in and around Liberia.

of crisis and recovery sponsored by Cater Center Liberia HE 4 She campaign sponsored by UNwomen. Hope for women international reproductive and breast cancer awareness program. At a 2 days training session collaboration with UNDP on the strengthening women's
capacities to engage lawmakers, political parties, executive and leaders on gender parity and quotas.

Hon. Pelham-Youngblood absence from session for 14 session days which is Tuesdays and Thursdays were all official absent. She was attending to matters concerning the well being of the people of Liberia.

NOT SUPPORTED 1. An Act to Dissolve certain State-Owned Enterprise 2. (Concurrences) On All Provisions Referencing Health of Chapter 30, Ministry of Health
& Social Welfare of the Executive Law, Title 12, Liberian Code of Law Revised are Hereby Repealed and Related Functions and Powers as Provided Under Chapter 30, with Respect to Health are Transferred to the Ministry of Health; And
3. An Act to Amend Chapter 38, Ministry of Gender & Development of the Executive Law to Establish the Ministry of Gender, Children and Social Protection.
4. An Act to Approved the National Budget for Fiscal Period Beginning July 1, 2015 and Ending June 30, 2016 Providing for the Expenditure of the Government of Liberia.
REASONS FOR NOT SUPPORTING THESE ACTS:
Hon. Pelham-Youngblood, could not support the closure of some state owned enterprise like LPMC and others because the documents and logic in convincing her were not strong enough and the drawdown process was still not clear. There were many questions that needed answers that were not included in the essence for giving her support to dissolving them. She also could not concur in amending the executive law to have the portion of Social Welfare taken from the Ministry of Health to the Ministry of Gender because Social Welfare are often health related and the Ministry of Gender is not even functioning as per its mandate it is the Ministry of Gender for both sexes but it is seen as the Ministry for Women and a lot is yet to be done to better the lives of women. Now adding Children Protection when they cannot even protect both genders so Hon. Pelham-Youngblood did not support these amendments.
Finally the passage of this year's national budget was not supported by Hon. Pelham-Youngblood on grounds that the budget needed to be brought to plenary the committee carryout their presentation and opens for discussion but on the contrary and at that point the honorable needed to ask some important questions relating to health, education and security but that chance to debate the budget was not given. Even prior letter to the Speaker recommending increment in the Health, Education, FLY, People Living with Disability and the Security Sector was not acknowledged. Meaning it did not even appear on the agenda by the presiding officer. On this note it was a no to its passage.

Honorable House of Representative to give reasons why he choose to render insult on that August Body.
LEFT OPEN INTENTIONALLY3. The Motion to invite the then Minister of Education to Explain Measures put in place relative
to the Reopening of Schools after the Ebola Crisis.4. The Motion to endorse the Letter and Mandated the Committee on Gender, Health and
National Security to Probe into this Gruesome Act of Statutory Rape and Murder of Little Musu Morris of the Molten Conner Community in the Township of Virginia.

On September 25, 2015 our lawmaker was honored by the Anti Crime Activist (ACA) as Best Legislator of the Year 2015,(Vigilant Leader).

On October 31, 2015 Hon. Pelham-Youngblood was presented a garble by the Head of the Governor Council Ma Musu of Liberia in Clara Town Monrovia, Liberia As Liberia Traditional Baby.
For Her many contribution to the Water, Sanitation and Hygiene (WASH) Sector she has being named as "BABY WASH". Including numerous certificates of honors and appreciations for job well done in this sector.

