In Calendar Year 2012, the DILG Region 02 continued to validate its position as the primary partner of LGUs in development.
Guided by its new slogan “CRYSTAL ELIXIR”, which stands for Collaborative and Revitalized efforts in Yielding Services for Transparent and Accountable LGUs that are Empowered to Lead, Innovate, eXcel, Initiate and Respond, the Agency sustained during the year its tradition of exerting vigorous and no-nonsense efforts to further build the capabilities of the region’s provincial, city, municipal and barangay governments through the conduct of trainings, provision of technical assistance and consultancy services, and implementation of customized and demand-driven programs, projects and activities as well as regional initiatives.
Living up to expectations and seriously buckling down to work all the time, DILG regional staff and field-men moved ‘heaven and earth’ and complemented one another in the pursuit of the Department’s vision as the primary catalyst for excellence in local governance and in furtherance of the DILG central management’s battle cry of “Tapat na Palakad, Bayang Maunlad.”
Our collective and persistent efforts amplified by ever-reliable partners from other national government agencies, non-government organizations and the DILG central management, brought in great results. With their administrative and technical capabilities enhanced as a result of our various interventions, the LGUs have achieved excellence through participative, accountable, responsive and transparent governance. They have become empowered, competitive, business-friendly, disaster resilient, conflict-free and safe communities.
This CY 2012 Annual Report presents our humble contributions in the overall attainment of the performance targets set for the year by the Department under the leadership of the late Secretary Jesse M. Robredo and his successor, Hon. Mar Roxas.
While savoring our gains in CY 2012, we are looking forward to getting ‘smarter’ in CY 2013.

The year 2012 proved to be a fruitful and fulfilling one for DILG Region 02. Handicapped temporarily by the departure of our late Secretary Jesse M. Robredo, we immediately buckled back to work as what he would have wanted us to do.
The show did go on and DILG Region 02 did not cease to pursue its mandate. We did our best, inspired both by the example of Secretary Robredo and by the dynamic leadership of Secretary Mar Roxas.
Year 2012 witnessed an array of programs, projects and activities – all were in keeping with the national government’s development agenda to achieve inclusive growth. We have measured LGUs through the Seal of Good Housekeeping and provided incentives through the Performance Challenge Fund and other grants; mainstreamed Disaster Risk-Reduction Management – Climate Change Adaptation in local governance that made LGUs disaster resilient; contributed in attaining conflict-free and safe communities; marketed vigorously the Business Permit and Licensing System to attract more investors; fortified CSO/PO participation by igniting volunteerism through the Vigilance to Volunteerism: Program Intensifying People’s Engagement in Local Governance, and many more. Certainly, our initiatives have helped empower local government units to enable them to provide relevant and responsive services to their constituents.
On this note, allow me to thank and commend personnel who contributed greatly in achieving the milestones we have reaped for the past year. More than anything else, these mark the promise of better things to come. As we continue in our march towards excellence, let it be known that DILG Region 02 will outdo itself in 2013 and surpass the achievements of 2012.

SEAL OF DISASTER PREPAREDNESS (SDP)The SDP aims to recognize and incentivize local government performance in institutionalizing disaster preparedness. In the Level 1 Phase 1 implementation of the program which covered 51 high risk LGUs located within the Major River Basins, results of the SDP assessment are as follows:

To achieve effective disaster risk reduction and climate change adaptation, a Collaborative Workshop was conducted for Cagayan River Basin on August 22-23, 2012 at Cagayan Holiday and Leisure Resort, Sta. Ana, Cagayan.
There was a total of 480 participants that included Local Chief Executives, Vice Mayors, SP/SB on Environment, DRRMOs, SK/ABC Federation, RDC members, LRI, NGA, CSO and media representatives and MLGOOs of eighty three (83) contiguous Local Government Units that lie along the periphery of the Cagayan River Basin from Regions 2, 3 and CAR.
The lecture-discussions revolved around National Disaster
Risk Reduction Plan: Its Relevance to the Cagayan River Basin and the Enhancing LGU Capacity on Disaster Risk Reduction and Management and Climate Change and Adaptation and the Cagayan River Basin Master Plan. An open-forum, workshop and action-planning ensued that resulted to a draft proposal on the institutional mechanisms.
Succeeding activities were also conducted, held in Nueva Vizcaya and in Ifugao which sought to firm up the Memorandum of Cooperation on the management of the Cagayan River Basin.

