Executive Summary

This deliverable presents the planned communication and dissemination actions during the lifetime of EeDaPP.

Starting from the identification of dissemination and communication goals and strategies, it identifies the actors/players involved in the thematic areas of interest and describes the ways to engage and involve them in the initiative.

The media, scientific journals, events, where EeDaPP will be promoted and disseminated, are announced, together with a potential list of other energy efficiency projects and initiatives to collaborate with. Furthermore, key performance indicators (KPIs) are defined to measure the effectiveness of the dissemination and communication tools.

1. Introduction The Energy Efficient Mortgages Initiative consists of two ambitious projects, the “Energy efficient Mortgages Action Plan” (EeMAP) and the “Energy efficiency Data Portal & Protocol” (EeDaPP), both of which are funded via the European Commission’s Horizon 2020 Programme. The Energy Efficient Mortgage Initiative aims to create a standardised “energy efficient mortgage”, according to which building owners are incentivised to improve the energy efficiency of their buildings or acquire an already energy efficient property by way of preferential financing conditions linked to the mortgage (EeMAP). This mortgage financing mechanism is intended to be supported by a data market-led protocol and portal concept to collect, process and provide access to large-scale empirical evidence relating to energy efficient mortgage assets allowing a comprehensive analysis of de-risking energy efficiency features (EeDaPP). Both projects run for two years as shown in Figure 1.

The Energy efficient Mortgages Action Plan (EeMAP) was initiated in May 2017 and one year later the project was provided with the opportunity of joining forces with the Energy efficiency Data Protocol and Portal (EeDaPP) with the aim of the two projects complementing and building on one another. In particular, it is anticipated that the insights derived from EeDaPP will provide imperative input for the design of the EeMAP Roadmap, which is intended to deliver an energy efficient mortgage market implementation blueprint, due in April 2019. Given the synergies between EeMAP and EeDaPP, and the fact that the two projects are running in parallel for 14 months, both Consortia agreed that in order to maximise dissemination and communication efforts, it was fitting to market the two projects under a common “Energy Efficient Mortgages Initiative” ‘umbrella’ identity, covering and maximising the visibility of both projects.

Comparable to the EeMAP project, the EeDaPP communication & dissemination activities are mainly based on:

• Public Deliverables: Over the entire project duration, the EeDaPP Consortium will publish 19 public deliverables.

• Participation in conference and events: This includes also the organisation of several specific events in the framework of the Project. The events will be organised together with the EeMAP project and/or alongside a leading international conference.

• Face to face meetings or conference calls: To engage and involve stakeholders, in particular banks, investors, rating agencies, valuers and authorities.

• EeDaPP Pilot Phase: To ensure a high level of engagement and dissemination amongst the actively involved stakeholders in defining specific data sets according to the relevant national peculiarities within the EeDaPP harmonised template, gathering data on the performance of energy efficient mortgages and in testing the protocol and the data portal concept.

• Informational communication: Information will be made available via the Energy Efficient Mortgages Initiative project website, which also includes a specific EeDaPP subsection, the Partners’ website as well as social media. Biannual newsletters and ad-hoc press releases will furthermore reinforce this communication.

WP7 is dedicated to dissemination and networking activities with all Partners involved on different levels and addressing various stakeholders. Academic Partners will address mostly the project’s scientific dissemination (addressing mainly stakeholder categories such as universities and research institutes), while the other Partners are focusing on the dissemination towards potential market exploitation.

2.1 Goals EeDaPP communication & dissemination activities are aimed at:

• Raising awareness about the Energy Efficient Mortgages Initiative: The Consortium will make the Energy Efficient Mortgages Initiative well known to a wide audience, highlighting its actions, benefits as well as results and major findings. In order to promote EeDaPP, the EeDaPP Consortium will leverage on the international and national press and event coverage already obtained by EeMAP.

• Increasing understanding of the underlying business case of the EeDaPP Initiative: The Consortium will draw stakeholders’ attention to and provide intuitive explanations of the underpinning three-pillar approach to the EeDaPP project, these being: (1) identifying common energy efficiency reporting criteria and definitions, (2) designing and delivering a centralised pan-European market-led protocol, (3) gathering and making accessible the energy efficiency data via the design of a common centralised data portal concept.

• Influencing practices, products and standards: Strategic dissemination together with active involvement of relevant stakeholders since the launch of the project is intended to facilitate banks

assessment of the applicability of the EeDaPP data protocol and portal concept into existing business activities. In turn, this allows the Consortium to help guide and shape a standardised approach to “green due diligence”, thereby encouraging large scale energy efficiency data collection, meanwhile supporting commercial practices and scientific research.

