Dawn Lockhart is the owner of GFH, Inc., located in Long Beach MS. GFH,
Inc., has been in business for 15 years and a DBE for 14 years. This firm
specializes in Grassing/Erosion Control/Blankets, Ditch Lining, Ground
Stabilization, Aggregates, Site Preparation, Tree Cutting/Removal, and
Earth Works (sand, dirt, and hauling). Mrs. Lockhart works alongside her
mother Catherine Parker, who serves as her office manager.
Being in business for fifteen years has afforded GFH, Inc., the opportunity
to work with a large number of Prime Contractors. Some of these Prime
Contractors include SCI Biloxi (Biloxi), Magnolia Construction
Management (Gulfport, MS), Kappa Development & General
Contracting (Gulfport, MS), and Mike Holmes Construction, LLC (Pass
Christian, MS). Although, GFH Inc., has been a sub-contractor, this firm has
also had the chance to be a prime contractor for the Ocean Springs
pedestrian bike path repair. The job included installing Geo grid down the
entire beach front with concrete work and riprap around the manholes.
Mrs. Lockhart knows the rewards and difficulties of owning a small
business. She spoke about how hurricane Katrina affected her business,
even years after the devastating natural disaster. However, she has never
given up and continues to work hard and encourages others to do the
same. Currently, GFH Inc. is working on Waveland Lake located on Hwy
53 in Gulfport, MS. Mrs. Lockhart’s advice to future DBEs is to “never over
extend yourself and pay your bills before you pay yourself.”

Michael Thomas Speaks at September Pre-Bid
The monthly Pre-bid meeting was held on September 22, 2014 at the Hilton Hotel located in Jackson, MS. The guest speaker was Mr. Michael Thomas, Vice President of Business and Finance at Jackson State University. Mr. Thomas began his career as a state auditor specializing in audits of educational systems. After six (6) years, he began working for educational systems. Over the next nineteen (19) years, Michael managed financial and operational systems with budgets ranging from six million dollars ($6) to over four hundred million dollars ($400M). Michael is a member of various national and regional organizations such as NACUBO (National Association of College and University Business Officers) and SACUBO (Southeastern Association of College and University Business Officers). He is also involved in the local community serving on various boards. Jackson State University has a 42 million dollar residential dorm project in the planning stages. The 628 bed dorm will be built on Lynch Street and Parkway. In addition, they plan to Renovate Alexander Hall East, turning it into suites, which will be about a 30 million dollars project. The university also plans on attaching a dining area to the Palisades located near the university. Mr. Thomas said they are in the process of completing designs for the engineering building which will be an approximate 7 million dollar addition. Jackson State University is looking to expand and renovate the campus, appealing to more students. He said that a vendor fair will be held at some point in the near future and it won’t be the traditional fair, according to Mr. Thomas. Vendors and end user providers will connect directly as they bring current projects or items that are solicitation ready. Mr. Thomas stated makes every attempt to maintain an open door business approach to service delivery. He is willing to see anyone who has good progressive ideas related to servicing the JSU community…as long as those ideas are within his scope and authorized purview.
