FOREWORD

Development is an amalgam of multidimensional dynamics. Informed decision making is one of the several factors that maximize impact of development interventions across the board, while making the best use of scare resources and responding to people’s aspirations and needs. The need for development of District Profiles was felt due to a number of impediments faced in collection of accurate data for Development Planning of Provincial Government. It is believed that these profiles will not only open new avenues for learning but will also serve the needs of policy makers, development practitioners, planners & mangers, academic institutions, international community and other interested groups for targeted interventions geared towards improving service delivery. Consequently, BOS, together with UNICEF, initiated compilation of available district specific data/information on relevant socio-economic and physical indicators in the form of District Profile to serve as a baseline and a reference point for planning and monitoring of developmental activities. The District Profile of Swat has been prepared and will be updated regularly through MIS reporting mechanism on progress of each programme sector with necessary analysis. The document, it is hoped, will become a useful source of information on district’s progressive development under different initiatives of the Provincial Government. I avail this opportunity to thank Bureau of Statistics and UNICEF team, and its affiliated Provincial Line Departments for dedicating their time and efforts to prepare the document in a professional way. INTRODUCTION AND BACKGROUND

1.1 Swat

Swat is a valley and an administrative district in the Khyber Pakhtunkhwa near

Afghanistan-Pakistan border. It is the upper valley of the Swat River, which rises in the

Hindu Kush range. The capital of Swat is Saidu Sharif, but the main town in the Swat

valley is Mingora. It was a princely state (see Swat - Princely State) in Khyber

Pakhtunkhwa until it was dissolved in 1969. The valley is almost entirely populated by

ethnic Pashtuns. The language spoken in the valley is Pushto. With high mountains,

green meadows, and clear lakes, it is a place of great natural beauty and is popularly

termed as "the Switzerland of the region".

1.2 Location

The valley of Swat is situated in the north of Khyber Pakhtunkhwa, 34° 34/ to 35° 55

/

north latitude and 72° 08/ to 72° 50

/ east longitude, and is surrounded by the mountains.

Chitral and Gilgit–Baltistan are situated in the north, Dir in the west, and Mardan in the

south, while Indus River separates it from Hazara in the east.

1.3 Early History

Swat has been inhabited for over two thousand years. The first inhabitants were settled

in well-planned towns. In 327 BC, Alexander the Great fought his way to Udegram and

Barikot and stormed their battlements. In Greek accounts these towns have been

identified as Ora and Bazira. Around 2nd

century BC, the area was occupied by

Buddhists, who were attracted by the peace and serenity of the land. There are many

remains that testify to their skills as sculptors and architects. In the beginning of the 8th

century AD, the Gabari Swati Pashtun tribe advanced through Laghman, Nangarhar, Dir

and by the early 13th century and captured Swat, defeating the local Buddhists and the

Hindus. This war was headed by Sultan Pakhal Gabari and later on by the Jahangiri

Sultan Behram Gabari rulers of Kunar Pech and cousins of the rulers of Kashmir.

Later some Dilazak encroached the area and settled among Gabaris, who in turn were

ousted by the Yusufzais which were backed by Mughal Badshah Zahiruddin

Muhammad Baber, considered the super power in 1519 and 1520. The historical

paradox was that the Yusufzais were ousted from Kabul by Mirza Ulugh Beg, the uncle

of Baber, and killed 600 malaks of Yusufzai; the Gabaris helped Yousofzais refugees

with a warm welcome and settled them in Bajour, Dir and Swat regions. The Yousofzais

forgot the generosity of Gabaris and encrouched upon the Gabari state with the help of

Zahiruddin Muhammad Babur. They demolished the Gabar-Kot (fortress) in Bajour in

1519 and further advanced to Swat and compelled the last Gabari King Sultan Awais

Gabari to flee to Upper Dir where he established his rule in Chitral, Wakhan,

Badakhshan and other upper Oxus.

