1. Membership: The current DAC membership cycle of 1-Jan-10 to 1-Jan-16 is coming toan end. Following its own reconstitution, the Bishop's Council will be able to appoint the DACmembers for the period of 1-Jan-16 to 1-Jan-22. The Bishop is extremely grateful for thesignificant contribution made by all DAC members and advisers over the last 6 years to themanagement, maintenance and development of Birmingham's church buildings - particularlyfor the huge investment of time and expertise given to major projects such as St Barnabas,Erdington; Holy Trinity, Sutton Coldfield; St Peter and St Paul, Coleshill; and St Luke's GasStreet, Birmingham - and hopes that parishes may still be able to benefit from theirsignificant experience and advice in the future. [DAC302 MINUTE: Mr Brazier and Mr Clarke reported that they would be satisfied to see stolen lead gutters andflashings replaced with an alternative and less valuable metal. They noted that, if necessary, the parish shouldapply for an Emergency Licence from the Diocesan Registrar to carry out the work ahead of a formal applicationfor Faculty.

Unfortunately, the parish is in a serious dispute with its church inspector regarding his fees submitted for thedesign of a prior, unimplemented solution to the church's heating problems. The architect is suing the PCC for theunpaid fees and the PCC has, in turn, raised a formal complaint with the Architects Registration Board. TheCommittee to NOTE.

[DAC306 MINUTE: Mr Shapcott reported that, following a meeting with a DAC sub-group, a number ofamendments and clarifications had been made regarding the proposals for the installation of pilings to support thenew internal structures. He requested that the current drawings be updated to show fully the work that would beundertaken by the contractors. The DAC commented that, due to the nature of the project's management systems,it could be difficult to ascertain which person had overall responsibility for drawing up and confirming final technicaldetail. It hoped that the Design Team could ensure that the DAC was supplied with the appropriate drawings anddetails that would allow it to discharge the various provisos to the Chancellor's Faculty permission, at theappropriate times.

The architect forwarded final information on the needed structural and piling works on 10-Jul, 13-Jul and 14-Jul.On 28-Jul, areas of reinforced concrete were found beneath the floor, which necessitated the raising of a numberof the pile caps.

The architect forwarded further details of the M&E proposals on 22-Jul and joined a DAC sub-group meeting on3-Aug to discuss the plans, including the major issues of the introduction of a service trench and the interventionsinto various walls. Full and final designs for the plant room and the installation of external vents are expected indue course. Paper DAC307.4.7 is attached. Mr Clarke, Mr Shapcott and Mr Skingley to report. [DAC300 MINUTE: Dr Berrow reported that the benefice was in a period of interregnum and that the parish wasseeking to develop the position of the church within the parish by enhancing its community facilities, with aparticular emphasis on establishing the building as a significant heritage landmark. He felt that a partition of thenorth space would be more effective and one across the church's west end, which housed a very fine baptisteryspace. Dr Berrow explained that the parish hoped to reorder the two north aisles of the building to contain meetingspace, an area for parents and toddlers, toilet and kitchen facilities, and an entrance with level access.

Mr Skingley reported, in writing, that the church would need much more car parking if it were to be an attractivecommunity resource and he wondered whether this could be provided by levelling the existing church hall, theactivities of which could be moved into the church. He suggested that a time clock and thermostat be installed inthe church to help with the management of the heating system.

Archdeacon Osborne reported that the church had a difficult 'crossing' area and suggested that some of the frontpews could be removed to allow the installation of a nave altar, as the chancel space was out of sight of much ofthe nave and aisles. Fr Oliver suggested that the altar be set up a distance into the nave so that it was beyond thebulk of the tower structure, which he felt would inhibit the use of an altar placed immediately in front of thechancel. He suggested that certain of the church's longer pews could be swapped with some of the shorter, toprevent the need for any reworking.

