Soon after, in 1962, Japan became part of Zonta with the chartering of Zonta Club of Tokyo I. In 1963, the Zonta Club of Taipei in Taiwan, Republic of China joined the work of Zonta in that country. In 1968, the first Zonta club in southern Philippines, Cebu I, was organized. 1969 saw the organization of the Zonta clubs of Quezon City, Baguio, Bacolod and Davao I. It was also the first time a Zonta club was organized in Thailand, with the chartering of the ZC of Bangkok I in Feb. 1969. Clubs continued to be organized in Metro Manila with the chartering of the ZC of Makati & Environs and of Mandaluyong-San Juan in 1971. ZI EXPANDS TOWARD ASIA

Responding to the impetus for international growth, Zonta International turned its sights toward Asia. Its expansion in that direction was realized with the organization in June 1952 of the Zonta Club of Manila, making the Philippines the 12th country to become part of the Zonta organization.

It was not until 1960 with the chartering of the Zonta Club of Bombay I that another country joined the Zonta District 17 family.

Soon after, in 1962, Japan became part of Zonta with the chartering of Zonta Club of Tokyo I.

In 1963, the Zonta Club of Taipei in Taiwan, Republic of China joined the work of Zonta in that country.

In 1968, the first Zonta club in southern Philippines, Cebu I, was organized.

1969 saw the organization of the Zonta clubs of Quezon City, Baguio, Bacolod and Davao I. It was also the first time a Zonta club was organized in Thailand, with the chartering of the ZC of Bangkok I in Feb. 1969.

Clubs continued to be organized in Metro Manila with the chartering of the ZC of Makati & Environs and of Mandaluyong-San Juan in 1971. This year marked the entry of a new Zonta country to the District—Singapore—with the chartering of the ZC of Singapore on June 1, 1971.

Hong Kong joined the Zonta family the following year with the chartering of the ZC of Hong Kong I on Feb. 12, 1972.

More clubs continued to be organized during the ‘70s but it was in the 1980s when a flurry of club formation began in earnest in the District as women leaders became aware that Zonta, with its kind of thrust & goals, could greatly benefit their communities. Club organizations were undertaken with the leadership and guidance of Dorothy Thompson of Zonta International.

THE EARLY YEARS

In the early years of Zonta in Asia, 12 countries made up what was then Region l. A letter on file dated January 7, 1975 from then International President Eleanor Jammal advised of ZI’s appointment of Area Directors for Bangladesh, Republic of China (Taiwan), Hong Kong, India, Indonesia, Japan, Korea, Pakistan, the Philippines, Singapore, Sri Lanka and Thailand--the 12

countries comprising Region l. The Regional Representative was Dr. Grit Sawada, who held the Regional Conference (what is now referred to as the District Conference) in Nagoya, Japan in 1975.

The two subsequent conferences were held in Hong Kong in 1977 and in Korea in 1979 with Karen Loh and Mary Lee as Regional Representatives, respectively, presiding. Among matters discussed at the 1979 Conference was the forthcoming districting of Region l as directed by Zonta International.

The D17 Officers elected in Korea on 19 September 1979, when the District was born, were installed by IP Evelyn de Witt at the International Convention in Washington DC in July 1980. They were Gov. Cecilia M. Palma, Lt. Gov. Nancy Huang, Sec’y Ruth C. Tirol and Area Director Miyo Yamada of Japan.

Pursuant to ZI Bylaws and after consultation with clubs, the District was divided into seven areas with corresponding ADs as follows:

Area 1 - Bangladesh, India, Pakistan & Sri Lanka

with Mitha Shroff of Bombay l as Area Director

2 - Japan, with Miyo Yamada of Kyoto as AD

3 - Korea, with Woul-Young Chu of Seoul as AD

4 - Taiwan, ROC, with Hsi-Wen Chang of Taipei 1

as Area Director

5 - Hong Kong, with Peggy Lam as Area Director

6 - Thailand, Indonesia, Singapore, with Nenet

Sirisamphan of Bangkok 1 as Area Director

7 - Philippines, with Suga S. Yuviengco of Cebu as

Area Director

The inauguration ceremony celebrating the organization of the District was held in Manila on 12 September 1980. Gov. Nancy Huang and two representatives from Taiwan, ADs and guests from other Zonta clubs, Rotary, Soroptomist, and other international organizations were present. Guest speaker was Dr. Wah Wong, UNICEF Representative to the Asia-Pacific Area.

