Introduction
TheoverarchingrecommendationsforbalancingenrollmentacrossPortlandPublic
Schoolsthatareincludedinthisproposalare:
• ShifttheschooldistrictgradeconfigurationfromamixtureofK-8,K-5andmiddle
schoolstoapredominantlyK-5andmiddleschoolmodelovertime,and
• Makespecificboundaryadjustmentsthatrelieveovercrowdingoraddressunder-
enrollmentandstrengthenprogramsacrossthedistrict.
Thisproposalalsolookstomaximizeouruseofexistingfacilities,identifyopportunitiesfor
expansioninthefuturetoaccommodategrowth,andestablishanongoingprocessto
reviewenrollmentandmakeadjustmentstobalanceenrollmentacrossschoolswhen
needed.

ContextforEnrollmentBalancing
PriorGradeRe-Configuration
In2006-07,theconversionofsomeK-5sandmiddleschoolstoK-8swascarriedoutina
contextofdecliningenrollmentanddecliningresources.Theconversion
disproportionatelyimpactedschoolsontheeastsideoftheriver,leavingthewestsideof
theriverwithapredominatelyK-5andmiddleschoolgradeconfiguration,andtheeast
sideoftheriverwithamixofK-8sandK-5/middleschoolconfigurations,and
correspondingvariabilityinprogramofferingsacrossthedistrict.
Accordingly,thissetofrecommendationsforbalancingenrollmentincludeasignificant
numberofgradereconfigurationsontheeastsideoftheriver,andboundarychangeson
thewestsideoftherivertoaddressover-crowding,under-enrollmentandstrengthenour
abilitytoofferequitablestrongprogramsacrossthecity.
HighSchoolSystemDesign
Thisenrollmentbalancingprocesshasfocusedoncreatingequityofprogramacrossgrades
Kthrough8,continuingworkthatPPSbeganin2008withtheHighSchoolSystemDesign
processtoaddresssimilarissuesofsystemicinequityacrossourhighschools.
In2010,thePortlandSchoolBoardapprovedchangesinPortlandhighschoolsthat
establishedacoreacademicprogramatcomprehensivehighschools;endorsedchangesto
promoteenrollmentparityandstabilityathighschools;andreducedthenumberof
neighborhoodhighschoolcampusesinordertoconsolidatestudentsinfewerschoolsand
strengthenprogramofferings.Thisprovidedafoundationforincreasedaccessto
opportunityandsuccessforhighschoolsstudents.Fiveyearslater,weareseeingresults:
thePPSfouryeargraduationratehasincreased21percentagepoints–from53%to74%,
andisnowcomparabletothestateasawhole.Strengtheningtheprogramsthatprepare
ourmiddlegradesstudentsforhighschoolwillacceleratethisprogress.

OpportunityofCurrentContext
Aswebeganthisenrollmentbalancingprocess,thereweresignificantchangesinthe
contextwewereoperatingin.Itwasbecomingclearthatrecentenrollmentgrowthwas
nowasteadytrend.Demographershadbegunprojectingthatthegrowthwouldcontinue
forthenextdecadeandbeyond.Andtheeconomyandfundingforschoolswasbeginningto
improve,particularlyinPortlandthankstovoters’renewalofthelocaloptionlevyamida
reinvigoratedlocaleconomy.
Thesefactorscombinedtocreateanopportunity:balancingenrollmentnolongermeant
whatithadforthepastseveraldecades-closingandconsolidatingschools.Itnowmeant
managinggrowth,openingschools,expandingprogramsandhavingtheopportunityto
analyzeandthinkcarefullyabouthowwearedeliveringprogramstostudents–andhowto
dothatbetter-ineveryneighborhood.

