Transitions, Careers and Vocational Learning Update

Welcome to the Directions Newsletter for Term 1, and the first newsletter for 2012. Due to administrative changes in central office the Transitions, Careers and Vocational Learning (TCVL) section is now part of Jayne Johnston’s division. Jayne is Executive Director of Learning, Teaching and Student Engagement, which has been renamed after School Improvement. This is an exciting organisational change as it provides the opportunity for vocational learning and career education to be discussed in the broader context of the Excellence and Enterprise strategic reforms being led by Jayne.

As TCVL farewell one excellent teacher in Elissa Campbell, who has returned to a school, we welcome another excellent teacher in Beth Craddy. Beth will be acting in the ACT Youth Commitment Program Manager role developing and implementing the Pathways Plan for Years 5, 6, 9 and 12, managing Approval Statement applications for young people who have completed Year 10 and wish to leave school to pursue further training or employment outside of school, and coordinating the work of the ACT Youth Commitment Steering Group.

We also welcome Marijke O’Reilly and Gail Porter. Marijke joins the structured workplace learning team as an administrator. She has had a great deal of experience working with the Training and Tertiary Education branch so we are very fortunate to be able to access her vast knowledge of VET. Gail will be providing administrative support to the ACT Youth Commitment initiatives, in particular processing Approval Statement applications. Gail has much experience in school administration having been a school business manager for a number of years; we are most fortunate in having her on board.

VET in Schools

VET in Schools (VETiS) Strategic Plan

In early 2012 the new VETiS Strategic Plan will be finalised, with an invitational workshop for key stakeholders. While all other aspects of VET in Schools have moved to Jayne Johnston, responsibility for the development of this plan remains with Leanne Cover, and Kaaren Blom will continue to lead that work.

Structured Workplace Learning

Structured Workplace Learning (SWL) is the workplace component of a nationally recognised industry specific VETiS program. It is undertaken by students in Years 10, 11 and 12 who are currently enrolled in the relevant VETiS course. SWL placements provide supervised learning activities in the workplace contributing to an assessment of competence and achievement of outcomes and requirements of a particular Training Package.

There are several changes to administrative procedures this year and these will be outlined at the VET Teacher and Career Advisor Induction being held on 23 and 24 February. There will also be new opportunities available to students, such as recognition of paid part-time employment for SWL placements in some industry areas. At the Induction all SWL Coordinators will be given a copy of the 2012 SWL Guidelines and Requirements, as well as a folder containing all relevant forms.

Most of our public colleges have taken up the opportunity of engaging an ASBA under the ‘100 ASBAs in ETD’ program. These students, known as Vocational Placement Officers, will work closely with the SWL Coordinator and SWL administrators to facilitate SWL placements at the school/college level.

There is a SWL workshop scheduled for Thursday 15 March. This workshop will concentrate on developing a SWL logbook for students to take on their placement, as well as creating checklists for competencies that are being assessed in the workplace.

A major focus this year is to replace the old Work Experience (WEX) database with a new web based system. Discussions with InTACT and consultants have commenced and it is hoped that a new database will be created this year that meets the requirements of both the SWL and WEX programs.

The SWL team of Kerrie Sollis, Di Desmet and Marijke O’Reilly will be making contact with teachers at both the Induction and schools during Semester 1. Meanwhile, if you have any queries regarding SWL please contact Kerrie on 6207 2300, Di on 6205 7960 or Marijke on 6207 6344.

White Card Status

There are a number of VET in Schools initiatives that are yet to be finalised as part of the VET in Schools Strategic Plan. These will determine how we approach White Card training in 2012. In the meantime, if students need their White Card urgently, the WorkSafe ACT website at http://www.worksafe.act.gov.au/page/view/1832 lists the Registered Training Organisations that are authorised to deliver Construction Induction Training in the ACT.

CIT Central Courses It is anticipated that CIT Central Courses will again be offered during second semester this year. Melanie Selems will be contacting schools in June with information regarding these courses.

WorldSkills 2012

The WorldSkills Australia 2012 National Competition will be held at Sydney Showground, Sydney Olympic Park from 30 August to 1 September 2012.