District 17 was further split in 1989 into Districts 17, 25, and 31 following the Zonta International Convention in Washington DC. Today it is composed of the Philippines, Hong Kong, Singapore, Thailand and Malaysia. From 1990, District 17 was made up of two Areas. However, at the Area 1 meeting in 1995, which IP Folake Solanke attended as special guest, Area 1 was split into four areas covering: Metropolitan Manila (Areas 1 and 5), Visayas and Mindanao (Area 3), and the northern provinces of the Philippines (Area 4). Then in 1999 Area 2 was further split into two, with Thailand being

spun off as Area 6, while Hong Kong, Singapore and Malaysia remained as Area 2. Following the split of the Areas of District 17 that had been approved at the Eighth District Conference and implemented in the 1996-1998 biennium, as of April 1, 2013, these are the clubs under the six Areas of District 17: Area 1 (14 clubs--Metro Manila clubs north of the Pasig River and beyond): Manila, I, II & III, Quezon City, Mandaluyong-San Juan I & II, Greater Rizal I & II, Edsa & Its Environs, Valle Verde, Marikina, Antipolo, Baliuag, Pampanga & Environs Area 2 (9 clubs): Hong Kong I & II, Singapore, Kowloon, Hong Kong East, New Territories, Victoria, Kuantan & Kuala Lumpur Area 3 (11 clubs in southern Philippines): Cebu I & II, Davao I & II, Bacolod, Iloilo I & II, Cagayan de Oro I & II, Zamboanga, Tacloban Area 4: (6 clubs in northern Philippines): Baguio, Ilocos Norte, Tuguegarao, Central Tuguegarao, Aparri, La Union-San Fernando City Area 5: (18 Metro Manila clubs south of the Pasig River and beyond): Makati & Environs, Pasig, Muntinlupa & Environs, Makati-Ayala, Laguna, Naga & Camarines Sur, Metro Rizal, Pateros-Taguig, Metropolitan Pasig, Cavite, Lucena & Environs, Las Piñas, Metro Ortigas, Makati-Paseo de Roxas, Fort Bonifacio, Alabang, Parañaque, Pasay & Environs

Area 6 (14 clubs in Thailand): Bangkok I, II, III, IV, V, VI, VII, VIII, IX, Khonkaen, Chiangmai, Chiengrai, Phitsanulok, Ratchaburi

Note: It is District 17’s pride that its past Governor, Olivia A. Ferry, became the first Asian to be elected as International President, serving from 2006-2008.

CONFERENCES

As mandated by Zonta International, district conferences must be held once every biennium. These are held every odd-numbered year and are usually attended by the ZI President or her Representative who, as a usual practice, is a member of the ZI Board.

The purposes of District Conferences are enumerated and described in the District Manual. Foremost of these that have a direct bearing on the administration of the District are the presentation and acceptance of the audit report, election of district officers and nominating committee, adoption of the district budget, presentation of proposed resolutions affecting the district, and receiving the Int’l President’s message.

FIRST CONFERENCE

Date -- November 11-13, 1981

Venue -- Bangkok, Thailand

Theme –“Zonta for Rural Population Development in Asia”

Governor -- Cecilia Muñoz Palma

Int’l Pres. -- Shirley Schneider

HRH Princess Galvani Vadhana, eldest sister of His Majesty, the King, delivered the opening address and opened the Conference.

IP Shirley Schneider commended Zontians on their projects to uplift rural areas through seminars on agriculture technology and the organization of farmers’ cooperatives as these are in line with her biennial theme of "Share with Others and Serve with Love.”

