District as Export Hub:

Countries all over the world try to promote exports. Exports are more important to modern

economies because they offer people and firms many more markets for their goods. For

many developing countries, exports also serve the purpose of earning foreign currency with

which they can buy essential imports—foreign products. Exports lead to domestic

production. Domestic production requires domestic labor. Hence, exports lead to an increase

in employment in the nation. Karnataka has a long tradition of overseas trade. Historically,

Karnataka has been a major exporter of commodities like Coffee, Spices, Silk, Cashew nuts,

Handicrafts and Agarbathis.

Highlighting the need to increase exports, Honourable Prime Minister in his Independence

address to nation in 2019 said India should now work aggressively to boost exports and

every district can be made an export hub as locally made products hold huge potential. He

said “Time has come to think about how we can boost exports each district of India has so

much to offer. Let us make local products attractive. May more export hubs emerge. Our

guiding principle is zero defect, zero effect,” In order to convert each district into an export

hub, the Honourable Finance Minister in her Budget 2020-21 speech said that each district

should develop as an export hub.

The Ministry of Commerce and Industry, GoI, through Directorate General of Foreign Trade

(DGFT) has been engaging with States/ UTs to initiate preparation and implementation of a

District Export Plan (DEP) specific to each district in every State/ UT through an

institutional structure at the district level. There is a District level export promotion

committee constituted at the district level to look into various issues and promote the exports

from that district. DISTRICT EXPORT PLAN (DEP):

The District Export Plan includes, the support required by the local industry in boosting their

manufacturing and exports with impetus on supporting the industry from the production

stage to the exporting stage. The DEP also includes strategy to enhance logistics and

infrastructure at the district level. Government of Karnataka has reconstituted the District

Level Export Committee, under the Chairmanship of Deputy Commissioner of the respective

District. The committee monitors the preparation and implementation of the Export Plan.

Introduction:

Hassan District is one of the 30 districts in the state of Karnataka, India in the southwest of

Karnataka. The district is rich in history and memorable events. The district reached its zenith

during the reign of the Hoysala Emperors, who had taken over the former Dwarasamudra

capital of the Belur. The district is famous for its scenic beauty and is the home of Hoysala

style architecture and sculpture in Belur and Halebidu. The Sravanabelagola of the

Channarayapatna taluk is also a famous pilgrimage site of the Jains. Hassan is a city and the

district headquarters of Hassan district. It is named after the Hasanamba temple.

Agricutural Crops and Plantations: Main crops grown in Hassan district are coffee, cardamom, pepper, potato, maize, ragi, tea,

coconut, sugarcane, tobacco and vegetables. Tender cucumber of Hassan district is famous in

Karnataka State. In Arakalgudu taluk major crops grown are plantation crops, food grains,

commercial crops and some vegetables. Alur, Belur and Sakleshpur taluks are growing more

plantation crops, than other crops because taluks are malnad areas but in Alur and Belur

taluks some parts are maidans. In Hassan taluk, farmers are concentrating more on vegetable

cultivation because vegetable market is located in the Hassan district headquarters.

The College of Agriculture is located near Karekere, at 19 Kms from Hassan on National

Highway-48 (Bangalore-Mangalore) towards Bangalore. Hassan is well connected by road

and train facilities.

By recognizing the importance of agricultural education in rural areas and to meet the

requirements for well qualified and trained manpower for the fast growing food processing

industry, the University of Agricultural Sciences, Bangalore has rightly selected Hassan as the

ideal location to start Agricultural College. The district has varied agro-climatic conditions

congenial for growing of various field as well as fruits and plantation crops. The college

would help the farming community of the state in general and Hassan district in particular by

way of producing well trained manpower, genuine agricultural inputs like seeds, planting

materials and other information from time to time for overall development of the rural

community.

A separate Food Science block has been established with five teaching laboratories, viz, Food

Microbiology and Fermentation Technology, Dairy Technology, Fruits and Vegetable

Processing, Grain Milling technology and Baking and Extrusion technology which are fully

functional. All class rooms are well furnished and equipped with modern teaching aids. Major

facilities/instruments in this department are lyophilizer, spray drier, de-husker, polisher,

perler, flour mill, baking oven, extruder, blender, automated Soxhlet apparatus fruit and

vegetable juicer, etc

Black Pepper

The MALABAR PEPPER variety has originated as chance seedling in the State of Kerala.

