Marine Corps Tactics and Operations Group (MCTOG), 29 Palms
Description/Summary of Program Requirements
Marine Corps Tactics and Operations Group (MCTOG) is a dynamic and relevant organization that must constantly evolve to meet the operating forces' training requirements necessary to fight and win on the battle fields of today and tomorrow. Simultaneously while delivering this training and education, MCTOG must support the development and refinement of the foundational underpinnings of training-doctrine, mission essential tasks, training and readiness tasks, and the synchronization of Ground Combat Element (GCE)training programs. Therefore, the MCTOG Contractor shall provide the most up-to-date and effective support possible for this operational training and education, its underpinnings and the organizational overhead required to accomplish the mission.
The MCTOG contractor shall support MCTOG, whose mission is to provide advanced individual training to designated operations and intelligence personnel within the GCE, provide advanced collective staff training for the GCE, manage GCE doctrine and training standard development and refinement, and examine emerging concepts and technology in order to enhance GCE operational readiness and interoperability in support of the Marine Air Ground Task Force (MAGTF).

Command & Control Training Education Center Of Excellence (C2TECOE)Description/Summary of Program RequirementsThe C2TECOE Branch of the MAGTF Staff Training Program (MSTP) serves as the central Marine Corps agency for C2 (Commandand Control) training and education issues within the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel,Facilities (DOTMLPF) process in order to harmonize the art and science of Marine Air-Ground Task Force (MAGTF) C2 training andeducation requirements from the individual Marine through all levels of MAGTF commanders and their staffs, and trainingorganizations. Presently, the C2TECOE is operating at a very high Operational Tempo while undergoing a significant organizational,mission, and vision transformation.
The C2 TECOE is organized to include a Curriculum Development Section, a Futures Section, an Operations Section, and anInformation Management/Combat Operations Center (IM/COC). The C2TECOE is also responsible for the operational andadministrative control of the five (5) MAGTF Integrated Systems Training Centers (MISTCs) to include: MISTC East, Camp Lejeune,NC; MISTC West, Camp Pendleton, CA; MISTC 29 Palms, CA; MISTC Hawaii, Kaneohe Bay, HI; and MISTC Okinawa, CampHanson, Japan.
Contractor SME support services include but are not limited to: supporting training events employing current fielded modeling andsimulation systems; the operation of designated information systems (and follow-on versions thereof); and the development of supportingtraining documentation and Plans of Instruction.

Range Training Systems III (RTSIII)
Description/Summary of Program Requirements
Range Training Systems will enable Marines to train for missions that include force-on-force, explosive environments, audio & visual cues, and various terrains. The capabilities required have been derived from the Operational Training Ranges Required Capabilities (MCRP 3-0C). This work will be performed throughout the Marine Corps including Camp Pendleton, Camp Lejeune, Cherry Point, Miramar, MCB Hawaii, Mountain Warfare Training Center, Bridgeport, 29 Palms, Okinawa and Guam.
This acquisition will provide new, upgraded and repaired ranges, targets, heavy duty target carriages, environmentally friendly steel armor targets, turning target systems, LOMAH capability, portable target enclosures, steel targets, pistol pneumatic target systems, battlefield effects systems and other various items associated with USMC ranges.

Underwater Egress Trainer (UET)
Description/Summary of Program Requirements
The UET Program consists of multiple Underwater Egress Training (UET) devices, which individually and collectively fulfill the critical training need by providing personnel the opportunity to be exposed to conditions experienced in a ground, amphibious, or rotary/tilt-rotor platform submersion incident. This training is conducted in a safe, controlled, simulated training environment. This training offers each trainee the capability to rehearse the skills necessary to safely egress a submerged vehicle/aircraft.
This acquisition will provide knowledge and performance based underwater egress training, safety, operations and maintenance of the systems at four sites: Camp Pendleton, CA; Camp Lejeune, NC; MCB Hawaii, and Okinawa, Japan.

Supporting Arms Virtual Trainer (SAVT)
Description/Summary of Program RequirementsThe SAVT provides realistic virtual training for Joint Terminal Attack Controllers (JTACs), Forward Air Controllers (FACs) and Forward Observers (FOs) in the placement of tactical ordnance for Close Air Support, Naval Surface Fires and Surface Fires insupport of schoolhouse and annual training requirements.
This procurement will provide five years of Contractor Logistical Support (CLS), Post Deployment Software Support (PDSS), and Non–PDSS efforts including hardware and software upgrades, development and sustainment both within the SAVT training environment as well as in a Live, Virtual, and Constructive training environment. Combat Convoy Simulator (CCS)
Description/Summary of Program Requirements
CCS is an immersive training environment for convoy operations. CCS provides training for both vehicle operators and individuals in both vehicle and small arms weapon utilization, command and control procedures, improvised explosive device attacks, ambush attacks, evolving enemy tactics, response, and countermeasures.
This acquisition will accomplish a technology refresh to re-baseline the hardware and software of the seven fielded systems.

MAGTF Training Systems Support (MTSS)Description/Summary of Program Requirements
The Marine Air Ground Task Force Training Systems Support (MTSS) contract uses a combination of Live, Virtual & Constructive(LVC) training methodologies to develop, strengthen, and expand the war fighting capabilities of the Marine Expeditionary Force(MEF) Commander, his Command Element, Major Subordinate Commanders and their associated staffs with the principle focus onbattalion-level operations supporting MEF inherent operations training the Combatant Commands (COCOMs), sister services andselected federal agencies.
The MTSS contract provides individual and staff-level training to United States Marine Corps (USMC) Operating Forces within a Jointand Combined environment in order to improve USMC warfighting skills. The MTSS contract provides realistic computer-basedsimulation training using current Command, Control, Computers, Communications, Intelligence, Surveillance, and Reconnaissance(C4ISR) systems, the Combined Arms Staff Trainer (CAST)/Combined Arms Command and Control Training Upgrade System(CACCTUS), the MAGTF Tactical Warfare Simulation (MTWS) system and the Deployable Virtual Training Environment (DVTE).The MTSS training audience ranges from individual Marines through senior Marine Corps MAGTF commanders and their battle staffs.MTSS training is provided at multiple Continental United States (CONUS) and Outside Continental United States (OCONUS) sites.
Contractor SME support services include but are not limited to: supporting training events employing currently fielded modeling andsimulation systems; the operation of designated information systems (and follow-on versions thereof); and the development ofsupporting training documentation and Plans of Instruction.