OVERSIGHT RESPONSIBILITY & ISSUES OF NATIONAL CONCERN
COMMUNICATIONS TO PLENARY
During the period under review and in keeping with her Oversight duties, The following communications were submitted to plenary the Honorable House of Representatives; and all were given serious consideration; meaning the House of Representatives either investigated, Summon where necessary and took appropriate measures in curtailing some of the issues. while others were sent to committee room for due diligence on that particular matter.
1). On November 16, 2014 Hon Munah E. Pelham-Youngblood wrote plenary bringing their attention to what she call Border Security Mismanagement and also Bad Management Practices at the bureau. She said over 231 newly trained and employed immigration officers have not being pay for the past 6 months. Which she believes is a recipe for poor law-enforcement at our entry point. Also to have this number of persons working without pay they can easily comprise the ethics of the bureau. OUTCOME: Her communication was accepted and turned over to the committee National Security and they invited the commissioner and he stated that the information is true but they are currently working on addressing the issue of payment as some have already received their money.
2.) On December 11, 2014, Hon. Pelham-Youngblood wrote a communication seeking the indulgency of the Honorable House to please see reason to mandate the committee on Education to work with all relevant Government Institutions not leaving out the Ministry of Health and all of its stakeholders, local and international partners in coming up with possible modalities that will ensure the reopening of all educational institutions in the Country. In the process of ensuring possible modalities for the reopening of all educational institutions through extensive consultation. She also humbly requested on behalf of the student community that during this process matters concerning grants from international and local

donors under the Ministry of Education budget line, should kindly consider in helping to subsidize 50% of the school fees for both private and Government school students throughout the country. this she believe will help our already struggling parents and self-supported students in this coming academic school year. OUTCOME: This communication was endorsed and turned over to the committee on Education, Ways Means & Finance and Health. The Minister at that time Mrs. Tarpeh came before the committee to present as it was related to Hon. Pelham-Youngblood request, after listening to her, the honorable concluded that the Government was not prepared but the committee sided with the Minister. A portion of the letter was accepted to reopen schools and leaving the issue that had to do with the health measures, stakeholders consultations and even providing subsidies for our students. Rather they created opportunity that they themselves can benefit and not the students by providing money for some teachers thereby releasing the burden from on us as school owners rather in helping the masses.
3.) On December 12, 2014 a letter was written bringing the attention of her colleagues to the Economy as it relate to mandating the Committee on Banking and Currency to work with the Central Bank of Liberia and all relevant stakeholders to officially Mint Coins and supply it on the Liberian Market as our market women and citizens are complaining at all level of the Country. This is the Honorable 2 time writing this communication. During the 3rd sitting which was early 2013 and the communication was endorsed and the communities met with the authorities of the CBL and we where inform that consultation was ongoing with stakeholders but this is too long now something needs to be done. OUTCOME: He communication is currently in committee room.
4.) On December 17, 2014 Hon Pelham-Youngblood wrote a letter to plenary bringing their attention to the Liberia National Police constant brutality that has graduated from the citizens to now members of the 1st Branch of Government. Hon. Munah E Pelham-Youngblood said she was chased and beaten knowingly by 12 ERU/PSU officers upon the direct order of the Operational Assistant to Col. Abraham Kromah (102) Republic of Liberia in person of one Kromah. Who is commonly known as Small Kromah. OUTCOME: This matter was turned over to the House Leadership. The Director of Police was invited he pleaded with the house leadership and when Hon. Pelham-Youngblood was confronted she requested for a written appeal. Since them nothing has being done. This matter the Honorable said she can assure us that it will reappear when they return to session.
5.) On January 23, 2015 Hon Pelham-Youngblood wrote a communication to her colleagues bringing their attention to the issues that are affecting the Paramilitary( Former LNP officers, NSA, Immigration, National Security officers and SSS), Ex-AFL officers, AFL