CommunityInvolvementinEnrollmentBalancing
CommunityRequestforaDistrict-WideApproach
Asadistrict,PortlandPublicSchoolhashistoricallyapproachedunder-enrollmentand
over-crowdinginourschoolsthroughanenrollmentbalancingprocesswithinindividual
clusterfeederpatterns,withtheintentionofsupportingstrongacademicprogramsatall
schools.Duringacluster-specificenrollmentbalancingprocess,potentialscenarioswould
invariablyemergethatinvolvedschoolsinadjacentclusters.
Effortstobalanceenrollmenthavebeenfurtherimpactedbythedistrict’stransferpolicy
that,overtime,accelerateddwindlingenrollmentatanumberofschools,reducing
programofferings.
Threeyearsago,anenrollmentbalancingprocessintheJeffersonClusterunderscored
thesefactors.Itwasevidentthatlookingatjustoneclusterofschoolsartificiallylimited
optionsforbalancingenrollment,didnottakeintoaccountthenegativeimpactof
enrollmentandtransferpoliciesonJeffersonclusterschoolsinparticular,continueda
patternoftheJeffersonclusterbeingdisproportionatelyimpactedbyclosures,
reconfigurationsandredesigns,andprecludedamorethoughtful,district-wide
perspective.
TheJeffersoncommunitymadearequestforthedistricttolookatenrollmentbalancing
andboundaryreviewwithadistrict-wideapproach–somethingPPShadnotpreviously
undertaken.
TheBoardaffirmedthisrequestinFebruary,2013inResolution4718withthedirectionto
firstaddresspoliciesonenrollmentandtransfer,andthentoconductadistrict-wide
reviewofboundariesandstrategiesforbalancingenrollmentandachargetoalignboth
withtheRacialEducationalEquityPolicy.

StakeholderLeadershipandProcessforEngagingCommunity
AftertheBoardpassedResolution4718,PPSembarkedonthefollowingcoursesofaction:
• ConvenedtheSuperintendent’sAdvisoryCommitteeonEnrollment&Transfer
(SACET),adiversegroupofparents,communitymembersandsubjectmatter
experts,tostudythePPStransferpolicyandmakerecommendationsforhowto
alignitwiththePPSRacialEducationalEquityPolicy.Theschoolboardapproved
finalrecommendationsinJanuary2015forendingtheuseofthelotteryfor
neighborhood-to-neighborhoodtransfers.Familieswhowishfortheirchildto
attendanotherneighborhoodschoolmustnowmakeacaseinapetition.The
revisedpolicyalsogavepreferenceinthelotterytofamilieseligibleforfreeand
reducedmeals.
• PartneredwiththeCenterforPublicServiceatPortlandStateUniversitytodesigna
processforreviewingboundariesdistrict-wide.
• ConvenedtheDistrict-wideBoundaryReviewAdvisoryCommittee(DBRAC),a
diversegroupofparents,communitymembersandsubjectmatterexpertsto
analyzeourenrollmentandprogramsandmakerecommendationsforbalancing
enrollmentacrossschools.Theyweregiventhechargeofmakingrecommendations
toalignthisprocesswiththeRacialEducationalEquityPolicy.
• CollaboratedwiththeCenterforPublicServiceatPortlandStatetodevelopand
conductthePPS2025Survey,utilizingthefeedbackofmorethan4,000Portland
residentstoidentifythevaluesthatshouldframetheprocess.
AligningwiththePPSRacialEducationalEquityPolicy
TheDistrict-wideBoundaryReviewAdvisoryCommittee(DBRAC)createdaValues
Framework(seeaddendum)forenrollmentbalancingthatalignedwiththeRacial
EducationalEquityPolicy.ThepolicyhadbeendevelopedinpartnershipwiththeCoalition
ofCommunitiesofColorandanumberofourculturallyspecificpartnerorganizationsand
adoptedbythePortlandSchoolBoardin2011.Thepolicyreads,inpart:
“…PortlandPublicSchools’historic,persistentachievementgapbetweenWhitestudents
andstudentsofcolorisunacceptable.Whileeffortshavebeenmadetoaddressthe

