Winter weather can be a welcome event or perhaps a
bit of a season that shocks the senses. The reality is
that while our winter recreation thrives with a winter
snowfall, it does cause a portion of our community
some challenges when it comes to snow removal.
What we need are Snow Angels! What if we all looked
out for neighbours in need after a snowfall? Take a
peek and check who could do with a helping hand.
Clear a driveway or maybe shovel some steps. We
also need neighbours to lean in and help take some
time to clear driveways once the plow have passed by. Those who have life
limitations could do with a kind gesture and the efforts of a "Snow Angel".
Are you interested in being a Snow Angel? Take up the challenge and keep a
look out for your neighbours OR if you would like to help in a more focused
manner, give the District of Clearwater a quick call and provide your contact
details and if the office receives an SOS from someone in snow peril, we'll provide a list of people keen to put
some muscle behind a shovel. This is an informal program meant only to connect neighbours with those in need
whether it be seniors, those with disabilities or just someone who could use an extra set of helping hands.
WHEN DID YOU SEE A SNOW ANGEL? Has someone helped you fend of the snowfall flurries? Say "thanks" by
nominating them as a Snow Angel with the District of Clearwater. Your nominations will receive your Snow Angel
recognized by the Mayor. Our community is better and stronger thanks to those who watch out for others.

Clearwater Eco Depot
New Eco-Depot Opening January 29, 2013. Look out for details in the mail.
As part of the TNRD’s ongoing efforts to work towards more eco-friendly ways of solid-waste
management, Eco-depots are an improved way for residents to manage their solid waste. A
one-stop drop for all waste and recyclable materials, and facilities allows residents to
separate recyclables and reusable materials before disposing of the residual in a fully
enclosed disposal building, all at the same facility. Eco-depots also employ weight-based
strategy, which will be based on $60 per tonne disposal fee for garbage, with a minimum set
at $1. This replaces a volume based system that was used at landfills. Residents will also be
able to continue recycling select materials at no cost.
The Clearwater Eco-Depot is at 100 Mile Forest Service Road (the former Camp 2 Mill Site)

coaching kids! We're not sure where you find the time to
coach our kids basketball AND hockey! Your time and energy
are deeply appreciated!
Big, big thanks to all the volunteers that make winter recreation
awesome!
Raise a cheer for the crews at the Clearwater Ski Hill and the
gang that grooms for the Outdoors Club. Special thanks to our
unsung heroes including Blackwell Park Operations for
grooming North Thompson Park, our Wells Gray Park Groomers
and the Snodrifters - we're watching and we're so grateful for
all that you do! We can't forget the many coaches, managers
and parents that give up their time for hockey, skating and all
the other youth sports in town. We Love Where We Live but we
really Love our Volunteers!
Are we on the same Page?
Council recently engaged in a Strategic Planning
Session with staff to look at the short and long term view and
moving forward with strategic topics for District priorities and
understanding the capacity versus expectations.
Watch this space and the District Website for further
information.
The last Strategic Planning session undertaken was in 2008 with
the vast majority of the priorities being met or in process.
What has come of the Regional Economic Pilot Project? Early in November the government announced the Bridges II Project: Creating More Regional Economic Value from
Regional Forests.
Bridges II is a continuation and enhancement program which is aimed at connecting suppliers and tenure holders to
value added opportunities.
To further the dialogue in the Forestry sectoron January 19, 2013 the Healthy Communities/ Healthy Forests Committee
held a Community Dialogue Session to further develop actions that will be forwarded to the Provincial leaders /
decision makers:
The session was kicked off by Keynote speaker – Bill Bourgeois (Healthy Forests-Healthy Communities Rep, followed by
Regional District Directors Pennell and MacDonald, with a lead into the session by Mayor John Harwood.
With 62 attendees from all aspects of the community it was promised to be a great dialogue session. The participants
broke out into 6 separate tables where five key Challenges were discussed looking at short and long term Actions. The
challenges addressed were:
#1 Sustainable and stable employment: The lack of stable jobs in the community impacts housing, family lifestyle,
schools, increases social services etc.
#2 Centralization of government decision making: There is a need to make Clearwater the service centre for resource
management in the North Thompson Valley
#3 Local influence in forest land decisions: There is a need to establish local empowerment for decision making of
resource management.
#4 Current timber tenures: Government needs to make changes to the timber tenures and policy. There needs to be
greater incentive to invest in forests and provide for more opportunities for new businesses to access logs for the
production of value added and innovative forest products.
#5 Education and training: The forestry work force is aging with few young workers entering the forestry job market and
most are pursuing careers outside of the community.
The sessions were well facilitated. In closing there was a recap on the next step from a provincial level and the District
of Clearwater.
The District of Clearwater continues to work on the Community Economic diversification – by playing an advocacy
and support role for the Community Forests, Woodlots, Small and Major licences. Salvage, and Value added
products; through connecting opportunities in wood and Non-Timber Forest Products – with the Bridges II program,
and Bioenergy;
Continual emphasis on bringing back a full service District office for the Ministry of Forests, Lands and Natural
Resource Operations;
Working with our neighbouring communities in the North Thompson and Robson Valley;
Advocating to the Province and Telus to improve our
connectivity; improvements to community infrastructure;
Working with Ministry of Jobs, Tourism, & Skills
Development to underhand labour gaps, education
and training requirements to resource jobs in the valley;
Support Policy on Wood First initiatives; continue with
the Forestry Working Group – which consists of well
rounded representative from stakeholders – visit our

