Our historic lakeside community has a collective sense of belonging and preserves and enhances its quality of life, agricultural character and its distinctive natural surroundings in a manner that reflects our strong social values.

Workbook Findings

Agriculture• Support the objectives of the ALR.• Strengthen the economic base of agricultural lands.• Need to ensure that urban land uses do not compromise the feasibility of

the agricultural operations.• Ensure that there is sufficient inventory to meet Summerland’s growing

needs.• Respondents felt that there are lands to be included and removed from

ALR• 70% did not feel that the ALR process was appropriate.

Natural Environment• Protect natural areas, habitat, open spaces, wildlife migratory

routes/connections, watercourses/riparian area/foreshore and hillsides.• Preserve lands through OCP, development permits, ESA designation,

acquire, private/non-profit use agreements, property tax incentives, covenants and education.

Workbook Findings

Residential Development• Only 50% of respondents indicated that Summerland

currently had sufficient room to grow.• Options for new growth included: densify downtown,

subdivide large lots, Summerland Hills, diversify product, solve infrastructure challenges, flat land close to downtown, concentric growth, and dictated by servicing carrying capacity.

• Lands for Residential Growth to include: Trout Creek, Downtown, Summerland Hills, North of Quinpool, Waterfront, Cartwright Mountain, East of Highway, James Lake, and south of Peach Orchard/east of Highway.

Commercial Development• 2/3rds of respondents indicated that Summerland does not have sufficient

commercial land for the next 5 yrs (Downtown), restrict development on Hwy.• Lands for commercial development include James Lake, Bentley Road, Jones

Flat, Lower Town, Wharton Street, north-east of Downtown, East of Sumac to Solly and Prairie Valley.

Workbook Findings

Industrial Development• 50% of respondents indicated that there is

a sufficient supply of industrial land.• Options for new growth included: more efficient use of land,

long term plan, and development close to hwy.• Lands for Industrial Growth to include: Bentley Road, Jones Flat,

James Lake, and Prairie Valley – consensus for new areas, but improve and expand existing industrial areas - need a strategy of what is attracted to and what does Summerland want to attract.

Servicing Areas• Strong indication that existing servicing areas were sufficient but

should densify current serviced areas, but gradually expand/good barrier for sprawling development.

• Lands for service expansion include: near Giant’s Head, north of Quinpool, east of 97 at shopping centre.

• Major servicing issues included: sanitary sewer (expansion), water (conservation, storage, agricultural use, limit growth), solid waste (recycling, new landfill) and storm water. Also need certain road improvements and more trails and sidewalks.

Growth Management• There areas limited support for any of the existing

Future Growth Areas, including: Garnet Valley (too visible), Jersey Lands (too remote, infrastructure challenges, land use conflicts) Prairie Valley (like golf course but is sprawling, cost of infrastructure, non resident accommodation), Victoria Road (infrastructure improvements, land use conflicts).

• Growth areas are distanced from the existing urban areas, defy Smart Growth principles, result in huge infrastructure costs, destruction of natural areas and wild lands, scaring of hillside, and rural residential development is too expensive and unsustainable.

• New growth should be focused closer to Downtown, infilling and higher density.

• The majority of respondents indicated that there was a need to control the rate of growth favouring a growth rate under 5% would be preferable (Summerland is currently growing at an annual growth rate of 1%). Growth rates could be controlled through infrastructure limitations, sustainable planning and growth policies, environmental constraints.

Workbook FindingsClimate Change

• 90% of the respondents indicated that they supported municipal initiatives to address climate change.

• Initiatives that could be adopted by local government to address climate change included: densify downtown, reduce sprawl, pubic transit within and between towns, encourage foot traffic, encourage alternative forms of transportation, encourage alternative forms of energy, increase green space and limit population growth/vehicle use.

• Concerns about climate change was raised by 10% of respondents notably the reliance on vehicle based tourism, and the scientific evidence in support of climate change.

“Staff to proceed with a proposal call for consulting services to undertake a review of the Official Community Plan with the intention of updating and renewing the OCP by providing extensive public input opportunities with respect to the current and future land use and infrastructure needs of the community and providing recommendations to manage growth and the social, economic and environmental impacts associated therewith; and

 

“THAT the OCP review process be phased based on priorities (1-Lower Town, 2-Downtown, 3-Future Growth Areas); and

Community Vitality• Integrate and expand the functions and activities provided by

shops, services, facilities, schools and parks as to ensure year round liveliness in the area.

• Provide opportunities to further showcase Summerland’s heritage, culture and economic producers through developing and supporting social, recreation, spiritual and business opportunities.

• Provide opportunities for businesses to animate the pedestrian experiences including patios, temporary (special event) street closures, retail windows, and comfortable seating.

• Prohibit the expansion or introduction of new commercial services elsewhere that may negatively impact the vitality of Downtown.

• Incorporate public safety techniques such as Crime Protection Through Environmental Design in the design, illumination, site planning and maintenance of future improvements.

Community, Social and Rec Facilities

• Preserve, promote and expand the opportunities for community facilities and essential community services to flourish within the Downtown. 

• Continue to provide and enhance community facilities and services in the Downtown as to meet the diverse and changing needs of the community focused around Wharton Street and north side of Main Street (between Rosedale and Kelly).

• Encourage community facilities to enhance their street presence and surrounding outdoor space to provide a welcoming and attractive entrance.

Community Connectivity and Access

• Ensure awareness of parking opportunities available in the Downtown and that the parking is managed primarily for those using the shops and services while also providing accessible and safe parking opportunities for downtown employees and business owners.