The originator of the present family of Swat was the Muslim saint Abdul Ghafoor, the

Akhund of Swat, a Safi Mohmand of Hazara district, from where he went to Buner

territory. He was a pious man and the people respected him so greatly that they called

him Akhund Sahib.

During the mid-19th century, Muslim tribes were fighting against each other for the

possession of Swat Valley. On the intervention of the honourable Akhund Sahib, the

killing was stopped, and such was his influence that the chiefs of all tribes unanimously

made him the ruler of the valley. Akhund Sahib administrated the valley according to

Muslim laws. Peace and tranquility prevailed, and agriculture and trade flourished in the

territory. Akhund Sahib had two sons by his wife, who belonged to Nikbi Khel.

After the death of Akhund Sahib, the tribal chiefs again started fighting and killing, which

continued for years. Eventually the tribal chiefs gave control of the valley into the hands

of the Honourable Gul Shahzada Abdul Wadood, the son of Mian Gul Abdul Khaliq, son

of Akhund Sahib. The wife of Mian Abdul Wadood was the daughter of Honorable Mirza

Afzal-ul-Mulk, the ruler of Chitral.

During the rule of Mian Gul Muhammad, Abdul Haq Jehanzeb, the son of Mian Abdul

Wadood, the state acceded to Pakistan in 1947. The Prince, Mian Gul Aurzngzeb Khan,

son of Jahanzeb, married the daughter of Field Marshal Mohammad Ayub Khan in

1955. Thus by intermarriages with the other castes, the family became a branch of the

imperial Gujjars i-e the Royal family of Swat Wali is belong to the Gurjar family which

laid down the foundation of Swat Kingdom. Jahznzeb started a Degree College at Saidu

Sahrif, the capital of the State, and four High Schools at Mingora, Chakesar, Matta and

Dagar. Fourteen middle schools, twenty-eight lower middle schools, and fifty-six primary

schools were also established. A girl high school and high class religious schools were

established at Saidu Sharif. At all the schools, the poor students were granted

scholarships.

Swat was an exemplary state during the British rule. The Gujjars were very poor people

in the Swat Valley, but nowadays they have diverted their attention towards education

and are holding good posts in government services. They also have a firm stand in

politics of Pakistan. Mian Gul Aurangzeb Khan was also Governor of the province of

Baluchistan, Pakistan.

Physical Features/Topography

The valley of Swat is divided into two physical regions, i.e., Swat-Kohistan and Swat

Proper. Swat-Kohistan is the mountain region on the upper reaches of the Swat river up

to Ain in the south while the whole of south of Ain is Swat proper. Ain is subdivided into

Bar (upper Swat) and Kuz (lower Swat). The elevation of the valley at the southern

boundaries of the district is over 600 meters and rises rapidly towards the north. There

are several mountain peaks ranging from 4500 to over 6000 meters above sea level,

mostly covered with everlasting snow.

1.5 Rivers and Streams

The Swat River rises from the Shandur or Mashabar Range bordering Swat district with

Chitral in the north and flows south and south west approximately dividing the district

into two halves. The other prominent rivers or nalas are Harnoi Khwar, Deolai Khwar

and Daral Khwar.

1.6 Climate

Swat lies in the temperate Zone. The summer in lower Swat valley is short and

moderate while it is cool and refreshing in the upper northern part. The hottest month is

June with mean maximum and minimum temperature of 35°C and 21°C, respectively.

The coldest month is January with mean maximum and minimum temperature of 5°C

and 1°C, respectively. The winter season is long and extends from November to March,

rain and snowfall occurs during this season. The amount of rainfall received during

winter season is more than that of summer season. The highest rainfall recorded during

the month of August is about 314 mm.

1.7 Flora

Various species of botanical plants, characteristic of different altitudes are found in the

district. Medicinal herbs such as henbane, belodenes, banafasha, etc. are also found.

Pine trees grow in the forest areas.