inequitiesbetweenWhitestudentsandstudentsofcolor,theseeffortshavebeenlargely
unsuccessful…Closingthisachievementgapwhileraisingachievementforallstudentsis
thetoppriorityoftheBoardofEducation,theSuperintendentandalldistrictstaff.Race
mustceasetobeapredictorofstudentachievementandsuccess…
TheDistrictshallprovideeverystudentwithequitableaccesstohighqualityand
culturallyrelevantinstruction,curriculum,support,facilitiesandothereducational
resources,evenwhenthismeansdifferentiatingresourcestoaccomplishthisgoal.”
Thevaluesframeworkhasguidedthedevelopmentofscenariosforbalancingenrollment
andprovidesatouchstonewhendecisionsaredifficultorpoliticallyunpopular.
EngagingtheCommunity
Overthecourseof37DBRACmeetings,and22communitymeetingsfromNovember
throughMarch,stakeholdersshapedacross-school,cross-towndialogue.
Thousandsofparents,grandparents,students,teachersandcommunitymembersturned
outforcommunitymeetings,gavepubliccommentatDBRACandschoolboardmeetings,
emailedtheirfeedbackthroughPPSGROWS.com,andparticipatedinFacebookorTwitter
TownHalls.
Adiversegroupofcommunityorganizationsjoinedusaspartnerstoengagethe
community:

DBRACRecommendationstotheSuperintendent
TheDistrict-wideBoundaryReviewAdvisoryCommittee(DBRAC)formallypresentedtheir
recommendationstomeonFebruary9,2016.Usingtheserecommendations,Iconducted
two,communitylisteningsessionsandthenputforthaSuperintendent’sScenarioon
March9.Wethenconductedtwomorelisteningsessionsandconsideredwrittenfeedback
toinformtherecommendationsIamdeliveringtotheboardtodayfortheirconsideration.
Muchofthisproposalisaframeworkforchangethatisintendedtooccuroveranumberof
yearsandthatwillrequireadditionalcommunityparticipationtoinformbothfinal
decisionmakingandplanning.However,therearesomeelementsofthisproposalthat
needimmediateactionbytheboardinordertoimplementbyFall2016.Iftheboard
decidestheyneedmoretimetodeliberateonthosechanges,thetimelineswouldbe
necessarilyadjustedtobeginimplementationin2017.
ImpactofCommunityFeedback
Sincethe2006-07gradere-configurationconversionoccurred,thecommunityhas
consistentlyvoicedthetensionbetweentheK-8andmiddleschoolmodels.InthePPS
2025SurveyconductedinSpring2015,aclearmajorityofthemorethan4,000
respondentssaidtheyfavoredasystemofK-5sandmiddleschoolsoverK-8sinorderto
provideawiderrangeofofferingstostudents.
DuringtheDBRACdiscussionsaswellasthecommunitylisteningsessions,therewere
compellingcasesmadeaboutboththevalueoftheK-8modelandthedesireforthe
breadthofofferingsavailableinamiddleschoolmodel.
ManyK-8schoolcommunitiestalkedabouttheimportanceofrelationshipbuildingwith
thestaffovertime,thesenseofstudentsandfamiliesbeingknown,fewertransitionsfor
studentsandforfamiliesandthesupportivenessoftheconfigurationforfamilieswith
morethanonechildinregardstotransportation,schoolinvolvementandasenseofsafety.
Manyparents,teachersandprincipalsclearlyarticulatedtheneedformiddlegrade
programsthatpreparestudentsforhighschool,justasthefocusofourhighschoolsisto
preparestudentsforcollegeandcareer.Thesestakeholdersfavoredthemiddleschool

modelwherestudentslearntomanagetheirtimeandtakeresponsibilityfortheirstudies
astheymovebetweenmultipleclassesandteachers.
Oneoftheprimaryconsiderationsinthisrecommendationisourorganizationaland
financialcapacitytoimplementwithintegrity,whichnecessitatessequencingthegrade
reconfigurationoveraperiodofyears.IhadoriginallyadvisedDBRACthatIwasnot
expectingtoimplementanygradereconfigurationsearlierthan2017toallowforadequate
planningandpreparation.
TherecommendationtoopenOckleyGreenMiddleSchoolin2016ratherthan2017is
responsivetoarecommendationbytheJeffersonClusterMiddleSchoolVisioningGroup,a
diversegroupofparentsandcommunitymembers,wholaidouttheurgencyofimproving
programmingimmediately.Theproposedtimingandsequencingofothergrade
reconfigurationchangeshasalsocontinuedtoevolveinresponsetocommunityrequests
formoretimetoprepareandplanpriortoimplementation.
Theproposalforwestsideboundarychangeshasalsogonethroughmultipleiterationsas
wecontinuedtoreceivevaluable,onthegroundperspectivesfromfamiliesandcommunity
members.Thisincludedfeedbackontransportationroutes,walkability,topography,minor
roadsthatactedasmajorarterials,andneighborhoods.Witheachnewscenariowehave
beenabletomakechangesthatwereresponsivetotheseonthegroundrealities.

