Distribution Committee Minutes- Draft Little America, Cheyenne 2800 West Lincolnway Tuesday, March 12, 2019 3:45pm – 5:33pm Distribution Committee (DC): In Person: Scott Sissman (Chair), and Irene Archibald On Phone: Jason Campbell (Vice Chair), Mary Beth Riemondy, Erin Taylor, Kristen Wilkerson Staff: Samin Dadelahi, Anita McLaughlin, Micah Richardson, and Craig Showalter
I. Irene Archibald moved to approve the agenda, Kristin Wilkerson seconded, motion passed unanimously.
II. Mary Beth Reimondy moved to approve the December 2018 Minutes; Irene seconded, and motion passed unanimously.
III. Kristen moved to approve National Standards Nondiscrimination Language, Mary Beth seconded, motion passed unanimously.
IV. Scott Sissman requested staff explain the Interim Grant Report (IGR) and requested the board to declare any conflict of
interest on the IGR. Staff explained that the March IGR is extremely large due end of the year giving and annual 4% Designated Agency Endowment Fund Distribution. Jason Campbell moved to approve the Interim Grant Report in the amount of $2,522,452.99 in grantmaking from Nov. 8, 2018 to Feb. 22, 2019, Irene seconded, motion passed unanimously.
V. Kristen moved to approve Distribution Committee’s recommendation to support 28 Discretionary and Geographic/Field of Interest grants in the amount of $143,656 for December 15, 2018 grant cycle, Jason seconded, motion passed unanimously. Irene moved to decline lowest ranked slate of grants, Mary Beth seconded, motion passed unanimously. Irene moved to approve $571,784 recommended by local advisory boards, fund advisory committees and donor advised funds, Mary Beth seconded, motion passed unanimously. Grantmaking Conflict of Interest may exist when a director, staff member, or non-board member volunteer on a standing board committee participates in making a decision on the distribution of grant funds on behalf of the Community Foundation while the individual has or previously had other professional, business, or volunteer responsibilities outside the Community Foundation that could cause such individuals to address the issue with less than complete, undivided allegiance to the Community Foundation. Please acknowledge all conflicts of interest during grant review sessions.
Grant discussion follows:
a. Scott explained the process of grant making to the distribution committee including how local boards recommend grants.
b. Irene declared a Conflict of Interest with the Grand Encampment Museum and recused herself from discussion. c. Staff shared that the $75,000 recommended to spend amount is not a static number. WYCF generally has about
$70,000 - $90,000 to spend per cycle. Record of Decision found on Appendix A of this document. d. Jason felt that grants should be made where it can have the largest impact for the longest amount of time in the
community. Irene agreed and DC increased award to full amount requested to The Wind River Development Fund from initial partial award.
e. (FOI) restricted funding. FOI will be discussed during grant review and may be noted in the evaluation.
VI. Staff presented one correction for Edele Pirtle Job’s Daughter’s Scholarship. Committee has conflict of interest, so DC will temporarily make scholarship funding decision for the Job’s Daughter’s committee. Mary Beth moved to approve the scholarship committee list, Jason seconded, motion passed unanimously.
