GPS TESTING
LOWER MISSISSIPPI RIVER - SAFETY ADVISORY/CHANNEL CONDITION
The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.
The U.S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.
At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS users are encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or by using the NAVCEN Website to submit a GPS problem report.
The COTP Lower Mississippi River has issued a high water Safety Advisory from Mile 439.0 to Mile 303.0, due to hazardous conditions associatedwith strong currents, severe outdrafts, missing/off station aids to navigation and diving buoys. The COTP in concurrence with the Lower Mississippi River Committee recommends the following limits to tows when the Vicksburg Gauge reaches 36.0 feet and that will be transiting between Mile 439.0 and 303.0. Down-bound: Wheelmen are to have experience handling the current conditions. Towing vessels must have at least 240 h.p. per loaded barge with a maximum of 36 barges. Towing vessels with less than 6,000 h.p. a maximum tow size of 25 loaded barges. Towing vessels 6,001 h.p. to 7,200 h.p., maximum tow size of 30 barges. Towing vessels 7,201 h.p. to 8,400 h.p., maximum tow size of 35 barges.

Towing vessels with greater than 8,401 h.p., maximum tow size of 36 barges. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard. Mariners are requested to contact U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2784, for additional information or to report areas of concern.
River levels are within normal river stages. The COTP Upper Mississippi River high water Safety Advisory has been cancelled.
Water levels are receding, the Safety Advisory for Zone 28 (Mile 185.4 – Mile 109.9) is cancelled.
Water levels are receding, the COTP Upper Mississippi River Safety Advisory for Pool 3 (Mile 815.1-Mile 796.9), is cancelled.
Multiple L/D’s on the Arkansas River, have varying states of availability and operations. Closures of locks will occur as local conditions warrant. Mariners are encouraged to contact the respective lock masters, for additional information regarding L/D closures or restrictions.
Attached as an enclosure to this LNM, is a USACE Arkansas River Channel Status Report.
Attached as an enclosure to this LNM, is Special Public Notice D8 DWB-889, regarding drawbridge operation on the Upper Mississippi River, St. Croix River and the Missouri River.

The Pittsburgh Water and Sewer Authority has installed 34 Temporary Unlighted Buoys to mark the pipeline replacement area to avoid and to aid navigation of the recreational mariner during the repair phases of the Fort Duquesne Bridge, in the vicinity of Mile 0.25, Allegheny County, Pennsylvania. These temporary buoys shall remain on location until completion of the pipeline replacement. The USACE Little Rock District has issued special locking instructions for the Dardanelle L/D (No. 10) in the vicinity of Mile 205.5. Down-bound towsMUST stop and orient themselves into a straight position prior to lockage and to avoid contact with the lock walls in the vicinity of the new stop-log slot cuts. Tow captains are to follow the directions of the lock operator, to safely transit by the land wall and the river wall slot cuts, located 20 feet up-stream of the up-stream miter gate recesses. These restrictions will remain in place until the spring or summer 2020. Mariners may contact the lock via VHF-FM Channel 16 or at (479) 890-4987, in advance of arrival, for current conditions. The L/D 2 has ceased locking operations with an upper gauge reading above 22.5 feet. Mariners are urged to exercise caution in the area. Mariners should contact the lock operator to determine if it is safe to navigate over the weir.
Utica Highway Bridge; Horizontal clearance may be reduced to 325 feet, due to ongoing construction of the bridge. Work barges may be in the river, during daylight hours, Monday through Saturday. For additional information, mariners may contact the M/V TAYLOR LYNN via VHF-FM Channel 13 or 16, or the site supervisor at (779) 205-8080.
Continuing until further notice, the M/V LaSALLE is conducting dredging operations between approximate Miles 182.0 and 181.8. Work will be conducted from 7:00 a.m. until 5:00 p.m., 7-days a week. The M/V LaSALLE will monitor VHF-FM Channel 13, 14 or 82 and requests 30-minutes advance notice of passage, for passing arrangements. Continuing until approximately February 1, 2020, a contractor for the USACE will construct a dike in the vicinity of Mile 591.2, RDB. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. The contractors floating plant will consist of the M/V MISS NINA, spud barges, tender boats and survey boats. A barge fleet will be established in close proximity to this project outside of the navigation channel. The M/V MISS NINA and designated work boats will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Continuing until approximately February 1, 2020, a contractor for the USACE will construct dikes and levees between approximate Miles 443.0 and439.0, LDB. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. The contractors floating plant will consist of the M/V PINE BLUFF, spud barges, tender boats and survey boats. A barge fleet will be established in close proximity to the worksite, outside of the navigation channel. The M/V PINE BLUFF and designated workboats will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Continuing until January 25, 2020, the USACE contract vessel M/V LANTANA is conducting bank stabilization operations at the Point Pleasant Bend-way between approximate Miles 415.0 and 413.0, RDB. Work will be conducted 7-days a week, during daylight hours. The contractors floating plant will consist of the M/V LANTANA and associated barges. Mariners are requested to transit the area as is safe, not meet or pass, transit at slowest safe speed, and to make passing arrangements with M/V LANTANA. Mariners may contact the M/V LANTANA via VHF-FM Channel 16 or 72or via phone at (769) 203-2218.
