BACKGROUND Jackson County School District

Technology was introduced into the Jackson County School District in about 1982, which was the year of the Education Reform Act in Mississippi. Each school utilizes funding to purchase technology related equipment and peripherals from state and local district resources, federal funding, grants, donations, community organizations, and fund raisers. Since 1995 the number of computers has more than tripled in the school district. Realizing that the world in which its students will be entering will be one dominated by technology the school district is increasing its efforts to provide students with the necessary technology needed to prepare for the future. To this end the district appointed a Technology Committee in the fall of 1995. The formation of this committee was the result of legislation enacted to provide funding for local school districts to purchase technology. The committee continues to meet annually to review and make adjustments in the district technology plan. In addition to the district committee each school has a local committee to plan to meet the needs of the students and personnel at the local school. The district committee is made up of teachers, non-certified staff, administrators, the business manager, students, parents, a community business leader, a school board member, and the district assistant superintendent. Each school has at least one member on the committee selected by the principal of the school. Since 1995, teachers and administrators have participated in technology training sponsored by the state department of education: Phase I, Phase 1.5, and Phase II training, and SEMI modules. In addition teachers and administrators have been afforded the opportunity to attend off-campus workshops to learn how to utilize technology in the classroom, and also how to troubleshoot and repair the technology located on the campus. The district began providing software training on an on-going basis in 2003. In 2002 the district began upgrading computer labs and providing all teachers and administrators with a new computer and updated software. Hurricane Katrina devastated our communities in August 2005. We lost two schools due to storm surge which required replacement of all network equipment and 622 computers. Due to a federal grant resulting from the Katrina devastation, our district has purchased computers for new labs and classrooms and provided laptops for many teachers. We have also been able to purchase interactive whiteboards and accessories that provide students with a more interactive visual learning experience. Other technological equipment, software, and materials have been purchased for classroom and administrative use due to the grant. The strengths of the technology curriculum and infrastructure of the Jackson County School District have been determined by input from the technology

committee and the technology equity review committee representing the various schools in the district. • Software is utilized in the schools to increase learning in the areas of math,

reading, and language. Students have shown a marked improvement of test scores as a result of using these software programs.

• Our Tech Prep program for grades 8-12 incorporates learning computer skills

and applying these skills in various other types of computer-related fields. We provide computer application, programming, and telecommunications classes for grades 10-12.

• All of Jackson County School District media centers are automated. • Interactive whiteboards and assessment tools have been integrated in the

classroom curriculum to provide an enhanced visual learning experience for our students with real-time interactive assessments.

• All schools have been provided with a local area network and are connected to

the district office for access to Internet and other educational agencies. All of the district’s classrooms have been wired for access to the Internet and each classroom has an Internet-capable computer.

• The district provides email to every employee with computer access while on

campus. • Each school has developed a web page linked to the district web site. This will

strengthen school, community, and home communications. • Professional development has been implemented in an on-going effort to increase

the level of proficiency on the part of the administration and teachers in the use of integrating technology in the classroom. We have many teachers and media specialists that have been trained and are being trained in the use of technology integration. Administrators are taking advantage of the state training offered to them. Our district is providing our teachers, staff, students, administration, and parents of Jackson County students, web-based software training.

TECHNOLOGY NEEDS ASSESSMENT Jackson County School District

In the fall of 2001, the Mississippi Department of Education created MOTE (Mississippi Online Technology Evaluation to assess the current status of technology in Mississippi schools on an annual basis. The purpose of this survey is to provide schools and districts with information needed to measure progress and plan for the future. While data from MOTE and feedback from the Jackson County School District technology committee shows that gains have been made in many areas, much work remains to be done in our schools as stated in the goals, objectives, strategies, and timelines of each section of this tech plan: Teaching and Learning, Educator Proficiency, Leadership and Support, and Environment and Infrastructure. In August 2005, a Hurricane Katrina storm surge destroyed two schools and wind damage caused destruction of many facilities within our school district. The Mississippi Coast area was designated a disaster area. Our district received federal grants and donations from corporation in large amounts to assist in purchasing instructional technology equipment, software, and materials for our students, teachers, and administration. Even though everyone was devastated by the destruction, we have been able to enhance technology for student instruction and teacher and administration utilization beyond what we ever dreamed capable. Also, through the federal e-rate program with the district being declared a disaster area, we have been able to purchase upgraded network infrastructure equipment. E-rate percentage is based on the poverty level of the area. Our poverty level percentage is such that we would never be able to purchase this equipment. In October 2006, the Jackson County Technology Planning Committee met to access the technology needs for the school district. It was very difficult to plan measurable strategies with the progress we have made in providing enhanced technology due to Hurricane Katrina. Reviewing technology progress made in the last four years and accessing the current and future needs for the district, the technology planning committee made the following recommendations: Teaching and Learning Develop and implement a technology skills curriculum that will ensure that students will be technology literate by the end of their eighth grade. Distance Learning added to increase elective classes for high school students. This will also provide the alternative school students with the ability to have the same classroom instruction as the other students. Continue all other on-going strategies that will enhance educational technology for students.

