February was a significant month for not only Rotary locally but also internationally as RI celebrated it’s 113 anniversary and on the same day, 23rd, saw the fruition of a four year project, The Canberra Rotary Peace Bell unveiling at Nara Peace Park Yarralumla. Congratulations to Michael Rabey and the members of Canberra Burley Griffin for putting Rotary on the map. Another significant event on the 23rd was the Virtual race night held by Woden – a huge success with funds going to My Home in Canberra. Aurora Gungahlin also held their Jazz night at Annie’s. A fantastic result for a small club.

We also saw the launch of the Emergency Services Awards for 2018 and this year not only does it incorporate NSW but also ACT emergency services. Now is your opportunity within this district to nominate a member of the emergency services from your local community for this award. Further details later in this issue.

The tickets for the ROMAC Gala Ball have gone on sale on the district web site. This ball is to celebrate 30 years of this marvelous Rotary program and will be held on 19 May. Clubs are urged to buy a table of 10 and support ROMAC.

Of course, our District conference is being held this month in Mittagong from the 23rd to 25th and registrations are open on the web site. As a precursor to this event we will be running a Future Leaders Seminar on Friday 23rd March at Mittagong. So if you know of a member who would make a good leader within your club or District or even beyond make contact with me. This type of seminar is normally restricted to the Annual Rotary Institute held by the zone.

Rotaract is turning 50 this year and we need your help to celebrate!

Rotaract are holding a dinner to bring together as many Rotaractors from the district as possible. If you have been involved in Rotaract at all in the last 50 years we would love to have you there with us.

RC Belconnen sign MOU to support East Indonesian Aid

The East Indonesian province of Nusa Tengarra Timor, comprises the Islands of Flores, Sumba, West Timor and several smaller islands. The nearest island to Australia is only 450 Km away. The Province has a population of 5.5 million – 91% are Christian and 8% are Muslim. It is one of the poorest parts of Indonesia with a 2008 per capita income of $190 per year. Only 40% of children are able to attend school. Child malnutrition is 31% and child mortality at 7.1% per head of population – both are very high. The main health issues are lack of clean drinking water, sanitation and health facilities. Mostly families are subsistence farmers earning whatever they can from cash cops. With a lengthy dry season and due to general poverty and poor rainfall, they need support in farm productivity, water supply, sanitation, school equipment and facilities

NTA (East Indonesia), a Canberra-based overseas aid NGO, have worked with local staff, government agencies and local NGOs to identify projects. East Indonesian families and communities are helped to self-construct sustainable water, sanitation, agricultural and educational infrastructure and facilities. NTA receives base funding from Department of Foreign Affairs through the Australian NGO Cooperation Program but the amount of projects implemented is considerably improved by fund raising activities and donations. Several Canberra Clubs and Rotaract have individually donated to NTA in the past as have Belconnen Club and individual Rotarians.

NTA explained to Belconnen Club how they were supported by a RAWCS project of RC Lane Cove. A Belconnen Rotarian visited the Club and met with their Project Coordinator and the International Directors of four Sydney Clubs. They have raised over $50,000 in the past five years. This enabled NTA to complete with its East Indonesian partners over 100 small projects including water tanks, toilet blocks, crop fencing and school library facilities for families and communities. RC Belconnen saw the benefits of this cooperative model and how small grants created major outcomes. They decided to replicate it in District 9710. They committed to donating $2,000 a year for the next three years and promote the project. Now they look to other Clubs in the District to give funding commitments to bring the total to $10,000 for this first year. They have signed a Memorandum of Understanding (MOU) with NTA and recently submitted their on-line application to register as a RAWCS project under the name Rotary Small Grants (East Indonesia).

A Rotarian volunteer from the Club will accompany the NTA team each year and report back. Donors will receive individual project photographs and reports. NOMINATIONS OPEN FOR EXPANDED ROTARY EMERGENCY SERVICES COMMUNITY AWARDS 2018

Minister for Emergency Services Troy Grant last night launched the 2018 Rotary Emergency Services Community Awards.