Continuing until approximately February 1, 2020, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than 1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Two line-handlers (with life vests) andbumpers are required when approaching and exiting the lock. Vessels must be moored by the bow and stern to the floating timber-heads. The Contractor will work 7-days a week, 12-hours a day, during daylight hours and the plant will include an anchor barge with hydraulic backhoe. An office barge and various material barges will be on-site, staged along the river at this location. The M/V ALBOB can be contacted on VHF-FM Channel 13 or 72. Shoaling exists between approximate Miles 800.7 and 800.4. A 240-foot wide channel with a minimum depth of 9 feet has been dredged through the area. Buoys in the area may be missing or not correctly marking the 240-foot channel. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Red Wing Highway Bridge; Continuing until further notice, a work barge will be in the channel starting December 2, 2019 during daylight hours only, a one hour advance notice is required to transit by notifying “Zenith Tech Barge” via VHF-FM Channel 16 or via cell phone (715) 610-4002. Horizontal clearance may be reduced to 385 feet at all other times while construction is ongoing. Continuing until approximately December 24, 2019, the Dredge POTTER will conduct dredging operations in the vicinity of Mile 184.0, Lower Chain of Rocks Canal entrance. Work will be conducted 24-hours a day, 7-days a week. L/D 27 will manage the traffic queue through the Lower Canal and past the Dredge POTTER, to minimize delays to both dredging operations and towing vessels. Minor transit delays, up to 4-hours, may be experienced. The floating plant will consist of the Dredge POTTER, tender boats, small boats, barges and pipeline. Shoaling has been reported in the vicinity of Mile 178.0, RDB of the channel. Mariners are urged to exercise caution in the area.
Chevron Appalachia L.L.C., has reported the installation of 4 temporary unlighted information buoys located in approximate position 39-55-55.42N, 079-55-56.61W, Mile 72.7, RDB, Fayette County, Pennsylvania. The 4 temporary unlighted information buoys will be deployed until March 16, 2020. Any questions, inquiries or navigation safety concerns, should be directed to U.S. Coast Guard Sector Ohio Valley at (502) 779-5422 or via email at: [email protected]. Mariners are advised to exercise caution in this vicinity and to completely avoid navigating outside of the navigable channel in the area.
The COTP Pittsburgh has issued the following Safety Advisory due to high water/flow conditions at L/D 4 in the vicinity of Mile 41.5. The gate opening is greater than 8 feet. Mariners are urged to exercise caution while double locking through L/D.
Chevron Appalachia, L.L.C., shall install four (4) temporary lighted danger buoys to mark the perimeter of their Herminie South Intake pump structures. The temporary lighted danger buoys shall be located on the Youghiogheny River at approximate Mile 25.1, RDB, from December 27, 2019 until April 4, 2020. The four (4) lighted danger buoys shall display FL W 2.5s. All questions or inquiries shall be directed to Chevron Appalachia, L.L.C., at (412) 921-8666 or via email at: [email protected], or you may contact U. S. Coast Guard Sector Ohio Valley at (502) 779-5422. Mariners are advised to exercise caution in this vicinity.
The gate opening at Emsworth L/D, in the vicinity of Mile 6.2, is greater than 85 feet. When transiting down river, with the intention of using the front channel, past Brunot Island, in the vicinity of Mile 1.5, keep towards the RDB while entering the front channel to avoid a severe set towards the island. When transiting up river, with the intention of using the back channel, past Brunot Island, in the vicinity of Mile 3.0, exercise caution when entering the back channel to prevent being set against the LDB. Mariners are urged to exercise caution and ensure vertical clearance is sufficient, while transiting under the bridges located between Mile 3.0 and Mile 0.0, on the Allegheny River and between Mile 9.0 and 0.0, on the Monongahela River. Mariners are urged to exercise caution in the area of Emsworth and Dashields L/D’s, between approximate Miles 15.0 and 13.3, due to strong currents in the area. Southbound tows are recommended to have a helper boat present to assist when either pushing a tow consisting of 2 barge lengths or greater when at least 1 barge is a tank barge or conducting a double lockage through Emsworth, Dashields or Montgomery L/D’s.
The gate opening at Montgomery L/D, vicinity of Mile 31.7, is greater than 40 feet. Exercise caution when transiting under the Newell Highway Bridge in the vicinity of Mile 44.5, due to strong set and water currents in the area. Up-bound tow vessels are advised that when performing a setover or knock out, through the Montgomery Locks, to secure the head of their tows to the lock wall using the closest pin possible before the set over or knock out is initiated and ensure that tows are fully secured prior to leaving the vicinity of the locks. Down-bound tow vessels performing a double lockage are strongly advised to have a helper boat assist the tows in keeping alongside the guidewall, while entering the lock.
New Wellsburg Bridge; Construction of trestles continue out from both left and right descending banks. A 814-foot navigational horizontal clearance will be maintained at all times, during the construction period. The onsite workboat M/V TAYLOR NICOLE can be reached via VHF-FM Channel 19, for further information. Mariners are advised to transit the area with caution.