Various speakers at the conference expounded on health and nutrition problems in Asia and socioeconomic imperatives for Asian countryside women. On the whole, the assembly was informed and kept updated on the Asian situation.

SECOND CONFERENCE

Date -- November 1-3, 1983

Venue --Taipei, Taiwan ROC

Theme-- “Action for Service, Friendship for Peace”

Governor-- Nancy Huang (Taipei l)

Int’l Pres.-- Cornelia Hodges (Keynote Speaker)

The Governor reported that 300 Zontians and guests were in attendance. She stated that she had focused on the quality of membership during her term. To this end, training seminars were conducted to accomplish her mission. Enhancement of friendships was likewise attained along with increase in membership. The District increased to 58 clubs from 54, for a total membership count of 2037 or an 11% increase.

For the international service project of water wells for Sri Lanka, the District contributed 94 wells for a total of $20,925.00.

THIRD CONFERENCE

Date - October 26-28, 1985

Venue - Tokyo, Japan

Theme - “Growth & Progress Through Personal Involvement”

Governor - Dolly Ng (Hong Kong)

Int’l Pres. - Annikki Makinen (Keynote Speaker)

In attendance were 536 Zontians & guests. Only 4 of 65 clubs in the District were not represented

Governor Dolly Ng stated that the learning process of monitoring a conference in accordance with Zonta Int’l standards and procedures is still ongoing. She called on clubs’ increased support for international projects.

The IP’s address covered in its entirety Zonta matters and was broken up in such detail (with slides) as to fully inform and update D17 Zontians on Zonta International matters. It was here when IP Annikki discussed lengthily the problem of rising rental costs in Chicago and reported that Zonta International is studying the feasibility and advisability of owning property. She called for the District to think about this and submit its views to ZI.

There were two workshops at the conference:

A - “Review of Service Activities in Dist. 17”

B – “ Status of Working Women in Asia”

On the whole, while each club serviced its own community’s needs, Zontians realized that it was necessary to work in concert and collaborate for the joint promotion of the Zonta image.

A further conclusion reached was the need for joint efforts to organize a training program for the improvement of working women’s professional skills by drawing on technical assistance from the District and from Zonta International.

Also present were PIP Harriette Yeckel and Director Leneen Forde of Australia. Total attendance of Zontians and guests was 357.

In her address at the Opening Ceremony, IP Amey Grubbs expressed great pleasure at being part of the Conference, stating that with 11 countries comprising the District, this is almost one-fourth of all the countries represented in Zonta International. “It is truly one of the most international of our districts.”

The keynote speaker, Sen. Shahani, emphasized that “sharing is not really just a welfare issue. It means sharing your ideals, your ideas, even your concerns with each other, sharing problems. You do have a very rich and wide and relevant topic before you…”

Touching on District business matters, the Governor stated that the District had the worst record of delinquency in the submission of reports to Zonta International. She urged Area Directors to hold seminars and provide club presidents guidance to improve the District’s record in this regard.

The Workshop on “Sharing Within Zonta” brought out that sharing could be of professional skills and talents, avenues of service, etc. It was emphasized that to achieve this effectively, it was necessary to strengthen communication skills. The workshop on “Zontians’ Legacy” recognized that the legacy of Zonta is its high ideals of service, of mobilizing women in the development of women and that the fruits of these must be shared by ensuring that beneficiaries produce a multiplier effect within their communities.

At the flag parade, the first flag to come in was the Philippine flag, representing the first Asian country to be part of Zonta International. This was followed by 18 bannerettes symbolizing the 18 clubs in the Philippines. Immediately following were the flags of India, Japan, Taipei ROC, Sri Lanka, Hong Kong, Korea, Thailand, Singapore, Bangladesh, Indonesia, followed by as many club bannerettes as there were clubs in each country. Finally, making its first appearance in District 17 was the Zonta International flag. The privilege of carrying the flag was extended to Zonta Manila as the first club organized in Asia (1952).