• Drawing the attention of authorities: The Consortium partners will draw the attention of National governments, regional authorities, regulatory institutions and European and International organisations to the importance and ultimate benefits of the EeDaPP Initiative. In particular, the Consortium is highly committed to highlight the importance of the EeDaPP project in the context the Capital Markets Union, the ‘Clean Energy for All Europeans’ package, the Action Plan on Sustainable Finance and the related work of the European Commission’s Technical Expert Group on the subject as well as the proposed EU Covered Bond Framework and the related ECON report on the file.

• Highlighting the potential market demand for radically improving the availability of energy efficiency financial data: EeDaPP will provide necessary market data series to facilitate access of banks and other actors to information on the performance of energy efficient mortgages. In turn, this information will help stimulate the further development of energy efficiency financing and convince various stakeholders, in particular banks, about the financial performance of such asset and encourage the mobilization of private capital into energy efficient investment.

2.2 Communication & Dissemination Strategy Using the EeMAP communication & dissemination strategy as a starting point, and incorporating the relevant EeDaPP considerations, the following Energy Efficient Mortgages Initiative communication and dissemination strategy has been developed:

• Creating a brand recognition for both projects under the ‘Energy Efficient Mortgages Initiative’ umbrella;

• Identifying an enlarged target audience;

• Selecting the appropriate information tools and channels for each stakeholder;

• Setting up a performance monitoring table for the dissemination activity;

2.2.1 Target Audience A successful dissemination plan is also based on audience analysis. All stakeholders with potential interest in the Energy Efficient Mortgages Initiative have been identified and included, as shown in Figure 2. One of the most challenging objectives of the Energy Efficient Mortgages Initiative is to actively and continually involve the large scope of relevant stakeholders (highlighted in bold in Figure 2) since the beginning and during the lifetime of the projects. The on-going communication and dissemination activities has allowed the EeMAP Consortium to engage banks, valuers, building and energy efficiency experts, authorities and to facilitate discussions with the aim of trying to align the different sectoral visions and interests. E.ON’s Customer Research mapped borrowers’ needs and preferences, and

investigated potential market demand. In addition to the already identified and targeted groups mentioned in bold above, the EeDaPP Consortium will supplement the target audience by specifically targeting and involving regulators, real estate brokers and dealers, rating agencies, insurance companies, service providers. Given EeMAP will end before the conclusion of EeDaPP, the EeDaPP Consortium will continue the handling of all the identified targeted audience groups.

Furthermore, the Energy Efficient Mortgages Initiative Partners will constantly involve key media in their respective fields via press releases, interviews and other media articles.

2.2.2 Brand recognition As explained above, a common brand recognition has been created under the umbrella identity Energy Efficient Mortgages Initiative (EEMI). The common identity will be used in all communication and dissemination activities with the purpose of establishing a strong visual identity and maximising visibility.

The original EeMAP logo (Figure 4) had been created with the purpose of allowing viewers to understand what the initiative is about in the most effective way possible. Given the positive audience response towards to EeMAP logo, and the international and national press, events and social media coverage EeMAP obtained from the beginning of the project, it was agreed to reuse the logo and text

design and composition in respect to the EeDaPP logo (Figure 5) and also in respect to the EEMI (Figure 3). The green lightbulb, with a green house inside, draws the link between energy efficiency and buildings; while the full title clearly identifies the Initiative(s). The chosen shades of green moreover emphasise the energy efficiency focus of the initiative.

Based on the same colours and fonts, a set of EEMI templates have been designed.

The templates ensure that EEMI’s visual identity is consistent throughout the duration of the initiative. The communication package includes the following set of templates:

• Headed paper (Figure 6) • PowerPoint presentation (Figure 7), using the image of the EEMI

website’s landing page • Newsletter Template (3.10 Newsletter). Furthermore, in April 2018 a roll-up intended to be displayed during conferences and events, including new as well as previous collected stakeholder logos (Figure 8) was created.

3. Activities

3.1 Energy Efficient Mortgages website Following on from the European Commission recommendation to align the EeMAP & EeDaPP as much as possible from a communication perspective, a joint EeMAP and EeDaPP website landing page was designed under the URL address www.energyefficientmortgages.eu. The joint landing page allows users to access both the EeMAP and EeDaPP websites directly (Figure 9) and it was officially launched on 18 April 2018.