Since 2015 the Rotary Districts and Clubs of NSW have acknowledged and celebrated the achievements of Emergency Services personnel across the state and this year the expanded awards will include the four Emergency Services Agencies in the ACT.

Mr Grant thanked Rotary for establishing the awards, which highlight the invaluable work undertaken by emergency services personnel and volunteers, who often go above and beyond the call of duty.

“The men and women in our emergency services epitomise the traits that bind and strengthen our communities,” Mr Grant said.

“Our emergency services have proudly chosen to devote their time to the service and protection of the community. They are often the first on the scene in times of crisis, and are the lifesaving hands that work to rescue or assist those in desperate need.

“As first responders their contribution to this state is immeasurable and these awards highlight their actions and service.”

In line with the Rotary motto of Service Above Self, the Emergency Services Community Awards recognise emergency services personnel for their community service beyond the call of normal duties.

The awards are the only time that all emergency services personnel, both paid and volunteer, are recognised in a combined awards ceremony.

The expansion of the Awards for the ACT will be the first step in initiating a National Awards recognition, with each State and Territory using the NSW model to recognise and celebrate their unsung heroes.

The Rotary Districts and Clubs of NSW and ACT Emergency Services Community Awards are open to all emergency services personnel from the six official NSW emergency services agencies.

Finalists will be announced on 11 April 2018 and an awards dinner will be hosted on Friday 1 June 2018.

Canberra has its own World Peace Bell - A message of peace rang out across Lake Burley Griffin on Friday as Canberra's very own World Peace Bell was unveiled.

After waiting in storage at the Australian War Memorial for two years, the Canberra Rotary Peace Bell will now live in a specially designed pavilion along the shores of the lake.

All peace bells are identical, cast Japanese temple bells made from the melted coins of different UN nations. They serve as a reminder of the lives lost in violence.

Canberra's 350 kilogram bell is the 23rd in the world, and the second in Australia.

On Friday, local religious leaders and school students watched on as Wiradjuri dancer and elder Duncan Smith performed a special welcome to country.

The Rotary Club of Canberra Burley Griffin raised more than $120,000 to bring the bell to the capital, in a project that also marks Rotary in Canberra's 90th anniversary.

"[The bell] tolls to remind us to unite in a call for peace – and perhaps there can be no greater time for that than right now," said Michael Rabey, who coordinated the project for the rotary.

The bell will usually be rung on World Peace Day on the third Tuesday in September each year but you can expect to hear its sound long into the weekend.

The Peace Bell project was initiated by Rotary in partnership with the World Peace Association. Rotary Canberra Burley Griffin took on the ambitious project of fundraising, coordinating the design with local firm Kasparek Architects and overseeing the build of the

Rotary Canberra Burley Griffin coordinator Michael Rabey said he hoped the bell was sounded loud and clear over the weekend.

"We think if hundreds and hundreds of people turn up over the weekend, it will send a clear message to the authorities to think very carefully before they commit our young men and women [to war]," he said.

The peace bell was a fitting achievement to mark the 90th anniversary of Rotary in Canberra.

It’s a non-competitive cyclo-sportive event that provides a great challenge to ride the six peaks of Canberra – Mount Stromlo, Red Hill, Mount Pleasant, Mount Ainslie and Black Mountain and Dairy Farmers Hill (in the Arboretum). It is historically named 'Five Peaks Challenge' but since 2015, when Dairy Farmers Hill (in the Arboretum) was added, it has six peaks for you. That's 30% extra!

• Two ride length options of 117 km or 88 km • You can choose which peaks you climb and which ones you by-pass • Take on all six peaks for a total elevation gains of about 2,000 m on the longer ride

2018-19 RI President Barry Rassin wants Rotary members to Be the Inspiration

New District!!!!As you are aware, we will be creating a new Rotary District that comes into

being on the 1st July 2020. This District will encompass the current geographic

boundaries of Districts 9700 and 9710.