Focus on diversification while balancing Forestry,
Tourism, recreation, agriculture, social-cultural and the
environment;
Forestry is a key component to our local economy –
Forestry is here to stay – we just need to look at it through
different lens!!

ICBC / MV — Tips & Info
Here are ICBC’s tips for pedestrians and drivers
to help them share our roads and stay safe:
For drivers:
·When you approach an intersection, scan
left and right for pedestrians.
·Be extra cautious and look out for
pedestrians when making a left or right
hand-turn.
Always yield to pedestrians at intersections.
It’s the law.
If a vehicle is stopped in front of you or in
the lane next to you, they may be yielding
for a pedestrian, so be prepared to stop.
Be aware of pedestrians who seem unsure
or who may not be paying attention. They
might dart out or wander onto the
roadway.
Before you get into your vehicle, make it a
habit to walk around it to make sure no
small children are behind your vehicle.
Always watch for pedestrians when you’re
backing up.
For pedestrians:
Always focus your full attention on what’s
happening on the roadway so you can see,
hear and respond safely when you’re
crossing the street. Remove your
headphones, and put away your cell
phone or other gadgets to make sure
you’re prepared for the unexpected.
Make eye contact with drivers, so you both
know you see each other. Drivers don’t
always see you even if you see them.
Use designated crossing points and follow
pedestrian traffic signs and signals.
Before stepping onto the roadway, look left
and right for oncoming vehicles. Then look
left again for vehicles that may be turning
onto the roadway from beside or behind
you.
Wear bright or light-coloured clothing. In
dark conditions or in bad weather, wear
reflective material on your clothes (sleeves,
shoes, cap or jacket).

The Value of Our Infrastructure: $75 million
Infrastructure Doesn’t Last Forever
The District’s infrastructure needs maintenance and
eventual replacing to ensure it remains reliable and
safe.
Investments, and eventual replacement, are normal
aspects of owning infrastructure.
The District is taking a proactive approach to planning for the
community’s infrastructure needs now and into the future.

Valley Connector:
The Social Bus Transit to Kamloops continues to operate on Thursdays
under the new name ―Valley Connector‖. Pre-booking is required
through Yellowhead Community Services.
The Clearwater & Area Transit services are available Monday to Friday
(with the exception of Statutory Holidays), within Blackpool,
Clearwater and Vavenby.
Finance Department News
Input Welcome
The 2013 – 2017 Financial Plan (Budget) is currently being completed. The last five years have been very exciting
with many changes and improvements to infrastructure and services provided by the District to the community.
The next five years promise to be just as challenging and exciting. A major focus will be the District taking over
the responsibility for road maintenance late September 2013. In order to be ready Council is determining how
that service is going to be delivered and to what standards, while balancing the cost to the taxpayers.
Council considers the effect of taxation on all taxpayers including business and residential when making financial
decisions. In addition to roads, the Infrastructure Master Plan has highlighted some immediate and long term
requirements of the water and sewer systems as well as the facilities; such as parks and the Sportsplex. The District
currently has reserves and surpluses, but to maintain the financial resilience of the community a long term plan is
required.
Your input is welcome as our long term plan is created. Council needs to know what the community’s priorities
are. How much are you willing to pay for clean, reliable drinking water? Is recreation and parks important to
your family? What do you expect for road maintenance?
Input can be provided by email to [email protected], or in writing either mailed in or dropped off at the District
office. There is a suggestion box located at the District office. The public is welcome to attend Council meetings;
the schedule is on the District’s website and listed in the Highlight column of the Clearwater Times.
A public meeting for a draft budget presentation and a chance to
provide input will be held in late March or early April please watch the
media for a confirmed date.
