NOTIFICATION

Applications are invited from eligible Candidates for Admission to 15 seats in three

years M.D (Yoga and Naturopathy) Post-Graduate course 2015-16 session in the

Government Yoga and Naturopathy Medical College at Chennai.

2. QUALIFICATIONS FOR ADMISSION

Candidates should possess regular Bachelor of Naturopathy and Yogic Sciences

Medical Degree from T.N. Dr. M.G.R. Medical University / N.D (OSM) / recognized

University. A proof should be enclosed. Candidates should have registered their names

with the Tamil Nadu Board of Indian Medicine, Chennai. Candidates, who have qualified

from other than T.N. Dr.M.G.R. Medical University, should submit the Eligibility

Certificate obtained from T.N. Dr.M.G.R Medical University and enclose the same with

the application form.

3. APPLICATION PROCEDURE:

Application forms and prospectus may be downloaded from the Health Department website: www.tnhealth.org from 17-08-2015. Application forms are not issued by the Selection Committee or by this Directorate. Filled in downloaded applications along with enclosures should be submitted before the last date along with a crossed demand draft for the value of Rs.2,000/- (Rupees Two thousand only) towards the application fee. SC/SCA/ST candidates domiciled in Tamil Nadu are exempted from the payment of application fee of Rs.2,000/-. The crossed Demand Draft should be drawn in favour of ‘DIRECTOR OF INDIAN MEDICINE AND HOMOEOPATHY, CHENNAI 600 106’ made payable at CHENNAI from any Nationalized Bank obtained on or after 17-08-2015.

4. PAYMENT OF COURSE FEE DEPOSIT The candidates who are selected, at the time of counselling shall remit a non refundable sum of Rs.5,000/- (Rupees Five Thousand only) by way of Demand Draft drawn in favour of the Director of Indian Medicine and Homoeopathy, Chennai-106 from any one of the nationalized banks obtained on or after 21 – 09 – 2015 payable at Chennai at the time of receipt of the allotment

orders. After the receipt of the joining report from the Principal of the college this amount will be transferred to the College and it will be deducted from the tuition fee payable by the candidate. If the candidate fails to join the course after getting allotment order within the stipulated time he/she will forfeit this amount as well as seat allotted.

In addition, the candidate selected for Post Graduate M.D (Yoga and Naturopathy) course will have to remit a non-refundable amount of Rs.500/- (Rupees Five hundred only) by means of Demand Draft drawn in favour of Director of Indian Medicine and Homoeopathy, Chennai-106, from any one of the nationalized banks obtained on or after 21-09-2015 payable at Chennai as processing fee for attending counselling.

PROSPECTUS

I. GENERAL INSTRUCTIONS

1. Before filling up of the application form, carefully read all the instructions given in prospectus and application

2. Fill the application carefully and legibly without overwriting.

3. All enclosures prescribed shall be Self attested true photocopies. The originals should be produced at the time of Counselling and admission.

4. Completed applications should reach : The Secretary, Selection committee, Directorate of Indian Medicine and Homoeopathy, Arignar Anna Government Hospital of Indian Medicine Campus, Arumbakkam (P.O.), Chennai 600 106. TAMIL NADU, INDIA. on or before 11 – 09 – 2015 by 05.30 PM

5. Application with incomplete or insufficient particulars or without enclosures or those received after the last date mentioned will be summarily rejected. The selection committee admits no responsibility for return of application forms.

6. Applications received by speed post / courier or any other means after the last date and time will not be accepted, irrespective of the date of booking.

7. Non-service candidates should send their applications directly to the Secretary, Selection Committee at the above address.

8. Service candidates should forward their application only through the proper channel with the remarks of the forwarding authorities in the format prescribed in the application form. If not, applications will be summarily rejected.

9. Advance copies from the service candidates will not be accepted.

10. A self attested recent passport size photograph should be affixed in the front page of the application form in the space provided. One recent passport size photograph In the identification-cum-attendance card and two recent passport size photographs in the hall tickets should be affixed in the space provided.