Secretary of the Interior and Local Government, Hon. Jesse M. Robredo, visited Region 02 on July 06, 2012 for the Tapatan on Disaster Preparedness and Climate Change Adaptation. Said forum, tagged as “Tapatan” aimed to champion the principles of disaster preparedness and climate change adaptation among local government units in the valley.
523 participants consisting of Local Chief Executives, various local functionaries, non-government organization representatives and heads from the national line agencies in Cagayan Valley gathered in Tuguegarao City for the forum.
In his message, Secretary Robredo exhorted local chief executives to come up with their

own Disaster Risk Reduction and Climate Change Adaptation Plans. This should be mainstreamed in the over-all development efforts of the LGUs.
The Tapatan was highlighted by the awarding of the Performance Challenge Fund checks to the recipient-LGUs which passed the Seal of Good Housekeeping. The Provinces of Nueva Vizcaya and Quirino were among the PCF recipients with P7 Million together with a good number of municipalities with P1 Million.
Moreover, Secretary Robredo led the signing of the Pledge of Commitment to Disaster Preparedness which concluded the day’s activity.

BASIC ORIENTATION ON DRRM AND CCAIn order to strengthen the institutional capacity of LGUs on Disaster Preparedness, the Department implemented the Basic Orientation on DRRM and CCA for LGUs project. Fifty four (54) LGUs participated in the training workshop conducted on June 5-8, 2012 in two (2) schools at Kimikarlai Hotel, Tuguegarao City.
The output in the said activity was the Action Agenda on Mainstreaming DRRM and CCA in local governance.
The Anti-Red Tape Act - Report Card Survey (ARTA-RCS) Training Roll-out was held on May 30-June 1 and June 18-20, 2012 (First and Second Schools respectively) at Kimikarlai Hotel, Tuguegarao City. Participants to the activity included CSO representatives, DILG Focal Persons on ARTA and members of the Regional Training Team.
The resource speakers for the 2 schools coming from the Civil Service Commission R02 were Ms. Jovy V.T. Miguel and Mr. Elpidio Bunagan Jr. of the Policies and Systems Evaluation Division-CSC.
The activity was conducted to discuss the RCS tools and plan-out the necessary institutional arrangements for the regional training roll-out. The ARTA-RCS is a criterion to the SGH-Silver level.

A. Roll out
DILG Region 2 launched the Seal of Good Housekeeping (SGH) Gold , Silver and Bronze levels in two schools on July 23 and 24, 2012 respectively with Provincial Directors, Cluster and Field Officers and Provincial Focal Persons as participants.
Topics covered the following:
• Orientation on 2012 SGH and SDP Implementation Plans, Guidelines, tools and timelines;
• Clarification on the roles, responsibilities and accountabilities of participants
• Preparation and submission of SGH & SDP implementation action plans
SEAL OF GOOD HOUSEKEEPING B. SGH Phase 1 & Phase 2 Regional Validation
One of the major activities under the SGH is the conduct of regional validation by the Regional Validation Team and a CSO representative. For CY 2012, the validation was conducted in two phases. Phase 1 Validation include the GPL nominees, namely: Provinces of Isabela, Quirino and Nueva Vizcaya, Cities of Tuguegarao, Cauayan and Santiago and Municipalities of San Mateo, Isabela, Ilagan, Isabela and Villaverde, Nueva Vizcaya. On the other hand, Phase 2 Validation includes all other LGUs not considered for GPL.

To assess the actual status of LGU PCF project implementation, an on-site monitoring/ validation activity was also conducted during the last quarter of 2012. The Monitoring Team was composed of DILG Region 2 composite team and from the Central Office.