Educator Proficiency Purchase a web-based student database program. Develop and implement a technology skills curriculum for teachers and administrators to meet specific technology literacy standards. Provide a permanent district-wide technology training lab. Continue all other on-going strategies that will enhance teacher and administrator use of technology. Leadership and Support Continue all other on-going strategies that will:

a. enhance the learning endeavors of students with physical and/or learning disabilities;

b. promote community awareness of school technology use; c. promote communication with parents and community leaders d. provide adequate technology staff at the school level; e. secure additional assistive technology tools for identified students with

disabilities. Environment and Infrastructure Provide a firewall, spam filter, spyware appliance. Continue all other on-going strategies that will:

a. enhance student learning; b. provide and update Internet access and telecommunication services; c. provide adequate classroom and office wiring; d. provide secure wireless access for teachers and administrators; e. provide e-mail services for all staff members with Internet access; f. provide communication devices for administrators and staff as needed; g. provide network and workstation security; h. provide a Internet content filter

TEACHING & LEARNING Jackson County School District

Jackson County technology needs have been determined through analysis of district-wide test score data. To address deficiencies, a concentrated effort is being made in each area for non-proficient students to receive interventions. Necessary hardware, software and staff implementation of learning programs will be used to reinforce classroom instruction where needed. Due to the growth of our district, additional hardware, software and staff members will be obtained to ensure that our technology plan remains up-to-date. Maintenance of our established technology systems (hardware, software and staffing) will be accomplished as needed. E-rate reimbursements allow our district to add additional services that will enhance our educational activities and provide a safe and secure environment for our students and faculty. Technology Integration Jackson County teachers will implement the integration of technology into the learning environment by using available resources to enhance student use and proficiency. Our focus must be placed on learning, not the technology. Many resources are available to assist our teachers in learning how to use technology devices and how to integrate the instructional data provided by such technology into the classroom. Student Use of Technology Technology allows teachers to function as facilitators while students gain more autonomy and control of their learning environment. Student engagement increases with interactivity of technology systems. Students will strengthen basic instruction skills with computer-assisted drill instruction, multimedia for specific learning styles, and specified cd-rom programs. Advanced skills include computer-generated simulations, organization of complex information, communicating those findings and Internet research. Curriculum integration helps students achieve mastery of basic skills as well as enrichment opportunities to use those skills. Jackson County already teaches basic computer skills at all grade levels. We will be developing a specific plan for each level of mastery, grades K-8, so that Jackson County will be in compliance with the No Child Left Behind Act. We are investigating the use of the Institute of Computer Technology to reflect standardized expectations for student technology literacy.

MOTE DATA UTILIZATION

Jackson County School District MOTE (Mississippi Online Technology Evaluation) is data obtained by all schools in the Jackson County School District accumulated by student, parent, teacher, and administrator surveys. The data is entered on-line by each school. The data will be utilized to guide each school in technology planning and purchases. MOTE data has been used to determine the number of computers using the Internet for Internet Filter provision and virus protection needs. It has also been used to determine community growth for on-line accessibility. It has shown the progress Jackson County has made in the completion of the WAN across the district.

ENVIRONMENT AND INFRASTRUCTURE Jackson County School District

The district consists of three attendance centers with 13 separate campuses, a district technology center (vocational education), a district alternative school, and a district office. The three high schools and two of the elementary schools are one-building schools. The other schools are multiple building schools connected by covered walkways. The wide area network connectivity consists of fiber optics, frame relay, and cable modem converters throughout the district to connect to a central location at the district office. Several of the schools have separate servers for administrative use, classroom use, and media center use. Others have one server for administrative use, student use, and media center use combined. The district office houses the district E-mail server, web server, student database accumulator, and finance server. It is also the center of the WAN and houses the state router and content engine. From the 2006 MOTE survey, internal connections consist of: INTERNAL CONNECTIONS TOTALS Number of classrooms wired

593

Number of classrooms with Internet Access

593

Number of offices wired (includes district office)

174

Number of offices with Internet Access (includes district office)

Jackson County provides email for every administrator, teacher, and staff member that has access to a computer from the district e-mail server. Presently, we have 920 accounts. Recently, we added a web page server that houses the district web page and will house the school’s web pages as they are complete. We also have a district accumulator server that combines all student data and assists with monthly data exports to the state department for MSIS purposes. This data is available to the superintendent, assistant superintendent, and each district department for reporting purposes. It is also available to each attendance center assistant superintendent for student data information and reporting purposes.