To encourage all VET teachers to get involved in WorldSkills, VET Coordinators and Careers Advisors have been sent the WorldSkills 2011 VETiS Projects to use as assessment items in class. If you did not receive one of these information packs, please contact Melanie Selems on 6205 3601.

Trade Training Centres (TTC) in Schools Program

Background The Trade Training Centres in Schools Program commenced in 2008 and is an important element of the Australian Government’s Education Revolution. It provides $2.5 billion over 10 years to enable all secondary schools to access funding. The program helps address national and local skills shortages in traditional trades and emerging industries by improving the relevance and responsiveness of trade training programs in secondary schools. The ACT Education and Training Directorate has been allocated $25.56 million to establish Trade Training Centres in ACT government schools.

Tuggeranong Sustainable Living Trade Training Centre – Tuggeranong Network In December 2011 DEEWR announced funding approval of $8.16 million for the Tuggeranong Sustainable Living Trade Training Centre (TSLTTC). The TSLTTC will provide clearly articulated pathways for students in the Tuggeranong Valley for delivery of nationally recognised qualifications in Hospitality (Commercial Cookery, Catering Operations), Construction, Automotive (Mechanical) and Horticulture (Landscaping). Pathways from school into CIT and/or private training providers will also be promoted. The TSLTTC involves two senior secondary colleges - Erindale and Lake Tuggeranong, and five public high schools – Lanyon, Caroline Chisholm, Wanniassa, Calwell and Namadgi, forming a network Trade Training Centre cluster. Careers and Transitions

Career Education

Career and Transition Framework Oakton Consulting Technology has been engaged by the ACT Education and Training Directorate to develop the Business Requirement Specifications (BRS) for the Career and Transition (CaT) Framework (website). The CaT website will be a ‘one stop shop’ that provides all stakeholders with information and resources to assist young people aged 11 to 25 in the ACT to manage career and transition processes. The CaT website will also serve as the repository for young people’s Pathways Plan (e-portfolios). In order to develop the BRS, Oakton will facilitate a series of User-Centred Design (UCD) workshops with 8 members per group on 27, 28 and 29 February and 13,14 and 15 March at their offices in Kingston. Career Education Policy A draft Career Education Policy for ACT public schools is currently being revised for recirculation to stakeholders. In the meantime, Career Education Guidelines are being prepared for consultation during Semester 1.

Certificate IV in Career Development

Opportunities for ACT public school teachers to undertake the Certificate IV in Career Development in 2012 are provided through the Moving Forward Project. A number of teachers were also successful in applying for an individual scholarship through the Professional Learning Scholarship scheme to do this qualification. In the same way that all teachers are encouraged regardless of their curriculum area to consider attending the Career Development Association of Australia’s National Conference in Canberra this March, all teachers are encouraged to undertake the Certificate IV in Career Development. Gaining this qualification allows teachers to consider the relevance of career education in relation to their teaching role within

the school and also provides them with knowledge and understanding to facilitate pathways planning with students.

The Synthesis Report Urbis was commissioned by the Department of Education, Employment and Workplace Relations (DEEWR) to identify and analyse the career development needs and wants of young people (5-24 years), their parents, teachers and communities. This research is one of four major elements commissioned to inform the creation of a National Career Development Strategy (NCDS). The Synthesis Report is available at http://www.deewr.gov.au/Schooling/CareersandTransitions/CareerDevelopment/Documents/SynthesisReport_final.pdf and is recommended reading. The Synthesis Report draws together the results from the qualitative and quantitative research to present the key findings. The Report defines ‘career development’ as the complex process of managing life, learning and work over the lifespan (Miles Morgan 2003), making the distinction that ‘career education’ and ‘career guidance’ both contribute to a young person’s career development.

Career Development Association of Australia (CDAA) Conference

The 21st Career Development Association of Australia National Conference is being held in Canberra on 29 to 30 March at Lakeside Rydges Hotel. There are Masterclasses being run on Thursday 28 March prior to the Conference and then there are two very busy days of keynote speakers and workshops. There are presenters from all around Australia as well as from overseas. The following gives a very brief overview of the Conference:

As part of the ACT ETD sponsorship of this Conference, we are calling for expressions of interest from teachers who would like to attend one day of the Conference (worth $490 pp). Please note that it must be either the Thursday or the Friday and does not include the Conference dinner. There are 30 scholarships available, spread across both Primary (10 places) and Secondary sectors (20 places). Each school will be responsible for any associated costs, for example covering the cost of relief for the day. The Directorate encourages all teachers regardless of their curriculum area to consider attending the Conference. This opportunity allows teachers to consider the relevance of career education in relation to their teaching role within the school. The expression of interest (EOI) form can be found at the end of this newsletter. EOIs must be submitted by COB Wednesday 14 March 2012.

