Overview of CATHSSETA
The second smallest SETA
Scope: six (6) sub-sectors
o Arts, Culture and Heritage
o Conservation
o Gaming and Lotteries
o Hospitality
o Sport, Recreation and Fitness
o Travel and Tourism
The purpose of Discretionary Grants is :
For the SETA to:
Implement the Sector Skills Plan;
Achieve its objectives in relation to the National Skills
Development Strategy III (NSDS III) mandated by the
Department of Higher Education; and
Address the scarce and critical skills in the sector.
Discretionary Grant programmes are implemented in line
with the CATHSSETA Discretionary Grant Policy
The Discretionary Grant funding framework is allocated as
follows:
80% within a particular financial year to PIVOTAL
programmes that address the scarce and critical skills
identified in the SSP
20% will be allocated to NON Pivotal Programmes
Levy Payers must have submitted Mandatory Grant
applications in April 2017
PIVOTAL training must be conducted in the 2018/19
financial year
PIVOTAL training must address scarce and critical
skills as identified by CATHSSETA
PIVOTAL is an acronym for professional, vocational,
technical and academic learning programmes that
result in qualifications or part qualifications on the
National Qualifications Framework
PIVOTAL Programmes within CATHSSETA are:
• Learnerships employed & unemployed
• Skills Programmes employed & unemployed
• Apprenticeship unemployed
• Work Integrated Learning (TVET College)
• Internships & Work Integrated Learning (University placement)
• Bursary employed and unemployed