Iamgratefultoallofourschoolcommunitiesforthethought,passionandwillingnessto
consideravarietyofperspectivesastheyhavegivenconsiderationtovariousscenarios,
andforthecontinuousandcommittedmannerinwhichtheyshowedup,offered
suggestionsforimprovement,providednuancedunderstandingoftheimpactsofproposed
changes,andstrategizedwithusinordertostrengthenourschoolsforallofourstudents.

NextSteps
April2016
Aswasstatedpreviously,muchofthisproposalisaframeworkforchangethatisintended
tooccuroveranumberofyearsandthatwillrequireadditionalcommunityparticipation
toinformbothdecisionmakingandplanning.However,therearesomeelementsofthis
proposalthatwouldneedimmediateactionbytheboardinordertoimplementbyFall
2016.Iftheboarddecidestheyneedmoretimetodeliberateonthosechanges,the
timelineswouldbenecessarilyadjustedtobeginimplementationin2017.
• TheprocessofpreparingforOckleyGreentoconvertandopenasamiddleschool
anditsfourfeederschoolstoconverttoK-5elementaryschools,wouldneedto
beginimmediatelyiftheyaretobereadybyFall2016,andtoallowforthe
adjustmentstoschoolstaffingplansthatmustbemadebyearlyApril.
• TheboundaryadjustmentsandmoveofOdysseytoEastSylvanwillalsoinvolve
adjustmentstoschoolstaffingplansthatmustbemadeinearlyApril,andfacility
preparationthatwouldneedtobeginimmediately.
• TheproposedchangeofopeningTubmanMiddleSchoolandRosewayHeights
MiddleSchoolin2017includesthehiringofthoseprincipalsforthe2016-17school

foradoptiononTuesday,April5th.
IftheBoarddesirestoconductadditionallisteningsessionsonanyorallofthesechanges

OncetheBoardhascompleteditsprocessandadoptedtheseresolutions,DBRACwouldbe
reconvenedtoproviderecommendationsonaboundarychangeprocessforOckleyGreen,
RosewayHeights,andTubmanmiddleschoolsforimplementationinthe2017-18school
year.Iexpectboundaryrecommendationstobecompletedbytheendofthisschoolyear,
withproposedboundarychangescomingtothePPSBoardforofficialactioninFall2016.
April2016–September2017
The2016budgetproposalincludesfundingforplanningprincipalsforOckleyGreen,
RosewayHeightsandTubmanmiddleschools.Wewouldworktoidentifythesethree
leadersimmediatelytobegintheprocessofplanningthethreenewmiddleschools.
Theimplementationplanningteamiscurrentlyintheprocessofdevelopingnewguidelines
forthestrengthenedmiddlegradesprogramthatwouldbeimplementedacrossthedistrict
–atbothnewandcurrentmiddleschools.
Newlyidentifiedmiddleschoolprincipalswouldconveneplanningcommitteesincluding
teachers,parentleaders,staff,anddistrictleaderstousethenewmiddleschoolprogram
guidelinestoplanthespecificprogramateachofthemiddleschools.Iexpectthese
planningteamstotakeafullyeartoprepareforopeningofthenewmiddleschools.The
exceptionisOckleyGreen,whichwouldopennextyearaswellasparticipateinthedistrict-
wideplanningduringtheirfirstyearofoperation.
2018andbeyond
WewillfollowthissameplanningandimplementationprocessforKelloggandotherfuture
middleschoolsastheycomeonline.Theplanningprocess,ledbyaplanningprincipaland
planningcommitteewillcoincidewithboundarychangecommunityprocessledbyDBRAC.
ThisprocesswillcontinueuntiltheK-5/MSconversionisfullyimplementedin2020or
2021.