Work Experience The 2012 Work Experience Guidelines have been updated and will be available at the VET Teacher and Career Advisor Induction on 23 and 24 February. There is a new version of the WEX database almost ready for deployment. Please continue to use the old version until further notice. Police Program 2012 We are sorry to inform you that ACT Policing have changed their target recruitment demographic and as a result they have cancelled the AFP Career Introduction Program indefinitely.

Careers with Animals The Careers with Animals Day Out is a popular program which will be organised again in 2012. Up to 80 students will be allocated places to visit areas of animal wellbeing such as the National Zoo and Aquarium, Reptile/Pet shop,DAS, Weston Creek Veterinary Hospital and CIT. Only five places can be reserved from each school, please contact Deb Sullivan on 6205 9352 to reserve your places.

Brick and Block Program The Brick and Block program provides opportunities for nominated schools to be involved in building and construction. Each school that participates in the program will decide, in consultation with the Brick and Block Training Foundation, what the students will build. Students need to undertake White Card training before commencing these projects. Request forms for 2012 will be emailed to schools in the next couple of weeks. Schools are to submit their requests to Deb Sullivan after completion. The 2012 Canberra Careers Market will be held on Wednesday 1 August and Thursday 2 August at Exhibition Park in Canberra (EPIC). myfuture

myfuture is Australia’s national career information and exploration service, helping people to make career decisions, plan career pathways and manage work transitions. Education Services Australia is convening two myfuture workshops on Thursday 13 and Friday 14 April 2012 at the Hedley Beare Centre for Teaching and Learning. The Thursday workshop will be tailored for primary school teachers and staff. The Friday workshop will cater for high school and college teachers, careers advisors and any other relevant staff. Defence Technical Scholarships

A Defence Technical Scholarship (DTS) rewards technically-savvy students for staying on at school and enrolling in specific subjects. Every year, up to 1,500 students are awarded a Scholarship. This

year, Year 11 recipients will receive $2000, and Year 12 students will receive $3000.

Previous DTS recipients have used their money to pay for school fees, laptop computers and tools or material to assist them not only to complete their school year but to prepare them for a trade career beyond Year 12.

DTS recipients are not guaranteed ADF entry. All applicants will be required to undertake the normal ADF testing and recruitment processes and be assessed for

general entry ADF technical trades. Being awarded a DTS does not lock you into an ADF career.

Applicants must have achieved a pass in Year 10 English, Maths and Science. For some trades, the Science subject must have had a physics component in it and they may also require one other subject. The DTS is designed to encourage applicants to complete Year 11 and 12 to enable them to have the best possible chance at passing their trade training. The ACT has enjoyed a very high success rate with these scholarships. In 2009, 19 out of 28 applicants were successful, in 2010 22 out of 25 were successful and in 2011, 24 out of 36 were successful.

Please note that the school must submit the application on the applicant’s behalf. This year they will not be following up on incomplete applications and it will be the responsibility of the School/College to ensure all student applications include:

Moving Forward Budget Initiative Since 2009 Moving Forward Officers have provided support to ACT public colleges and high schools. These officers have developed and lead programs which assist with student transitions and enhance the vocational learning and career opportunities for young people in the ACT. The Moving Forward project is now in its fourth year and this additional resource has become an essential part of the college culture.

Moving Forward Officers are supporting the work of the ACT Youth Commitment by assisting young people to plan for their future. The Pathways Plan is an integral part of this process and is enhanced by the College Transition Plan which was developed by these officers. These documents are available on the Education and Training Directorate website at http://www.det.act.gov.au/actyc.

The ongoing nature of the project means that during 2012 the Moving Forward Officers and Project Team will evaluate the structure and purpose of the role of these officers and develop a framework for the future.

The ACT Education and Training Directorate through funding from the Moving Forward Project will offer ACT public school teachers support to undertake the Certificate IV in Career Development in 2012. If you are interested in taking up this opportunity please contact Pauline Luchetti on 6205 7928.