1.8 Fauna

Swat is well known for its shooting grounds. During shooting season, which is from the

1st October to middle of March, duck, partridge, chakor and pheasant are found. The

wild mountain sheep (Markhor) is found in the higher regions of the valley. On the

mountains, bear, panther, musk deer, golden fowl, black and brown bear are also

found.

SOCIAL DIMENSIONS OF DISTRICT SWAT

2.1 Ethnicity and Tribes

Swat has a predominately rural population. It is inhabited by Yousafzai Pathans, Mians,

Kohistanis, Gujars and Pirachas. The Pashto speaking Yousafzai Pathans are the direct

descendants of Afghans of Ghazni. The Gujars and Kohistanis speak their own dialects of

Gujri and Garwi. Torwali and Kohistanis inhabit the mountainous areas up north. The

Kohistanis are settled in and around Kalam, Ushu, Utror and Gabral valleys. The nomadic

Gujars also form a substantial part of the population in the northern areas of the district. In

the harsh winter months almost half the population migrates to the warmer southern plains

to work as shepherds and tenants in farms till the weather permits them to return to their

abode. In summers herdsmen with flock of sheep head towards the area in search of

pasture lands.

The urban population has a fair number of Pirachas who have migrated over the past 100

years and assimilated themselves in the local population and speak Pashto. They

dominate the local commerce and trade. They have considerable stake in the local Silk

Industry, Construction and Transport Sectors. Swat has a small minority population

consisting of Sikhs, Hindus and Christians.

2.2 Languages and Dialects

Citizens from a variety of ethnicities may be found in the Swat district, including Pakhtuns

(mainly of the Yousafzai clan), Kohistanis (of Dardic descent) and Gujjars. These groups

are widely known to be brave, independent, hospitable and generous.

The primary local language of the Swat region is Pashto, and is understood and spoken by

about 93% of the population as their mother tongue. A variety of other languages are also

used in the area including Torwali, Kalami and Khwar, spoken by the Kalam and Kohistani

peoples in the Northern part of Swat; Gujro, a mix of Pashto and Punjabi, spoken by the

Ajar and Gujjar peoples; and Persian, which is used by a small number of citizens. Urdu

and English are also widely used among the more educated segment of the local

population.

The predominant religion in Swat is Islam, with 99.67% of Muslim people. A negligible

proportion of the population belongs to other religions, including Christianity, Hinduism,

Qadiani/Ahmadi, and so on.

Swati language may refer to any of the following languages spoken in the Swat District:

The Torwali language

The Kalami language

The dialect of the Pashto language spoken in Swat

The dialect of the Gujari language spoken in Swat

The dialect of the Hindko language spoken in Swat.

2.3 Dress and Ornaments

Like other parts of Khyber Pakhtunkhwa people of Swat also wear shalwar and qamiz. The

cap is typical of this district. The cap is embroidered and known as Swati topi. Chaplies are

usually worn as footwear. During the winter a blanket or a coarse chaddar is wrapped

around the body in addition. The use of mazari (militia-coarse grey) cloth is very common,

both of shalwar and qamiz among the villagers.

2.4 Dwellings

Majority of people live in houses made of stone and mud. The landlords and other well to

do persons live in Pacca Buildings, whose number is gradually increasing. Mingora Bazar

and the surrounding Colonies in the vicinity of Saidu Sharif, present a very picturesque

view of the collection of modern buildings like other towns of Pakistan.

2.5 Occupations

Agriculture is the main stay of life and most of the population is engaged in agriculture

directly or indirectly. Most of the cultivators are tenants due to the existence of the

institution of Khans. However many of the tenants have acquired proprietary rights under

land reforms. This has given impetus to the improvement of farming techniques. Among

villagers bee farming is also very common. Some people are engaged in Industries, Trade

and Commerce and Government service.