3.1.1 EeDaPP website As well as the EeMAP website, the EeDAPP website (Figure 10) aims to increase awareness on the needed acceleration of investments in buildings energy efficiency through collection of standardised technical and finanical energy efficinet data which in turn is intended to help mobilise private finance towards such investments. The main EeDaPP website “entrance door” for the general public is:

The EeDaPP webpage provides key information about the project for interested and involved stakeholders, detailing the project’s goals and progress, explaning the underlying business case, highlighting the complementarity with the EeMAP project meanwhile proving visibility to actively involved stakeholders. The design of the EeDaPP webpage is similar to that of EeMAP, with the aim of aligning the two projects’ communication efforts as as much as possible. The EeDaPP webpage is continously updated

and renewed when nessesary in order to keep both the general public and the involved market stakeholders inform about the latest news and developments of the initiative.

3.2 Dissemination Material • Leaflet: A two-page introduction was published on the website to briefly present the project,

giving a general overview of the topic, the objectives, the state of play and the challenges which EeDaPP is seeking to address.

• EeDaPP presentation: A detailed introduction to the EeDaPP project is provided which explains the key objectives and the overall concept. The presentation pinpoints the synergies between EeMAP & EeDaPP projects and furthermore includes a preliminary first draft of what the envisaged data protocol could potentially look like. The EeDaPP presentation and the EeDaPP two-page introduction are available on the EeDaPP website, in downloads’ webpage.

3.3 Public Deliverables The dissemination of public deliverables constitutes the two core dissemination activities, together with the technical meetings and events. During the project, the EeDaPP Consortium will produce 42 deliverables, 19 of which will be public. The goal is to maximise awareness of the project excellence and disseminate knowledge to the targeted audiences in general and key stakeholders in particular. An EeDaPP deliverable template was created in June 2018, composed by the EeDaPP logo and an appealing image of a person’s hands typing on a keyboard with world map data (Figure 11). The image of the cover page is identical to the chosen image on the landing page on the EeDaPP webpage. The logos of the EeDaPP Consortium Partners are visible on the end page of the deliverable template page (Figure 12). The deliverable template may be modified by the Consortium going forward for the purpose of the public deliverables if a different design were to be considered better strategically to best support the content of the given report. If deemed appropriate, press releases may be drafted to announce major findings published in the relevant public deliverables.

3.4 Technical Meetings & Events Technical meetings and events will be organised during the project lifetime in order to involve, commit and engage all relevant stakeholders and to test and ensure that any project outputs are fit for purpose and respond to market participants’ needs. Table 1 lists the events, which have already taken place, while Table 2 presents the forthcoming technical meetings.

Table 2 Forthcoming Technical Meetings An Energy efficient Mortgages Action Plan & Energy efficiency Data Portal & Protocol Panel Event (Figure 13) was organised in Vancouver, Canada alongside the 27th ECBC Plenary Meeting and its related events. It was a unique opportunity to introduce, present and promote the EeDaPP project to a wide global audience including key decision makers from the industry, issuers, investors, government & regulatory officials at both national and EU level, rating agencies and journalists from over 37 global covered bond jurisdictions. An Energy Efficient Mortgages event (Figure 14) took place in Windsor, UK, alongside the Joint meeting of the EMF Executive & ECBC Steering Committees. The event marked the official launch of the Pilot Scheme, putting the spotlight on the 37 European banks and the 23 supporting organisations which have committed to testing the implementation of the final energy efficient mortgages framework into existing product lines and processes and to gathering data on the performance of energy efficient mortgages on a voluntary basis.

In Windsor the Pilot Scheme banks were invited to indicate their preference for participation in the following subgroups to analyse in more detail the following areas: 1. Origination/Retail 2. Risk Management 3. Marketing 4. Funding & Investor Relations 5. Partnerships (development of synergies with other stakeholders) 6. IT Solutions & Data 7. Development of technical expertise (SMEs, Valuers, Energy Efficiency Experts) In the first instance, the Pilot Scheme banks will take the lead in identifying the opportunities and risks in the various areas highlighted above, taking as the starting point the updated Energy Efficient Mortgage Product Framework, and highlighting potential operational solutions. In order to facilitate exchanges and the identification of potential technological solutions, the EeDaPP Partners will participate as observers in the subgroups. In a second stage, Pilot banks will, through the EMF-ECBC in its role as the Energy Efficient Mortgages Initiative Coordinator, reach out to supporting organisations, as appropriate, to share their findings and discuss the potential operational solutions identified. The criticalities identified by the subgroups will be presented and discussed in Venice (Table 2), together with the members of the Advisory Council who will help and support the deployment of the Pilot Scheme in the market and explore the possibility of a ‘regulatory sandbox’ for banks participating in the Pilot Scheme. The Advisory Council includes representatives from the European Commission (EC), the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC), the World Bank and UNEP Finance Initiative. Following on from the Energy Efficient Mortgages event in Windsor, the EeDaPP Partners selected 5 out of 7 Pilot Scheme Subgroups (Origination/Retail, Risk Management, Funding & Investor Relations,