The first infrastructure was put in place with approximately 50 Internet computers across the district. By the end of the 1999 school year we added two new schools, wired all the classrooms and offices of the existing schools for network/Internet usage. We removed all copper wiring connections between external buildings and replaced them with fiber connections. We replaced the existing infrastructure hubs with switches. With all of the classrooms and offices wired, we began experiencing tremendous network overload. Recommendations were made in 2002 to our school board for progressive upgrades to the present infrastructure that would allow for future expansion. E-Rate, a program provided through the Telecommunications Act of 1997, is a tremendous asset to those that qualify for the services. Jackson County falls below the poverty level percentage required by the Universal Service Program and administered by the School and Libraries Division to qualify for internal connections (equipment, wiring, etc. in the schools) provided through the E-Rate program. The program does provide reimbursements based on the poverty level percentage for schools in the district for telecommunication services such as phone, cell, radio, and beeper services. We have been fortunate to receive the telecommunication reimbursements made available by the E-rate program. The reimbursements are put into the technology budget for our district which provide for new switches, surge/lightning protection, fiber cable, connections, and labor for the network at the schools. In 2005 a Hurricane Katrina storm surge destroyed two schools and damaged facilities on all campuses. Due to the hurricane, Jackson County was declared a disaster area which allowed the district to qualify for 90% free and reduced lunch rate when filing for 2006-2007 e-rate. This allowed us to qualify to purchase equipment through the e-rate program which was not possible previously. With this purchase we will be able to upgrade the infrastructure to a 1 GB backbone that will allow distance learning and video to travel seamlessly across the network. In January of 2005, the MIS department within our state department of education informed all users of the state network we would be required to move in a different direction for our wide-area network and Internet connection by the end of the 2007-2008 school year. With this in mind, JCSD chose to move forward during the 2006-2007 school year to move to an MPLS (Multi-Protocol Layer Switching) network at the district level with Metro Ethernet connecting the schools to the district office.

TECHNOLOGY PLAN EVALUATION

Jackson County School District Any evaluation is an ongoing process that requires careful planning and execution in order to be successful. The evaluation process of the Jackson County School District will address the implementation of the overall technology program’s goal – improving teaching and learning through the integration and use of technology. The four major themes of this plan are Teaching and Learning, Educator Proficiency, Leadership and Support, and Environment and Infrastructure. Data will be gathered for the purpose of plan evaluation through mixed-methods. Evaluations of the technology plan will take place annually by the technology committee to determine accomplishments and plan for further completion of Jackson County’s goals and objectives with a review of technology expenditures. The technology committee is composed of stakeholders that include students, teachers, non-certified staff, administrators, parents, community leaders, the business manager, technology director and staff, school board members, and the district assistant superintendent. Also, the Mississippi Online Technology Evaluation will serve as one component of the overall plan evaluation. When examining the question of whether technology improves student learning, the link between technology integration and curriculum and instruction will be carefully considered. The purpose of the evaluation component for this plan is to identify instructional and administrative practices and services that promote effective teaching and learning. The technology budget for Jackson County School District is reviewed annually the by the technology director, the district business manager, the superintendent of education, and the district school board. Expenditures, including instructional technology purchases, are discussed with involved stakeholders. The Mississippi Department of Education will evaluate this plan upon completion of all revised components before sending the technology plan to the state board for approval.

Introduction

The Internet is an electronic communications network that provides vast, diverse, and unique resources. The goal of the Jackson County School District in providing this service to teachers, staff, and students is to promote educational excellence by facilitating resource sharing, innovation, and communication. The Jackson County School District provides computer equipment, computer services, and Internet access to its students and staff for educational purposes only. UNIVERSAL SERVICE (E-RATE) CRITERIA CHECKLIST The Mississippi Department of Education, Office of Educational Technology is certified by the Schools and Libraries Division to approve technology plans for participation in the Schools and Libraries Universal Service Program. Please use the checklist to determine if your plan has met the criteria outlined below. Successful technology plans align the overall education or library service improvement objectives with the following five criteria. To qualify as an approved Technology Plan for a Universal Service Program discount, the plan must meet these criteria. It is critical that technology planning not be viewed or treated as a separate exercise dealing primarily with hardware and telecommunications infrastructure. There must be strong connections between the proposed physical infrastructure of the information technology and the plan for professional development, curriculum reform, and library service improvements. CRITERIA CHECKLIST __X__ The plan includes an assessment of the telecommunication services, hardware, software, and other services that will be needed to improve education. __X__ The plan establishes clear goals and a realistic strategy for using telecommunications and information technology to improve education. __X__ The plan has a professional development strategy to ensure that the staff knows how to use the new technologies to improve education. __X__ The plan provides for a sufficient budget to acquire and maintain the hardware, software, professional development, and other services that will be needed to implement the strategy for improved education. __X__ The plan includes an evaluation process that enables the school to monitor progress toward the specified goals and make mid-course corrections in response to new developments and opportunities as they arise. _____________________________________ ____________________ Technology Coordinator Date