Youth Attainment and Transitions National Partnership

ACT Youth Commitment

Pathways Planning An evaluation on the implementation of Pathways Planning was sent to all schools in Term 4 2011. Feedback has been generally positive and schools that did not complete the evaluation will have another opportunity to provide feedback later in Term 1 this year. The feedback will be used to guide the next phase of Pathways Planning implementation, so it is very important that all schools participate in the evaluation process.

All Colleges Professional Learning Day Professor Martin Westwell presented a workshop to teachers at the All Colleges Professional Learning Day entitled Cognitive neuroscience: Implications for career development strategies and interventions. The central message was that Executive Functions of the brain (Impulse Inhibition, Working Memory and Cognitive Flexibility) are not fully developed until young adulthood. Consequently, we should give students opportunities to practise and develop these skills, which are critical to them becoming effective learners and decision-makers, without expecting them to know all the answers about their future pathway.

Strategic Funding Pool (SFP)

The ACT Youth Attainment and Transitions Strategic Funding Pool was established with funding from DEEWR for the 2009-14 financial years, to the total value of $1,000,000 during this time. Each year, applications are called for from schools, cluster and community groups. Final allocation is determined by the Joint Working Group (JWG) who decide to which degree the program application does one or more of the following:

• supports the positive participation of young people in school (particularly those previously disengaged from school)

• supports increases in the number of young people successfully achieving Year 12 Certificate outcomes or nationally accredited vocational qualifications at the Certificate II level

• supports the positive transition of young people through school or from schooling into further education, training or employment.

DEEWR and ETD are interested in receiving submissions for projects that will build partnerships to provide innovative and sustainable projects that support or enhance the youth attainment and transition programs and activities in the ACT.

The round opens on 10 April 2012 and the deadline for submissions is 1 June 2012. Earlier submissions are welcome. Please note there is only one round for submissions with school and community applications both being due at the same time. Alternative Programs Alternative Program activity is funded under the Youth Attainment and Transitions National Partnership and provides career development support for alternative education programs and students who are disengaging from school. The following activity has been put in place for Term 1 2012 in order to assist students at risk to achieve nationally accredited qualifications. All programs have been funded through Alternative Programs in the ACT ETD. Some programs have been assisted with funding from other agencies, as acknowledged below. Student Expression of Interest forms need to be returned before a student is able to be offered a place in any of the programs listed below (excluding the Sam Cawthorn Workshops).

Pace It Program (Year 9 – 10 students) ‘Pace It’ is designed to re-engage disengaged or disengaging youth with education, training and/or a vocational pathway. The program is delivered flexibly with students attending a Caloola Farm vocational skills program for an orientation week, then two days a week until the end of the program. The program runs for 8 weeks including a work experience placement. Students are given the opportunity to gain their White Card, Certificate I Business and Certificate I Community Services. All transport is provided as well as a BBQ lunch each week.

The program runs each term and expressions of interest are being sought from interested schools. Each program accommodates 12 students; ideally 6 students from two different schools. A teacher or youth worker from each school is required to share the supervision of the program on a rotational basis. There are 12 places available in the Term 2 program commencing on Monday 7 May. Expressions of interest are due COB Friday 16 March 2012.

Farm Skills and Farm Animal Program (Year 9 – 12 students) This program is available to students attending alternative education programs or who are at risk of dropping out of school. It will provide hands-on training in animal care and farm management skills enabling students to work toward Certificate I Animal Studies and a Statement of Attainment in Horticulture. The program is funded by Alternative Programs from the ACT ETD with assistance from an ACT Government Environment Grant.