2.6 Culture, Customs and Traditions

Most of the Population of Swat is Yusafzai Pathans. Religion has a great impact on the

culture of the people. An overwhelming majority of the people are Sunni Muslims belonging

to the Hanafia school of thought. A Pathan is generally punctual in offering prayers and

regular in observing fast during the month of Ramzan. Visits to Shrines or Ziarats are quite

common.

The Yousafzai Pathans are lively, brave and hospitable people. They are very courteous

towards each other and visitors. The forms of greetings and salutations are many. However

it is very usual for Pathans to embrace each other when they meet. The customs and

traditions followed on occasions such as marriages, births and deaths are similar to those

prevailing in the other districts of Khyber Pakhtunkhwa.

2.7 Marriage

On account of conservation and strict segregation of sexes marriages among the pathans

are usually arranged by the parents. The prospective bride and bridegroom usually have

no part in the negotiations except in the upper section of society. Usually when an

agreement is arrived at, fathers of the bride and bridegroom meet to discuss the final terms

of the marriage including Mehr.

The marriage festivities are called Shadi or Wadah and consist of a wedding feast and the

procession (Janj) which like is Peshawar do not accompany the bridegroom to the bride's

house in the company of friends of both parties on the appointed day. At the house of the

bride they are welcomed by the elders of the bride's family. The bride and bridegroom with

his friends and elders of the family sit in a separate room. The bride and bridegroom are

solemnized as husband and wife by the Nikah Khwan (usually a Khateeb/Maulvi) who in

the presence of witnesses asks each party if they accept each other on the conditions he

at the time names in detail. This is repeated three times and naming both parties, declares

them husband and wife, and asks a blessing on their union. This is called Nikah. Now with

the passage of time in some cases ritual of Nikah is performed early to message date.

2.8 Birth

At the birth of a male child, parents receive congratulations but the birth of female child

generally passes unnoticed. In the past village maulvi intones used to Azan into the ears of

the child but now grandfather usually intones Azan. There is great rejoicing on the birth of a

male child, guns are fired in the air and musicians beat their drums. The first ceremony

after a child's birth is Sarkalai, i.e. cutting of his hair. The circumcision follows and all

relatives are summoned, refreshments are served and gifts are received.

2.9 Deaths

When death occurs, the men and women of the Kandi/Mohallah go to the house of the

deceased. The dead body is placed on a bed in the courtyard from where it is carried to the

graveyard and the Janaza prayer is held. But before the Janaza the women of deceased

family and neighbors cry and weep. After the funeral rites are completed, alms are

distributed to poor people. Fateh Khawani continues for three days in the house of the

deceased.

2.10 Important Places

Swat one of the prime tourist destinations in Pakistan for local and international visitors.

Swat is the entry point to the beautiful northern area of Pakistan. All the tourist spots in

ECONOMIC DIMENSIONS OF DISTRICT SWAT

3.1 Agriculture

Agriculture is the largest sector of the economy and is the main source of livelihood of the

rural population. The topography of the district is such that not all the land is suitable for

cultivation. The land holdings are small averaging two acres. Total reported area in the

district is 506528 hectares out of which 98845 hectares are cultivated. Most of the

cultivation is being carried out in the southern areas of the district mainly in Mingora,

Barikot, Kabal, Matta and Khwazakhela.

3.6 Livestock

The Livestock in the district includes Buffalo, Cow, Sheep, Goat, Camel, Horse, Ass and

Poultry. Livestock and Dairy Development Department is looking after the Livestock affairs

through a well spread network, throughout the district. However, there is a room for

improvement in the health and productivity of Livestock in the district.

3.7 Forestry

Hill tops are covered with natural Forest. There are numerous private nurseries of all kinds

developed by people with the support of Forest Department. Forestation by the Forest in

the district is 497969 acres. Pine trees, Poplar, Ipple Ipple, Robenia, Eucalyputs, Ailanthus,

Pulai, Oak, Wallue and Olive etc. are the most common form of Forestry in Swat district.