They delay for till the Former AFL officer wives decided to naked themselves as a means to call their attention. After said incident the speaker setup a committee that he was chairing and the decision was that the veteran bureau should carry out a new vetting process for everyone and make report that can be later submitted to the President for onward implementation.
6.) On January 27, 2015 Communication From Hon. Munah E. Pelham-Youngblood Seeking the Indulgence of the House of Representatives to see Reason to Mandate the Committee on National Defense and Security to Advise Plenary on the Lifting of Curfew in the County. OUTCOME: Her communication was accepted and turned over to the committee on National Security that reported in 1 week and Curfew was lifted.February 10, 2015 A join Communication from Hon. Munah E. Pelham-Youngblood and Hon. Bhofal Chambers District#2 Representative Maryland County soliciting the endorsement of the Honorable House for the Minister of Foreign Affairs and Justice to be invited for a comprehensive report to plenary on the state of affairs of the seven 7 Liberian girls in Lebanon to be repatriated as reported in the In Profile Daily Newspaper. OUTCOM: It was turned over to the committees on Gender, Labor, Foreign Affairs and National Security. The minister of Gender, Labor, Foreign Affairs and Justice were all invited to the house to give clarity on this matter and after such meeting the recommendation was that our Government make sure our young ladies be brought back home and all those involved be prosecuted. The Girls were brought home and the investigation is still ongoing.
7.) On January 28, 2015 Hon. Pelham-Youngblood wrote a communication to the chairman on Education and Plenary after Minister Tarpeh did her presentation in committee room on the level of preparation made for the reopening of school. The Lawmaker decided to caution the committee and plenary (Her Colleagues) by giving them 15 reasons why schools cannot be reopen come February 2, 2015.OUTCOME: Hon. Pelham-Youngblood caution was not taken seriously at the end the school system was close down by the new Minister due TO THESE VERY POINTS HON. PELHAM-YOUNGBLOOD RAISED LATE JANUARY 2015.
8.) In January 2015, a Communication From Hon. Munah E. Pelham-Youngblood Seeking the Indulgence of the House of Representatives to See Reason to Mandate the Liberia Water & Sewer Corporation from Dumping any kind of Waste most especially the Ebola waste in the Densely Populated Fiamah Community Located in District9 Montserrado County which is very dangerous for her people. mandated to stop all matter regarding the Ebola waste that was to be brought in the community to their plant that has already live its usefulness. The matter was turn over to the Committee on Public Utility and Health. The committee members visited the site, invited some members of the affected communities, LWSC and City Hall management to find solution to the issues that were raised. Concluding, some communities leaders accepted to work with the management of LWSC and the City Management in making sure that the issues that were raised are properly addressed. The house committee on Public Utility and Health reported to plenary.
9.) On February 10, 2015 A Communication From Hon. Munah E. Pelham-Youngblood Seeking the Indulgence of the House of Representatives to Invite the Minister of Transport to appear before Plenary to Explain the process it has gone through to arrive at their 5 years Vehicle Registration Plan when in fact our people cannot even afford the 1st 1 year registration fees. Outcome : As a result of our effective oversight the Minister and her team were invited to the capitol by the Committee on Transport and after said meeting the findings were presented to plenary and today we are still managing the 1year motor registration process of which our already struggling masses cannot still afford. They had to go back to previous protocol.
10.) On February 23, 2015 a communication praying on the indulgence of plenary to invite the Commissioner of Immigration and the Minister of Health to give us updates on the safety measures an protocol put in place for all of our borders points as it has being declared open No thermometer, and hand washing stations. OUTCOME: The committee on National Security and Health came before the committee and stated the different measures they are putting in place and they promise to have all Ebola prevention materials available it was just a matter of timing in getting the items on ground.
11.) On July 2, 2015, a communication written by Hon. Pelham-Youngblood praying on the indulgence of her colleagues to please see reason to increase the Family Planning Association of Liberia from $60,000 USD to at least $200,000 to help in educating our adolescent girls and boys of sexual reproductive health in order to minimize Teenage pregnancy and to increase the Federation Of Liberian Youth (FLY) from $75,000 to at least $200,000 USD taking into consideration the given population of young people through our the country the draft amount is too far from success. OUTCOME: That Letter did not even appear on the agenda for discussion. For this reason She did not support the passage of the National Budget for this fiscal year that is presently running.

