(EVA-BHN)
Introduction
The district is situated at the distance of 34
kilometers from Multan across the river Chenab on
its east. It is bounded by district DG Khan on its west
and districts Bahawalpur and Rahim Yar Khan on its
south and south-west respectively1.Muzaffargarh
district has 3917910 toal population with 93 councils
and 04tehsils.There are 16 union councils in tehsil
Jatoi,14 in Ali pur and 35 in Muzaffargarh tehsil and
28 union councils in Kot Addu tehsil.
The delimitation process in Muzaffargarh district
was started in 2013. There were objections from political leads regarding the delimitation process
and commented that the process in not transparent. Following the delimitation process was
stopped due lack of mutual consent by the political parties. Sources revealed that the hidden
agenda behind delimitation process was “political objectives and interests by the current
government PML-N in order to increase “vote bank”. This was due to the influence by political
parties that delimitation process was stopped and now new delimitation process is in process.
Muzaffargarh district is one of the backwards district of south Punjab. Citizens and particularly
women’s empowerment is low in the district due to feudalistic and male dominated trends and
traditions. There are outworn cultural practices existing in the district which restricts the
opportunities of socio-economic and political empowerment of common citizens and particularly
for the vulnerable and marginalized families including in women and young girls.

List is given below with brief description;
Integrated Reproductive Maternal Child Health & Nutrition Programme; Health Department has
integrated the LHWs Programme MNCH and the Nutrition Programme under the nomenclature of
Integrated Reproductive Maternal Child Health Program (IRMNCH). This was done in pursuance of
catching up on MDG 4 & 5.6
Healthwatch; This technology based monitoring and evaluation initiative is spearheaded and coordinated
by Policy and Strategic Planning Unit (PSPU) with collaboration of Punjab Information Technology Board

(PITB). In Healthwatch Android-based smartphones have been provided to district supervisory officers
(EDOHs, DOHs DDOHs), who have been tasked with the collection of performance related data from Basic
Health Units, Rural Health Centers, Tehsil and District Headquarters. The data submitted by these
officers through the phones are being recorded on a website, known as the ‘Dashboard’. 7
Monitoring and Evaluation Assistants (MEAs) A key component of the Health Reform Road Map is to
strengthen monitoring and accountability through supervisory visits, setting targets and collecting
independent data. This will be accomplished through a team of MEAs. After due training MEAs will be
conducting independent visits to BHUs in all Districts of Punjab. Data collected by MEAs will help EDOs
and district managers better manage facilities in their districts. The data will also be used by the Health
Department to track progress on key initiatives and will be shared with the Chief Minister. 8
Online District Health Information System (DHIS) District Health Information System is a mechanism of
data collection, transmission, processing, and analysis and information feedback from health facilities.
This is a computerized online information system in Health Department which generates monthly reports
based on information on selected indicators collected from the health facilities. 9Citizens Feedback
Monitoring Program:
Vaccinator Tracking PITB and the EPI Cell have launched E-Vaccs, an attendance monitoring mobile
application for vaccinators, in 26 districts. This mobile application is now providing Executive District
Officers (EDOs) (Health) and other health officials with key information on vaccinator coverage of
communities.10

4. Coordination, Collaboration and Synergies
EVA-BHN may has opportunity to create synergies with AAWAZ Project partner organization in
Muzaffargarh district. Strengthening Participatory Organization (SPO) is implementing partner of
AAWAZ Project in ten (10) union councils of Muzaffargarh district. Aawaz Project has established
10village committees in each village, one Agahi Center at Union Council level, one Tehsil forum and
one district AAWAZ Forum. EVA-BHN may collaborate with SPO for the smooth implementation of
project.

SPO has Civil Society Network (CSN) funded by British High Commission Project (BHC).CSN has its
own secretariat and institutional arrangements in Muzaffargarh city. EVA-BHN may utilize the CSN
secretariat for DAF quarterly meetings and even for the sustainability of DAF.
A part of this, World Vision International has it field office in Muzaffargarh district and
implementing its voice and accountability projects in Muzaffargarh district.
Right Based Advocacy Networks and Forums
Civil Society Network; it is group consisting on human rights activists from different professions
i.e. labor union, media ,bar association, religious scholars, transgender, minority, lawyers, CSOs,
CBOs. There is no membership from government as it is citizens’ centric forum. Their mandate is
to highlight and advocate on the issues which hamper lives of poor, marginalized and vulnerable
segments of society.
CSN is supported by Strengthening Participatory Organization (SPO) and managed by SANJH
Foundation Muzaffargarh.
District Aawaz Forum; It is consisting on entities and groups from different professions i.e. It is part
of DFID funded Aawaz project implemented by Strengthening Participatory Organization (SPO).This
forum is well organized and connected with village level committees and union council level forum.
The overall purpose is to advocate on the issues and demands raised by the village committees
and union council level forum.
Disaster Risk Reduction Forum (DRR); It is consisting on organizations with specialties of DRR
sector. This forum was initiated by WVI and now it is manage by Sanjh Foundation. It is currently
functional. It has provided good support to district government in linking with group of volunteers
for DRR initiatives in Muzaffargarh district.
Child Rights Advocacy Network (CRAN); It is consisting on entities and organization with different
professions. It was supported by Save the Children International and now it is implemented by
SANJH Foundation. Its mandate is to advocate on child rights issues.
District Amman Committee; this is managed and supported by DCO Office Muzaffargarh district.
Its purpose is to ensure vigilance regarding terrorism, extremism, sectarianism and other conflicts
within the district. It is consisting of representatives from government and CSOs.
District Support Group (DSG); It is consisting on organizations with sector specialties i.e. Child
protection, health and nutrition, education, Gender. The purpose is to advocate on the issues
related with mentioned sector and these sector specialist organization will take lead for advocacy
to the relevant government department. Currently, DSG is implementing by WVI in Muzaffargarh
District. It is well capacitated group of sector specialist organizations.

