H2020 Legal basis
Rules for Participation state clear obligations for beneficiaries:
• "Each participant that has received Union funding shall use its best efforts to exploit the results it owns, or to
have them exploited by another legal entity…"
• "Subject to any restrictions due to the protection of intellectual property, security rules or legitimate interests,
each participant shall through appropriate means disseminate the results it owns as soon as possible."
• "… participants shall provide any information on their exploitation and dissemination related activities, and
provide any documents necessary in accordance with the conditions laid down in the grant agreement"

H2020 Implementation rules
• Proposal template highlights Dissemination and Exploitation (D&E) plan as an admissibility condition and
included in the Impact criterion evaluation
• Grant agreement (GA) includes articles 28 on Exploitation and 29 on Dissemination ,and possibly additional
D&E obligations following the WP
• Periodic and continuous reporting include D&E related sections
• Key exploitable results are the outputsgenerated during the project which can be usedand create impact, either by the projectpartners or by other stakeholders.
• Project results can be reusable and exploitable(e.g. inventions, prototypes, services) as such, orelements (knowledge, technology, processes,networks) that have potential to contribute forfurther work on research or innovation.

Any tangible or intangible output of the action, such as data,knowledge and information whatever their form or nature,whether or not they can be protected.*

Essential element of all good research practice and vital part ofthe project plan

What is exploitation?
Exploitation
The utilisation of results in developing, creating and marketing a product or process, or in creating and providing a service, or in standardisation activities.*
Make use of results; recognising exploitable results and their stakeholders
Concretise the value and impact of the R&I activity for societal challenges
Can be commercial, societal, political, for improving public knowledge and for policy making
Project partners can exploit results themselves, or facilitate exploitation by others (e.g. through making results available under open licenses)

What is the difference?
• Perceiving D&E as ‘’tick-boxes’’, not important for the ‘’real work’’ of the project (research)
• Focusing on implementation vs aligning work with the needs of users and stakeholders
• Lack of skills (or interest) to consider or share the value and potential benefits of the results
for wider society
• Lack of knowledge of dissemination and exploitation risks and opportunities
• Not (yet) truly part of the project design
• Often interpreted as an activity after the project lifetime
What is the road block for D&E?
• Attract new talent to join the team
• Maintain international and interdisciplinary collaboration opportunities
• Improve access to other funding opportunities
• Identify innovation potential
• In case of commercial exploitation new source of income
• Contribute to societal goals thereby providing more visibility/prestige to the
researcher/institution
Why is D&E important for the project?
• Increase intelligence on the results’ data we receive from Research and Innovation (R&I)
projects
• Complete the Framework Programme (FP) data with data coming other sources
• Cluster results in all areas of the FP and make them available in a structured way to all the
interested parties
• Support and advice the beneficiaries on the potential use of their results
• Facilitate synergies with other EU initiatives on the R&I results

Better dissemination and exploitation of the project results contributes to:
• More effective circulation of knowledge and new ideas
• Increase of the innovation potential and the creation of new business
opportunities
• Maximisation of the impact created through the R&I investment

Research and Innovation investment, European competitiveness and
the welfare of our society
D&E Reporting Obligations
• Part A (under continuous reporting)
• Publishable summary
• Deliverables, milestones, risks, etc.
• Answers to the questionnaire (H2020 Key Performance Indicators)
• Part B – narrative part
• Explanation of the work carried out by the beneficiaries and an overview of the progress
• Update of the plan for dissemination and exploitation of results
• Explanations on deviations from the Description of Action (DoA)
Technical report
• Results and not only scientific, tangible, planned results
• Exploitation is not only commercialisation
• Consider policy relevant evidence as an exploitable result
Things to remember:
• Update the plan for dissemination and exploitation of results (if applicable)
Include in this section whether the initial plan (as described in DoA) needs to be updated and
provide details.
• Pay attention and do not leave the sections on D&E blank or incomplete
• Include (particularly, in the final report) the forward looking elements

beneficiaries for:
• Capacity building in Dissemination and Exploitation
• Increasing the benefit of the dissemination of results by clustering R&I projects into
a portfolio of similar or complimentary project results
• Increasing their exploitation potential and access to market

• Aims to:
• Ensure an effective transfer of R&I project results to policy makers, industry and society
• Maximise the impact of R&I public investment
• Demonstrate and amplify the added value of the Framework Programmes
• IMPORTANT: The Booster provides professional support and guidance NOT
additional funding for D&E

• Who can apply?
• Any FP7 or H2020 beneficiary of ongoing and/or closed projects depending on the
requested services
• How to apply?
• Projects can apply via an online submission form on the F&T Portal:

• Projects can select specific module(s) of a service, according to their needs – 1 or
more specific service(s) up to the full set of services.
• IMPORTANT: Project can only receive a particular service/module once
The Booster
• Selection based on:
• Eligibility criteria (depending on the requested service)
• Motivation: to benefit from the services, the project(s) or project groups will be
requested to commit and allocate time and resources to participate actively and
cooperatively
• Delivery of the services:
• External service provided for a 4 year framework contract
• Via e-mails, teleconferences, face-to-face meetings…
• IMPORTANT: NO additional reimbursements for travel costs