11. If a candidate desires an immediate acknowledgement, should advise the postal or courier service and pay the required fee themselves. Intimation letter confirming receipt of application with required particulars and date of examination will be sent subsequently to candidates who are found to be prima facie eligible. Hall ticket will be sent to eligible candidates and candidates should use their Application Registration number (A.R Number) allotted by the Selection Committee in all correspondence.

12. All communications to the candidates will be sent by Postal Department / Courier only to the address given by the candidate in the application. The selection committee will not be held responsible for any postal delays and wrong messages conveyed by the postal department or courier service. Belated receipt of filled–in application will be rejected summarily. No correspondence in this regard shall be entertained.

13. Request for extension of time for submission of documents beyond the prescribed date and time shall not be entertained under any circumstances.

14. Candidates selected for admission should give declaration in the form prescribed at the time of counselling.

15. The candidate must write his / her Name Address & Contact Phone Number on the reverse side of the demand drafts.

16. In case, if any candidate is on unauthorized absence for one month or more, then it will be construed that he / she has discontinued the course. The caused / resultant vacancy will be filled up from the waiting list depending on the availability of time before the prescribed cut-off date. Candidates will have to give a declaration to this effect at the time of counselling.

II. ELIGIBILITY FOR ADMISSION - M.D.(YOGA AND NATUROPATHY)

• A pass in BNYS Regular Degree course conducted by the Tamil Nadu Dr. M. G. R. Medical University / by Osmania University / by any other University recognized by UGC under regular stream (or) a pass in N. D. (OSM) under regular stream

• Should have successfully completed the Compulsory Rotatory Resident Internship (CRRI).

• Candidates who are undergoing CRRI shall complete the same before the date of Entrance Examination for M. D. (Yoga and Naturopathy) 2015-16 session. These candidates should enclose a certificate from the Head of the Institutions in which they are undergoing the CRRI to the effect that they will be completing the CRRI before the date of Entrance Examination, failing which their application will be rejected.

18. At the time of counseling, candidate should produce the original Provisional

Certificate or Degree Certificate issued by the University from which they are graduated and Medical Registration Certificate issued by Tamil Nadu Board of Indian Medicine, Chennai

19. • Candidate should be a citizen of India and should have undergone B.N.Y.S Degree course in the State of Tamil Nadu.

• Candidates of Tamil Nadu nativity who have completed the B.N.Y.S / N.D (OSM) Course in other States shall furnish a Nativity certificate of having his / her nativity in Tamil Nadu issued by the competent authority only in the specified format prescribed in the application and should also produce the eligibility certificate from the Tamil Nadu Dr. M. G. R. Medical university, Chennai before counselling or before attending the counselling.

20. The candidates should have registered their names with the Tamil Nadu Board

of Indian Medicine, Chennai-106.

21. III. MODE OF SELECTION AND ADMISSION

ENTRANCE EXAMINATION

Admission to the course will be made purely on merit, based on the marks obtained in the Entrance Examination together with the post–BNYS / ND experience marks which will be calculated as below:

Maximum marks for Written Entrance Examination - 90 marks Maximum marks for post– B.N.Y.S. / N.D(OSM) - 10 marks Clinical Experience ------------- Total - 100 marks --------------

22. The Entrance Examination for admission to the Post Graduate M.D (Yoga and Naturopathy) course will be conducted as per existing norms / syllabus of the Tamil Nadu Dr. M. G. R. Medical University for BNYS Medical Degree Course.

23. The Entrance Examination will primarily assess the depth of knowledge and depth of understanding of the candidate of all medical subjects both theory and clinical, taught at the undergraduate level [B.N.Y.S. or N. D. (OSM)]. The questions will be of objective multiple choice nature for which four answer options viz., A, B, C, and D will be offered. The candidates should select the answer which is the most correct answer. The correctness of answers will be verified by a team of experts with reference to relevant texts. Each correct answer will be awarded one mark. If a question is not answered, no marks will be awarded. If more than one answer is indicated or any item is marked very faintly or illegibly as seen during the machine scan of answer sheets, the question will be treated as not answered and no mark will be awarded. It is reiterated that all questions carry equal marks. The total marks accorded will then be computed to a maximum of 90 marks.