12). On August 14, 2015 a Communication From Hon. Munah E. Pelham-Youngblood Seeking the Indulgence of the House of Representatives to see Reason to Mandate the Committee on Banking & Currency to Meet With the Central Bank of Liberia and all Relevant Authorities of Commercial Banks to Give Reason(s) for the Shortage of the Five Liberian Dollar-Notes on the Liberian Market. OUTCOME: That communication was turned over to the committee and it is presently in committee room.
13.) On September 2, 2015 Hon Pelham-Youngblood wrote bringing the attention of the August Body that the management of Airlines and Travel Agency in our country is overly charging the citizens of Liberia for no justifiable reasons and it is very unfair. She said day ago she had to purchase a one way ticket from Monrovia to Accra at the rate of $1,350USD from Kenya Airways which is over 100% increment and it is too high. Such pricing is affecting our already suffering business peoples and as such it has become a great worry for me and our already poverty stricken citizenry. Because it we don't intervene now we will soon have things prices running up. Please note international fuel price is still the same no hack in price so why are they ill-treating the Liberian People. She said , Mr. Speaker & Distinguished Colleagues , you will agree with me that even if there is a need for increment 100% increment is totally unfair, unethical and unacceptable. She also pray on the indulgence of the Honorable body to please see reason to mandate the Committee on Transport and Commerce to meet with the Minister of Transport , the Director of the Liberia Civil Aviation Authority including the Minister of Commerce to look into this matter and advice plenary. OUTCOME: That matter was speedily handled as it was also the concern of the ministry of Transport so when contacted by the Honorable House it was an added power to address the situation. Today Ticket is now between $500 to 700USD.
14.) On September 15, 2015 She and Hon. Acaous M. Gray of District 8 Montserrado County, wrote a letter bringing the attention of the August body the situation of a massive flood that taken over some parts of the Country due to the heavy down pull of rain some weeks ago. This disaster has left over thousands of dollars properties destroyed and brought thousands of our already suffering and poverty stricken citizenry within and around Montserrado County homeless. They solicited the indulgence of the Honorable House to work along with the Executive Branch in considering this flood situation, not only a National Disaster but to treat it as a National Emergency Situation that needs our prompt and timely intervention in providing relief supply for our people .OUTCOME: This outcome is a complete disappointment. Because we were from the opposition political party the state decided to denial her people of supply just because opposition lawmaker raised the issue till today nothing has being done but instead the state now have more money to facility

SCHOOLS VISITATIONHon. Pelham-Youngblood visitation to the Len Miller High School Presenting a Trophy, 10 gold medals and a cash prize of $10,000.00LD for defending their title as the District Best Debaters for 2014/2015.Early Morning visitation to the Mary Help of Christian Catholic High School, Calvary Baptist High School and Apostolic Foundation High School as a means to encourage them to stay in school.
DISTIRCT #9 INTER-HIGH SCHOOL MUSICAL COMPETITIONThis event just came to an end on November 12 at the Monrovia Christian Fellowship Center on 9th Street Sinkor as a means of playing on mutual ground. The competition that brought together 14 Schools in the District Organized by the Montserrado County Student Union (District 9 Chapter) was solely sponsor by the Hon. Munah E Pelham-Youngblood Representative District 9. The winner Calavary Baptist High School toke home 45 golden medals, a giant size trophy and a cash prize of $150USD, 1st Runner -up Apostolic Foundation toke home a trophy and cash prize of $100USD while the 2nd Runner-up toke home a trophy and cash prize of $75USD. The winner alone with both parents, school administrators and teachers including the organizers, Judges have being offered additional a dinner night with the Lawmaker. A way of appreciating everyone.

FIRE DISASTERMr. Chairman and Fellow citizens, it is sadden to report with great regret, that during the period under review; dozens of our citizens suffer from series of fire disasters, which subsequently led to few deaths as well as thousands of dollars worth of properties. Benedict Sannoh, Chairman of the Board & Members, Hon Patrick Sandolo Minister Ministry of Lands Mines & Energy and Board Member Liberia Electricity Corporation (LEC), Hon Amara Konneh Minister Ministry of Finance Economic Planning & Development, Hon. Joseph T. Mayah Chief Executive Officer In Charge and Deputy Chief Executive Officer, Hon. Elfreda Stewart Tamba Commissioner General Liberia Revenue Authority (LRA) and the President of the Republic of Liberia Her. Excellency Madam Ellen Johnson-Sirleaf. After our Data Committee Headed by Mr. Lamine Kaba It will interest you to know that we at the level of these 13 communities spend on a monthly basis One Hundred and fifty Three Thousand, Two hundred and Twenty one United States Dollars. ($153,221.00USD) which sum up annually at $1,838,652.00USD. This statistics brought a serious attention to our entire intervention.
ACCESS TO SAFE DRINKING WATEROn September 23, 2015 Hon Munah E. Pelham-Youngblood wrote the management of LWSC requesting for community assessment for the sole purpose of constructing more public pumps for access to safe drinking for her district Members.

