GOVERNO& DILG REGIONAL DIRECTOF S AI.ID OrIIERS CONCERNED ENSLJRING THE SOCTAL SECURITY SYSTEM (SSS) SEIJ'- EMPLOYED COVERAGE OF ALL CONTRACTIIAI AND JOB ORDER PERSONNET ENGAGED THROUGH A CONTRACT OF SERVICE BY THE LGUS WHO ARE NOT COVERED BY THE GOVERNMENT SERVICE INSURANCE SYSTEM (GSIS) I.AW The SSS, in its continuing carnpaign to reach out to millions of workers including those employed by the Local Government Units without social protection has pannered with the DILG through a Memorandum of Agreement to ensure the provision of SSS coverage in favor of Contractual and |ob Order (JO) personnel. Under the SSS'Expanded Self-employed Program Coverage, the Contractual and fO personnel in the employ of the government who are not covered by the GSIS Law, may apply for such coverage to have protection against the hazards of disability, sickness, maternity, old age, death and other contingencies that the SSS offers. In this regard, all Provincial Governors, City Mayors, Municipal Mayors and Punong Barangays are hereby encouraged to: 1. Persuade Contractual and lO personnel who are not covered under the GSIS law, to register as SSS self employed members; 2. Provide the SSS with a list of its Contractual and JO personnel, through the Members List (ML) form, showing the firll name, SS number (if any), date of birth and monthly income. In case a Contractual{O personnei has no SSS number yet, or has not registered as a SE member, a Self-employed Data Record Form (SS Form RS-1) shall be accomplished; Provided, that the Monthly Net Earnings to be declared on the SS Form RS-l shall not be lower than the amount stated in the contract of service. The ML, together with accomplished forms/membership applications and supporting documents, shall be submitted to the SSS. The GU

The

SSS,

in

its

continuing carnpaign

shall report

to

the SSS,

on a

continuing

basis,

its new Contractual and

JO

personnel using the

ML form;

3.

The LGUs have no obligation to pay the employer counterpart of the

SS

monthly

contributions. It shall, however, ensure the automatic deduction of the monthly

SS contributions

and salary

loan amonizations, if any, from the salaries

and

wages

of Contractual

and

fO

personnel,

as

follows:

3.1

Deduct

the

monthly

SS contribution of Contractual

and

fO

personnel

based

on the declared

Monthly Net

Eamings

in

the SS

Form

RS-l

until

his/her

resignation/termination of contract.

3.2

Require Contractual and

fO

personnel

to

accomplish

their

individual

SS

Form

RS-5

for

submission

to the

LGU Liaison

Officer

for

SSS.

4.

Remit

all contributioru

and

loan

amortizations,

if

any,

with

the SSS, as

follows;

4.1 Prepare Collection List

(CL)

of monthly SSS contribution

payments,

showing the Date, Total

Amount, Applicable Month

and

Names

of

Contractual and

JO

personnel.

4.2 The LGU Liaison Officer

for

SSS

shall

ensure

that the total amount

ofall SS

Form RS-5s tally

with

the total amount to

be

remitted per

CL.

4.3 Remit SS contributions of Contractual

and

JO

personnel to the

nearest SSS

Branch

with

tellering

facility or

to

any

SSS

accredited

payment

centers,

together with the accomplished SS

Form RS-5s and CL. Should the

LGU

remit the monthly

SS

conuibutions thru

an SSS

accredited

bank, the CL

shall be temporarily

filed for

pick-up

by the SSS

Representative.

4.4

Return

the payor's copy of

validated SS Form RS-5s to the Contractual and

fO

personnel

upon

remittance of contributions.

5.

Assign

a Liaison Officer

for SSS; and

6.

Invite

SSS

to

conduct serninar/presentation

to Contractual

and

fO

personnel

on

the

importance

and

benefits of SSS

membership.

On the other

hand, the SSS

shall:

l.

Provide free seminars/presentations

to Contractual

and

JO

personnel

of

LGUs

on

the

imponance and

benefits of SSS

membership;

2.

Assign

a

representative,

preferably an Account Officer,

who shall

manage the

LGUs' account,

assist

in

the

implementation

of

this

Circular and

periodically

monitor

the remittance

of all contributions

and

loan amortizations,

if any;

3.

Process SSS

membership application

forms of the

Contractual

and

lO

personnel,

in accordance

with

existing

guidelines,

policies and procedures;

4.

Provide

LGUs with

SSS

brochures and

primers

for distribution;

and

5. Provide assistance to

LGUs as

may be

necessary

eubject

to

its

nrles

and

regulations

Atl

Regional

Directors

and the

ARMM

Regional

Govemor are mjoined to cause

the

inmediate

and

widest

dissemination of this MemorEndum Circular to local government

units

concerned

within

their

regional

iurisdictions,

and

to msure the implementation

of

this

Circular.