24. The question paper will have two hundred (200) objective-type questions comprising Section A containing a maximum of 100 (One hundred) self-contained objective-type questions based on the twenty six subjects taught in the BNYS programme and Section B containing a maximum of 100 (One

hundred) questions based on short passages (paragraphs) which will be given and 3 - 5 objective type questions set based on the paragraphs. The candidates should answer questions based on the material available and directly analyzable details or on direct implications. The candidate should not assume any data that is not contained in the passage or which is not directly derivable from the information contained in the passage. The decision of the Selection Committee on the content, implications and answer for each type of question is final. All the 200 questions carry equal marks.

25. The Entrance Examination for MD (Yoga and Naturopathy ) will be conducted tentatively on 26-09-2015 at 09.30 a.m. in one session of 3 hours duration at Government Siddha Medical College, Arignar Anna Govt. Hospital of Indian Medicine Campus, Arumbakkam, Chennai 600 106. Candidates should be present and seated in their allotted place as per their Application Register number, thirty minutes prior to the commencement of examination in order to fill up all examination and identification particulars.

26. Hall Tickets will be sent only to eligible candidates. Admission to the entrance examination will not confer any rights to the candidate of for admission to the course if found ineligible later. Candidates will not be allowed to appear for the Entrance Examination unless he / she hold the Hall Ticket. The name, mailing address (in block letters) and passport size photographs in the hall ticket, in the identification slip and on the application form etc., should be identical i.e. one and the same.

27. Any Candidate who has not received the Hall Ticket on in time may contact the Secretary, Selection Committee, Directorate of Indian Medicine and Homoeopathy, Arumbakkam, Chennai 600 106 two days prior to the entrance examination and verify the fact of their eligibility and Application Register Number for the examination and attend the examination on this basis.

28. Candidates admitted for entrance examination will have to come to the examination center at their own expense and make their own arrangement for stay.

29. Candidates coming 30 minutes after the commencement of the examination will not be permitted to write the examination.

30. No candidate shall be allowed to carry any textual materials printed or written bits of paper, electronic and telecommunication devices with or without remote sensing like pagers, cellular phones, I phones, Pen scanners or electronic diary etc. inside the examination hall.

31. No candidate shall be allowed to leave the hall before the end of half an hour after opening of question papers or one hour after commencement. Candidates shall not leave their seats even for using the Restroom without permission. Repeated visits to the Restroom cannot be permitted and unduly long absences as judged by the Hall Superintendent or Inspection team are not acceptable. Once a candidate leaves the Hall for any other reasons, he/she will not be permitted to re-enter the hall.

32. Candidate shall maintain strict silence in the examination hall. Any misconduct found out by the Hall Superintendent will result in the forfeiture of the right to continue the examination. His/ Her answer sheets will not be considered for valuation. Further he/she will not be allowed to apply for the PG course for two consecutive years. The decision of the Hall Superintendent in this connection shall be final.

33. Answers should be shaded with their blue or black ball pen (NOT GEL), in the OMR sheets as per the instructions given in the OMR Sheet.

34. The question paper, Blank sheets (if any), OMR answer sheets, etc. are the property of the Committee and no part or whole shall be retained by a candidate under any circumstances. Any attempt to retain or take away these materials by a candidate shall be construed as serious misconduct and the candidate will be immediately disqualified and his/her paper will be seized and not evaluated.

35. Candidate should bring Hall Ticket at the time of examination.

36. The Hall Superintendent will verify the identity of the examinee with reference to his/her photograph affixed on the Identification card. The candidate will also be required to affix their signature in full various forms as part of the identification process. Failure to follow instructions will result in expulsion of the candidate.

37. There will be no rechecking, revaluation or recount of answer sheets. The Selection Committee's decision on this matter is final.

38. Marks for Experience will be calculated for each applicant in the following method.

• 1 (one) mark for each completed year after the completion of CRRI shall be awarded as marks for experience for both Service / Non-Service candidates subject to a maximum of 10 (Ten) marks as on 31-03-2015.

• Two marks will be awarded for each completed year of Government Service in hilly areas and it will be limited subject to a maximum of 10 (Ten) marks.

