Enrolment of beneficiaries under NPR

Out of the 78 districts selected for DBT Phase II, thebiometric enrolment is to be undertaken by RGI in 33districts.
These 33 districts are spread over 11 States/UT.
In 19 out of 33 districts, considerable progress has beenmade in biometric enrolment under NPR (> 75%).
In 14 districts, the enrolment process has commencedrecently.

Biometric enrolment in 33 districts A Consortium of Central Public Sector Undertakings (CPSUs) viz.BEL, ECIL and ITIL have been entrusted the primaryresponsibility of biometric enrolment for NPR.
The States/UT have been allocated to these CPSUs.
Under NPR, the biometric enrolment is continuing in theseStates; In some of the 19 districts, the first round of BME hasbeen completed and 2nd round is under progress.
Besides the regular BME camps, special arrangements havebeen made for enrolling beneficiaries on a priority basis besetting up centres at the Tahsil/ Taluka/ Blcok.

The three CPSUs viz. BEL, ECIL and ITIL has been assigned the workof enrolment
In these 33 districts in 11 States/UT, there are 390 Tahsils
In each Tahsil, a set of biometric kits alongwith certified operator/supervisor and representatives from CPSUs and Directorate ofCensus Operations are to be provided.
Till date, biometric enrolment camps have been set up in all theTahsils with 2 to 5 sets of equipments, which may be increased asper demand

Digitised list of beneficiaries under various schemes of DBT
The digitised database of the beneficiaries undervarious schemes need to be provided before theenrolment process begins.
The list should contain minimum few informationregarding the beneficiaries like Name, father’s name,gender, date of birth and present address.
NIC has already defined the data fields based on whichthe list will be prepared.
Preparation of village schedule for enrolment
Village wise schedules are to be prepared inconsultation with the District / Tahsil Administration.
Villages in the Tahsil may be grouped into zones andeach zone assigned to a specific enrolment team.
The micro plans would be prepared accordingly.
The responsibility of bringing the beneficiaries to theenrolment camps would rest with the District/ Tahsiladministration
Way aheadThe DMs/ Collectors shall nominate a Nodal Officer for allmatters pertaining to DBT.
The Nodal officers should ensure to bring beneficiaries to theTahsil for biometric enrolment as per micro plan
Each of the beneficiary should be properly identified bydesignated officials of the Tahsil/ District.
The enrolment packets would be uploaded to UIDAI for earlyprocessing of the data for generation of Aadhaar number ofthe beneficiary
Close coordination will be required among the District/ TahsilOffice/DCOs and CPSUs for making the program a success

Process of enrolment of beneficiaryThe beneficiaries would be asked to bring the enrolment ID slipor the Aadhaar letter, if enrolled earlier
The e-ID number / Aadhaar number would be seeded in thedigitised beneficiary database
If a beneficiary does not have the e-ID number / Aadhaarnumber, she/he would be freshly enrolled in NPR by filling upof the schedule duly certified by Government official
The data in the filled in schedule will be digitised
The biometrics will be collected and the e-ID number would beseeded in the beneficiary database