On October 25, 2015, Our Honorable wrote the Minister of Health Hon. Bernice informing her that on November 18, 2014, she wrote Madam Mary Broh informing her about the decision that was token at the level of her District in relation to the Ambulance. That she officially donated to her district on October 1, 2014 during the official launch of the District Anti- Ebola Task Force as her personal contribution to the fight against Ebola. After said event, it was turned over to the Government through the Ministry of Health to be use throughout our district and Montserrado County, under the leadership of your predecessor Dr. Walter Gonogallee. The Honorable said Madam Minister, since our Ambulance was given to

the Ministry it has not be use, it has being packed for over 10 months and even during the Ebola Crisis for which we donated it to the Ministry. We also asked that during Post Ebola, it should be use in our district specially at JFK hospital which is in my constituency. Such request was never granted. This action has drawn the attention of the Elder Council, the District Development Council and the entire district. In view of the above, I write by directive of the people of District #9 to officially request to have our Ambulance back, so we can use it at the level of the district and around Montserrado County.
.ROAD INTERVENTION
On January 13, 2015 Hon. Pelham-Youngblood visited the offices of SSF the company responsible for sinkor road construction and ask that they do a detail Road assessment for over 16 communities feeder roads within the district. Such request was honor and the assessment report was submitted and the Honorable Lawmaker the oversight and representation power visited the office of the Minister of Public Works Hon. Gudye Moore and submitted the report to him for onward implementation. A tour with the Minister of Public works in Pending.
NATIONAL HOUSING AUTHORITY AND OLD MATADI ESTATEHon. Pelham-Youngblood was able to advocate on behalf of the people of Old Matadi Estate and New Matadi Estates when the management of NHA started locking and taking down people doors. She was able to lobby with them in given her people time to do their payment.

20TH STREET (PUC), FARAH COMMUNITY, WROTO’S TOWN, AIRFIELD COMMUNITIES & LAKPAZEE WEST POINT AND PUC. Hon. Pelham-Youngblood is still carry out advocacy on the behalf of these communities on the concerns of eviction and demonization. She understand that government can declare eminent domain if government needs the land, but also understand that government must justly and properly compensate the owners. If the matter consists of squatters government must be proper and show responsive attention to these citizens as well.
OIL & GAS STAKEHOLDER MEETINGOn December 5-6 2014 the National Validation Conference on the Draft Petroleum Act and the Draft NOCAL Act 2013. During this meeting Our Honorable represented the people of district9 in making sure that the comments and recommendations from our district round table and stakeholders meeting were included in the final documentation.
SECURITY INTERVENTIONOn August 13, 2015 a communication was written by Hon. Pelham-Youngblood to the Commander of the Silam Depot requesting for a meeting to reacquaint with the new leadership of the depot and most importantly discuss matters pertaining the District Security. As the people of District 9 are now living in consistent harassment. The meeting was held and we are now asking all communities to setup their watch teams submitting the names to the district office to be forwarded to the police for character vetting.

The lack of committed teachers in helping to run and administer the affairs of the Vocational school that I got accredited by Government to run in order to help the young people of the district.
Hon Pelham-Youngblood Prospect
I wish that the Liberia Electricity Corporation can perform her statutory duty in fully electrifying our entire District before the end of 2014.
I also wish that the Ministry of Public Works can perform her statutory duty in solving the major damage roads problems, poor Drainage system and the construction of modern bridges in our entire District before the end of 2015.
I wish that the Government through her PRS will provide Jobs for the Unemployed youths and Adults in the district. I wish I can be of great help to this prospect.
I wish that the vocational and technical capacity of our people can be developed through a long range human development program.
I wish that these multi-million dollars companies in our district can employed over 10,000 unemployed skill persons in our district and where i can also encourage possible investor to visit Liberia.