Mr Clarke reported, in writing, that the introduction of catering facilities into the church might best be done byusing an enclosed pod. He recommended that, after viewing the exterior of the building, all the gutters andrainwater heads must be cleared of vegetation as a matter of urgency. He explained that this would mitigate waterdamage and damp problems across the building and noted that, preferably, the work be done by a qualifiedstonemason.

Fr Oliver suggested that the parish talk to Dr Andrew Smith and Mr Fred Rattley at the Faithful NeighbourhoodsCentre to seek advice on performing 'market research' on the local community and developing relationships withthe local school and other faith groups. Dr Berrow advised that the parish should start to develop a Statement ofSignificance and Needs (www.cofebirmingham.com/church-life/buildings/care-of-churches/forms/) and that thisdocument would be enhanced following community consultancy work. He hoped that the site visit of 2-Sep hadbeen useful to the parish in the development of its early reordering ideas and noted that the DAC would offer asmuch help as it was able.

The parish was in touch on 10-Aug to say that it was developing its proposals for reordering further and hadproduced some basic draft plans with its architect, which included the possible installation of an under-floor heatingsystem and a ground-source heat pump. [DAC306 MINUTE: Dr Berrow reported that the parish had written with further details regarding the discharge ofthe remaining provisos to its Faculty permission for major reordering.

1) Dr Berrow reported that he was satisfied that the full details of the reinstatement of the organ console would bedrawn up by Nicholson's, for agreement by the DAC, close to practical completion.

2) The DAC did not feel that it could support the parish's current proposals for the ventilation of the dadopanelling, which involved the insertion of plastic, circular vents, on aesthetic grounds. It hoped that an alternativemeans of ventilation could be developed.

4) The DAC did not feel that it could support the parish's current proposals for the Rockfloor and Tyvek covering ofthe Minton tiles, as it considered that it would leave them susceptible to moisture damage in the future. It hopedthat an alternative method of covering could be developed.

5) Mr Shapcott reported that the parish did not wish to develop its proposals for the baptistery drainage systemany further, following his advice on rodding provision, and noted that he had no further comments.

6) The DAC concurred with the comments of the Archbishop of Canterbury that "any living building must change tosuit the community … the building is the servant, not the master of those who use it" and agreed that it wasimportant in the context of the church's mission and worship to install a modern speaker system into the listedbuilding. It nevertheless remained of the view that, in terms of the scale of the visual impact, it could not supportthe placement of the speakers in the current locations below the corbels, on the grounds that they would be veryvisible and difficult to colour-match with the church walls. The DAC felt that the needs of the parish could still bemet satisfactorily by speakers placed in alternative locations.

13) The DAC noted that it was satisfied to see an original pew retained at the church's west end, adjacent to thenew west doors.

The Committee DISCHARGED provisos 5 and 13 to the Chancellor's Faculty permission of 25-Feb-15, following onfrom its previous discharge of provisos 3, 7-12 and 14.]

The parish wrote to the Diocesan Registrar on 13-Jul to request that the Chancellor discharged provisos 2, 4 and 6to his issue of Faculty directly, on the proposals as they stood currently, as the DAC was unwilling to do so. Inrelation to the issue of the floor construction over the Minton tiles, the view of the Church Buildings Council (CBC)was sought on 6-Jul. The CBC returned written feedback on 20-Jul and 4-Aug, which was forwarded to theRegistrar for the Chancellor's attention. The Chancellor's resolution on this matter is expected in due course. [DAC306 MINUTE: Mr Clarke reported that the parish was increasing its staff working with families, young peopleand children by three, and that these people needed some further office space. He explained that the parish hopedto create temporary, partitioned booths on the first floor of the original church building, which had offices for thevicar and curate, in addition to a large open space for a children's group of around 80-100.

Mr Clarke suggested that, to preserve as much of the open space as possible, a partition wall could be set up tothe left of the stairway door, along the north wall. He commented that the offices would need external ventilationand observed that there seemed to be a roof vent at around the correct location, on the external north elevation.Mr Clarke also noted that the wall radiator within the partitioned space would need to be turned off and hesuggested that the lid to the area be placed on top of the roof beams. He recommended that the parish produceda plan drawing to show the partitioning of the space, in addition to detail drawings to show the junctions betweenthe partition and the church walls and between the lid and the roof beams, and a detail drawing of the externalvent.

