You will lead a team of 300 outstanding analysts from a wide range of backgrounds including talented economists, statisticians, operational and social researchers, as well as our innovative new data science team and will be responsible for engaging, nurturing and developing their capabilities as well as attracting the best and brightest analytical talent into the Department. So, you will need to be an exceptional leader as well as someone who understands the world of data and analysis.

Vacancy DescriptionThe Ministry of Justice (MoJ) Director for Data and Analysis has two key responsibilities:
• Strategic leadership of the analytic / data function within MoJ which provides analytical and data services to every part of the Department including two policy groups; Her Majesty’s Prisons and Probation Service; finance and commercial group and HR.
• Making MoJ a ‘data driven’ department in which every member of staff uses data and evidence to drive all of the decisions we make and to supply the tools which will make this possible.
The Director for Data and Analysis will have up to 8 Senior Civil Service Pay Band 1 direct reports and will lead a team of over 300 staff drawn from all four government analytical professions and a range of other backgrounds including a talented team of data scientists. You will be expected to advise Ministers and senior operational and headquarters colleagues on analytical matters to inform policy development and support operational delivery, planning and investment choices. You will also be an active member of MoJ’s senior leadership team and be expected to take on wider corporate roles in the department and within your profession across the Civil Service

• Partnering with senior leaders across the Department to ensure an analytical perspective is involved in planning all key operational and policy decisions.
• Ensuring that the department and its delivery agencies have the performance data and analysis needed to drive operational improvement and effective contract management.

Person SpecificationAlthough you don’t need to be a professional analyst (in economics, operational research, social research or statistics) for this role, you will be expected to demonstrate a good knowledge of each of these professions and the analytical techniques they use and how you would win the confidence and credibility of each of these professions working to you. You will also need to demonstrate how you would ensure professional oversight and quality assurance of the work that is carried out by your team.
You will be a strong, credible leader and able to provide evidence of:
• Experience of leading a significant and complex analytical function in a large organisation.
• Strong people leadership skills, with the ability to attract, motivate, develop and lead staff at all levels within an analytical function to the highest standard.
• An ability to set a clear vision for the analytical function of a large organisation and to make strategic decisions and drive through the changes needed to deliver this.
• Excellent communication skills, with the ability to build effective relationships with Ministers, senior operational and other
Departmental colleagues and with a broad range of external stakeholders within Whitehall and beyond.
• The ability to analyse complex problems, provide an evidence based analysis of the options and implications, and sound judgement of how to achieve the best balance across a range of often competing objectives and outcomes in a politically sensitive environment.

When you submit your online application, you will receive an acknowledgement. The Executive Recruitment Team will update you once the selection panel have reviewed all the applications after the closing date.

Individual Leadership Assessment
If you are invited for interview you will be asked to undergo an assessment designed to identify your key behavioural strengths as well as any associated areas for development. This is to support the selection panel’s decision making. Testing of numeracy and literacy skills may also be required.
The assessment lasts approximately two hours and consists of a number of personality questionnaires and a subsequent discussion with an assessor. You will need to be flexible about setting aside time in your diary to do this. Those undertaking the assessment will be provided with full details beforehand. The assessment does not lead to a pass or fail decision; rather, it is intended to highlight areas of strength and possible concerns which the panel can probe at interview.
The assessment explores applicant career motivations, as well as levels of resilience, strengths in building relationships and how influential they are, how you lead and manage, how you manage change and complexity as well as understanding your key values, attitudes and behaviours.
If you have been assessed previously and apply for another SCS post at the same payband within a two year period, it is our policy to reuse the original report.

Staff Engagement Exercise
The assessment lasts approximately one hour and consists of a presentation in front of a staff panel and Q & A following the presentation. You will need to be flexible about setting aside time in your diary to do this. Those undertaking the assessment will be provided with full details beforehand. The assessment does not lead to a pass or fail decision; rather, it is intended to highlight areas of strength and possible concerns which the panel can probe at interview.
The SEE will involve meeting with a small group of staff from the department to discuss your approach to leadership and engagement in relation to the role.

The final interview will be held at 102 Petty France, London. You will be advised of the format in advance. If you are required to prepare a presentation for the final interview, you will normally be given at least one week’s notice of the subject.

The Ministry of Justice (MoJ) Director for Data and Analysis has two key responsibilities:
• Strategic leadership of the analytic / data function within MoJ which provides analytical and data services to every part of the Department including two policy groups; Her Majesty’s Prisons and Probation Service; finance and commercial group and HR.
• Making MoJ a ‘data driven’ department in which every member of staff
uses data and evidence to drive all of the decisions we make and to supply the tools which will make this possible.
The Director for Data and Analysis will have up to 8 Senior Civil Service Pay Band 1 direct reports and will lead a team of over 300 staff drawn from all four government analytical professions and a range of other backgrounds including a talented team of data scientists. You will be expected to advise Ministers and senior operational and headquarters colleagues on analytical matters to inform policy development and support operational delivery, planning and investment choices. You will also be an active member of MoJ’s senior leadership team and be expected to take on wider corporate roles in the department and within your profession across the Civil Service Your responsibilities will include:

Although you don’t need to be a professional analyst (in economics, operational research, social research or statistics) for this role, you will be expected to demonstrate a good knowledge of each of these professions and the analytical techniques they use and how you would win the confidence and credibility of each of these professions working to you. You will also need to demonstrate how you would ensure professional oversight and quality assurance of the work that is carried out by your team. Overview of the Process

Assessments Individual Leadership Assessment If you are invited for interview you will be asked to undergo an assessment designed to identify your key behavioural strengths as well as any associated areas for development. This is to support the selection panel’s decision making. Testing of numeracy and literacy skills may also be required. The assessment lasts approximately two hours and consists of a number of personality questionnaires and a subsequent discussion with an assessor. The assessment does not lead to a pass or fail decision; rather, it is intended to highlight areas of strength and possible concerns which the panel can probe at interview.