IT Solutions & Data, Development of technical expertise) which could prove important in the context of the design of the energy efficiency data protocol and portal concept. The EeDaPP project should be operational as soon as possible in order to deliver the data infrastructure needed to support the Pilot Scheme. In this context, the EeDaPP data providers will make contact with the Pilot Scheme Banks in order to gather insight different market practices which could help deliver a light version of the common data mask. Furthermore, the EMF Research & Data Committee, which focuses on statistics and research on the EU’s housing and mortgage markets and the issues affecting or relating to them, including demographic evolutions, the profile of first-time buyers, housing supply challenges and private rental market dynamics, will be invited on 28 September 2018 in Venice to discuss market needs and gaps. In this context and after conducting a feasibility assessment, the EeDaPP Consortium have decided not to activate the three Technical Working Groups (User Working Group, Architecture & Infrastructure Design Working Group, Data Analysis Working Group) in the first year. Market participants’ needs will be collected through the above-mentioned Pilot Scheme Subgroups and the EMF Research and Data Committee, avoiding any duplication of activities and guaranteeing the most effective synergies between EeMAP and EeDaPP. Furthermore, the Advisory Council will provide regulatory and policy guidance on the key elements of the project. As soon as the technical requirements of the protocol and portal concept are ready to be tested, the EeDaPP Consortium will conduct another feasibility assessment as to whether to operationalise the original three foreseen Technical Working Groups or continue with a different potential more relevant approach depending on the progress of the EeDaPP project and insights delivered via the Pilot Scheme.

3.5 Participation in External Events External events are unique opportunities to reach and meet targeted communities. As such the Consortium will carefully select the most relevant events at which they will present the Energy Efficient Mortgages Initiative (EEMI) for the purpose of promoting and disseminating to enlarge the network key EeDaPP findings. A list of events where the project has already been represented since its official launch on 1 March 2018 and is shown in Table 3:

3.6 Face2Face Meetings and/or Conference Calls Face2Face meetings and/or ad hoc conference calls will be organised to involve and engage all relevant stakeholders with the purpose of exploring their views on the Energy Efficient Mortgages Initiative (EEMI) and discuss EeDaPP goals and challenges, whilst gaining an understanding of potential concerns and requirements for participation.

Ad hoc meetings and conference calls have already been organised by the Consortium to promote and discuss EeDaPP with relevant authorities, EU institutions, Pilot Scheme banks and relevant market stakeholders in order to receive feedback from independent experts and companies and to further involve banks in the Pilot Scheme. The most relevant meetings and conference calls are listed in Table 5.

3.7 Webinars.

At least 2 webinars on EeDaPP standardised protocol and portal concept, addressed to relevant stakeholders, will be organised in the second year of the project. Furthermore, the Consortium Partners will evaluate the possibility of attending third parties’ webinars to present the initiative, if relevant.

3.8 Social Media Social media activity is concentrated around Twitter and LinkedIn as the most appropriate online platforms for disseminating the Energy Efficient Mortgages Initiative (EEMI). These tools are deemed the most suitable given their high market take up and relevant professional news and social networking services. Given the synergies between EeMAP and EeDaPP, in March 2018 the twitter account @EEMActionPlan was rebranding under the “Energy Efficient Mortgages Initiative” umbrella (Figure 19) and in this way EeMAP & EeDaPP projects could benefit from one common and maximised dissemination strategy.

The Energy Efficient Mortgages Initiative account is mainly used to inform and share:

• News and updates generated directly by the initiative; • Partners’ and stakeholders’ related activities; • news about initiatives, events, policies, studies in the field of energy efficiency (not directly

generated by the initiative). The #EeMAP and #EeDaPP hashtags will be used accordingly. Furthermore, several popular hashtags in relation to the initiative’s topics have been identified and will be used on a regular basis to increase EEMI visibility, as shown in Figure 20.