MALABAR PEPPER was selected from the agro-climate condition of the said geographical

indication. The area of production covers all the composite states comprised in the Malabar

region of the erstwhile Madras Presidency, which in the present period covers the entire South

India. This geographical areas comprise of Alapuzha, Palakkad, Pathanamthitta,

Thiruvananthapuram, Thrissur, Wynad, Ernakulam,Idukki, Kannur, Kasaragod, Kollam,

Kottayam, Kozhikode, Malappuram districts in Kerala State Dakshina Kannada, Davangere,

Dharwad, Hassan, Kodagu, Bangalore, Mandya, Mysore, Shimoga, Tumkur, Udipi, Uttara

Kannada, Chamarajanagar, Chickmagalur districts in Karnataka State Namakkal, Nilgiris,

Coimbatore, Pudukottai, Salem, Thanjavur, Theni, Tirunelveli, Vellore, Krishnagri, Dindigul,

"MALABAR PEPPER” is classified under two grades- garbled and un-garbled. The garbled

variety is black in colour nearly globular with a wrinkled surface, the deepest wrinkles

forming a network in the dried fruit. The ungarbled variety has a wrinkled surface and the

colour varies from dark brown to black. It (Piper nigrum) is a flowering vine in the family

Piperaceae, cultivated for its fruit, which is usually dried and used as a spice and seasoning.

The fruit, known as a peppercorn when dried, is a small drupe five millimetres in diameter,

dark red when fully mature, containing a single seed.

Recent trends in Black Pepper production

Karnataka has overtaken Kerala and become the country's leading pepper producer,

accounting for 45% of the total production. The recent production data puts Karnataka ahead

of Kerala for the second year running with Karnataka accounting for more than 50 per cent of

the production. Of the estimated all-India pepper production of 64,000 tonnes in 2017-18 ,

Karnataka’s share was 35,000 tonnes while that of Kerala was 22,000 tonnes during the

period.

The rising prices of pepper and fluctuation in coffee rates are reasons to incentivise farmers in

Karnataka to take up pepper as an adjunct crop. Moreover, Karnataka planters have been

taking lot of initiatives in stepping up pepper production and have set up plans to adopt the

Vietnamese method of exclusive mono-crop of pepper cultivation.

Black pepper in Hassan district is mainly gown in Sakleshpur followed by Belur and Alur.

Ginger:

Ginger is another important crop cultivated in Hassan district. Ginger is mainly grown in

Belur followed by Holenarsipur, Chennarayapatna and Arkalgud.

Production of Cardamom is gradually decreasing in Hassan district and it has now reached

180.80 MT in 2018-19. Sakleshpur is the major taluk in which more than 95 % of Small

cardamom is produced. Inputs for spices are from Spices Board Bangalore

( JD Horti/ JD Agri at Hassan along with Kappec need to be coordinate with Spices Board, Bangalore office for

more inputs and issues)

Potato:

In the world India is second largest producer of Potato after China. As per 2016 data India’s

share in production was 11.62 percent after chinas 26.31 percent. Total production was 2582

lakh tones and india produced 437 lakh tones while china produced 437 lakh tones.

In India UP Bihar and west Bengal are major growers of Potato.accounting 33.33 percent

24.92 percent and 15 percent of production. Others being Gujrat 7.42 percent , MP 6.13

percent and Punjab 5 percent. Karnataka with 5 lakh tones accounts for 0.90 percent share as

per data for 2017-18 year of production.

India exports potato to more than 30 countries. More than 90 percent is to Nepal. In the year 2019-20 India exported 31.74 lakh tonnes out of which 30.74 lakh tonnes were to Nepal only.

Karnataka is one of the important Potato growing state in the country grown mainly in the districts of Hassan, Belgaum, Chikkaballapur and Kolar. The state’s agro-climatic conditions favour its cultivation during two seasons a year. Potato is predominantly grown in Bangalore, Belgaum, Chikmagalur, Dharwad, Hassan and Kolar districts. It is mainly grown as kharif crop in Belgaum, Chikmagalur, Dharwad and Hassan districts, whereas, it’s grown as a rabi crop in Kolar and Bangalore districts. The rabi crop is irrigated, whereas the kharif is totally

rainfed. Potatoes produced in kharif account for the major proportion (70%) of the Potatoes produced in Karnataka. Hassan district stands first in area followed by Belgaum and Kolar districts. Hassan district alone account for more than 41 per cent of total Potato production in the state.There is a huge potential for processed Potato products such as Potato flakes, Potato powder, frozen Potatoes, frozen French fries Potato chips/wafers are one of the most popular snack items consumed throughout world. Karnataka in general and Hassan in particular, produce off-season potato suitable for processing industry. Keeping sustainability of crop husbandry in the area and growth of Indian potato processing industry into mind, a joint survey by CIP- SWCA, New Delhi, and CPRI, Shimla, was carried out in Hassan to find out reasons responsible for such situation. Acute resource paucity and unavailability of quality seed potato at affordable prices were identified as one of the important reason

Potatoes are used for a variety of purposes, and not only as a vegetable for cooking at home. In fact, it is likely that less than 50 percent of potatoes grown worldwide are consumed fresh. The rest are processed into potato food products and food ingredients; fed to cattle, pigs, and chickens; processed into starch for industry; and re-used as seed tubers for growing the next season’s potato crop. Apart from fresh potato processed potato offers huge potential.

