All the bidders should furnish EMD (Earnest Money Deposit) equivalent to 25% of the bid value to bepaid online through e-payment mode via NEFTIRTGS!OTC!debit card/credit card facility/netbanking with pre-printed challans available on e-tendering website and directly credit the amount toITG account as generated by challans for NEFT/RTGS/OTC.

(a) Refund of Earnest Money: The EMD of all of those bidders, whose bids are not accepted (exceptthat of the second highest bidders), shall be returned after the date of auction. The EMD of thesecond highest bidder will be returned only after the finalization of sale with the highest bidder.

(b) Mode of payment of Bid Value: The EMD of the successful bidders will be adjusted against theirrespective final bid value/s), The balance 75% of the bid value will be deposited by the bidderswithin 07 (seven) days after getting intimation from the Auctioning Authority / Head ofDepartment by way of demand draft in favour of the concerned department

(c) Forfeiture of Earnest Money:(i) Failure to effect balance payment: Incase the highest bidder fails to effect balance payment

of 75% of the bid value within the stipulated time period prescribed, the second highestbidder can be considered if he fulfills the required criteria. In such cases the EMDdeposited by the first highest bidder shall be forfeited in favour of Government

(U) Failure to take delivery of items: The successful bidder(s) shall take delivery of the itemswithin three weeks of receiving the intimation from the Department. Failure to takedelivery within the stipulated time period or extended time period (if any), the amountdeposited by them shall stand forfeited to Government

GST as applicable will be recovered from all the successful bidders at the prevailing rates on the amountquoted by the bidders on the bid articles at the time of final payment.

(d) The successful renderers/bidders upon acceptance of tender should get themselves registered withthe Office of Commissioner of Commercial Taxes, Government of Goa. Panaji-Goa and truecopies of the certificates of such valid registrations should be submitted to the Directorate of SkillDevelopment & Entrepreneurship, Panaji-Goa, to enable this office for issue of Sale letter

(e) The renderers/bidders should have Digital Signature Certificate to participate 111 e-tenderingmode.

(f) The tenderers/bidders should have GST Registration Certificate.(g) The Department reserves the right to accept or reject any or all tenders without assigning any

reason thereof