VII. Due to time, staff will follow-up on scholarship tasks via email.
VIII. Due to time, staff will move Fiscal Sponsorships June agenda quarterly board meeting.

2019-2021 Wyoming Afterschool Alliance Shaping Wyoming’s Leap to the Future through Afterschool
PROPOSAL SUMMARY
IN ADDITION TO THE ONGOING CORE WORK OF THE WYAA, THIS IS A COMPREHENSIVE THREE-YEAR PLAN THAT ADVANCES AFTERSCHOOL PROGRAMS IN THE FOLLOWING CORE AREAS: 1) PROFESSIONAL DEVELOPMENT AND TECHNICAL ASSISTANCE THROUGHOUT THE STATE; 2) JUVENILE JUSTICE: REDUCING THE SCHOOL-TO-PRISON PIPELINE; 3) STEM STRUCTURE FOR CAREER EDUCATION AND WORKFORCE READINESS; 5) SCHOOL-COMMUNITY-BUSINESS PARTNERSHIPS FOCUSED ON THE STATE ENDOW GOALS AND OBJECTIVES; 6) OPENING CCDBG FUNDING FOR AFTERSCHOOL; 7) INTEGRATED CIVIC EDUCATION WITH STEM CAREER EDUCATION AND; 8) REENGAGE IN ADVANCING THE AFTERSCHOOL AND YOUTH DEVELOPMENT CREDENTIAL AS A POWERFUL ASSET FOR PROFESSIONALIZING THE AFTERSCHOOL FIELD. THIS EXPANSION DEFINES THE CURRENT AND FUTURE WORK OF WYAA TO CREATE A HIGH-LEVEL, MULTI-PRONGED APPROACH TO TRANSFORMING AFTERSCHOOL EDUCATION INTO A CRITICAL RESOURCE IN PROVIDING CAREER EDUCATION AND YOUTH DEVELOPMENT OPPORTUNITIES FOR WYOMING STUDENTS.

IT IS OUR GOAL TO: Develop future leaders, changemakers and professionals that are highly skilled and prepared to create and thrive in the new economy through entrepreneurship, careers and leadership development, improving lifelong outcomes for Wyoming’s youth.
INNOVATION PROJECT As depicted in Figure 1, our current work makes the “Transforming Learning into Enterprise” project an ideal expansion plan. WYAA is now positioned to leap to the next level of activities that will further develop a system of services and initiatives that not only align with the state’s goals but augment the current work. What is not visible in Figure 1, but is truly an innovation for the next three years, is our focus on connecting expanded learning to Social Emotional Learning (SEL). You will see that woven throughout the “Look Forward”
portion of this proposal are concepts from the work that has come out of the National Commission in Social Emotional and Academic Development. From A Nation at Risk to A Nation at Hope, the paper, the website and associated materials, has given WYAA a way to reframe the language we are using in afterschool. A significant portion of our work in the next three years will be using the afterschool landscape to launch this language and these ideas through all current programming. The underpinnings of Juvenile Justice, high quality STEM activities, and building a ready to engage work force, are making sure that we are educating the whole learner.
GOAL AREA 1: POLICY and PARTNERSHIPS WYAA will execute dual roles, educating afterschool providers to embed their current teaching methods with explicit practices that support whole child development. Concurrently, WYAA will use the forum we have created with business and industry to educate our new partners in what educating the whole learner means to creating a skilled workforce. WYAA is partnering with WyoKids First and Wyoming Children’s Trust Fund on the Adverse Childhood Experiences (ACEs) Master Train the Trainer Program. WYAA will work with these two entities to ensure that we are building adult expertise within early childhood, afterschool, schools, and beyond. Community education is directly linked to establishing new policies and practices like collaborative decision making.
GOAL AREA 2: SUSTAINABILITY
WYAA has many new goals for the coming year including internal development plans and governance restructuring. WYAA will be losing an experienced knowledgeable Director but will be gaining a talented new Director. With the change in leadership, we anticipate transition time in year one taking priority over some other work as the new Director learns about network goals, current projects and the expertise of the advisory board. However, with succession also comes opportunity for new partnerships and change. We will focus on b
board training, strategic organizational growth and creating a realistic fund development plan based on the Community Foundation model.
Another focus for our field will be aligning resources and goals of providers with current research. There is a tremendous amount of information available on www.ANationAtHope.org on the nexus between quality workforce development and whole child learning that provides new opportunities to speak with funders and legislators about reallocating current financial resources (CCFD) for best use.
GOAL AREA 3: QUALITY AND PARTNERSHIPS
The plan set forth in this proposal develops a framework designed to support and advance career education, exploration and entrepreneurship through afterschool programs. Moreover, it uses SEL as the catalyst that intersects with all aspects of our core work. STEM education opportunities for middle and high school students are already underway through the award of the 2018 Opportunity Grant entitled “Innovations in Learning for an Emerging Workforce in Wyoming’s Changing Economy.” Knowing that STEM education is an essential ingredient in all high-quality afterschool programs, professional development and training is critical. Therefore, a key component of this proposal is to prepare afterschool professionals and their programs to be skilled in delivering high-quality STE(A)M career education and exploration to K-12 students, through this proposal.
