Center for Natural Hazards Research THCAS Unit Annual Report 2013-2014 Section 1: Mission: To promote research and analysis that ultimately reduces the harm caused by natural forces to life, communities, and the environment. Vision Statement: The Center for Natural Hazards Research will foster a multidisciplinary research community that seeks to understand and thereby improve our ability to predict, respond to and recover from adverse events caused by the natural processes. -The Center for Natural Hazards Research is approaching its tenth anniversary of operation. Its past accomplishments continue to be consistent with its mission and vision statement. The CNHR with research predominantly on coastal hazards is part of a consortium of departments, centers and institutes that support research on coastal issues of particular importance to eastern North Carolina. As ECU moves towards creation of a School of the Coast, CNHR will likely become affiliated with the SOC. Also, we expect that the CNHR will be heavily involved in supporting PhD students in the pending Economics Concentration of the Coastal Resources Management PhD program. We have just completed our fifth annual NCEM/ECU Hurricane Workshop in collaboration with North Carolina Department of Emergency Management on May 23, 2013. The workshop had record attendance of more than 300 participants. CNHR Graduate Research Associate Accomplishments

Alyson Lewis: Presentation at meeting with BOEM and USACE: “Economic Values of Beach

Nourishment Using OCS Resources” with Craig E. Landry, East Carolina University. Funding for Alyson’s travel to the conference were covered by the CNHR.

Paper Presentation: "Economic Values of Coastal Erosion Management" with Craig E. Landry, East Carolina University at Southern Economic Association’s 2013 conference. Funding for travel provided by the CNHR

Presentation at Northeastern Research Recreation Symposium with Hans Vogelsong. Travel funded by CNHR.

The CNHR supported two weeks of travel costs for Alyson Lewis while she gathered data regarding coastal beach widths and erosion along North Carolina’s coast. This research was essential to her dissertation as well as Dr. Craig Landry’s ongoing research.

o Fourth Annual NCEM/ECU Hurricane Workshop, May 23, 2013 with new co-sponsor NC Sea Grant had 250 attendees.

o Registration for the Fifth Annual NCEM/ECU Hurricane Workshop, May 28, 2014 is over 300 with the Governor slated to speak. The Workshop will be live streamed by WRAL.

Competitively award course buy-outs and other support to CNHR affiliates in order to promote natural hazards research and grant writing.

Promote interaction among hazards researchers at ECU and other partner institutions.

o NC Atlas Initiative spearheaded by Tom Allen

o UNC Coastal-Marine Collaborative Initiative in response to the AAAS Report on Coastal/Marine Activities

Promote interactions and feedback among hazards researchers at ECU and constituents in state & local government and the general citizenry.

Expand Annual NCEM/ECU Hurricane Workshop; To include:-Academic One Day Conference for Carolina Hazards Community-stipend for ECU Lead organizer-$4,000 or course release

Maintain active external grant proposal activity and facilitate ongoing grant funded research.

Enhance the interdisciplinary aspect of graduate and undergraduate education.-Resources Needed: Graduate stipend for creation of competitive Hazards Center Fellowship - total $18,000 plus tuition.

-$6,000 to support undergrad hourly students.

Continue Hazards Seminar Series with outside speakers.-Resources Needed: Travel expenses and small honorarium.

Foster International Collaborations-Resources Needed: Support for visiting professorship and international travel support.

Create platform for databases and archival materials available to researchers. Work with ITCS to create and implement a data management plan that is in compliance with NSF requirements.

Equipment maintenance and support- As the RENCI Regional Engagement Center powers down it has a wealth of equipment that has proven useful for research and engagement. This includes the visualization wall, a mobile lab, media equipment, and sound rover. A maintenance budget will insure that this equipment continues to be a useful asset in the future.-Resources needed: $3,000/year

BUDGET: In light of the current state funding conditions, no new funds have been requested. We request $9,000 in operating funds to sustain Center activities.

CNHR will continue to expand its influence through research and outreach consistent with our strategic plan and mission: To promote research and analysis that ultimately reduces the harm caused by natural forces to life, communities, and the environment.

Resources needed. Long term vision for the CNHR includes the following:

Personnel-Staff-the current administrative assistant position split into two:

1. Associate Director/Office Manager-Manage day-to-day operations of research center including accounting and outreach.

2. Secretary/Receptionist-Provide initial point of contact, organize meetings and calendars, work with AD to produce newsletter and maintain website.

Graduate Students-two 9 month Graduate Assistant salary plus benefits

Faculty

1. Visiting faculty position-one full time position for outside visitor. Can be split to support two visitors on sabbatical/development leave from other institutions or from within ECU.

2. Assistant Director- 51% departmental/49% hazards center

3. Four Split faculty positions- 51% departmental/49% hazards center positions. Possibilities:

Geography- GIS data management capabilities Spatial statistics Simulation Sociology-hazards related research Survey research and statistical analysis skills Professional and Technical Communication- Risk communication research focus Atmospheric Science/Geography- Hurricane/severe wind storm related research Economics- 1) Resource/Environmental
