DISADVANTAGED BUSINESS ENTERPRISE SUPPORTIVE SERVICES
MONTHLY ACTIVITY REPORT
July 2011
The following report contains highlights of services rendered to support the Disadvantaged Business
Enterprise Supportive Services Contract and successes from supportive services efforts. This report is
not a verbatim account, but rather a summary report to provide insight into actions/tasks undertaken to
reach the program objective, “To increase the total number of minority and women owned businesses
active in the highway contractual services, maintenance, professional services and construction
programs, as well as, contribute to the growth and self sufficiency of Disadvantaged Business Enterprises
to achieve proficiency in the competitive world of prime contractors and subcontractors.”
OBJECTIVES:
To ensure that Disadvantaged Business Enterprises are aware, ready, willing, and able to competitively
seek Florida Department of Transportation contractual opportunities. Blackmon Roberts Group is
utilizing many strategies to empower, train, and develop Disadvantaged Business Enterprises in the areas
of technical, administrative, and organizational need.
This month Blackmon Roberts Group made contact with Disadvantaged Business Enterprises via onsites,
phone conferences, video conferencing, faxes, emails and broadcast emails. Our objective is to keep
Disadvantaged Business Enterprises in the communication loop regarding “free” Disadvantaged Business
Enterprise Supportive Services including the “How To” in doing business with Florida Department of
Transportation and what it takes to be “ready, willing and able” to compete in the transportation
marketplace.
HIGHLIGHTS:
Note all company names listed in this report are the company’s legal names.
Disadvantaged Business Enterprises
Daly Engineering Consultants, LLC. – worked as a sole practitioner and was able to hired a new
Professional Engineer to his firm.
Broadcast emails
Broadcast emails goes to all Disadvantaged Business Enterprises with emails. These broadcasts are
heavily opportunity related, but were of educational/or informative nature as well.

Newly Certified Disadvantaged Business Enterprises
Blackmon Roberts Group received the following list of newly certified and recertified Disadvantaged
Business Enterprises. Welcome letters were mailed and activities are underway to schedule orientations.

Blackmon Roberts Group conducted 15 site visits this month. Additional assistance was provided
via email and other communication means to support Disadvantaged Business Enterprises in
being “ready, willing, and able” to compete for current and future Florida Department of
Transportation opportunities.

Outreach activities continued to be driven by those firms that were interested in the
Disadvantaged Business Enterprises program after attending an outreach event, heard/read about
opportunities with Florida Department of Transportation, and those firms who received
incomplete application letters from the Equal Opportunity Office regarding their Disadvantaged
Business Enterprise applications submittals. Blackmon Roberts Group also continued follow up
and close out those firms that has not engaged with Blackmon Roberts Group for 90days or
longer.

Blackmon Roberts Group continues to work with Disadvantaged Business Enterprises in their efforts to
secure Florida Department of Transportation opportunities. Blackmon Roberts Group key role has been
providing bid matching, managerial and technical support to help Disadvantaged Business Enterprises to
become “ready, willing and able” to compete and successful manage projects.
Disadvantaged Business Enterprises submitted 14 bids this month with no lowest bidder.

This month we saw an increase in flow of information via e-blasts (see below). We also saw an increase
in DBEs requesting assistance in the Marketing area.
BRG did some target assistance to the D3 – Panhandle area. A Consultant was in the area for 4 days
visiting, DBEs, Primes and marketing the DBE program.

located in District 5 and 7. Converted over 500 pay items which could result in 10 –12 subcontract
opportunities. E-blast opportunities and vetted DBEs to ensure capacity of DBEs meet Prime
requirements.
2. Aggressive outreach at the request of Sun Rail/FDOT D5 Staff to all
Primes/Vendors holding contracts on the Sun Rail Project. Reached out in multiple forms to Primes –
Motive Power, Archer Western, Rail Works, and Bombardier. Unfortunately no Prime has been
receptive resulting in no responses to date.

District 2: Request from B. Crews to work with Prime Contractor West Construction
who had 0% DBE utilization on a project. Identified two options to achieve objective of increase
utilization; holding Prime Contractor DBE application workshop with current small businesses who
may be DBE eligible in a group setting or sending e-blast to firms and asking business to contact
Supportive Services who will provide one-on-one assistance.
Closed over 150 firms from DBE active list per information from certification office that
the firms were no longer certified.
District 5 – provide list of District 5 DBEs for upcoming focus group.

First Coast Outer Beltway – started initial research to identified opportunities for