WYAA is also looking at opportunities to work with national partners to develop a Social and Emotional curriculum allowing afterschool educators methods to infuse those SEL skills throughout their program practices.

WYAA NETWORK BUDGET NARRATIVE:
• Salaries FTE. WYAA employees two FTE. Full time staff receive benefits that include health insurance, dental and vision, employer retirement contribution and Flex spending plan with employer contribution of $250. Annual increases at 3% have also been included in the calculation.
• Consulting. Annual costs for working with NIOST for work with programs on APAS ($25,000) and our two other special events: the annual conference ($35,000) and the annual Juvenile Justice Summit ($7,000).
Travel and Travel Questions.
The WYAA is a priority fund of the Wyoming Community Foundation. In this sense, the WYAA and the Foundation are no longer in a fiscal sponsor/sponsored program relationship. Legally, the WYAA is a component fund of the Foundation and WYAA staff are full time employees of the Foundation focused on a fund and working with an advisory board. In the proposal, WYAA staff, foundation staff and Foundation Board of Directors are covered under Travel. Expenses related to the WYAA Board of Advisors, special guests and volunteers are covered under Participant Travel.
• Travel. Note: Foundation staff and members of the Board do not travel to National meetings at the expense of the WYAA. Other items that are incorporated into this line item include:
o SAN Meeting: Costs for up two staff to participate in 2 of the 3 years o Network Lead meeting estimate based on 1 staff member o Statewide travel for two staff members including mileage, state meetings, lodging and meals o WYAA Advisory Board Meeting expenses based on 3 in person meetings including one 2-day
annual planning retreat • Participant Travel. This line item is based only those expenses anticipated for WYAA advisory board,
guests and volunteers. o SAN Meeting: Expenses associated with one guest attending every year and two guests
attending 1 of the 3 years o WYAA Advisory Board Meeting expenses are an estimate and mostly focused on meals for the
two-day retreat. Advisory board members typically pay their own expenses. In some cases, the WYAA will support lodging and mileage reimbursement.
WYAA NETWORK SOURCES OF FUNDING
FOUNDATIONS $354,650
Mott Foundation is, of course, pending. Ellbogen Foundation funds are committed. The Sargent Foundation is likely to continue supporting WYAA. The group continues to be impressed with the juvenile justice work that WYAA is doing and they have a relationship with the incoming Director.
Wyoming Community Foundation funds are pending the approval of the board but the foundation has supported WYAA since inception as a match funder. It is critical to the Mott grant that the applicant foundation shows support. It is also important that WYCF shows the other local foundations like Sargent and Ellbogen that we are committed funders.
STATE AGENCIES $225,000
At the time of submission, approximately 50% of funding sources are secure. 2020 is a budget session for the Wyoming legislature. We have been successful in the past at retaining the 75,000 from WDE so we believe that we will continue to be fortunate however the Department of Education has taken tremendous funding cuts so it will be a battle.
There is a possibility that we will be able to move the Department of Family Services into a positive position on the CCDBG funds over the next three years. If so, that will generate earned income for us. We have not included that as a revenue item under DFS or earned income but we do see it as a possibility and have discussed it in the proposal.
EARNED INCOME $134,250
This number is likely to stay stable or increase with contract income.
GIFTS & BEQUESTS $45,000
This is might be a bit aggressive considering anticipated turnover on the advisory board and a new director but it is achievable.
ADMIN RESERVE Carryover from Year 1 will be used to help buffer years 2 and 3. Additionally, the WYAA holds and administrative reserve fund like all Foundation priority funds.
WYCF Dubois-Crowheart Local Board
$10,000 Match Challenge
History: In 2014 the WYCF Dubois Local Board created the Dubois Challenge, a one-to-one
match of $10,000. In 2019, the local board had a 5:1 challenge.
Goal: To raise the profile of the local board and illustrate to the community what a strong local
community foundation can do. The local board also hoped to open the conversation to
endowment donors and planned giving donors in the community.