A coup in the Philippines prevented any participation by Philippine Zontians. The good news was the addition of the ZC of Muntinlupa & Environs in May 1988. Based on the Minutes of the December 3 meeting and the Governor’s Report, these were the highlights:

There were 192 registrants. Pre-conference materials show that on the Conference agenda was the Zonta International proposal to divide D17 into smaller and more manageable groups. This would mean that the 11 countries in the District would be subdivided into three (3) Districts.

On December 3, 1989 ZI President-elect Leneen Forde introduced the proposal to divide District 17 into three new districts. She explained that this had become necessary because there were already more than 70 clubs in 11 countries. Moreover, with cultural differences and with such vast distances between them, it was almost impossible for the Governor to efficiently administer the affairs of the district and attend annual area meetings and club functions as expected of her. Ideally, Leneen explained, a district should consist of 20 to 30 clubs in countries that are geographically proximate to each other.

As expected, a spirited and passionate discussion took place. Some delegates felt that there should be a good distribution of countries with dynamic economies balanced or offset with those with slower economies. Finally, by majority vote, the following grouping was agreed upon:

Hong Kong/Indonesia/Phils./Thailand -- Dist. 17

Bangladesh/India/Singapore/Sri Lanka -- Dist. 25

Japan/Korea/Taiwan (ROC) -- Dist. 31

The election of District Governor followed immediately. Dr. Carmen Enverga Santos was elected Governor of District 17 in absentia.

Attendance at the Conference was 186. Governor Carmen Enverga Santos reported that the District now counted with 1,291 members with a 32% increase in clubs. By the end of the biennium 12 new clubs had been chartered: Central Tuguegarao in Area 4; Laguna in Area 5; Iloilo City II in Area 3; Khonkhaen in Area 6-Thailand; Victoria in Hong Kong; EDSA & Its Environs in Area 1; Aparri in Area 4; Metro Rizal, Naga & Camarines Sur, and Pateros-Taguig in Area 5; Bangkok IV in Thailand; and Manila II. In her message to the assembly, charter president Navawongs traced the progress made by the Bangkok I club from the time of receiving its charter from IP Leota Pekrul in the presence of Her Majesty Queen Rombhai Barni.

Conference chair Chinda Charoenvejj extolled the exceptional project of the Zonta Dairy Village in Bangkok I. From a nucleus of three extremely poor families it had developed to 45, tilling their own farms, owning at least two cows and producing milk for distribution. The initial 26 native cows in the project were crossbred and were producing enough milk to warrant the setting up of a pasteurization unit. A staff volunteer was sponsored to observe dairy farming in Australia and New Zealand, who brought back knowledge of many technical and managerial skills. An additional 70 New Zealand milk cows were purchased.

The project developed exceedingly well and had become a venue for exposure trips and study tours, and a training place for agricultural and veterinarian students. Its impact is widely recognized as a model for the development of rural human resources. The project is expected to impact on the ultimate goal of justice and peace.

Three workshops were conducted on: (a) “Women and the Environment” (b) “Women and Health” and (c) “The Multiple Roles of Women.”

Ninety Zontians and 30 guests attended the conference.

As reported by Governor Carlye, the thrust of her biennium, as aimed for by all past governors before her, was also to increase and rejuvenate membership. Club organizations would concentrate on Indonesia and possibly, Macau and Malaysia. Eight clubs were formed (seven in the Philippines and one in Indonesia, Kebayoran) for an 18% growth.

Instead of presenting the IP’s message as customarily done, IR Gro Ramsten Wesenberg stated that IP Sonja Renfer opted for the IR to share her thoughts and major concerns and give an update on latest developments in ZI in her own words. Some of these concerns were:

* to improve communication on all levels towards building a spirit of teamwork based on trust, openness and honesty. The elements of team spirit are a personal commitment to and involvement in service projects and Status of Women activities.

* growth, although we should be cautious about going into new countries and must take a good look at the economy, national infrastructures and geographical distances of the new countries.