• In any case the total marks awarded for experience / hill station service together shall be restricted to maximum of 10 (Ten) marks to all candidates.

• Fractional values of a year will not be counted for awarding marks for experience and hill station service.

39. The merit list will be arrived at by taking together the marks obtained in the Entrance Examination and the marks awarded for experience / hill station service or both. (For example, if a candidate scores 50 marks in Entrance examination and have completed 2 years experience as on 31-03-2015 after CRRI or one year of hill station service, the total aggregate marks will be 50 +2 = 52).

IV. COUNSELLING

40. Personal appearance during counselling along with all original certificates is compulsory for all candidates who are all called for counselling. No separate letter for counselling will be issued after the announcement of results of the Entrance examination. Merit list arrived after the Entrance Exam will be uploaded in the website and in the notice board at the office of the Director of Indian Medicine and Homoeopathy, Chennai-106. Candidates who are absent at the time of Counselling will not be considered for selection and no request will be admitted in this regard.

41. Candidates who secured less than 40% of total mark in case of OC, BC, BCM and MBC / DC communities and below 35% of total marks, in the case of SC/SCA/ST communities shall not be considered for Counselling. For Service candidates, the minimum eligibility marks for admission to counselling will be 35% for all communities.

42. In case more than one candidate has secured the same number of marks the tie shall be resolved on the basis of the following factors in the order of priority. (i) Marks obtained in the Entrance Examination (ii) Least Number of appearances in the qualifying Final B.N.Y.S / N.D (OSM) ( iii) Total marks obtained in Final B.N.Y.S / N.D (OSM) ( iv) Seniority in age will be given preference

43. The number of seats may be changed without notice. However, the exact distribution of seats, Specialty wise will be displayed on the notice board at the Directorate of Indian Medicine and Homoeopathy before the commencement of Counselling

44. The selection will be made by counselling based on Merit and by applying the rule of reservation / roster method followed by the Government of Tamil Nadu whichever applicable.

45. The total number of seats available will be shared between Private Candidates and Service candidates in 50:50 ratio. The total number of seats available in each specialty is 5 and the total seats available in three specialties are 15. For the academic session 2015-16 the total seats available for Private candidates would be 8 and it is 7 seats in the case of Service candidates. It will be vice-versa next academic session i.e., it will be followed on rotation basis.

46.

48. Any remaining unfilled reserved seats in ST quota for want of adequate number of eligible candidates belonging to ST community shall be allotted to candidates belonging to SC community as per merit (G.O.(Ms) No.77 H&FW Dept. MCA-1 dt: 24-02-2011)

49. Any remaining unfilled reserved seats in BCM Community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole. 50. Candidates will be allowed to choose their choice of branch at the time of Counselling subject to the availability of vacancy in that branch when the candidate gets his / her turn. Branch once opted and allotted at the time of Counselling shall be final and will not be allowed to change subsequently under any circumstances. Similarly, no transfer from one branch to another branch will be allowed during the course period of three years. This also equally applicable to the discontinued and re-admitted candidates.

51. All Selected candidates shall make a fee deposit of a sum of Rs.5,000/- (Rupees Five thousand only) by way of Demand Draft drawn on or after 21-09-2015 in favour of the Director of Indian Medicine and Homeopathy, Chennai 106 payable at Chennai at the time of receiving their formal allotment orders. No allotment order will be issued if payment is not made immediately and the seat will be allotted to the next meritorious candidate. After receipt of the joining report from the Principal of the respective college, this amount will be transferred to the college concerned and it will to be adjusted in the tuition fees payable by the candidate. If the candidate fails to join the course within the stipulated time / date after getting allotment order he / she shall forfeit this amount and any other payments done by him / her and also lose right to join the current session of the MD (Yoga & Naturopathy) Programme. In addition, all the Selected candidates shall have to remit a non-refundable amount of Rs.500/- (Rupees Five hundred only) by means of Demand Draft drawn on or after 21-09-2015 in favour of the “Director of Indian Medicine and Homoeopathy, Chennai 106” as processing fee for allotment of seats during counselling.