There are number of local organizations working in district Muzaffargarh with various scope of
work and mandate. While few of organizations including in national, local and international
organizations are screened complying the mandate of EVA-BHN for the sole purpose of
collaboration and cooperation for the successful implementation and sustainability of EVA-BHN
interventions.

6. Brief Note on Citizens Community Boards(CCBs) and CBOsiv
Community groups were came into existence through local government system in 2001.Thier
prime objective was to institutionalize citizens’ participation for improving governance and
accountability. Although, after the suspension of local government system now CCBs are not active
this may be due to lack of resources and funds. However, few of active and motivated activists
have made sure the sustainability of CCBs and local support organization (LSO) but their active
functionality is neither due to lack of finance resources and technical skills and capacities.
Strengthening Participatory Organization (SPO) has wide range of CBOs network in 10 union
councils of Muzaffargarh,Kot Addu and Jatoi tehsils in District Muzaffargarh. SPO is implementing
AAWAZ Project with the support of CCBs and LSOs and in this way CCBs and LSOs are functional.
Likewise, World Vision International (WVI) has also activated the already existing CCBs and LSOs as
well as established village organization for their development project.

During meeting with him it is revealed that DCO is keen to implement CFMP and for that he may needs EVA-BHN support. He may direct to EDO health office for quick redress of grievance submitted by DAF.(EVA needs to adopt careful diplomatic approach with him)

He is MNA and won four times for the same seat. He has good relationships with local common citizens and particularly with the vulnerable and marginalized communities. He has initiated the five(5)transport free of cost for the common and poor citizens.
He takes keen interest for the solution of common citizens’ issues therefore, EVA may get support for advocating on citizens led charter of demands. EVA should be careful that few of district level authorities are anti of Mr. Jamshed.

He contested election first time in 2013 and won the provincial level seat in Punjab assembly. He obtained approval for the establishing boys and girls secondary school in Union Council Muarada abad,Chack Farazi ,Langer Saray and Murada
He has good relationships with EDO Health and DCO Muzaffargarh. Therefore, EVA may get his support policy advocacy level interventions.

President Press Club There are four(4) press clubs in district Muzaffargarh. Press environment is not good as these four groups have their own interests. There is only on press club which is leading by Mr. A.B Mujahid is registered. Mr.A.B Mujahid is ex-Nazim of union council Taleri in Muzaffargarh. He publish monthly newsletter on different social issues. He is affiliated with PPP political party.He has good relationships with district government.
President Muzaffargarh press club(Mr.A.B Muhahid) has good relationships with DCO Muzaffargarh. Therefore, EVA may get his support for policy advocacy level activities. President press club is also writer of “daily Jaloos” newsletter where issues of district Muzaffargarh are specially highlighted. This newsletter is also issued to DCO Muzaffargarh and DCO generally takes actions.

President Bar Association There is one Bar Association. Muhammad Iqbal Khan Pitafi is president of Bar Association. He was Ex-Nazim of Union council Wan Pitafi. He also contested election 2013 Independent candidate but was not successful. He is social person and has wider social networking. He also

Grievances Redress Mechanisms at the District Levelvi
There is formal grievances redress mechanism is existing in DCO office in the shape of “complaint box”.
Citizens may register their complaints and drop their applications/letters/complaints in the “complaint
box”. DCO seriously take actions and held “Khuli Kachehri” at different location in Muzaffargarh district for
the solution of citizens, grievances. Sources revealed that, DCO only held “Khuli Kachehri” on peace and
interfaith harmony and vitiligous committees at Union Council, Tehsil and District level for observing Peace
related issues and referred to those issues to the concern departments.
District level ombudsman office established in Muzaffargarh district complying with mandate of provincial
ombudsman office. It is revealed by Advisor Ombudsman Muzaffargarh that grievances are redress in