* the need to emphasize that we are an international

organization hence must be professional in our Zonta work. This calls for developing a strategic plan for the future work of Zonta.

Intl Rep Gro walked the assembly back to Zonta’s beginning 75 years ago: “ Why did the founders feel the need for an organization like Zonta? They felt the need for a forum where executive women and professionals could turn to each other for support. Today the status of women has improved and equal rights for women are established but in real life there is still much to be accomplished. The Conference theme, therefore, well expresses the need for women to learn about and keep up with the changes that take place throughout the world. That is why we need a viable Zonta today. Your input is essential for the organization to go forward and meet the challenges of the next century.”

International President Folake Solanke keynoted the Opening Ceremony and reminded Zontians of the increasing importance that women play in and around the globe, particularly in Asia, as the world moved to the 21st Century. In her message to the Conference, IP Folake Solanke expressed her personal “salute” to the senior Zontians for their leadership roles and commitment to the ideals of Zonta, for nurturing the organization over the years. She had to leave to attend the D-26 Conference after christening the new orchid propagated in Singapore, named “D-17”.

Int’l Rep Mary Magee applauded the decision to divide the areas in line with other Zonta districts and highlighted leadership training as an important issue facing members. She informed everyone of a completely new method of training new governors.

In her report to the Conference body, Governor Olivia Ferry began by laying down specific measures for evaluating achievement. She reported on beneficiary coverage of service projects, increase in membership during the biennium and the establishment of new clubs. (At the close of the biennium, six new clubs had been chartered in existing Zonta countries, and Malaysia became a Zonta country with the organization of the Zonta Club of Kuantan.)

Gov. Ferry spoke about leadership development in the district through training and orientation sessions, efforts to emphasize Zonta’s values and principles, and achievements in public relations and Zonta visibility. She stressed the need to start young women early in the service of Zonta through the establishment of Z and Golden Z clubs, and the club’s support of YWPA.

She reported improvements on structure and organization such as the division of Area 1 into four areas that will take effect in the next biennium, and reported on her visits and utilization of budget. She assured the clubs that the mechanisms to maintain unity and fellowship were present and will be

harnessed since it is the binding force towards shared responsibility for the attainment of Zonta’s goals and objectives.

The Conference voting delegates elected area directors and vice area directors for the split areas for the first time, the frequency of area meetings was established to conform with ZI By Laws, the number of district board meetings was increased from what was formerly two meetings to four meetings per biennium, and a corresponding increase in district dues to support these actions was passed. An increase in conference assessment was also approved. (Dues in the district have remained at this level as of the time of this writing.)

One of the highlights of the Conference was Dr. Felipe Jocano’s (Executive Director of Punlad Research House of the University of the Philippines), talk on “Managing our Cultural Differences”. He stressed that we must “find our points of similarity and be culturally sensitive to our differences.”

IR Mary Magee noted the respect shown to the aging in Asia. “They are regarded as loving knowledge and wisdom. The Western world could learn much from this example.”

Another guest speaker, Dr. Anamah Tan (President of the Singapore Council of Women’s Organisations) gave an all- encompassing report on the various aspects of women’s rights and cited the various forums on women’s rights and what they had accomplished.

At another point in the Conference IR Mary Magee read the Zonta International report during the 4th Women’s Conference in Beijing and praised Zonta’s outstanding performance during a panel discussion on “The UN/NGOs Empowering Women for the 21st Century.”

There were five workshops on the following topics: Cultures; Health; Women’s Rights; Environment; Better Communication. These were well planned and handled. Much learning resulted from the discussions.

It was a successful, well designed and meticulously prepared District Conference notwithstanding the obstacle to success posed by the unfavorable sentiment and protest actions generated by a high-profile case of a Filipino migrant worker working in Singapore. Registrants for the Conference totaled 136 Zontians and guests.