The COTP Pittsburgh has issued the following Safety Advisory due to high water/high flow conditions at Pike Island L/D in the vicinity of Mile 84.2. The gate opening at Pike Island L/D is greater than 50 feet. Mariners are urged to exercise caution when transiting under the I-470 Bridge in the vicinity of Mile 91.8, due to the strong set towards the LDB. Mariners are urged to exercise caution while transiting under the CSX Railroad Bridge in the vicinity of Mile 94.5, due to its limited horizontal clearance of 320 feet. If pushing ahead, tow vessels are recommended to have a helper boat when transiting under the CSX Railroad Bridge to ensure they maintain proper course and speed.

Ninth Street Highway Bridge; Due to a containment system installed below low steel, vertical clearance is reduced to 72.8 feet, above normal pool.
Commencing 11:45 p.m., December 31, 2019 and continuing until 12:45 a.m., January 1, 2020, the Maysville Fireworks Display will be held between approximate Miles 408.0 and 409.0, LDB. Mariners are urged to exercise caution in the area during the event period. Mariners may contact the event manager at (513) 683-0620, for additional information.
On December 28, 2019, from 10:00 p.m. until 10:15 p.m., the Strasser Wedding Reception Fireworks Display will be held between approximate Miles 469.5 and 470.5, RDB. Mariners are urged to exercise caution in the area during the event. Mariners may contact the event manager at (513) 693-0620, for additional information.
On December 20, 2019, from 10:00 p.m. until 10:30 p.m., the Ford Development Fireworks Display will be held between approximate Miles 470.0 and 470.5. Mariners are urged to exercise caution in the area. Mariners may contact the event manager at (937) 683-0620, for additional information.
Continuing until approximately December 30, 2019, McGinnis Inc., will conduct dredging operations between approximate Miles 476.7 and 477.1, RDB, Tresler Fleet. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. Dredged material will be transported to an upland disposal site. The contractors floating plant will consist of a floating crane and hopper barges. The floating plant will monitor VHF-FM Channel 7, 13 or 16. Mariners may contact Doug Hedrick at (513) 941-0200 or (513) 200-5380, for additional information. Mariners are urged to exercise caution in the area.
Continuing until approximately January 2020, C&B Energy Services will install pipeline in the vicinity of Mile 626.5, LDB. The contractors floating plant will consist of the M/V MARY JANE, 2 crane/spud barges, 4 hopper barges and 2 material/deck barges. Work will be conducted 24-hours a day, Monday through Saturday. During nonworking hours the contractors floating plant will be moored on-site and lighted accordingly. The M/V MARY JANE will monitor VHF-FM Channel 13 or 16. Mariners are urged to exercise caution in the area.
Continuing until further notice, the Olmsted L/D navigation lane, in the vicinity of Mile 962.6, has shifted to the navigation pass. The navigation lane is 900 feet wide in the center. Attached as an enclosure to this LNM, is USACE Notice to Navigation Interests 2019-073, regarding the navigation lane change. Mariners are to take direction from the Olmsted L/D control tower. Mariners are urged to transit the area with caution.
I-80 Texas Street Bridge; Rehab work equipment may extend up to 5 feet below low steel of the bridge.
Continuing until approximately February 1, 2020, the M/V LOW BID TOO will construct 2 mooring cells in the vicinity of Mile 303.0. The contractors floating plant will consist of the M/V LOW BID TOO, a crane barge and a flat deck barge. Work will be conducted during daylight hours, Monday through Friday. The M/V LOW BID TOO will monitor VHF-FM Channel 13. During non-working hours, the contractors floating plant will be moored at the worksite. Mooring at this location is prohibited during this construction. Tows should use the mooring cells located at Mile 303.3. Mariners are urged to exercise caution in the area.
Louisville and Nashville Railroad Drawbridge; A work barge with a crane on it will be spudded down at various locations on the down-stream side ofthe bridge removing old telephone lines. The work barge will not be in the navigation channel nor will it interfere with the operation of the drawbridge.

REFERENCE: Navigation Notice #2019-066, dated October 8, 2019 Effective now until further notice, traffic will continue utilizing the navigation pass at Olmsted Locks and Dam (Ohio River Mile 964.6). The navigation lane will be 900 feet wide as marked by buoys; See References 1 and 2, attached. There are no marine construction activities at Olmsted in-progress at this time, and marine demolition activities at Locks and Dam 53 (Ohio River Mile 962.6) have been suspended for the high water season. Effective 1200 CDT, 06 December 2019 until further notice, tow size/configuration is restricted as follows:
Down bound tow maximum dimensions are 175' x 1200' including towboat, with no more than 25 regulation barges and not to exceed 5 wide. No hip barges or other deviation that could degrade normal steerage characteristics are allowed for down bound tows. Up bound tow maximum dimensions are 140' x 1600' including towboat, with no more than 28 regulation barges and not to exceed 4 wide. Up bound tows shall have adequate power to maintain an average speed of 3 miles per hour.
All mariners will take direction from the Olmsted Locks and Dam control tower.