 

• Develop and implement a Downtown Transportation Plan that considers traffic flow, parking, and enhanced facilities to facilitate use of non-vehicular transportation modes (such as pedestrians, bicycles and scooters).

 

• Balance the availability of convenient on-street parking opportunities while balancing the need to enhance the commercial product through streetscape improvements including wider sidewalks and patios.

• Provide sufficient and convenient parking areas for alternative (non-vehicular) transportation modes (notably bicycle and scooter parking).

Community Connectivity and Access

• Continue to provide directional signage and off-road links to major trail and sidewalk networks.

 

• Continue to enhance and expand pedestrian, scooter, and stroller trails and sidewalks both within and to the Downtown from surrounding neighbourhoods.

• Explore the ability to introduce a shuttle transit service between Downtown and Lower Town.

 

• Recognize the potential of the Wharton Street Redevelopment to improve vehicular entry and parking opportunities in the Downtown, while further enhancing the pedestrian environment.

 

• Expand the opportunities for local businesses to install temporary patios within the parking areas during the summer months.

Commercial Enhancement• Continually require new construction and renovations be developed

as well designed and quality buildings that complement the existing character of the Downtown.

 

• Enhance the Summerland existing building and architectural theme improving the quality of materials, while embracing cohesive yet creative directions in the interpretation of the Design Guidelines.

 

• Identify and establish through landscaping and design improvements a town square as the focal point and central meeting place for Downtown.

 

• Actively encourage the continued revitalization and improvements to further animate commercial street frontages primarily along Victoria Road, Wharton Street, Main Street and Peach Orchard Drive.

Commercial Enhancement• Enhance open areas and parks to enliven their interface to

surrounding streets and sidewalks, notably Memorial Park, recreation centre, the arena and curling rink, the high school and playing fields.

 

• Improve Downtown gateway enhancement features and signage. The gateway features should improve the flow of traffic into the Downtown; yet retain a safe and accessible pedestrian environment.

 

• Continue to require new projects to install underground servicing. 

• Identify the potential to enhance the appearance and character of the back alleys and lanes consolidating loading, garbage and recycling facilities, provide opportunities for additional commercial frontages along both Wharton and Main Streets.

Commercial Enhancement• Encourage new development to introduce public art, banners,

street furniture and landscaping features, providing a cohesive and attractive appearance that relates to Summerland’s heritage, culture and natural environment.

 

• Protect and preserve recognized heritage building and ensure that new developments complement and do not detract from these notable buildings.

 

• Continue to introduce enhanced historical and/or cultural interpretative signage.

 

• Recognize the potential of the Wharton Street Redevelopment project to provide an integrated development for Downtown, providing the community high quality social, cultural, residential and commercial

Land Use Intensification• Provide a vibrant, mixed use and attractive Downtown streetscape,

permitting higher densities at the appropriate massing and height as not to detract from the small town character of Summerland.

• Encourage the intensification of land uses contained within the Downtown Strategic Plan (refer to Schedule “B” Downtown Enhancements) through permitting increased heights and densities. The highest densities should be focused along the commercial frontages of Main Street and Wharton Street, stepping down to the adjacent properties. Maximum heights should be 4 storeys, except for the Wharton Street redevelopment where they may increase to 8 storeys.

• Direct mixed-use development within the commercially designated lands within Downtown with retail and community uses on the main floor and residential and office uses on the upper floors.

Land Use Intensification• Encourage new developments proposed in the Downtown to

include complementing community and cultural enhancements.  

• Encourage infill housing opportunities that provide innovative and flexible design approaches providing a diversity of building forms, target markets (age/lifestyle), prices and tenures (rental and ownership). Encourage residential developments to have unit entrances facing the street providing a welcoming and attractively designed streetscape.

• Consider further increases to maximum permitted building heights (refer to Schedule “C”) in Downtown subject to addressing and mitigating any possible impacts to public view corridors, site topography, public spaces and sunlight/shadows.

Land Use Intensification• Initiate strategies to ensure affordable housing within the Downtown.

• Explore the ability to consolidate parcels as to efficiently provide building servicing, loading and parking while still maintaining the Main Street appearance, form and human scale.

• Ensure that adequate visual buffering is provided by commercial properties that are immediately adjacent to residential development.

• Recognize the potential of Wharton Street Redevelopment to provide increased residential and commercial development at high densities in exchange for the enhancement of community and cultural facilities.

• Ensure that the form and character of the Wharton Street Redevelopment is sensitive to the surrounding properties and will enhance rather than negatively impact the charm and attractiveness of Downtown Summerland.

Parks and Open Areas• Encourage new developments to enhance the natural vegetation

and landscaping (hard and soft) Downtown, enhancing the aesthetics and informal public gathering opportunities.

 

• Consider enhancing the open areas between existing parking lots and Main Street as to be more attractive and functional to the street through public seating areas, landscaping or public art.

• Identify and establish a town square to be the focal point and central meeting place for Downtown.

 

• Continue to enhance the parks and open spaces in the heart of Downtown, providing activities for the diversity interests in the community, recognizing the importance of all- weather and seasonal needs.

Parks and Open Areas• Work with community facilities and churches to explore the

opportunity to enhance their open spaces for safe, informal community use.

• Provide increased outdoor seating opportunities Downtown considering such elements as comfortable benches, outdoor patios, rooftop gardens and balconies.

• Continue to enhance the landscaping in the Downtown, providing a unified plan for trees, shrubs, baskets and planters.
