Background

In 2004 Edson Street failed due to loss of structural capacity caused by:

• High water table

• Fine grained sub grade

• Slow moving, heavy loads

The reconstruction utilized sub surface drainage, a geotextile on the sub grade for separation, and a geogrid within the base layer for strength.

Financial Implications

Several neighborhoods in Saskatoon have been constructed with insufficient structural capacity.

Life cycle costing was used to estimate an annual liability of $8.13 million over a 56 year period for existing poorly constructed locals.

Solutions

Urban roads are typically constructed level to their surroundings Wet granular base has significantly less stiffness than base at

optimum moisture. Thin structures, such as locals, rely on the sub grade for support Sub surface drainage layers have been found to be effective at

removing free water, adding structural support, and maintaining structural stiffness thus prolonging the service life.

The use of geotextile adds further strength and separation of materials that adds longevity.

Conclusion

Preservation and restoration treatments are less effective when a roadway is structurally deteriorated.

This research has shown that observed cracking is a poor indicator of structural condition.

Knowledge of existing structurally deficient roadways would improve transit route planning, detours, load management, as well as material selection and structural design.

It was found that an additional $1,525 per serviced lot will save $746 per year in future maintenance. (40% ROI!!!)

This research found that the integration of structural information into the COS asset management system will improve the life cycle performance, level of service, and funding optimization of roadway expenditures.