52. The Post Graduate Degree M.D (Yoga and Naturopathy) course admissions for 2015-2016 session will close on the cut off date of admission as prescribed by the Tamil Nadu Dr.M.G.R. Medical University for the academic year 2015-2016.

53. Candidates who have joined Post-Graduate Degree MD (Yoga and Naturopathy) Course in any discipline and have discontinued the course on any grounds within six months shall be eligible to apply only after a period of two years from the date of discontinuance of the course if their discontinuance has resulted in a seat being wasted, if such candidate’s discontinuance did not

result in a seat being wasted, he / she can apply for the next selection for which he / she is eligible. The Selection Committee's decision in this regard shall be final.

54. The candidates who join Post Graduate Degree course should not indulge in any kind of agitation / strike / ragging activity inside / outside the college campus during the course of study. Candidates found to take part in any such activities mentioned above will be expelled from the course/college at any part of the course of study and criminal action will be taken against them.

VI. DEFINITION OF SERVICE CANDIDATES & NON-SERVICE

CANDIDATES

56. SERVICE CANDIDATES The following categories of Yoga and Naturopathy Medical Graduates working in the Medical services under Government Sectors / Local bodies etc., and getting salaries in regular scale as on 31.03.2015 only will be treated as Service candidates and considered for selection against 50% of seats reserved exclusively for service candidates.

(i) Assistant Medical Officer (Y&N) / Medical Officer (Y&N) / Assistant Lecturers / Readers / Professors in Yoga and Naturopathy appointed in the Tamil Nadu Medical Service.

(ii) Yoga & Naturopathy Medical Officers / Research Officers in Government of India Institutions in the state of Tamil Nadu

(iii) Yoga and Naturopathy Medical Officers in Public Sector Undertaking and Organizations under the control of Government of India functioning in Tamil Nadu.

(iv) Yoga and Naturopathy Medical Officers in an undertaking or organization of Government of Tamil Nadu.

57. The candidates mentioned in (ii) and (iii) and (iv) above should give an undertaking to the concerned authorities that they will serve for 5 years in the respective institutions after the completion of course. They should produce a certificate from the concerned authority to the effect that they have given such an undertaking.

58. NON-SERVICE CANDIDATES

The following categories of Yoga and Naturopathy Medical Graduates will be treated as Non- Service Candidates.

• Private Registered Practitioners in Yoga and Naturopathy System of Medicine.

• Yoga and Naturopathy Medical Graduates in the Medical Services either as probationers or on temporary basis under Government sectors / Local Bodies etc., for less than two years as on 31.03.2015

VII. ANNUAL FEE PAYABLE for - M.D (Yoga and Naturopathy) The following fees including Security Deposit, Library fees etc., were fixed by the Govt. of Tamil Nadu in G.O (Rt) No. 300, Health & Family Welfare Dept. dated: 17-6-1989 and the revised fee, if any, will be announced prior to admission and will also be subject to revision from time to time. a. Tuition Fee -- Rs.1000/-

b. Special Fee -- Rs.1585/- (Inclusive of Security Deposit, Library fee etc.)

60. Every student has to pay for sports and welfare fund every year. The fee prescribed is subject to revision from time to time.

61. The examination fee / other fee will be collected at the rate prescribed by the University from time to time

VIII. STIPEND TO NON-SERVICE CANDIDATES It should be noted carefully that the MD (Yoga and Naturopathy) Course is a full-time programme where the candidate is expected to be exposed on all days to a variety of patients. For this reason an amount specified by the Government will be paid as stipend to the candidates. Therefore, students shall not participate in any activity outside the college or in addition to the course or medical duties and no permission shall be granted for any reason whatsoever.

63. All the Post Graduate students shall attend the Out Patient ward session, in patient ward and the theory classes for all the Post Graduate courses everyday regularly without fail. In case, a student attends only Out patient ward session or In-patient ward session and does not attend the Theory classes or vice versa, such Post Graduate student shall not be eligible for any stipend for the

day since the M.D (Yoga and Naturopathy) is a whole time course. Every student shall fulfil the minimum requirement of attendance as may be prescribed by the T.N.Dr.M.G.R. Medical University, Chennai from time to time for becoming eligible to take up the examination of the said University. If a Post Graduate student is not permitted to take up the said University’s examinations as per the regulations in force and amended from time to time and consequently if the period of study is extended, no stipend shall be paid to such student for such period of extension of study. The Post Graduate students shall be subject to the rules, regulations, conventions and practice being followed in the hospital and the concerned medical college and code of conduct, rules etc., as laid down by the Government, and T.N.Dr.M.G.R. Medical University.