Registration totaled 360 Zontians and guests. IP Josephine Cooke delivered an inspirational message at the Opening Ceremony. In her President’s message she underscored the 3 Rs- Recruit, Rejuvenate, Retain. In explaining “Rejuvenate”, she stressed that programs should be made relevant to the needs of the local and global community, keeping active involvement at all levels of Zonta to guarantee a return on investment of time, talent and treasures. She emphasized that quality of service and quality of members are more important than numbers. As keynote speaker, President Aquino shared that after her term as president, she expected privacy in quiet retirement. But this was no longer possible, she said, as she was no longer the same person who entered the presidential race in 1986. She had grown from housewife and widow to a “servant of the people. In a sense, I can never quite go home again” meaning, she had been transformed and could no longer go back to her previous lifestyle. She expressed her views that women’s work in societies invariably comes, traditionally, from the Asian male perspective which, to a Zontian, would be correct but incomplete. “We are housewives, mothers and caregivers at home but we are also professionals, managers, bosses, and leaders in our own fields. As members of a civic organization like Zonta, you have the added dimension of being service providers and advocates for the communities you have adopted. To whom much is given, much is expected. That is why Zonta women’s work will never be done.” Five workshops in varied topics provided interesting and educational discussions:

This tool is intended to clarify, interpret, supplement and expound on Zonta ByLaws, policies and other existing guidelines and are important for the efficient administration and

Mrs. Betty Tung, First Lady of Hong Kong SAR, delivered brief remarks congratulating Zontians for their work.

The Int’l Representative highlighted the significant role and participation of ZI in global affairs and the efforts of the highly qualified and professional Zontians who continue to render service to upgrade and alleviate the conditions of women in society and make them productive. In her report, the Governor touched on the achievements realized in membership recruitment, training, proper attitudes, and on the successes attained as well as difficulties experienced by each country in the District in running their affairs. The District’s participation in the YWPA program was cited; the winner of the award was Holly Ming, nominee of the Hong Kong club. The four Workshops were: * “Economic Revival After the Turmoil” (the Asian economic

* “Educating Women for the 21st Century” Resolution: Every Zontian to attain computer literacy to meet the challenge of the next millennium

“Women’s Health & Recreation” Stress should not take over our physical & mental health. We need to exercise.

* “Violence Against Women” Instill in women a keen awareness of their human rights; become actively involved in political decision-making; take measures to recognize the value of women’s work at home; teach women to be vigilant of incidents involving violence against women, and report these to proper authorities. The Governor reported that during her biennium she had vigorously promoted ZISVAW-- Zonta International Strategies on Violence Against Women—resulting in a heightened awareness with commitment and effective accomplishments by clubs as evidenced by the following: * ZC of Muntinlupa & Environs opened a 24-hour crisis center called “Sagip” to report, treat and serve women and children who are victims of violence. It has an advocacy component that educates schoolchildren on VAWC and gathers data on the profiles of perpetrators to deter repeated commission of such crimes. * ZC of Cebu II established the Pink Center, which provides VAW-related advocacy and services. * ZC of Central Tuguegarao promoted and responded to VAW-related crimes through a radio program. * ZC of Iloilo built a shelter for women seeking refuge. * ZC of Laguna received and treated patients who fall victims to VAW-related offenses. The Philippine National Police, cognizant of Zonta’s anti-VAW campaign, partnered with the District by posting a policewoman in every Zonta center. The Department of Social Welfare & Development distributed throughout the Philippines a VAW comics authored by the Dist. Governor depicting the different crimes in different settings against women. Per the Governor, a nutrition campaign was undertaken highlighted by the distribution of a Nutrition Book encouraging and instructing women on how to plant vegetables and legumes in order to supplement the food intake in poor communities. The Governor declared that hers was a truly service-oriented biennium enriched with district-wide fellowship.