Dr Berrow reported that the parish were seeking further locations for the interment of ashes in the crowdedchurchyard. He suggested that, in consultation with the Archdeacon, the parish could draw up a method statementfor pouring ashes into very narrow plots and using an appropriate book located within the church for the purposesof memorialisation. He also explained that the parish was considering the installation of a new gate at thenorth-west corner of the churchyard, as the current lych-gate opened directly onto a busy main road where thefootpath was not wide enough for railings. Archdeacon Heathfield noted that, as the church was used by a largenumber of children, this constituted a significant safety hazard. Mr Clarke observed that the lych-gate's woodengates could be replicated in this area, but noted that the corner entrance would encroach on a plot of unused landbetween the church and a surgery, so the owner of this should be ascertained and approached.

[DAC306 MINUTE: Dr Hodder reported that an archaeologist had carried out some trial excavations in the areas ofthe church that would be affected by the parish's reordering proposals. He explained that graves that were likely torelate to the earliest church on the site had been found beneath the nave, but he felt that these were located at asufficient depth to remain undisturbed by the proposed works to the floor.

Dr Hodder observed that graves likely to be medieval in age had also been found within the footprint of theproposed new extension, and that they were shallower in depth than those in the nave. He reported that a wallfooting to an earlier south aisle had also been found, close beneath the surface. Dr Hodder explained that, fromthe archaeological point of view, the protection of the historic wall was the most important consideration. He feltthat the preservation of the graves was desirable, if possible, bearing in mind the potential cost of excavating,exhuming and re-interring the human remains from four or more burial plots.

Mr Shapcott reported that, from a management point of view, it would be wisest to produce a final design solutionthat preserved the historic wall, and also protected the graves, based on a full understanding of the archaeologybelow the complete footprint of the proposed extension, as it was possible that an undiscovered feature couldincrease the costs of construction exponentially. He observed that, based on the current details, 4 to 6 piles and 3ground beams could be required to support the new structure. Dr Hodder felt that there were likely to be at leasttwo more graves in the area of the proposed new build.

Dr Hodder advised that further archaeological investigation was carried out to include the full footprint of theproposed new build (excluding the area reported on already), plus one metre beyond it. He observed that thiswould consist of machine removal, under archaeological supervision, of upper deposits down to the top of thehistoric wall and the level at which the graves were visible, followed by manual cleaning of the exposed surfaces byan archaeologist. Dr Hodder noted that the archaeologist would then produce a plan, with levels, of the full extentof the findings. Dr Hodder advised that a final drawing should then be produced to show the plan of the extensionoverlaid onto the full archaeological plan, to give an exact indication of the new construction in relation to theremains below. He reported that he would be willing to produce a brief for the same archaeological organisationthat was engaged for the previous archaeological work.

Dr Berrow suggested that, to conclude the final design details for the proposed extension as swiftly as possible, MrClarke, Dr Hodder and Mr Shapcott could visit the church to discuss the means and design of its construction.

The Committee ENDORSED Dr Hodder's and Mr Shapcott's advice and DEFERRED resolution of the petition,pending the agreement of a final design for the proposed extension informed by the archaeological context.]

[DAC306 MINUTE: Mr Bridges reported that the parish had written to explain why it favoured an external CivicSociety Blue Plaque to Kate Bunce, rather than to the Bunce sisters, and the proposed location for the notice on apier of the west door. Dr Berrow noted that Prof. Peter Marsh, a member of the Birmingham Civic Society'sHeritage Committee, had written to Bishop David to seek his support of the installation of the plaque. He remarkedthat, in the context of this significant church, a great deal of other contributors could be similarly memorialised; FrOliver suggested Frs James and Thomas Pollock, for example, as the founders of the church and parish.