FULL DISCLOSURE POLICY (FDP)
A. Orientation on the Full Disclosure Policy PortalIn order to elevate the practice of governance that values transparency, accountability, participation and performance, the Full Disclosure Policy had evolved with the launching of the Full Disclosure Policy Portal. The FDP Portal is a web-based view portal created to assist the LGUs in complying with the online posting requirements of the FDP. It primarily aims to address the difficulties faced by a number of LGUs in posting the required documents due to the absence of a website or the prohibitive cost of print space.
To aptly prepare and equip local government units in the implementation, a one-day On-site Orientation Briefing cum Hands-on Workshop on FDP Portal was conducted in the five (5) Provinces of the Region.

B. COMPLIANCE TO THE POSTING REQUIREMENT OF LGUFINANCIAL DOCUMENTS
Region 02’s status of FDP Compliance is as follows:
LGOO V Cristobal together with ITO Vilma B. Aganus facilitated the application/hands-on on the use of the Portal and on the uploading of the different financial documents.
At the end of the session, each LGU was able to upload the documents required.

All the 98 LGUs in the Region, five (5) provinces, three (3) cities and ninety (90)
municipalities submitted their SLGR on time and conducted their SLGPR Exit Conferences between March to October 2012. For the year, the LGUs maximized their partnerships and linkages with development partners, such as the Department of Budget and Management (DBM), Commission on Audit (COA), Department of Trade and Industry (DTI), Civil Service Commission (CSC), Department of Health (DOH), Provincial Environment and Natural Resources Office (PENRO), Philippine Rural Reconstruction Movement (PRRM), and other partners.
2012 LGPMS STEWARDSHIP AWARDTo formally recognize the varying degree of efforts in the implementation of the LGPMS of the Regional and Provincial Focal Persons, LGU Coordinators and the Regional Offices at the national level, an awarding ceremony was conducted on December 11, 2012 at Imperial Palace Suites, Timog, Quezon City. After a thorough process of assessment, validation and selection, the Region bagged awards on the following categories:

BUSINESS PERMIT AND LICENSING SYSTEM (BPLS) STREAMLINING PROJECT
As part of the regular monitoring in the implementation of the project, the BPLS Team visited the eleven (11) National Competitiveness Council (NCC) target LGUS for CY 2011 to include Tuguegarao City, Santiago City, Ilagan City, Cauayan City, Bayombong, Nueva Vizcaya; Solano, Nueva Vizcaya; Quezon, Nueva Vizcaya, Cabarroguis, Quirino and Claveria, Cagayan.
For the year 2012, Region 2 scaled up the BPLS Reforms of in the Local Government Units of the region. A series of workshops were conducted to the following LGUs:
The project aims to create a more business and investment friendly locality by simplifying the process of new business registration, thus encouraging new business start-ups. Tuguegarao City is the first recipient of the project in the region. After series of meetings with National Government Agencies involved in the issuance of business permit and validation workshop, the City Government launched the project on December 18, 2012 attended by all concerned stakeholders from NGAs, media, academe and business sector.

SALINTUBIG (Sagana at Ligtas na Tubig Para sa Lahat)
The Salintubig is a joint program of the DILG, NAPC and DOH with two pronged objectives: to provide water supply systems for the 455 waterless municipalities, waterless barangays, waterless health centers, and waterless resettlement sites; and to enhance the capacity of the LGUs/water service providers in the planning, implementation, and operation of water supply facilities.
The role of the DILG, as reflected in the Tri-partite agreement, is to ensure that the capacity development requirements of LGUs and the water service providers in the planning, development and operations/management of the water services funded by the Program are attended to.

SYNCHRONIZED BARANGAY ASSEMBLY DAY (SBAD)Region 02 has consistently soared high in the conduct of the Barangay Assembly Day during the last Saturday of March and second Sunday of October 2012. Out of the 2,311 barangays of the region, a total of 2,253 or 97.49% and 2,290 or 99.09% barangays conducted the SBAD during the 1st and 2nd semester, respectively.