POTATO FOOD USES: FRESH, FROZEN, DEHYDRATED

Fresh potatoes are baked, boiled, or fried and used in a staggering range of recipes: mashed potatoes, potato pancakes, potato dumplings, twice-baked potatoes, potato soup, potato salad and potatoes au gratin, to name a few.But global consumption of potato as food is shifting from fresh potatoes to added-value, processed food products. One of the main items in that category is frozen potatoes, which includes most of the french fries (“chips” in the UK) served in restaurants and fast-food chains worldwide. The world’s appetite for factory-made french fries has been put at more than 7 million tons a year. Another processed product, the potato crisp (“chips” in the US) is the long-standing king of snack foods in many developed countries.

Dehydrated potato flakes are used in retail mashed potato products, as ingredients in snacks, and even as food aid. Potato flour, another dehydrated product, is used by the food industry to bind meat mixtures and thicken gravies and soups.A fine, tasteless powder with “excellent mouth-feel,” potato starch provides higher viscosity than wheat and maize starches, and delivers a more tasty product. It is used as a thickener for sauces and stews, and as a binding agent in cake mixes, dough, biscuits, and ice-cream.In eastern Europe and Scandinavia, crushed potatoes are heated to convert their starch to fermentable sugars that are used in the distillation of alcoholic beverages, such as vodka and akvavit.

POTATO NON-FOOD USES: GLUE, ANIMAL FEED, AND FUEL-GRADE ETHANOL

Potato starch is widely used by the pharmaceutical, textile, wood, and paper industries as an adhesive, binder, texture agent, and filler, and by oil drilling firms to wash boreholes. Potato starch is a 100% biodegradable substitute for polystyrene and other plastics and used, for example, in disposable plates, dishes, and knives.

Potato peel and other “zero value” wastes from potato processing are rich in starch that can be liquefied and fermented to produce fuel-grade ethanol. A study in Canada’s potato-growing province of New Brunswick estimated that 44,000 tons of processing waste could produce 4-5 million liters of ethanol.

In the Russian Federation and other east European countries, as much as half of the potato harvest is used as farm animal feed. Cattle can be fed up to 20 kg of raw potatoes a day, while pigs fatten quickly on a daily diet of 6 kg of boiled potatoes. Chopped up and added to silage, the tubers cook in the heat of fermentation.

Thus for Hassan potential of potato as produce and processed product to be further explored in consultation with stake holders along with FPOs, Dept of Horticuture Gok and Horticuture university branch at Hassan and processing industry. Some of the issues are seed availability ,productivity, marketing issues, late blight disease resistance and heat resistance and logistics. If there are contract arrangements for processing industry, issues involved are to be explored for export potential.

( JD Horticulture at Hassan with Kappec to coordinate with concerned for further action plan) Coffee : In India, coffee is grown in regions that receive 2,500-4,000 mm rainfall for more than 100 days, followed by a continuous dry period of a similar duration. Coffee growing areas in the country have diverse climatic conditions, which are suitable for the cultivation of different varieties of coffee. In India, coffee is cultivated in about 4.54 lakh hectares by 3.66 lakh coffee farmers of which 98% are small farmers. Coffee cultivation is mainly done in the Southern States of India: Karnataka – 54% Kerala – 19% Tamil Nadu – 8% The districts Chikkamaglur , Kodagu and Hassan are the main Coffee Districts

• India is the third-largest producer and exporter of coffee in Asia, and the sixth-largest producer and fifth-largest exporter of coffee in the world.

• The country accounts for 3.14 per cent (2019-20) of the global coffee production. • The coffee production stood at 299,300 million tonnes (MT) during 2019-20P. • The coffee export from India stood at US$ 738.90 million during 2019-20 and US$

120.83 million during April-May 2020. • Of the total coffee produced in India, 70 per cent is exported and 30 per cent is

consumed domestically. • Coffee Board of India: The Coffee Board of India is engaged in the research,

development, extension, quality upgrade, and domestic and international promotion of Indian coffee. Since 2002, the board has been conducting the India International Coffee Festival, a biennial event held in India in collaboration with other industry stakeholders. Central Coffee Research Institute at Balehonnur and Coffee Board , Coffee research station chettahalli have made important contribution in strengthening the coffee industry in Karnataka.

• Coffee as Cluster under Agri Export Policy(AEP) : Coffee is one of the cluster product under the Agri export policy of GOI. In the action plan & strategy to implement Agricuture Export Policy ( AEP) of Govt of India in Karnataka, the KAPPEC of the State Government has identified the area and production as below. Thus Hassan is part of the cluster.