There were 250 registrants at the Conference. The Keynote Speaker enjoined the delegates to “make friends. To attend a large conference successfully is to bring home a new vision, a new strategy and a stronger network. More friends mean more members in your network who will share and serve with you in harmony to achieve the goals of Zonta.” Int’l Rep Susan Noakes imparted to delegates the concept of belonging to an international organization. “We should address our theme on a global basis because what we do is important throughout the world. We must be aware of our similarities and search for them”. She enjoined Zontians to transmit information to ZI whenever they have important events. Governor Yip reported on and discussed administrative matters such as membership, clubs with dues in arrears, finances, etc. She reported that the Zonta clubs of Hong Kong II, Chiengrai I and Bangkok VII in Thailand, and Antipolo in the Philippines were chartered during the biennium. A resolution was approved by 2/3 votes to amend ZI Art. 14 Sec. 11`(b) to include disciplinary measures, including suspension or expulsion for actions that injure the good name of Zonta. The District has been actively involved in status of women service programs, in legislative awareness & advocacy, and ZISVAW activities, and participated actively in the search for YWPA & JMK awardees. She said that it was the District’s pride that its YWPA winner went on to win, for the first time in District 17 history, the International YWPA award. Training and participation in ZI programs (Rose & UN Day) were likewise reported on. Workshop topics were: “Women & HIV Aids” “Trafficking in Women” “Volunteerism” “Empowerment of Women”

IRep Betty Jane Bourdon stated that Zonta is everywhere in the world doing various projects: 1) giving aid to Hungarian refugees, 2) providing mobile medical health clinics in West Africa, 3) digging 4,000 wells in Sri Lanka, which provides safe water to the community. She observed that “in spite of poverty, smiles are abundant.” Via an electronic message IP Margit Webjorn underscored the need for “Zonta to focus on its mission, especially during these crucial times.” As a committed Zonta leader she stressed the importance of the 3Rs: Recruit, Rejuvenate, Retain in ensuring membership growth. Governor Ma. Imelda Gomez presented the accomplishments of D17 and enumerated the 10 goals that translate Zonta’s mission and vision into implementable and practical terms. These include:

sustained information dissemination skills development programs relevant service projects membership growth networking among clubs and outside Zonta nominees for ZI awards creation of the official website of Zonta District 17

The various District Committees reported on their accomplishments. The three Workshops were on the following topics:

“Save the Earth or Perish” Conservation of the Environment must be addressed as a priority. Follow the example of Hong Kong and work for passage of an Act on the preservation of the environment.

“The message of ZI President Mary Ellen Bittner was truly inspiring and the keynote speech of ZI Representative Lynn McKenzie enhanced our understanding of Zonta’s mission to advance the status of women. The interesting social issues of the three workshops led to a fruitful exchange of ideas and viewpoints on how to solve the problems. During the three memorable days, a blending of the diverse cultures of the 236 delegates from the five South-East Asian countries of Hong Kong, Malaysia, the Philippines, Singapore and Thailand led to joyful fellowship and unity within the district. “Given that the number of participants included only 18 from the Malaysian host club, the 218 delegates from the four countries of Hong Kong, Philippines, Singapore and Thailand had flown in especially into Kuantan, representing a substantial show of strength, spirit and unity of District 17.”

There was a surge in membership in the first half of the biennium. Two new Zonta clubs were chartered and two Golden Z clubs organized.

Gov. Peters said: “I am proud to inform you that as of the first half of the biennium, the District has been able to raise more than half of the target amount in support of ZIF. The successful conclusion of the 13th District 17 Conference has proved to be an enriching event for all District 17 Zontians who attended.” FOURTEENTH CONFERENCE (FIRST INTER-DISTRICT CONFERENCE of D-17 & D-31) Date - September 14 – 16, 2007 Venue - Laoag City, Ilocos Norte, Philippines Theme - “Living Together, Growing Together with Zonta” Governor, D-17 - Ma. Ferry (attending for D-31) Int’l Representative - Beryl Sten (attending for D-17) Conference Chair (for D-17) –Mary Ang Since this was the first joint conference in the District, it elicited a lot of excitement during the planning and preparation stage. It was decided that the Opening & Closing ceremonies, Workshops. and Social/Fellowship events would be held jointly while the business sessions would be held separately with the respective International Representatives for each district . For D-17 the registration chair reported a total of 388 Zontians & guests. IR Beryl Sten delivered ZIP Ferry’s message, which described the extent to which Zonta’s goals had been attained and had improved women’s lives through local & international service & advocacy projects and scholarship projects & awards. She, too, as did other presidents before her, stressed the need to Recruit, Rejuvenate & Retain particularly in these times of reducing membership. Gov. Virma rendered a very comprehensive report on the District goals that had been set for Service, Advocacy, Credibility, Identity & Visibility, Membership, Finance, and Governance. She advised that 82% of District clubs already have pages in the District web site; that 86% of the $50,000 target contributions to ZIF had already been attained. She took pride in the fact that all clubs were healthy and no clubs had been disbanded. This was the term of “firsts” for the District: * the first Inter-District conference;