DILG RO2 completed the full-blown implementation of the BGPMS in the 2,311 barangays of the Region. All the processes from the accomplishment of the DCF up to the preparation of the State of Barangay Governance Report were undertaken by the Barangays. The SBGRs were also presented during the conduct of the Barangay Assembly.

LGOO II INDUCTION TRAINING
A total of thirty – one (31) LGOOs II successfully completed the 47th Batch LGOO Induction Training requirements in the region while one (1) will still have to participate in Component III- Part II- Simulated Exercise and Interview.
The six (6) month intensive training covers three (3) components: Component I : General Orientation Phase includes Modules on the DILG, the Philippine Local Government System and Administrative and Financial Matters. Component II: Phase I – Center Training includes Modules on Effective Interpersonal Relations and Team Development, LGU Operations and other Technical Skills on Effective Local Governance, Phase II – Field Immersion affords the
trainees opportunity to apply their learnings in the LGUs and acquire experience on the LGU operations. Component III: Part I – Paper and Pencil Examination ascertains the trainees’ capabilities of performing their roles and responsibilities as technical employees of the Department. For Component III – Part II – Simulated Exercises and Interview, thirty one (31) passed while one (1) trainee will participate in the Simulated Exercise and Interview.
The rigid six (6) month training is part of the Department’s policy to ensure thorough capacitation of its workforce before assuming higher responsibilities.

An assessment of the development stage of LGRRC 2 was conducted on September 25-26, 2012. It was facilitated by a team of assessors composed of LGRRC CARAGA Program Manager ARD
Donald Seronay and LGA Representative Dave Joy Semilla.
The activity covered two phases in which the LGRRC Program Manager and core members were participants and provided the necessary information in the group interview scheme employed.
The second phase was a workshop on the strengths, weaknesses, opportunities and threats (SWOT) on people, technology, process, knowledge assets, social network and the LGRRC team.
The activity aimed to review the current stage of development along the four areas of development in a knowledge centric organization which is the ultimate goal of the LGRRC operations.
The over-all result for the region was a consistent high in the five areas of development which means it could still improve its current systems and procedure to achieve a “very high” rating.
The activity being an inter region activity where LGRRC Program Managers and a member and the LGA are assigned in one Region, LGRRC 2 also served as assessors in LGRRC Region X (Davao) and LGRRC 4A (CALABARZON) last October 2-5, 2012.
LGRRC CROSS ASSESSMENT
LGRRC KNOWLEDGE MANAGEMENTAUDIT FOR EXTERNAL CLIENTS
The Department thru the Local Governance Regional Resource Center (LGRRC) in Region 02 sought to determine the present Knowledge Management (KM) landscape of the member agencies of the Multi Sectoral Advisory Council (MSAC) for two reasons: first, to evaluate the level of competency of the regional KM coaches and to determine the overall KM climate of the regional line agencies that are closely working with the Department to promote local development in the region.
Working on the following principles of Knowledge Management, the DILG-LGRRC 2 conducted a one day KM Audit for External Clients on August 17, 2012 at the Hotel Roma in Tuguegarao City with the following result:
• The result of the KM Organizational Assessment reflects that most of the agency members are already in the Expansion and Refinement stage of KM Maturity.
• The Knowledge Mapping revealed that most of the data/information in the MSAC organizations are in electronic and hard copies although they had a difficulty identifying those that are considered as tacit knowledge.
• The Social Network Analysis result showed that the members of the MSAC have a strong connection/linkage and communication flow with each other.
The KM coaches in the activity were ITO Vilma B. Aganus who facilitated the KM Organizational Assessment for the evaluation of the MSAC member organization’s level of KM maturity in seven (7) areas: KM Leadership, Processes, People, Technology, Knowledge Processes, Learning and Innovation, and KM Outcomes. LGOO V Genevieve A. Calimag presented a brief overview of the KM Mapping and walked the participants through the different areas of the tool. LGOO V Salvacion Z. Baccay facilitated the Social Network Mapping using Agna, an application that helps in analyzing the communication relation in a group such as the MSAC.