The DAC did not feel that it could support the installation of the plaque on the major elevation of the church's mainwest door. It suggested that the plaque be placed on the more recent tower and observed that, if maintenancework was required at a later date, the plaque could be taken down temporarily and remounted upon completion.The DAC also wondered whether the parish could explore placing the plaque inside the boundary railings to thewest door, mounted on a post or bollard.

Dr Berrow concluded that the Bunce reredos was a stunning work very much worthy of celebration, within abuilding that had may other prominent features. He hoped that the parish might be able to establish a historicalinterpretation display for the piece inside the church, in the future.

[DAC304 MINUTE: Mr Clarke reported that he was encouraged by the concept of a 'modern' toilet extension to thechurch, but he advised that an alternative to the suggested timber cladding should be used, as it could provide ameans of accessing the roof.

Mr Shapcott commented that the toilets would need a good ventilation system and noted that the cubicle windowswould not let in a great deal of daylight, so something like movement-activated lighting would be required. He feltthat a light structure that was rafted and well-insulated could be suitable in the context of the ground conditionsand the proximity of the existing building foundations. Mr Shapcott observed that the adjacent yew tree wouldneed to be taken into account as its roots might impinge on the proposed foundation and raft excavation, and thedebris from leaf shedding could block outlets on a flat roof. He wondered whether the existing foul drainage andrainwater disposal systems had the required capacity for this addition already, or whether they would need to beupgraded.

Dr Berrow noted that a DAC sub-group could visit the church to discuss this project, in advance of an applicationfor Faculty permission, if the parish would find this helpful.

The Committee ENDORSED Mr Clarke's and Mr Shapcott's advice and NOTED the position.]

[DAC306 MINUTE: Mr Oliver reported that the parish was undertaking some repairs to the church roof. Herequested that an existing and proposed roof plan, with some photographs of its current condition, be includedwith the supporting information. Mr Oliver presumed that terne-coated stainless steel or soft zinc would be used asthe lead replacement and asked that the material be specified. He noted that he would prefer the use of 7lb sandcast lead instead of code 7 milled lead for the new chutes, as they would be visible.

Mr Oliver advised that, internally, if the existing floor was parquet, its change to carpet would need a fulljustification. He wondered if the existing screed was suitable for carpet to be laid, or whether a levelling screedshould be applied. Mr Oliver suggested that a floor plan with the existing and proposed finishes should beproduced, together with a detailed explanation of the impact of the proposals on the building's significance.

The Committee DEFERRED resolution of the petition, pending the submission of the existing and proposed plandrawings for the roof and internal works, and the full explanation of the proposed alterations to the church floor.]

[DAC305 MINUTE: Ms Baldwin declared an interest as the church's employed architect. Mr Beamish reported thathe had been invited to visit the church on 8-May to discuss the proposed location for the installation of a projectorscreen. He felt that, as the ceiling and the structure above were modern and had good access and wiring runs, themost satisfactory solution from the aesthetic perspective would be to construct a frame above the ceiling and lowerthe screen box through a slot cut into it. He observed that, when not in use, the base of the box would be flushwith the incision, so it would not be visible. Mr Brazier recommended that the parish asked the architect to producea sketch for an above-ceiling installation, assess the cost implications of this solution and inform the DAC as soonas possible, so that this could be taken into account in deciding upon an economically feasible location for thescreen that would be effective while resulting in as limited general visual intrusion as possible.

The Committee DEFERRED resolution of the petition, pending the production of a drawing and confirmation that aninstallation of the projector screen above the ceiling would be technically achievable and financially possible.]

The church's architect wrote on 2-Jul to explain that he did not feel that it would be viable to mount a descendingprojector screen in a recessed slot in the ceiling. As such, the DAC requested that the architect confirmed the finalproposed location for the screen housing on the underside of the ceiling and the positions for any repeater screens.Mr Beamish to report.