* the first to be held in northern Luzon

* the first Asian ZI president, Olivia A. Ferry, was present * the first presidents’ training and team-building was held-- in Hong Kong and in Bangkok. It was a successful initiative with 95% attendance of incoming presidents.

All district committees and ADs gave clear and comprehensive reports of their activities. The Workshops provided interesting discussions and imaginative ideas, which benefited all participants. These were as follows:

Int’l. President Beryl Sten supplemented her message with 32 slides. She spoke of the challenges that faced the International Board at the start of the biennium, one of the goals of which was “to implement a thorough understanding of governance…the Board has really experienced what it means to be a fiduciary”. She explained the five cornerstones of governance as:

Fiduciary - one who owed a duty of good faith, loyalty and trust to another person or entity above her own personal interests.

Legally - as recognized by law, fiduciary duty consists of: a duty

of care, loyalty & obedience.

Care - Board decisions should be made deliberately out of a deep concern for the best interests of Zonta.

Loyalty - the embrace of fairness, good faith & honesty; the

advancement and protection of Zonta, free of any conflicts-of- interest and self-dealing.

Obedience - carrying out ZI’s non-profit purposes, mindful always to

obey the law She also spoke of ZI”s financial goals and outlined the seven matters that needed immediate action and correction. IP Beryl described the international service projects in detail. The District Ambassador’s report showed that of a goal of $77,760.00 set as contributions from clubs, 89% or $69,205.00 had been received as of Sept. 12, 2009. At a count of 70 clubs & 2003 members, District growth achieved was 4.66% from the previous biennium. There were three workshops, on:

Workshop objectives were: to equip women with knowledge to prepare them for what they may face in the future, and to enhance the quality of their lives. From the exchange of information and opinions, each club could develop projects and activities that are suited to the culture and nature of their communities. The advancement of women in the Asia-Pacific region is not consistent throughout the areas of politics, law, business, health, and education. She challenged Zontians to work even harder and more collaboratively in empowering women through education, entrepreneurship, and livelihood creation. For her part, IP Dianne Curtis reminded everyone that Zonta is not a service club that just serves its members, but one that gives the opportunity to serve and provide service in many areas such as: living free of fear, living healthy lives, ending violence against women and children, and building a better world full of love and peace. Contributions to Zonta Int’l Foundation District 17 raised a total of US$138,333.08 as of May 2012, with a 29.18% increase in contributions of $31,244.44 compared to the prior biennium. 100% of District clubs (72) contributed to ZIF Visibility & Public Relations Governor Puyat reported on the strides made to make Zonta visible in the District, as follows: * Published five issues of the Governor’s Chronicle, the official District publication, given to every Zontian of District 17 * Published a daily Newsletter on the Conference activities * The District 17 web site-- www.zontad17.org --is kept updated * Clubs have used different forms of media to promote the Zonta brand: news releases in print and broadcast media, road signage, community seminars on women’s legal rights; walks about town by Zontians carrying posters of “Say No: Unite Against Violence Against Women” A Harvest of ZI Awards: For the first time in its history, District 17 made a sweep of all ZI awards/fellowships.