The LGRRC in Region 2 embarked on a study learning visit to LGRRC V on October 15-19, 2012 to strengthen the MSAC as an organization and foster camaraderie among the LGRRC and MSAC members in order to ensure a more participative approach in program implementation.The group had an interaction with LGRRC V where both groups shared some of their practices in managing the LGRRC. The group also visited some of the renowned good practices in local governance in the Region such as the following:

As a tradition, the RMCC conducted its yearly outreach program with its chosen community. This year, the Agta Community of Barangay Aggugaddan, Penablanca, Cagayan was targeted as beneficiary with a total of 38 households who actively participated the activity. The proper coordination and active participation of the RMCC family led to the success of the outreach program which was held on December 19, 2012 at Brgy. Agugaddan.

Cagayan Incentives and Awards Program
The Provincial Government of Cagayan and DILG Cagayan came up with the Incentives and Awards Program to recognize exemplary performances of LGUs and uniformed personnel.
The awarding ceremony for the Most Outstanding BESTS (Barangay, Barangay Executive/PB, Sanggunian, Treasurer and Secretary), BPIAC, BPOC, Tanod, Lupong Tagapamayapa, Anti- Red Tape Implementer, Chief of Police, Police Station and PNCO was successfully conducted on December 19, 2012 at the Capitol Gymnasium, Capitol Compound, Tuguegarao City. Plaques of Recognition and cash incentives were awarded to all awardees courtesy of the Provincial Government of Cagayan.

The Provincial Government of Cagayan through its Provincial Peace and Order Council conducted the Enhancement Training for PNP Investigators and PDEA Agents last April 3, 2012 at Casa Angela, Bagumbayan, Tuguegarao City.
Capability Building Activity for the Barangay Human Rights Action Officers (BHRAOs)In support to the campaign for human rights protection for every individual, DILG Cagayan held the “Capability Building for Barangay Human Rights Action Officers (BHRAOs) towards Effective and Efficient Delivery of Human Rights Services at the Grassroots Level” to equip the BHRAOs with knowledge, skills and competencies necessary for effective and efficient performance of their duties and responsibilities.
Said activity was conducted at Casa Angela, Tuguegarao City in three schools: April 16-18, 2012 – Cluster 1 April 23-25, 2012 – Cluster 2 April 26-28, 2012 – Cluster 3
PNP Investigators and PDEA Agents Enhancement Training
Dubbed as “Onward to a Strengthened BADAC,” DILG Cagayan conducted an enhancement training workshop for the BADACs in the province as a collaborative activity with PDEA R02 and the Provincial Government of Cagayan. The event was conducted in 5 schools targeting all drug affected barangays in the province. The Provincial Government provided funds for the conduct of the said activity.

Community-Based Disaster Risk Reduction Management (CBDRRM)
Precisely capturing the aspect where the DILG’s responsibility on disaster risk reduction and management is lodged with, Building and Empowering Resilient, Equipped, pro-Active and Disaster-readY (BE-READY) Communities is the provincial tagline of Isabela which capacitated the frontliners and first rescuers in disaster preparedness.
Fourteen (14) local government units with 974 persons were identified as participants to the capacity-building activity of the DILG. Shortly after the trainors’ training conducted by the DILG Regional Office, the cascading of knowledge to the barangays was facilitated by the Cluster Officers and LGOOs who attended the said training.