3.9 Press releases The EeDaPP Consortium is also partly managing the joint communication with the broader public and in this context issuing press release(s) when relevant and in connection with key events and/or the achievement of important findings/results. In light of the intention to run the EeMAP & EeDaPP projects in parallel for 14 months, joint press releases under the umbrella identity “Energy Efficient Mortgages Initiative” will be favored, whenever possible, maximising the visibility of both. The first joint press release “The light turns green: Energy Efficient Mortgages Pilot Scheme goes live!” was launched on 14 June 2018 announcing the official launch of the Energy Efficient Mortgages Pilot Scheme.

3.10 Newsletter A newsletter will be issued biannually to ensure that all stakeholders are regularly updated on the Energy Efficient Mortgages Initiative’s developments. The newsletter will be circulated to the EeMAP & EeDaPP project Partner networks and will be automatically published on the Energy Efficient Mortgages website. The first joint newsletter, gathering both EeMAP and EeDaPP projects under the umbrella identity “Energy Efficient Mortgages Initiative” (Figure 23), was launched on 4 July 2018. It was based on the following table of content:

Both Consortia will also contribute to already existing internal/external newsletters by sharing relevant contents and articles that are suited to the resepctive audience (Figure 24).

3.11 Press Coverage Scientific journals, magazines and newspapers are an important way to disseminate the acquired knowledge, hence this form of communication channel will be pursued during the lifetime of the project(s). The Partners of both the EeMAP and EeDaPP Consortia moreover have a strong commitment in publishing their work in internationally acknowledged journals, such as Financial Times, Bloomberg, GlobalCapital, Property Week, Reuters, Business Green, Property Wire, Politico etc. Table 6 lists the articles where EeDaPP was recently mentioned, together with EeMAP:

All the above referenced articles present the Energy Efficient Mortgages Initiative, announcing the Energy Efficient Mortgages Pilot Scheme and the underlying Framework. On 14 June 2018 the EeDaPP was reported on in Global Capital, highlighting in particular the project’s aim of facilitating the collection of energy efficient mortgage data for the purpose of risk performance analysis.

3.12 Networking Interaction with other projects and initiatives The EeDaPP Consortium will take advantage of the contacts and synergies, which have been already been established by the EeMAP project, in order to further facilitate corporations, exchange of best practice among other things with the purpose of achieved a higher impact of results.

The on-going synergies between the Energy Efficient Mortgages Initiative and other relevant projects are listed here below:

Furthermore, the EeDaPP consortium, together with the EeMAP Partners, is cooperating with the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), International Finance Corporation (IFC), the World Bank and UNEP Finance Initiative. At the time of writing, potential synergies with ELENA - European Local ENergy Assistance, EIB’s Climate Awareness Bonds and the Global Alliance for Building and Construction is being explored.

4. Success Criteria

A Performance Monitoring Table (Table 7) has been established to monitor the effectiveness of the communication and dissemination tools, channels and actions. The Key Performance Indicators (KPIs) act as a measurement tool for all dissemination and communication activities within the EeDaPP project.

5. Internal Communication In order to facilitate regular exchange among the Consortium Partners, internal meetings on technical and management issues take place every four months, or as necessary. The following meetings have already taken place:

• EeDaPP Kick-off Meeting (Figure 24), 02.03.18, Brussels • EeDaPP WP2 Meeting, 20.03.18, Hamburg • EeDaPP WP2 Meeting, 08.06.18, Amsterdam • EeMAP & EeDaPP Joint Consortia meeting, 14.06.18,

Windsor The forthcoming EeDaPP Consortium Meeting will take place on 26 September 2018 in Venice; in the agenda a slot will be dedicated to discussing and planning the next steps of Energy Efficient Mortgages Pilot Scheme, together with the EeMAP consortium. Furthermore, at least one EeDaPP Consortium conference call per month is organised, focusing on technical content and deliverables. Questions regarding management matters are also discussed if/when necessary. At the time of writing, 5 EeDaPP Consortium conference calls, 4 EeDaPP WP2 coordination conference calls and 2 EeMAP & EeDaPP Joint Conference calls have taken place. The EeMAP & EeDaPP joint meetings and conference calls are scheduled to ensure a high degree of coordination between the two Consortia both in respect of the organisation of related events and to facilitate the technical output/deliverables of the two projects.
