Privacy noteThe Department is collecting personal information for the purposes of approving businesses for the Accredited Air Cargo Agent (AACA) scheme, in accordance with the Privacy Act 1988 and as authorised under the Aviation Transport Security Regulations 2005.

The Department will use this personal information to contact the officer nominated by the business seeking approval and will store this information securely. The Department may disclose this information to other Commonwealth agencies for the purposes of a whole-of-government approach to regulating cargo security. If the information requested is not provided, the Department will not be able to process the application.

The Department’s privacy policy contains information regarding complaint handling processes and how to access and / or seek correction of personal information held by the Department. The Privacy Officer can be contacted on 133 177.

AACA Accreditation InformationThe Accredited Air Cargo Agent (AACA) scheme is intended for businesses that either handle air cargo or make arrangements for the secure transport of air cargo.

To become an AACA, you must:

be a registered Australian business;

undertake to comply with an AACA Security Program provided by the Department of Home Affairs (the Department);

abide by the statement of undertaking to give effect to the obligations under the Aviation Transport Security Regulations 2005 (the Regulations), and the Aviation Transport Security Act 2004 (the Act);

undertake to check and protect the security of air cargo from the moment you receive an item until it leaves your possession;

agree to provide security awareness training that meets specific learning outcomes specified by the Department, to your employees; and

agree to periodic compliance checks by the Department.

Your business operations must not include the examination or clearance of cargo. If you wish to examine and/or clear air cargo that will be taken on board an aircraft, you should apply under the Government’s Regulated Air Cargo Agent (RACA) scheme. The Department will assess whether your business meets the criteria to become accredited as an AACA. If your application to become an AACA is granted, you will receive an AACA Security Program that you will need to formally accept before your accreditation as an AACA becomes valid.

There are financial penalties, as determined by legislation, for not complying with your AACA Security Program.