Recently our Rotary International Director, Noel Trevaskis stated:

“There is an urgent need for change both at the Club and the District

levels. Clubs need to find new ways of attracting and retaining members and

Districts need to focus their efforts on providing the best possible support

mechanisms to Clubs in their crucial endeavour to grow and strengthen Rotary.

Larger and better resourced Districts are seen as a significant way of providing

this support to Clubs.”

These are exciting times for the two Districts as we are able to start a new

district with a blank canvas and as long as we abide by Legislation and RI Code

of Policies we are able to create an entity that still caters to the needs of our

current programs but is able to look to the future for Rotary in our region.

As a result of meetings within the leadership group of both districts and after

consultation with Rotary International we have formed a Transition Management

Team consisting of District Governors George Weston (9700), Steve Hill (9710),

Past District Governors Irene Jones(9700) and Bob Greeney(9710) to oversee

the formation of this new district between now and 1st July 2020. After the

selection of the District Governor for 2020/21 to be held in March 2018, the new

Governor will join this transition Team.

As forming a new district is a large project this transition team will be

implementing Focus groups that will be charged with advising how the new

district will do business under the Avenues of Service within RI, its governance

including constitutional matters, rules and bylaws, membership and other

matters that are needed.

We are under no illusion that without the assistance of every Rotarian within

both Districts the new model we are looking at forming will not happen. To this

end we are asking that Rotarians assist us by sending us ideas and thoughts on

what you believe the new district should be doing to fulfil its main role of being

there as a resource for the clubs in doing good in the world.

Due to the larger geographical area of the new district, and to assist further the

District Governor, the position of Area Governors will be created. Area

Governors will each be responsible for an area containing no more than 15

Rotary Clubs plus any Rotaract or Interact Clubs that may fall within those

areas. They will replace the Assistant Governors and have responsibility within

their area of representing the District Governor at official club visits and

ensuring training and other pertinent matters occur appropriately within their

Area. A new Area Governor manual has been written by DG Steve Hill and

approved by RI Director Noel. This manual will be available soon on our current

District websites. The position of Assistant Governors will no longer exist within

our new district.

A nominating committee will select Area Governors along the same lines as the

District Governor is selected and will receive training at the zone institute that is

held annually within Australia. The position of Area Governor will be a two-year

position and will receive funding from the Governor’s allowance issued by

Rotary International. An Area Governor must have been a Rotarian for 5 years

and held the position of President in at least one club.

Some other questions that have arisen already because of the idea of a new

District:

Q. What impact will it have on our annual District Conference? A. With increased members and more major towns/cities it will open up

opportunities for increased friendships and receptive visits.

Q. Where will our District training and development programs be held? A. That will be the decision of the elected District leaders of the day; there

maybe one large session or several throughout the District.

Q. What impact will the new District have on our District youth programs e.g. YEP, RYLA? A. You will now have a larger source of youth talent and Alumni to draw from,

flexibility in training venues, and the opportunity to duplicate programs through

the year in different areas.

Q. How will our District governor be elected? A. All qualified members throughout the District will have the same opportunity

as is now practised.

This last question is one of the most important tasks that has to be undertaken

very soon. Notification for expressions of interest from Rotarians to nominate

for the District Governor for 2020/21 will be distributed before or on 10th

December to all clubs. It is imperative that we select the right person for the job

in the new District. The role of the District Governor is changing to

Administrative oversight of the District Board and the District programs. Travel

to visit clubs will be limited: consequently distance need not be a factor in any

Rotarians nomination for DG. We are asking every Rotarian to give

considerable thought as to whom they would like to see nominated for this

position and to ensure they bring this to the notice of their current District

Governor. The selections will take place on the 10th March 2018. The RI

requirement for the District Governor is that he/she has to have been a Rotarian

for 7 years and a Past President of a club.