64. In case of breach of any such rules, regulations etc., as stated above, the Principal of the Government Yoga and Naturopathy Medical College, Chennai 106 shall take appropriate disciplinary action against such student including the disqualification of the student to continue further post graduate studies and communicate the same to the T.N. Dr.M.G.R.Medical University.

65. SALARY FOR THE SERVICE CANDIDATES IN LIEU OF STIPEND : Candidates selected under the category of service candidates will alone be paid salary as per Government orders in force.

66. Service Candidates will be paid salary by their respective organisations institutions/Government etc.,

IMPORTANT CONDITIONS

Service candidates will not be eligible for study leave.

68. The entire period spent by service candidates for undergoing M.D. (Yoga and Naturopathy) course with stipend will be treated as duty for all purpose viz. probation, increment, pension, etc., except for the purpose of pay and leave.

69. In case, where the stipend period is to be counted towards probation period, orders of the Government have to be obtained for the relaxation of the relevant rules.

70. No paid post will be given to candidates who are selected for M.D.(Yoga and Naturopathy) Course and they shall work full time in the Department of their respective specialties. They should not indulge in private practice during the period of study.

71. Candidates selected for admission to the M.D. (Yoga and Naturopathy) course should execute a Bond to the effect that in the event of discontinuing their studies before completion of the course, they shall be liable for refund of the full amount of stipend received by them along with two sureties from permanent Government Servants of equal / higher rank at the time of admission to the course. All Service candidates of Tamil Nadu shall execute a bond for a sum of Rs.5,00,000/- (Rupees Five Lakhs only). All Non-Service candidates of Tamil Nadu shall execute a bond for a sum of Rs.2,00,000/- (Rupees Two Lakhs only)

72. Service Candidates from Government of India / Public Sector Undertakings / State Undertakings selected to the course should execute a bond for Rs. 10,00,000/- (Rupees Ten lakhs only) along with two sureties’ from permanent Government Servants of equal rank or higher rank than the candidate for an equivalent amount at the time of admission, in pursuance of their undertaking to the effect that they shall serve the concerned Government or local body, etc. for a minimum period of five years after the completion of the course. If the service candidate serves for a period less than five years, the proportion of the salary and stipend or other payments made to the candidate during the course period in relation to the ratio of period in whole months served over the requirement of sixty months shall be treated as the candidate entitlement and the remaining amount which relates to the short fall and period of commitment shall be recovered from the service candidate or paid by him/her prior to his/her discharge from service.

73. All service candidates of Tamil Nadu will execute a bond along with two sureties d from permanent Government Servant of equivalent or higher rank than the candidate in the prescribed form available at the College at the time of admission.

Candidates undergoing the MD (Yoga and Naturopathy) Course who have secured appointment in Tamil Nadu Medical Service through the Tamil Nadu Public Service Commission (or) Tamil Nadu Medical Services Recruitment Board shall not be permitted to discontinue the course without satisfying the condition of their bond. They shall also not be permitted to rejoin the MD programme midway at a later point of time or retain rights to join the M.D programme without completing the waiting period and without appearing in the Entrance Examination afresh, except in cases where specific orders from the Health Department of Government of Tamil Nadu regulating such readmission is issued.

Yoga & Naturopathy Medical College, Chennai do hereby agree to conform from this date if I am admitted there to the rules and regulations including those relating to the Hostel laid down or to be laid down hereafter by the Principal of the college for the time being for the due maintenance of discipline at the said college and I assured that I will not join any agitation/strike of any kind during the course of study. I further agree to make good when called upon to do so to the Government of Tamil Nadu any damage to furniture, apparatus or other articles which may be caused by any carelessness, negligence or wantonly on my part.