ADMINISTRATIVE SETUP

Till 1969 Swat remained a state ruled by Miangul Abdul Wadood and his son Miangul

Jehanzeb. On 28/7/1969 it was made a district forming part of the Malakand Division in the

North Western Frontier Province. Presently Swat district consist of 2 sub-divisions, Swat

and Matta. Deputy Commissioner is responsible for law and order and general

administration. Assistant Commissioners head the two sub-divisions. There are 8 tehsils in

the district. These tehsils are not regular revenue tehsils as in other districts but are small

administrative units that were evolved when the district was a state. Each tehsil is headed

by a Tehsildar or Naib Tehsildar who is the Revenue Officer and performs other

administrative tasks assigned to him. Although land settlement has been carried out and

land record exists but no land revenue is collected; instead Abyana and Ushr are collected.

Judicial System

Swat District has experienced a variety of Judicial System and Laws. Before 1969 Judicial

cases were decided on the basis of Riwaj. After 1969 there was the PATA Regulation

which was a type of Jirga system. It was replaced by regular laws and procedure in 1990.

In 1994 there was an indigenous movement for enforcement of Shariat i.e Islamic Law.

The movement was known as TNSM (Tehrike Nifaz-e-Shariate Mohammadi). In order to

satisfy the demands of TNSM the Government introduced Nifaze Shariat Regulation 1994,

which was replaced by Sharie Nizame Adl Regulation 1999. The Judicial set up is Swat

Regulation supports and The new regulation has the following salient features:

a. Judges while deciding cases and performing their functions and duties will follow

Islamic injunctions as laid down by the Holy Quran and Sunnah.

b. All Judges have been redesignated as Qazis and their courts as Qazi Courts.

c. Mauveen Qazi, a person well versed in the injunction of Holy Quran and Sunnah

and selected according to the provisions laid down in the Regulation will assist the

Court and the Qazi.

d. The court will provide opportunity to parties in a dispute to resolve their dispute

through the medium of arbitration and compromise under principles of Shariah.

e. Under the regulation there is separation between the executive and Judiciary. The

judicial and Executive Magistrates have separate powers and functions. The

Executive Magistrate are under the administrative control of Deputy Commissioner

while judicial Magistrates (Ilaqa Qazis) are under the Session Judge (Zila Qazi).

f. The Regulation declares that maintaining peace is the responsibility and the

function of the District Magistrate.

g. The Qazi courts will function under general direction and control of the Provincial

High Court.

With a view to provide quick justice and relieve the courts of extra burden the Regulation

supports and encourages alternate dispute resolution. It is pertinent to point out that

substantive law and procedure in both criminal and civil cases are same as anywhere else

in Pakistan but these are to be exercised under the principles laid down by Quran and

Sunnah.

Special Constitutional Status

Swat district is a Provincially Administrated Tribal Area (PATA) under article 246 (B) of the

Constitution of Pakistan. Under Article 247 (3) of the Constitution no act of Parliament or

Provincial Assemble shall apply to PATA unless specifically modified by the Governor of

the Province with prior approval of the President. The Governor has also discretion to give

approval to any part of the legislation subject to any exception or modification directed by

him.

Article 247 (4) empowers the Governor to make any regulation for the peace and good

government of a Provincially Administered Tribal area.

These special provisions of the constitution allow PATA, which also include Swat district to

enjoy exemption from many statutes that are enforced in other areas of Pakistan,

especially many of the Tax laws. It has also allowed the Government to introduce

regulations and laws specific to the area. In this regard it is important to mention the

introduction of Shariah Nizame- Adl Regulation 1999 on demand of the people of the area.

Under it all cases must be decided in accordance with injunctions of Quran and Sunnah.

Police Department

Swat has both the regular police force and the Frontier Constabulary. A Superintendent of

Police heads the Police force. The District Officer heads the Constabulary.