Students will need to enjoy working outdoors in a farm environment and have an interest in improving the environment in order to apply. They will also need to wear appropriate clothing and footwear to participate in the program. The program will commence in Term 1, Week 6 at Westwood Farm, Kambah Pool Road, Kambah. Students will attend the program one day a week (Wednesdays) for 15 weeks. Lunch is provided. Students will make their own way to the farm and transport by bus will be provided at the end of the day to the Woden Bus Interchange so students can make their own way home from here. There are 10 places available in the program

CHART Hairdressing Program (Year 9 – 12 students) A fully funded 10 day hairdressing program is available to students attending alternative education programs or who are at risk of dropping out of school. Training will be provided by CHART Hairdressing Salon, London Circuit, Civic, enabling students to gain competencies towards a Certificate II in Hairdressing. Students will attend the program 2 days week (Wednesdays and Thursdays) for 5 weeks. Students are required to make their own way to and from the program, provide their own lunch and wear appropriate clothing and closed footwear to participate in the program. There are 12 places available in the program commencing on Wednesday 14 March. Student Expression of Interest forms are due COB Tuesday 28 February 2012.

Horticulture and Nursery Work Program (Year 9 – 12 students) This program is available to students attending alternative education programs or who are at risk of dropping out of school. It provides hands-on training in horticulture and plant nursery skills one day week (Fridays) at Greening Australia, Kubara Place, Aranda for 8 weeks. Students will be working towards a Statement of Attainment in Certificate II in Horticulture competencies.

Students will need to enjoy working in the garden, growing plants and improving the environment to enrol in this hands-on training program, which develops skills in plant propagation, nursery work and revegetation of erosion impacted farm lands. Students will need to wear appropriate clothing and footwear to participate in the program and bring their own lunch. Students will make their own way to the nursery and transport by bus will be provided at the end of the day to the Belconnen Bus Interchange so students can make their own way home from here. A teacher or youth worker from each school will be required to share the supervision of the program on a rotational basis. The program is funded by Alternative programs from the ACT ETD with assistance from an ACT Government Environment Grant. There are 10 places available in the program commencing on Friday 16 March. Student Expression of Interest forms are due COB Tuesday 28 February 2012.

Clubstart - Wait Skills and Bar Skills course (Year 10 – 12 students) Fully funded Clubstart courses will be offered again in Term 2 to students attending alternative education programs or who are at risk of dropping out of school. Training will be provided by Access Training. The programs are funded through Alternative Education Programs with assistance from Access Training and Clubs ACT. Students have the opportunity to receive a Statement of Attainment toward Certificate II Hospitality. There are 10 places available in each program. Lunch will be provided. Student Expression of Interest forms are due by the end of Term 1, Week 9.

8, 10, 11 May: Tuggeranong Southern Cross Club Bar Skills and RSA 21, 24, 25 May: Belconnen Labor Club Bar Skills and RSA 28, 29, 31 May : Tuggeranong Southern Cross Club Waiting Skills Sam Cawthorn Workshop (Year 9 – 12 students) Sam Cawthorn, Young Tasmanian of the Year in 2009 returns to Canberra for another highly engaging and motivational workshop targeting disengaging youth. The workshop titled “Bounce” investigates bouncing forward rather than bouncing back. The student workshops will be held at the HBCTL on 11 and 12 April from 9.00am – 2.30pm. Students who attend alternative education programs, government and non-government schools who are disengaging from school will have the opportunity to participate in these workshops. Morning tea and lunch is provided. Schools are responsible for organising their own transport. Expressions of interest are due COB Friday 16 March 2012

There is a limit of 10 students per school and 1-2 staff members are required to supervise the students for the day. Places will be filled as expressions of interest are returned. There are 200 places available per workshop.

2012 ACT Training Excellence Awards

Nominations for the 2012 ACT Training Excellence Awards will open on 27 February and will close at 5:00pm 11 May 2012.

For 74 years the ACT Training Excellence Awards have been the premier event in the Vocational Education and Training calendar with approximately 500 of the ACT’s leading employers (industry and government), Registered Training Organisations, apprentices, trainees and students attending the awards ceremony and dinner.

This is your opportunity to identify, reward and promote individuals and organisations that excel in Vocational Education and Training in the ACT.

ACT Indigenous Expo 2012

Habitat Personnel are working with the ACT and Region Chamber of Commerce and Industry to host the ACT Indigenous Expo 2012. The theme of the Expo is Education – Training – Employment and aims to develop and implement an Indigenous Expo for the ACT and surrounds. It is envisaged that the Expo will bring awareness to corporate, government, education institutions, school aged children, employers, and the Aboriginal and Torres Strait Islander community. It will also raise awareness of the wider community and career opportunities available to Indigenous job seekers and to families who support their children in making improved pathways for their long term education, training and employment.
