Only possible solution to deliver alarm
messages to all terminals simutaneously

Instead of voice and video, picture/text are
main contents.

In emergency, all terminals will be woken up
within one minute
to deliver sound + text + picture + flush

After serious disaster, traffic, internet and
communication are all down, broadcasting
may be only survive technique
DAB could be used to deliver instructions to
manage evacuation via public terminals
could coordinate medical, fire brigade and
rescue staff via personal terminals
could send files in word format to all PCs to
maintain government management channels
DAB for rescue management
need to develop low power transmitters
and receivers, as well as solar cell powered
LCDs and LEDs.
All above methods will greatly assist the
rescue management

In extreme situations, an isolated place could
establish communication with outside, if it
has a local DAB transmitter, in operation
Two unidirectional transmitters can be used
to achieve bi-directionality
communication can be established when both
sides have functioning receivers and
transmitters

transmitter and receiver can be integrated
and a connecting and dialog software is
developed (imitating the internet), a Skype-
like function can be implemented using DAB
Note this is done solely using broadcasting
instead of the internet
the boundary between broadcasting and the
communication is crossed here

DAB has actually become a teaching facility of the university, and has benefited teaching and management.
The cost is approximately 100,000 USD, cheaper than any other networks.

The east part of Hailing district, Taizhou city, Jiangsu province.
It includes an industrial park and several residential areas
A 100W transmitter is built to covers an area of 80 square km, with a population of 120,000.

DAB has been in operation for 10 years using 2 KW transmitter
