at Jackman/Moose River Town Offices

To The Citizens of R.S.U. #82/M.S.A.D. #12:

On July 18, 2016, the Board of Directors of R.S.U #82/M.S.A.D. #12 approved the round-two

proposed annual district budget for 2016/2017. Registered voters living in Jackman and Moose

River will have the opportunity to act upon the round-two budget proposal on two separate

occasions. To begin with, the round-two district budget meeting will be conducted Wednesday

evening, July 27, 2016 at 7:00 p.m. in the school gymnasium. Next, there will be a budget

validation referendum vote held Tuesday, August 23, 2016, with ballot voting occurring at the

municipal buildings of the towns of Jackman and Moose River.

In summary, the round-two budget proposal reflects a decrease to Moose River taxpayers of approximately $4,700.00 and a decrease to the Jackman taxpayers of approximately $14,000.00 over the round-one budget proposal. Please refer to the budget book for a complete

explanation of expenditures and revenues.

GREETINGS: In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of Maine School Administrative District 12/Regional School Unit 82, in said County and State, qualified by law to vote in Maine School Administrative District12/Regional School Unit 82 affairs, to meet at the FOREST HILLS SCHOOL GYMNASIUM, in the town of Jackman, on the day of WEDNESDAY, JULY 27, 2016 at 7:00 o'clock in theevening, then and there to act upon the following articles, to wit:

"Explanation: The District's contribution to the total cost of funding public educationfrom kindergarten to grade 12 as described in the Essential Programs and ServicesFunding Act is the amount of money determined by state law to be the minimum amountthat the municipality must raise in order to receive the full amount of state dollars."

ARTICLE XIV: (Written ballot required) To see what sum the Districtwill raise and appropriate in additional local funds(Recommended $434,475.29), which exceeds theState's Essential Programs and Services allocationmodel by $1,309,516.46 as required to fund the budget recommended by the school committee.

"Explanation: The additional local funds are those locally raised funds over and abovethe District's local contribution to the total cost of funding public education from kindergartento grade 12 as described in the Essential Programs and Services Funding Actand local amounts raised for the annual payment on non-state funded debt service thatwill help achieve the District budget for educational programs.

ARTICLE XV: To see what sum the District will authorize the school committee to expend for the fiscal year beginningJuly 1, 2016 and ending June 30, 2017 from the District's contribution to the total cost of funding public education from Kindergarten to Grade 12 asdescribed in the Essential Programs and ServicesFunding Act, non-state funded school constructionprojects, additional local funds for school purposesunder the Maine Revised Statutes, Title 20-A, section15690, unexpended balances, tuition receipts, statesubsidy and other receipts for the support of schools.

Recommended: 2,253,503.12$ Board of Directors recommends a "Yes" vote.