LGU Incentives and Awards
To give due recognition to the deserving BLGUs/MLGUs with excellent performance, on LGU Incentive and Awards, Provincial Awarding Ceremony was conducted on October 23, 2012 at the Ammungan Hall, Provincial Capitol, Bayombong with the theme “Raising Service Standards Thru Excellence and Innovation”. During the activity, provincial winners were awarded plaques of recognition and cash prize while nominees received certificates of recognition.
The following were the categories for the
incentives and awards: Most Outstanding ARTA Implementer (Prov, Mun, Brgy level), Best Barangay Public Information Action Center, Best Full Disclosure Policy(FDP) Implementer, Best Barangay Peace & Order Committee(BPOC), Most Outstanding Brgy. Tanod (group and individual level), Best Lupon Tagapamayapa Incentives Awards (LTIA), BESTS (Brgy. Executive, Sangguniang Brgy., Brgy. Treasurer and Brgy. Secretary) Most Outstanding Secretary, Most Outstanding Treasurer, Most Outstanding Sangguniang Barangay, Most Oustanding Punong Barangay and Most Outstanding Barangay.
Codification Training
The training, conducted in partnership with the Philippine League of Secretaries to the Sanggunian (PLEASES), was held on October 28-31, 2012 at Emiramona Garden Hotel, Tagaytay City. It was attended by sixty participants comprising of Vice Mayors, Sangguniang Panlalawigan Secretary, Sangguniang Bayan Secretary, and legislative staff. Resource Persons include Codification experts and practitioners.
One of the important activities during the training was the preparation of LGU Action Plan. This Plan is a guide for LGUs and a manifestation of their commitment to complete the output. The Plan is also prepared in line with the timeline of LGPMS. A copy of the Plan was submitted to DILG for monitoring purposes. PLEASES further committed to assist LGUs in the completion of the output.

The Barangay Human Rights Program: Accessing Justice Through a Gender Responsive Barangay Justice System training was conducted on May 18, 2012 in Baguio City. The training which was conducted in two schools was attended by Punong Barangays, Members Sangguniang Barangay-Chairman on Peace and Order, Barangay Human Rights Action Officers (BHRAOs), and SK Chairmen. RTC Judge Jennifer A. Humiding, Commission on Human Rights Regional Director Kub-Aron, and DILG Provincial Director Atty. Odilon Luis Pasaraba acted as resource speakers during the training.

CES RELATED ACTIVITIES DILG CAGAYAN “DO THE M.O.V.E.S.”
The Provincial Office of Cagayan launched the “Do the MOVES (Maintaining Overall Vitality Trough Exercise and Sports)” which aimed to promote health consciousness among the employees through physical fitness activities. It runs every Friday afternoon in which all employees are encouraged to join. Designed t-shirts were also distributed for the employees to use during the physical fitness activity.
Overall, the activity serves as an enjoyment for the team to de-stress from the entire week’s pressures and a must-go event for the employees to look forward to every Friday afternoon.

DILG ISABELA The Province of Isabela, thru the leadership of PD Elpidio A. Durwin, CESE, instituted the following initiatives that helped improve systems and procedures in the Provincial Office, such as the following:
1. Seal of n 5Ss Practice (in Convergence Centers and City/Municipal Offices)
2. Search for Top AchieveRs (STAR)
3. Establishment of Convergence Centers (ConCens) in the clusters
4. Provincial and Cluster Offices Equippage (Fund Outsourcing)
5. Pammarubuat (Pagpupugay at Pasasalamat Program)
6. TRAcking Compliance and Execution of Responsibilities (TRACER) System
7. Harmonized Provincial Team Conference, Cluster and ConCen meetings and Provincial Office Staff Monday Kapihan.
DILG - NUEVA VIZCAYA HEALTH CARE PROGRAMDILG-Nueva Vizcaya management under the leadership of Atty.Pasaraba enrolled all DILG-NV personnel with a health insurance provider. Subsequent membership with the said insurance provider will encompass medical benefits including physical examination,pregnancy or childbirth or reimbursement of hospitalization expenses.
In this endeavor, a partnership with the Philippine Red Cross (PRC) was forged to facilitate the acquisition of free blood from their reservoir. Anchored on the thinking that the coverage of health insurance excludes availing free blood from blood caches in hospitals, this venture with the PRC will provide a seamless opportunity for the DILG-NV employees and their identified beneficiaries to secure blood without difficulty in case of emergency purposes.