1. Suggestions from Coffee Board

The Coffee Board is working under the administrative control of the Ministry of Commerce & Industry, Department of Commerce, Government of India is headquartered in Bengaluru is engaged in the promoting the quality production of Coffee and facilitating the marketing including exports. During the stakeholders’ meeting and also with the interaction had with Coffee Board officials, following specific actions are suggested by them to increase the export of Coffee from the State.

1. Establishment of a custom hire centre to provide machineries to coffee farm operations one each at identified cluster districts of Chikkamagaluru, Hassan and Kodagu by dovetailing State Government scheme with a fund requirement of Rs. 5 crores each totaling to Rs.15 crores.

2. Interest subvention @ 5% on crop loans to encourage intensive management of coffee plantations which will greatly help in improving the productivitywith a fund requirement of Rs. 3 crores per year totaling to Rs. 15 crores for 5 years for the identified coffee clusters.

3. To extend support for re-plantation of senile/unproductive plantations to increase production, productivity and quality of Coffee. The fund requirement would be Rs. 7 Crores per year totaling to Rs. 35 Crores for 5 years for the identified coffee clusters.

4. To organize digital media campaigns for the promotion of GI registered unique regional coffees in High value markets as well as traditional coffee markets. The fund requirement would be of Rs. 5 Crores per year totalling to Rs. 25 Crores for 5 years for the identified coffee clusters.

Infrastructure proposed in the strategy paper: Establishment of a separate warehouse for coffee with an exclusive area for fumigation, inspection and factory loading of coffee containers at Mangalore Port in collaboration with State Government and New Mangalore Port Trust (NMPT). The fund requirement of about Rs.10 Crores to be met by the NMPT and State Government.

a. Pulping is a process through which the outer skin of coffee berries is removed. Once the outer skin is removed, the resultant beans is called Parchment beans which fetches a higher value.Since the land, machineries for pulping are not there with all / not affordable, many small growers just dry the berries – which become black cherries - and fetches low value. If the government can set-up Community Pulping Centres (plus Effluent Treatment Plants) in the area, it would be of great help to all growers. Pulping adds value to the product.

b. Arabica parchments will have a better export value. 90% of coffee growers are small

growers and are unorganized. They depend upon traders, and hence they do not have any control on pricing. They normally take ‘crop loans’ from Co-operative banks and the deadline for payment falls on 31st March every year. So the harvest accumulated by Jan-Feb-March period need to be sold off forcibly without choice / without holding back. Many times they find it difficult to repay the loans. Relaxation in repayment of crop loans may be consider.

Vegetable Seed production & exports The climatic condition is suitable for cucurbitaceous crops seed production in Kadur taluk of Chikmaglur & Belur Taluk of Hassan district. One of the leading agricultural firm with farm is doing seed production for the past 25 years with 800 growers. The crops shown are a below:

The Belur weather is ideal for Salvia & cucurbitacea crops, the temperature varies 18 to 27 degree Celsius and average rain fall of 985mm with Relative humidity of 50 to 80%. The firm is producing seeds for six Japanese customers & five European customers. They are able to produce good quality seeds with minimum 99% genetic purity & 90% germination. This is standard required by our customers. From the last eight years they are also able to produce organic seeds for European customers (around 150 acres per year). The potential of this can be further explored for export of these and any other seeds. ( JD Horticulture in Hassan may assess this in consultation with KAPPEC)

Coconut and value added products:

Coconut is selected for the district of Hassan under One district one product (ODOP) scheme. Coconut products coir, activated carbon desiccated coconut, coir pith, activated carbon etc are to be explored for export promotion.

Industrial products:

Potential of Textile , Pharma , Biotech related products to be explored with stake holders for further increasing the exports effectively utilizing the existing infrastructure, and taking advantage of proximity to Bangalore and Mangalore. (DC SEZ office CSEZ at Bangalore also can contribute significantly)

Tourism:

Hassan attracts lot of tourists being nearer to chikkamaglur and Bangalore also being place for famous Hoysala temples at Belur and Halebeed. Can be a great destination in the International circuit for foreign tourists.

Strategies for export promotion:

• Preparing database of Existing Direct/Indirect Exporters

• Motivating Indirect Exporters to directly export.

• Identification & training of the Prospective Exporters. Identification of issues and need to address them

• Orientation training for the Existing Exporters

• Expo visits to Existing Exporters, virtual vistis and e commerce

• Regular meeting with Existing Exporters & problems solving

• Improving Logistics & Infrastructure facilities, as required by the Exporters.

• Establishment of Container Freight Station (CFC) at Hassan.

• Promoting export of agri and horticulture products and processed products with agri export policy and ODOP schemes as support.

• Utilisation of the Central & State Government schemes for Exports.
